ROS Narratives and Disclaimers Room 1 1:30 PM – 5 PM
Survey Narratives, are they already required? The purpose of this seminar is to help guide both technicians and the Professional Land Surveyor through the various laws and rules that explain what a professional surveyor is required to disclose, i.e. narrative, on his or her land boundary survey, regardless if that survey is required to be recorded or not.
Informed Consent & the Surveyor The broad heading for the topic is Disclaimers but the focus of the talk will be on preventative strategies for minimizing the likelihood that a dis-satisfied client will choose to lawyer up͟. Rather than encouraging reactive strategies, the program will present some examples of successful anticipatory communication strategies, similar to the process of mindful informed consent practiced by the medical field.
Hosted by James Wengler and Tom Brewster

Modernization of the National Spatial Reference System Grand C 8 AM – 12 Noon
During the next several years enhancements and additions to the network of Global Navigation Satellite Systems (GNSS) including: the U.S. NAVSTAR Global Positioning System, Russian GLONASS, European Union GALILEO and China's BeiDou will significantly improve the use of space-based positioning systems for surveying, mapping, charting, navigation and innumerable other applications. In order to meet the anticipated demands for an improved geospatial framework that these developments will require, the National Geodetic Survey (NGS) is implementing a plan for the modernization of the National Spatial Reference System (NSRS). Among the various topics outlined in this plan is the adoption of an entirely new geodetic reference frame with updated geometric (horizontal) and gravimetric (vertical) realizations that will replace the North American Datum of 1983 (NAD 83), the North American Vertical Datum of 1988 (NAVD 88) and the several island vertical datums. The new framework will be designed such that the geometric component (latitude, longitude, ellipsoid height) will be virtually identical to and aligned with the International Terrestrial Reference Frame (ITRF), while orthometric heights will be based exclusively on a nation-wide high accuracy (1-2 cm) gravimetric geoid model. This presentation highlights the rational for these changes; the various elements that currently define the NSRS and the activities NGS is engaged in to improve the capacity of and access totheNSRS.

Photogrammetry, Part 1 (continues after lunch) Maple 8 AM – 12 Noon
This all-day workshop covers the fundamentals of photogrammetry, with an emphasis on what you can do from a small practice viewpoint. With the availability of imagery increasing and the price coming down, as well as widespread use of drones as data collectors, how do you turn imagery into map-like products? We will examine some of the practicalities, as well as some of the theory and what happens ‘under the hood’ in digital photogrammetric software.
Hosted by Bill Hazelton Dr. Bill Hazelton is an Australian surveyor who has been living and working in the US for the past 20 years. He holds a Bachelor of Surveying and PhD degrees from the University of Melbourne, and has been licensed for over 30 years. He
has 40 years’ experience across the surveying and geospatial disciplines and has been involved in geospatial work on four continents. Currently the owner of consulting and publishing companies, he is also Past President of the Surveying and Geomatics Educators Society. He has taught at a number of different higher-education institutions across the surveying and geospatial discipline. ............................................................................................................................................................. Washington’s Aquatic Land Boundaries Cedar 8 AM – 12 Noon
This presentation will review the leading principles that govern aquatic lands in Washington State. Topics include; navigability of rivers and lakes for title purposes, the GLO meander line as a boundary, tides and tidal datum, platting of harbor areas and waterways by the State, the disposal of tidelands and shorelands by the State, establishing lateral (sideline) boundaries, and shifting or fixed water boundaries.

This All-day class is a 4-part series in two-hour sessions:
Digging into Civil 3D Surfaces: This class explores building surfaces from many different types of data, both common and obscure. You will also learn how to
Page 7
manage large datasets like LIDAR data and advanced techniques. A Practical Guide to GIS in AutoCAD Civil 3D: If you are a Civil 3D user being asked to provide data to your GIS department, if you are being asked to use GIS data as background data for your designs, or if you think GIS is a four letter word; this class answes this all too common question, “Why should I care about GIS?” Field to Finish in Civil 3D: This class will explore the setup and implementation of Field to Finish in Civil 3D. You will learn about working with Description Keys, Figures, Styles, Point Groups, the Survey database and much more. Civil 3D Styles Tips and Tricks: Styles are one of the most powerful features in Civil 3D, but at the same time they can be one of the most confusing and frustrating parts of the program for many users. This class explores the flexible nature of Civil 3D Styles that allows several different and valid approaches to setting up and working with them.
Hosted by Rick Ellis Rick has worked with and taught Civil/Survey CAD software since the mid-90s. He is the author of a series books on AutoCAD Map 3D, Civil 3D, and most recently, Carlson Survey, known as "Practical Guides". He continues to work on projects in a

