NGS History and Stories Grand C 10 AM – 12 Noon

Join Dave for a first hand recollection of NGS as it has evolved since the early 1970’s, the deliberations surveyors had to deal with regarding the impacts of GPS replacing classical triangulation and leveling, and NGS's relationship to the surveying community.

Hosted by Dave Doyle Dave Doyle joined the National Geodetic Survey in 1972, and held the position of chief geodetic surveyor for twelve years prior to his retirement in January 2013. He was responsible for the development, technical design and management of plans and programs that enhanced

the United States National Spatial Reference System. During his career with NGS his experiences included all phases of geodetic triangulation, astronomic positioning, leveling, GPS data collection, data analysis, datum transformations, network adjustments, data publication and outreach in the form of seminars, workshops and webinars. His efforts also included extensive activities to direct and coordinate the modernization of national geodetic reference frames in countries in Africa, Central, Caribbean and South America, Eastern Europe and the Pacific. Mr. Doyle is a Past President of the American Association for Geodetic Surveying, a Fellow member of the American Congress on Surveying and Mapping, and has served on the U.S. delegation to the International Federation Of Surveyors. .............................................................................................................................................................

Dennis Studeman has worked in the surveying profession since 1992 in various field and office positions. He has been with the Public Land Survey Office since 2016. He is extremely knowledgeable about WebXtender from being an external user since its inception. He recently

was instrumental in upgrading to the new version by working with the software vendor, and doing extensive testing, during the upgrade transition and implementation.

John Gasche, L.S.I.T., has been at the Public Land Survey Office since 2009 and with DNR since 1996. Before coming to the PLSO, he worked on a survey crew out of Port Angeles in the Olympic Region of DNR. His duties at the PLSO include processing the Permits, promoting

monument preservation, and historic records retrieval and processing. John previously managed the WebXtender user accounts and provided WebXtender customer support. John is also the author of the WebXtender User Manual that the PLSO provides.

The Washington Council of County Surveyors (WCCS) was formed in 1992 to provide a forum for the exchange of information between and among surveyors engaged in work by and for county governments and other related agencies and organizations; to provide an opportunity for peer group review; to enhance the learning of the members from the experiences of other surveyors engaged in similar work; to discuss and develop training techniques for its members and their staff; to provide for the exchange of information with other disciplines engaged in work by and for county governments and other municipalities; to enhance the members skills and abilities to perform their professional assignments; to provide for technology transfer of new technologies, i.e. LIS, GIS, GPS; to enhance the profession of land surveying. The WCCS is an affiliate of the National Council of County Surveyors (NACS).

DNR Board Activities – Panel Discussion Room 4 10 AM – 12 Noon

This board exists under authority of RCW 58.24, along with the Public Land Survey Office. This is a panel discussion of the role of the board in advocating for the land surveying profession in Washington and on behalf of the PLSO. The board is authorized and responsible to keep the WAC 332-130 up to date, relevant and enforceable. In this session, current initiatives will be discussed, and attendees will have Q and A time.

Walt Dale, PLS, is the owner of Dale & Dale LLC dba Benthin and Associates, a Professional Licensed Land Surveyor in Washington since 1992 and Idaho since 2004. His firm evolved from James F. Benthin & Associates which opened in January 1984 and was purchased by Walt in

2004. He is actively involved in his practice, not only as the Professional Land Surveyor of record in the office, but also actively and intimately involved in the field work on a regular basis. Walt was appointed to the Urban Surveying Position of the Washington State

Department of Natural Resources Survey Advisory Board by the Commissioner of Public Lands for a third term 2014 – 2019 and has served as past Chairman. This position involves reviewing and creating Washington Administrative Code for the land surveying profession along with establishing educational paths and materials for the profession. He is also the liaison to the State Auditor’s Association Recording Committee. Walt is also a featured speaker for Professional Surveying Organizations, DNR, Lorman, Inc. and National Business Institute seminars presenting land surveying issues concerning the Recording Act, Conflicting Legal Descriptions, Title Elements, Boundary Disputes, Boundary Agreements and Land Development, to Surveyors, Title Companies, Realtors and Attorneys. Walt also served as a Peer Review Professional Consultant for Board of Registration for Professional Engineers and Land Surveyors 2009-2010 and a Pro-Tem Board Member in 2015-2016 involving active investigations. Walt also serves on a regular basis in Eastern Washington and Northern Idaho providing supporting exhibits and testifying for lost boundary resolution, mediation and litigation as an Expert Witness.

