Minutes of the D.A.R.C. Luncheon Meeting – November 15, 2009
Frank Tillmann, KN6LM, Master of Ceremonies, began the luncheon meeting at 12:02 PM, and welcomed the 35 people in attendance. Frank then asked that guests be introduced. Frank Myllo, KC6YPV, led the group in the pledge of allegiance, followed by Frank Hornberger, N6ZDS, giving the invocation. Tom VanBuskirk, K6TV, greeted and thanked all that were in attendance.
Frank introduced our President, Sam Lollar, K1SL, who also welcomed everyone and then remarked on his tenure as President during the past two years. He may be stepping down, but he will still be around to keep those serving on the board on the straight and narrow.
Frank then first introduced the outgoing board, followed by the introduction and installation of the incoming board. They are as follows:

Frank said that it was now time to eat, but the staff was still setting up the buffet, so during this short delay, Ron Eveland, W6QM, made an announcement concerning the ordering of club shirts and hats. Ron said this would be the last day for a club member to get their order in before the placement with our vendor next week. Frank then released each table in random order beginning with our speaker’s table to enjoy the beautiful buffet.
After a very enjoyable meal where we all probably all ate way too much food, Frank introduced Arlene Schwartz, KE6GFI, who introduced our guest speaker, Matt Bennett, KF6RTB.
Matt began his program, “Where will Amateur Radio Take You” by giving us a glimpse of his background and how he became interested in amateur radio. Matt’s program focused on where it had taken him both person-ally and professionally. He has been involved with several satellites both military and scientific giving us a re-view of his involvement. One of his notable achievements was setting up a station at Mission Viejo High School, K6UCI, and then making a contact with NA1SS while it orbited the earth. This short contact during one of the Space Shuttle passes allowed high school students to ask an astronaut questions. Matt concluded his presentation with a quick chart on his involvement in various personal interests from music to amateur radio, and most were now at a dead end, all but Amateur Radio. He then challenged all in attendance to think about where Amateur Radio will, or has taken each of us. Matt also left his personal email address to let him know where you are headed, [email protected]. He then took questions from the audience. Applause followed, and then Arlene Schwartz, KE6GFI, thanked Matt for his presentation, and presented him with a club certificate thanking him for his presentation.

Frank KN6LM, introduced our new President, Rick Norwood, KD6KHJ, who presented the DARC 2009 Service Awards. The awards certificates were presented as follows: Larry Tinkler, K6LXT Raffle Chairman Ray Olesen, AD6AF Net Control John Powell, KF6EOJ Q5 Editor Buck Kerns, AE6DT Public Service The Ham of the Year Award Plaque was given to Ron Eveland, W6QM, followed by the Past President Award Plaque and certificate given to Sam Lollar, K1SL. Larry Tinkler, K6LXT, Raffle Chairman, assisted by Arlene Schwartz, KE6GFI, drew the tickets for our drawing. The winners were as follows: Ron Eveland, W6QM, an alarm clock, and a can of spray cleaner; Tom Van-Buskirk, K6TV, a dual driver; Linda Fernandez, KI6NSI, a 14 piece screwdriver set, and a tool caddie; Frank Tillmann, KN6LM, a three piece tool set, and a 30 amp switching power supply; Sam Lollar, K1SL, a car bat-tery tester, and the Grand Prize went to Ray Olesen, KD6AF, a Yaesu FT-60R dual band transceiver.
Frank, KN6LM, again thanked everyone for attending, and closed the luncheon at 1:30 PM.

ARRL Membership and Renewals
Just a reminder to current club members and new members, the DARC will accept new memberships to the American Ra-dio Relay League as well as renewals of memberships. We can provide the forms. When you renew through the club, the club receives a club commission from the ARRL. We know that many members’ ARRL dues generally become due in Au-gust because of our past practices in hosting ARRL night at club meetings in August. Minutes of the D.A.R.C. Board of Directors Meeting – November 17, 2009
President Rick Norwood, KD6KHJ, called the meeting to order at 1930 hrs in the Emergency Operations Cen-ter (EOC) at Downey Fire Station #1. Board Members present were: 1st Vice President: Ron Eveland, W6QM; VP Service: Dave Buhler, WB6ZGF; VP Ways & Means: Steve Hartranft, KI6SUF; Secretary: Delight Miller, WB6WWI; Director One Year: Buck Kerns, AE6DT; Director, Two Years: Frank Myllo, KC6YPV; and Past Treasurer: Frank Hornberger, N6ZDS.

1st VP: Ron Eveland, W6QM – Ron expressed his appreciation for the Amateur of the Year Award.
VP Programs: Dave Glenn, N6TEB - Absent

VP Service: Dave Buhler, WB6ZGF – Dave will follow up on the radio installation in the Fire Department.
VP Way & Means: Steve Hartranft, KI6SUF – Ron Eveland, W6QM discussed passing materials to Steve. Ron stated that he had emailed the order to SoCal Sporting Goods and will follow up on the order. All orders are paid by the Treasurer when items arrive.
Secretary: Delight Miller, WB6WWI – October Board Meeting minutes as published in Q5 were approved.
Treasurer: Frank Hornberger, N6ZDS – The October Report was submitted and approved by members. Luncheon had 31 attending which was short of the 40 necessary. Restaurant charged us for 34. There were 5 paid members who did not come. A motion passed to offer the five non attending members reimbursement or donate the cost of their luncheons to the Club. All Board members were pleased with the lunch and the speaker.

