Now York officesof PPYCC wore visited by a Trotskyist group
(Socialist Workers Party?). Gibson, for some reason which was not clear to me, seemed to feel that Oswald may have visited their headquarters with this Trotskyist group (I suspect Oswald's pictures look familiar to Gibson y. Gibson
wont on to say that some of the Trotskyist types, who were rather vocally irresponsible on matters of 'direct action,'
could well, without intending to, have planted in Oswald's mind the idea that assassination had merit. le greatly doubts however that they would deliberately or consciously have encouraged Oswald to such action.

I leas to the 'male! that what he said was true insofar as it went, that he bimetal would not be capable of is any way condoning Presidential assassination as a political tool in

o e wo ots of the subject ammunition=was sent from Greece to Canada after February 1, 1962. Therrinformalt allegges that this ammunition was imported into the United States in contravention to the section of the law that restricts'the return to the U.S. for resale any ammunition of U. S. manufacture furnished to foreign governments by the U. S. under any foreign assistance program. He further allegges that there' was no other ammuUttion of this type avail-able in the U. S., as it was manufactured specifically for the Greek Government under the Greek Aid Program. The informant has reason to believe that the ammunition was imported. rom Canada under the provision of the International Traffic in Arms regulations which exempts imports from Canada where the ammunition has-come from a third country and has been in Canada more than one year. (22 CFR 123.23c)
"Th • ormant believes that the ammunition was consigned t• entu in t based on his knowle• e e pr nc pa s ockholder of=International Firearms, is a brother-in-law of Mr. MANNEY WIGGINSBURG (phonetic), who operated Century Arms. Mr. SIPES also explained that a 1958 aakendsent ,to- lbes-, Mutual Security. Act of 1954 prohibits the reimportationia, "eit ammunition into the U. If the ammunition used in the assassination of ;President KENNEDY was part of any U. S. aid program shipment to Greece, it could not legally have been brought into the U. S. for resale, except for personal use by a collector or lor military
.use, notwithstanding the U. 8.-Canada agreement.*
Mr. SIPES stated that the Department of State is not taking any action with regard to investigating this allegation about the ammunition. Be advised that State is definitely interested in doing whatever can be done to tighten up ontrols at the Canadian border with regard to ammunition' importation and will probably have conversations with other
/
interested government agencies in this connection. Be stated that the Office of Munitions Control would be interested in receiving any info pertinent to this which the Bureau might develop with regard to the information furnished by.the informant.

violations of which are handled by the U. S. Department of State. The informant feels the Century Arms Company in St. Albans, Vermont, must have imported this ammunition into the U. S. through Canada. State advised its informant is of unknown reliability and represents one of a group of small arms dealers who have been trying to get the Department of State to do something about the trans-shipment of ammunition via Canada, as it adversely affects their businesses.
We initially commenced the tracing of the ammunition used in the assassination, but found this to be an extensive, if not impossible, task; and, therefore, this check was limited to those areas where Oswald was known to or suspected of residing. While the location of the same lot would not tend to be of significant value to this investigation, it is felt we should check this out, since the informant bras specified one company. Any additional evidence of a possible violation within the investigative jurisdiction of the Department of State will be furnished them by appropriate means.

They also pointed out that the figUres below the passengers' names, "9 Laredo, 7 Monterrey," indicated the number of passengers for each destination. It will be noted that without taking OSWALD into account there are nine ticket numbers listed with the prefix. 10, indicating travel from Mexico City to, aredo, and, seven ticket numbers bearing the prefix 39 indicating passage from Mexico City to Monterrey. Including OSWALD, there are actually ten passengers listed with a destination of Laredo. Efforts are being made to clarify this discrepanc the .

Inasmuch as the names appearing on the list are ti many cases only partial names and are somewhat illegible, no investigation has been conducted to locate and interview the persons whose names appear on the list other than the two drivers of the bus.
4N With regard to the photographic copies of the pages
of t e psi brook of the Hotel Del Cosaficio mentioned above,

Be stated that it is the custom at the hotel for the guests to personally register in the book the day of arrival at the hotel. Thereafter on each succeeding day the name of the guest is entered in the book by a hotel employee. Under this procedure, name of LEE, HARVEY OSWALD, which first appears in the book on Friday, 9/27/63, should have been written by OSWALD himself. The name LIZ HARVEY which appears on succeeding days through 10/1/63 would have been written by a hotel employee.
. - In accordance with Bureau instructions, efforts are
being made to obtain the original registry hook in order-that it may be forwarded to the Bureau for handwriting and latent fingerprint examination. The book is no lunge and acco on available

C1-ic:ans, A,ouislana. Ls note above, it was issued in the of Lee, Harvey Cswa:d. It would appear that the comma
was placed on the card in error inasmuch as the signature appea....ing on the original and duplicate portions of the card is Lee H. Oswald. Oswald listed his profession as "photographer" stated he was 23 years of age and married, and presented a
certificate in proof of his citizenship. The card was valid for a single journey to Mexico for a period of fifteen days.
VI According to rubber stamp impressions appearing on

A second source ar:viscd on November 26, 1963, that Cswald '• l. apparently resided at a small second class hotel • called the :otel Del Comercio, located at Calle Sahagun 19 in City. Septen:;er 27, 1963, and has concluded that th s'gnatures t:.creon were prepared by Lee Earvey Oswald.
The source advised that inquiry at the hotel revealc,.: that the name Lee i:arvcy written by a hotel employee continued to be carried in the rejstry book as a guest at the hotel through Cctober 1, 1963. According to information source obtained from the manager of the hotel, Guillermo Garcia "...una, Osald paid his bill on October 1, 1963, this payment :nclud
w ing the night of October 1, and presumably Oswald stayed
tne hotel that night and departed on October 2, 1963, although the hotel manager and the only two other employees cf the hotel, a desk clerk and a maid, had no independent recollection on this point. va
The source said also that these three persons vE.-ue_y recalled Oswald having been at the hotel after a . pnotoraph of Oswald was exhibited to them, but could furnish r. o information concerning his outside activities while a (-4est at the hotel. Photographs of Oswald were exhibited by the sourcell to Saucedo, and the latter advised that he had no recollection of Oswald ravine been on the bus on the October 2-3 trip from
Cit:,r to Nuevo Laredo. Saucedo pointed out that he and other bus drivers ordinarily pay little attention to the identities of passengers riding aboard their buses and that it would not have been unusual that Oswald did not come to his attention. He also stated that seats 2 and 4 are usually reserved for the use of the relief driver in order-that he could stretch out and get some sleep during the trip. He .=e't that Oswald nrobably occnied a seat rurther back in the

The Central Intelligence Agency is in possession of infor=zion coinciding with the dates when Oswald was in :.lexico City and which may have some bearing on his activities in that area. In adcHtion, the Central Intelligence Agency conducted investigation into the allegations of Gilberto Alvarado arte a 23-year-old Nicaran-uan who alleged that on Septet 18, ,