Tim Kent, PLS, is currently the Surveying Program Coordinator and instructor for the Surveying & Geomatics Program at Clark College in Vancouver, where he resides. He teaches at Clark College full-time and coordinates the recruitment aspects along with other duties. Tim is also a consultant to a number of private

surveying companies where his expertise in rural surveying is required. He is an expert in the Public Land Survey System and has advised many clients concerning the complexities of this system. Tim retired from the BLM Oregon State Office in September of 2005 after 37 years as a land surveyor with the federal government. He graduated from Oregon Tech with a Bachelors Degree in surveying in 1971 and joined the BLM in their Portland office. Subsequent assignments were in Eugene, Anchorage, Denver, and back to Portland in 1984. In 1990, he joined the Forest Service in Portland as the regional land surveyor for Oregon and Washington. He returned to the BLM in 2002 to finish his federal career. From 2005 to 2008, Tim was an Assistant Professor of Geomatics at Oregon Tech in Klamath Falls in a position funded by the BLM. He was responsible for teaching surveying courses part time and recruiting part time with an emphasis on Native American recruitment. Tim is a licensed land surveyor in several western states and is an active

member in National Society of Professional Surveyors, and both the OR and WA state surveying societies. He has coordinated and instructed at numerous conferences and training sessions throughout his career, with emphasis on involving the private land surveyor in the federal surveying process.His area of expertise is in the Public Land Survey System with a special interest in historic surveying aspects.

Martin Paquette, MS, PLS, has taught full-time at Renton Technical College, Renton, WA since 1991, following eleven years of full-time surveying experience in California and Washington. He has continued part-time professional practice while

working at RTC. He is licensed as a Land Surveyor in Washington and California and has his Bachelor’s Degree in Surveying and Photogrammetry and Master’s Degree in Civil Engineering with Geomatics emphasis from California State University, Fresno. He is an active member of the Land Surveyors’ Association of Washington and NSPS. Other professional activities: Appointed to Department of Natural Resources Advisory Board for Surveying Written articles for professional publications; Current committee member and Past chapter officer in LSAW and CLSA; and taught many classes at conferences and workshops.

business and other important matters of concern to our members. Outgoing state and chapter officers and committee chairs are asked to attend. This is also the venue for any of our general members to voice their concerns, gripes, praise, & etc.. Any member can make a motion. If you’re a member, you have a voice.

Geodetic Datums of the U.S. Grand C 1:30 PM – 5 PM

This program details the historical and contemporary developments of the horizontal and vertical geodetic datums of the United States including: the Bessel reference system, U.S. Standard Datum, North American Datum, North American Datum of 1927, North American Datum of 1983, First, Second, Third and Fourth General Vertical Adjustments, the National Geodetic Vertical Datum of 1929 and the North American Vertical Datum of 1988. The program highlights the development of reference ellipsoids, geoid models and contemporary global coordinate systems such as the International Terrestrial Reference Frame (ITRF) and the World Geodetic System of 1984 (WGS 84), and describes the efforts of the National Geodetic Survey to modernize the reference systems of the United States.

Join Attorney David K. Eckberg of Betts, Patterson & Mines, P.S. and Insurance Broker Laura Ledbetter, of Assured Partners of WA LLC, dba Hall & Company for a session which addresses both sides of liability exposure: legal and insurance. Topics on the docket include: Risk Management for your practice – now and post retirement; Document Retention; How to protect yourself as you enter retirement; and How to structure ownership transition. Mr. Eckberg will be presenting on a number of legal topics. He will provide information regarding the liability exposure of land surveyors, with a primary focus on long term liability after the survey is completed and recorded. As part of the liability discussion, he will review applicable statutes and regulatios and discuss a number of interesting case histories. He will also address the topic of document retention and provide recommendations on what to keep and for how long. In addition, Mr. Eckberg will talk about important risk management practices that will minimize your liability exposure including appropriate contractual terms and conditions. Then, Mr. Eckberg will turn to good business practices and transitioning your business. This will include a discussion of ownership transition, including internal ownership programs and external mergers and acquisitions. He will complete his

presentation with a discussion regarding dissolving and winding up your business and exiting your practice. To wrap up the session, Laura Ledbetter will discuss the insurance implications of the above.

Survey Narratives, are they already required? The purpose of this seminar is to help guide both technicians and the Professional Land Surveyor through the various laws and rules that explain what a professional surveyor is required to disclose, i.e. narrative, on his or her land boundary survey, regardless if that survey is required to be recorded or not.

Informed Consent & the Surveyor The broad heading for the topic is Disclaimers but the focus of the talk will be on preventative strategies for minimizing the likelihood that a dis-satisfied client will choose to lawyer up͟. Rather than encouraging reactive strategies, the program will present some examples of successful anticipatory communication strategies, similar to the process of mindful informed consent practiced by the medical field.