Agenda Topics:
1. By-Laws Review - Because the total number of members has decreased, there may be a necessity to re-view the By-Laws as it relates to Board positions. Frank Myllo, KC6YPV, has agreed to take on this task.
2. Treasury Audit –On December 1st, at Carrows Rick, Ron, Delight and Frank will meet for the audit.
3. December Holiday Party (monthly meeting) – Arlene Schwartz, KE6GFI, and Tom Van Buskirk, K6TV usu-ally handle this pot luck. Will present information at general meeting.
4. Holiday Lane Parade – Buck Kerns, AE6DT, will be the organizer for this event. It is on December 6th from 1000-1400 hrs. He will get additional signups at the General Meeting.
5. Luncheon Debrief – Speaker was outstanding and members could not say enough good things about the serving personnel and the restaurant. It was suggested that next year’s luncheon be held at the same location.
6. Club Brochure – Members reviewed the latest version of the brochure. Rick will see about having it printed on heavy paper.
7. Mail Pick Up – Extended discussion regarding the pickup of mail. There has been a problem with payment of telephone bill being later. Therefore, late charges being assessed. A motion passed for Frank Hornberger, N6ZDS, to contact the telephone company and have the monthly charge taken automatically out of the check-ing account.
MARSH Insurance Policy – It was decided the Secretary will keep the policy and all paper work related to it.
The Board Meeting Minutes and Treasurer’s Report for last board meeting, as they appeared in Q5, were ap-proved.

1. DRMC - Tabled until Sam is available.
New Business:
1. Batteries for Altadena Repeater – Discussion on length of time batteries have been at location, the number and type of batteries, and cost. Larry Cude, Paul Metzger and Glenn Allen are the sources for the information needed.
1. Glenn Allen will be contacted to check on the condition of the batteries at the Altadena repeater site.

December Propagation Outlook
Solar activity is increasing, at last. Nighttime propagation is improving on 160-20 meters. Background noise on all bands is decreasing. During daylight hours 17-15 meters are indicating more and longer openings. Listen to 12-10 meters for an increasing number of spot openings. Listen for the beacon stations and call CQ if the band seams dead. It may surprise you with an opening.
DXer's News
COOK ISLANDS, E51USA. The E51USA beacon is now operational on 50.051 running 20 watts into a 5 ele-ment beam at 58 feet.
THAILAND, HS. Thailand's National Telecommunications Commission has approved a request by the Radio Amateur Society of Thailand to expand 40 meters. Effective November 6, E2 and HS stations will have pri-mary use of 7.0 to 7.2 MHz.
December DX
AFGHANISTAN, T6AG. David, CT1DRB, has been working in Afghanistan and will be on the air as T6AG until March 2010. He says not to be surprised if all of a sudden he goes QRT because of his military responsibili-ties. David has two dipoles up for activity on 40, 30, 17, 15, 12 and 10 meters. He is unable to operate on 20 and 80 meters due to local military communications. David has a Web page at http://t6ag.nra.pt/. QSL via EA3GHZ.
IOTA AN-011, until February 20. Activity is mainly on 20 meters using CW, SSB and PSK31. QSL via K1IED.
BRITISH VIRGIN ISLANDS, VP2V/DL7VOG. Gerd, DL7VOG will be operating as VP2V/DL7VOG from Ane-gada Island, IOTA NA-023, until December 2. Activity is on all bands using mostly CW and RTTY. QSL to DL7VOG.
CHESTERFIELD ISLAND, TX3A. Tomi, HA7RY and George, AA7JV are on the air as TX3A until December 6. Activity is on all HF bands with an emphasis on the low bands. QSL via HA7RY.
GUINEA-BISSAU, J5UA & J5GQZ. Joao, CT2GQA is operating from here for the next five years. He is ac-tive as J5JUA on 80 and 40 meters and J5GQZ on 20 and 17 meters. QSL to CT2GQA.
LIBERIA, EL8RI. Chris, ZS6RI will be operating as EL8RI until mid January 2010. Activity will be mainly on 40, 30 and 20 meters running QRP power. QSL to ZS6RI.

REPUBLIC OF SAN MARINO T70A. During the ARRL 10 Meter Contest, on December 12 and 13 look for IZ0EGM, Aurelio, to be operating from the Republic of San Marino as T70A. He plans to be on CW and SSB. QSL via T70A QRZ.Com info.

In celebration of the bicentennial of the Republic of Chile, members of the Concepcion Radio Club will be putting on an operation from Greenwich Island, South Shetland Islands (AN-010) from January 10 to 25, 2010. XR9JA will be active on SSB, CW, PSK31 and AO-51 from the Arturo

TUNISIA, 3V8SS. Alex, GM0DHZ will be operating from the 3V8SS club station on CW. until late January 2010. QSL via operator's instructions.
XV2JR, respectively, until December 7. Activity is on all HF bands using CW, SSB and RTTY. QSL both calls direct via OH4MDY.
ZIMBABWE, Z2BB. Fernando, EA4BB is operating from Harare as Z21BB. He is on for two years while on work assignment. He plans to be active on 80 to 10 meters using CW and SSB. QSL via W3HNK.

DARC INFORMATION VE Exams
The Downey Ama-teur Radio Club pro-vides VE examina-tions for all classes of Amateur Radio li-censes on the third Saturday of each
even-numbered month. Exams are held at the Downey Fire Department Headquarters, 12222 Paramount Boulevard, beginning at 8:30 AM. The exam schedule for 2009 is as follows:

The ARRL/VEC test fee is $15.00 for all tests. The fee is controlled by the FCC but goes to the ARRL to cover their expenses in providing the tests and handling the applica-tions.