............................................................................................................................................................. NW Survey Educators Forum Room 3 8 AM – 12 Noon
This is an opportunity to join an open discussion on the state of geospatial education in the Northwest. Representatives from schools and colleges are encouraged to attend. This year we will be looking at the current programs and latest initiatives in our colleges.
Hosted by Martin Paquette See speaker’s bio on page 4 ............................................................................................................................................................. Railroad Rights of Way Room 4 8 AM – 12 Noon
The topics of this session will include several aspects of surveying railroad rights of way for practicing surveyors. I plan to discuss the importance of understanding government granted railroad rights of way as distinguished from, for example, deeded railroad rights of way. Specifically, we will discuss the two most common railroad-related federal government land grant acts – the Acts of 1864 and 1875 – and the differences between them. Further, we will discuss the several types of railroad maps and the sources of those maps available for surveyors to use. We will discuss railroad mapping terminology and railroad features. We will discuss how to safely and legally access railroad rights of way for survey purposes and the utmost importance of doing so as railroads see it. We will briefly discuss the abandonment process as it relates to granted rights of way. We will discuss common blunders and pitfalls one can encounter in surveying on the railroad. We will end our discussion with your great questions and my answers as well as covering any topics sent to the parking lot, time permitting.
Hosted by Nicholas Bailey, P.E. Nick is currently the Public Works Engineer for Montana Rail Link (MRL), and he has worked there for ten years. Prior to MRL, Nick worked as a Public Works Engineer for the City of Billings. Before that Nick has worked as an Airport Staff Engineer, a

Thursday Afternoon Sessions
Geodetic Datum Transformations Grand C 1:30 PM – 5 PM
This presentation covers the relationship of and transformations between the several horizontal/ geometric and vertical geodetic datums most commonly used in the United States. These include:
The North American Datum of 1927 (NAD 27), the North American Datum of 1983 (NAD 83), the International Terrestrial Reference Frame (ITRF), the World Geodetic System of 1984 (WGS 84), the National Geodetic Vertical Datum of 1929 (NGVD 29) and the North American Vertical Datum of 1988 (NAVD88). The presentation specifically demonstrates and examines the gridded utilities NADCON and VERTCON developed by the National Geodetic Survey (NGS), the commonly used 3-parameter abridged Molodensky transformations computed by the U.S. Defense Mapping Agency (DMA), and the more rigorous 14-parameter Helmert transformations supported by the NGS utility HTDP (Horizontal Time Dependent Positioning).
Hosted by Dave Doyle See speaker’s bio on page 1 ............................................................................................................................................................. Photogrammetry, Part 2 Maple 1:30 PM – 5 PM

The Young Surveyors of Washington will hold their 4th Meeting at the LSAW Conference. Heidi will discuss what has happened over the last year and as a group discuss how to move forward. There is a lot of movement across the United States within this group and everyone is working towards a common goal:
bringing about awareness and support for the surveying profession. The national definition of a Young Surveyor is 35 and under or 10 years from graduating. All levels of surveyors are included and this is an open meeting to all conference attendees. Let’s see what the Young Surveyors can do in Washington!
Hosted by Heidi Jackson Heidi has a B.A. in Geography from the University of Wisconsin, and an Associate Degree in Geomatics Technology from Bellingham Technical College. She is an active member of LSAW and has served as a board member at the state and
national levels of the Young Surveyors Network. She has gained experience in the field with the WA Department of Natural Resources, 1Alliance Geomatics, and Northstar Surveying, Inc. She currently works as a full-time field crew member at LDES, Inc. where she works on a variety of survey projects from residential to heavy construction. She and her dog live in Bellingham, WA where they enjoy hiking and karaoke. .............................................................................................................................................................