James Wengler, PLS, CFedS Filling one of two Professional Land Surveyor positions on the Board, James Wengler, is a Professional Land Surveyor and Certified Federal Surveyor. James spent many years as the Board Liaison representing the Land Surveyor’s Association of

Washington (LSAW). He was the LSAW’s Surveyor of the Year in 2006 and is a Past State President of the LSAW. James, owner of Wengler Surveying & Mapping in Port Angeles, is also a member of the National Society of Professional Land Surveyors and served on their Board of Governors and the Board of Directors. James is currently serving as Vice Chair of the Board of Registration for Professional Engineers and Land Surveyors.

Tom Brewster, PLS, is the Survey Department Manager and Partner with Wilson Engineering in Bellingham, Washington. Tom is also serving as the LSAW Secretary. He is a fan of Robert's Rules of Order and a very detailed individual. Based on

This session will introduce you to the art of surveying with the solar compass and the solar transit. Most all GLO surveys in the Pacific Northwest were completed with these instruments. Modernization of the National Spatial Reference System Grand C 8 AM – 12 Noon

During the next several years enhancements and additions to the network of Global Navigation Satellite Systems (GNSS) including: the U.S. NAVSTAR Global Positioning System, Russian GLONASS, European Union GALILEO and China's BeiDou will significantly improve the use of space-based positioning systems for surveying, mapping, charting, navigation and innumerable other applications. In order to meet the anticipated demands for an improved geospatial framework that these developments will require, the National Geodetic Survey (NGS) is implementing a plan for the modernization of the National Spatial Reference System (NSRS). Among the various topics outlined in this plan is the adoption of an entirely new geodetic reference frame with updated geometric (horizontal) and gravimetric (vertical) realizations that will replace the North American Datum of 1983 (NAD 83), the North American Vertical Datum of 1988 (NAVD 88) and the several island vertical datums. The new framework will be designed such that the geometric component (latitude, longitude, ellipsoid height) will be virtually identical to and aligned with the International Terrestrial Reference Frame (ITRF), while orthometric heights will be based exclusively on a nation-wide high accuracy (1-2 cm) gravimetric geoid model. This presentation highlights the rational for these changes; the various elements that currently define the NSRS and the activities NGS is engaged in to improve the capacity of and access totheNSRS.

The topics of this session will include several aspects of surveying railroad rights of way for practicing surveyors. I plan to discuss the importance of understanding government granted railroad rights of way as distinguished from, for example, deeded railroad rights of way. Specifically, we will discuss the two most common railroad-related federal government land grant acts – the Acts of 1864 and 1875 – and the differences between them. Further, we will discuss the several types of railroad maps and the sources of those maps available for surveyors to use. We will discuss railroad mapping terminology and railroad features. We will discuss how to safely and legally access railroad rights of way for survey purposes and the utmost importance of doing so as railroads see it. We will briefly discuss the abandonment process as it relates to granted rights of way. We will discuss common blunders and pitfalls one can encounter in surveying on the railroad. We will end our discussion with your great questions and my answers as well as covering any topics sent to the parking lot, time permitting.

Nick is a licensed Professional Engineer in Montana and Idaho, and he holds a commercial instrument helicopter pilot’s license. Nick lives in Missoula, and he is married to Karen Bailey. He has three step children ages 27, 24, and22, and two sons ages 15 and 13. When Nick is not working, he enjoys watching his boys’ sporting activities, mountain biking and fly fishing.

This presentation covers the relationship of and transformations between the several horizontal/ geometric and vertical geodetic datums most commonly used in the United States. These include:

The North American Datum of 1927 (NAD 27), the North American Datum of 1983 (NAD 83), the International Terrestrial Reference Frame (ITRF), the World Geodetic System of 1984 (WGS 84), the National Geodetic Vertical Datum of 1929 (NGVD 29) and the North American Vertical Datum of 1988 (NAVD88). Aaron Blaisdell, PLS, has been involved in land surveying for the last 20 years and has been licensed in Washington as a Professional Land Surveyor since 2004. He is the Survey Principal for Apex Engineering, PLLC in Tacoma. As a resident of Tacoma, he serves on various volunteer

boards and commissions and works with students throughout the community. Originally from Spokane, he graduated from Washington State University with a Bachelor of Science Degree in Agriculture. WGS & WSRN – 2022 Reference Framework Modernization Maple 8 AM – 12 Noon

The year 2022 will see the National Spatial Reference System (NSRS) modernize to the global reference framework (from NAD83 to ITRF/IGS) – is Washington State ready? The Washington Geodetic Survey (WGS), the non-profit advisory for geodetic matters in WA State recently reached out the National Geodetic Survey for guidance on what surveyors and other stakeholders can do to prepare for 2022. This session

is a summary of collaborative efforts with the NGS, the proposed action items the WGS seeks to coordinate within the geospatial constituencies of our state, and how the Washington State Reference Network (WSRN) plans to prepare for the changes. The last hour of the session will be a panel hosted by the LSAW Datum Committee to foster an open dialogue and encourage participation in preparations for 2022.

Larry Signani, PLS, CfedS, LSAW, NSPS, WGS, currently serves as Senior Survey Project Manager at W&H Pacific. He is a member of the Society of American Military Engineers, past president of the Washington Land Surveyors Association of Washington, and past

chairman of the Washington State Section of American Congress of Survey and Mapping. Larry’s work with Geodesy and Cartography projects includes photogrammetry, LIDAR and remote sensing projects. This includes establishing ground control, Aerial Triangulation and Airborne GPS. He is highly experienced in Global Positioning Technology. He was an instructor of Advanced Surveying and Mapping for the US Army at Fort Belvoir and Huntsville, Alabama, for 14 years. He has managed and computed Blue Booking Projects for Height Modernization across the State and for Airport PACS and SAC throughout the West Coast He always willing to instruct chapters and State Societies in GPS techniques. Larry also provides computations for the Washington State Real Time Network to allow for the use of real time GPS positioning in the State. He is presently a member of the Washington Geodetic Survey (WGS) and the 2022 Datum Working Group. Larry is also a Certified Federal Surveyor and performs CfedS surveys in Washington State.

Gavin Schrock, PLS is the administrator of the Washington State Reference Network (www.wsrn3.org) a regional cooperative GPS network in the Pacific Northwest. He has worked in surveying, mapping, data management, and GIS in the civil, utility, and mapping disciplines. He

We will discuss proposed changes to the laws, give an update on what the Survey Advisory Board has been working on, the WebXtender software update, issues/questions that have come up over the last year from surveyors and/or recording offices, and other issues that do, or may, affect the Land Surveying Profession. We will also be discussing the relationship between the Public Land Survey Office, the County Recording Office (Auditor’s Office), and the Professional Land Surveyor. This includes reviewing the Survey Map Requirements and the Recording Checklist per WAC 332-130-050. Vicky Dalton, Spokane County Auditor and Melanie Muzatko, Spokane County Recording Manager will be present to answer questions and give some insight into how the Recording Offices deal with survey maps. This is an important presentation to attend if you would like to better understand why a survey map could be rejected for recording.

Pat Beehler, PLS, CFedS, has over 50 years of experience as a Land Surveyor, both in the public and the private sector. He began his surveying career in 1967 with the Department of Natural Resources on a survey crew retracing and restoring General Land Office

corners and subdivisions of sections. While at DNR in 1976, he was the right-of-way manager in the Aquatic Lands Division, processing and issuing permits for the use of state owned aquatic lands. He was employed in private practice conducting boundary, construction, and engineering design surveys for engineering and surveying firms in southwest Washington. He received his Professional Land Surveyor’s License in 1978. He worked for six years at the Tumwater Public Works Department. He left the City in 1990 and returned to private practice to manage the survey department at Skillings & Chamberlain Engineers, Inc. in Lacey, Washington. In 1992 he purchased W.F. Kroger & Associates. He renamed and incorporated as Southwest Surveying, Inc. in January of 1994. Pat sold his surveying business to W&H Pacific and was employed as the Director of Surveying for the Olympia office. When the Olympia office of WHPacific closed, Pat went to work for David Evans & Associates in their Olympia office. In August of 2013 Mr. Beehler returned to the Washington State Department of Natural Resources as the State Surveyor responsible for the overall management of the statewide land surveying practices of the department, where he is currently employed. He was the President of the Land Surveyors Association of Washington (LSAW) 1997 - 1998. He served as the President of the National Society of Professional Surveyors (NSPS) in 2008 - 2009.

Robert Burton has been in the surveying profession for over 40 years, working both in the private sector and in government. Presently working as Survey Supervisor at the City of Auburn Community Development and Public Works Department. Originally educated in

Urban Planning at the University of Washington, his earliest survey experience was with small private firms doing work in the Puget Sound area – primarily performing boundary and topographic surveys for residential plats and commercial developments. Twelve years at David Evans & Associates as a Project Manager provided opportunities to participate with the early years of GPS and assignments encompassing

rights of way for large highway corridors. For the last sixteen years he has provided survey services to a wide variety of internal customers at the City, including Capital Projects, planning applications review, water, storm, sewer and transportation utilities, parks, cemetery, airport and police departments. For thirty years he worked as adjunct faculty at Green River College teaching evening classes in Civil Drafting as part of their Design Drafting Program. Since 1990 he has taught LSAW refresher classes with the North Puget Sound Chapter, and enjoys mentoring those with whom he works.
