Initial Greetings
1.1 President of the World Karate Federation
It is a source of pride for all of us who love Karate to attest that the
fascination and thrills that we felt for our sport when we started practising
it many years ago continue today in youngsters all over the world. Every
two years, we have the opportunity to witness the outstanding influence
of Karate in young ages when karatekas aged 14 to 20 from all five
continents meet in the biggest underage event of our sport.
The 2019 edition of the World Cadet, Junior & U21 Championships
travels this time to Chile where another memorable celebration of the
impact of our sport in young ages will take place from October 23 to 27.
There, at the Polideportivo Estadio Nacional sports hall, the strength and bright future of our
discipline will be showcased in yet one more demonstration of one of our biggest values: that
Karate is a sport of youth.
The World Cadet, Junior & U21 Championships have grown in relevance and popularity;
therefore, I want to thank the Chilean Karate Federation and its president María Angélica
Coronil Flores for their support in hosting this anticipated event. I am convinced that we will
experience five days full of excitement and great memories in Santiago, so much so that after
the tournament, when we will go back home, we will feel tremendously hopeful for the future
of our sport.
Best of luck to all the participants and organisers and a big “Oss” to all of you Karate fans.

1.2. President of the Karate Federation of Chile
Since 2004, the American continent has not received a
World Karate Championships and it is the first time that
Chile will host this great event, opening its doors to our
youngest athletes, who will be able to learn about our
hospitality and gratitude for making this event An
unforgettable one, thanks to the presence of each one.
Karate is living a memorable cycle and this World
Championships will receive the first Olympic champions
in the history of karate, who won the Olympic Games of
the Youth of Buenos Aires in 2018 and there will
undoubtedly be some who will be in the debut of Karate
in the Olympic Games of Tokyo 2020.
Karate has been prepared for this moment, the World Federation Presided by Mr. Antonio
Espinós, has worked hard to make the Olympic dream possible and our athletes around the
world, together with their National Federations, their Olympic Committees and government
authorities, they have understood it this way and are training and dedicating themselves to
reach this much dreamed sports elite.
Thus, the XI Cadet, Junior and U21 World Championship of Santiago 2019, will be a great
preamble to show the greatness of our discipline and show the world the great mass of young
people who live around karate, which is not only a massive sport and transversal, but also
contains in itself and cultivates all the principles of Olympism that are a source of inspiration
and development of virtues and values in our society.
Santiago is the beautiful capital of our country, Chile, we are happy to welcome you to become
the center of world Karate during October 2019 and be able to share with you our culture, our
tourist, architectural and gastronomic wealth, which will undoubtedly be of your liking and we
wish it to be an enriching and unforgettable experience.
Welcome, we are waiting for you in Santiago, to build together this new link in the great success
chain of world karate, maintaining the strong convection of what we are and represent in the
world and Olympic sport.

2 Santiago de Chile
2.1 About Santiago de Chile
Chile is in the southwestern end of South America, between the Andes mountains and the
Pacific Ocean. Its area extends to 4,200 kilometers, which makes it possible to find various
landscapes and climates along its territory. In the northern extreme we find the Atacama
Desert, the world’s driest desert, and in the Patagonia, millenary glaciers.
Culture: Some of the city’s newest attractions are: the viewpoint Sky Costanera, the tallest
tower in Latin America with its 300 meters of height; the Gabriela Mistral Cultural Centre
(GAM), a monumental building dedicated to the arts and culture; the Palacio de La Moneda
Cultural Centre, an underground museum with exhibitions from around the world, and the
Mirador Interactive Museum (MIM), filled with artefacts that allow you to experience science.
The city also has traditional areas that showcase the old town, such as the Central Market
(Mercado Central), the Fine Arts Palace (Palacio de Bellas Artes), La Moneda Palace (Palacio
de La Moneda, which houses the executive power), San Cristobal Hill and the Main Square
(Plaza de Armas), all of which are in the city’s historic center. The restaurants, bars, parks,
concerts, parties, bookstores, museums, pubs and first level architectural projects give life to
a modern and cosmopolitan city. In 2011, The New York Times named Santiago de Chile a
must-visit location.
Santiago of Chile, host City
It is the capital of Chile and the Metropolitan Region of
Santiago. It is the main urban nucleus of the country and
its metropolitan area is also known as Greater Santiago.
The city hosts the main administrative, commercial,
cultural, financial and governmental agencies of the
country with the exception of the National Congress, the
Navy, the National Customs Service, the National
Fisheries Service and the National Council for Culture and
the Arts, all located in the city of Valparaíso.

Although generally conceived as a single city, Santiago does not constitute a single
administrative unit, but is part of the territory of 37 communes, of which 26 are completely
within the urban radius and 11 with some part outside it. Most of the metropolis is located within
the province of Santiago, with some communes within the provinces of Cordillera, Maipo and
Talagante.
Santiago is usually positioned as a leading city in Latin America in a series of social, economic
and environmental factors. The Chilean capital is the second most competitive city in Latin
America, second only to São Paulo, as well as the third with the best quality of life.
Within Santiago there are also large parks and natural areas. One of them is the Metropolitan
Park located in Cerro San Cristóbal (figure 2) where you can visit the Zoo, trekking trails,
swimming pools, the Immaculate Conception Sanctuary that is at its summit, the funicular train
and the cable car.

Located in a valley, it is surrounded by mountains that offer attractive panoramas such as
visiting the winter ski centers, snowboarding during the winter (Figure 3), trekking, horseback
riding, climbing and much more in the Cajon del Maipo and discover the flavors of typical food
when enjoying a field day.
Because of its central
location, Santiago can also
be in a few hours on the
beach, so in one day you can
visit Valparaíso, Viña del Mar
or other spas in the area
such as the port of San
Antonio, Rocas de Santo
Domingo, Isla Negra , among
others.
In the outskirts of Santiago are located several of the most important wine valleys of the
country, which are known for their Ruta del Vino, where you can visit the vineyards and taste
different strains of wine accompanied by Chilean cuisine.
Our official language is Spanish and although it is spoken by all Chileans, there are also
languages or dialects that are still used by the different indigenous communities present in our
country such as Mapudungun.
Thanks to its geographical location, you can reach Chile by air, sea and land from its
neighboring countries. The main access by plane is through the airport with the most use and
international connections, the Comodoro Arturo Merino Benítez airport in Santiago. But there
are also six other international airports located in the cities of Arica, Iquique, Antofagasta, La
Serena, Pascua Island, Concepciòn, Puerto Montt and Punta Arena

3 How to get to the Championships
3.1 Flight
TO CHILE
The Santiago International Airport is the entry point to Chile, as it receives domestic and
international flights. There are frequencies from different cities in the country, both north and
south and international flights arriving from five continents. The alternatives of available aerial
lines are varied and the majority from the main cities of the world.

Those delegations making reservations out of the official hotels will have tranfers available at
the following rates for a round trip from the airport to the hotel and return:

Latest date to reserve and proceed with the payment of the reserved room was: July 16,

Rates are valid for reservations between October 16 and 28. In case of requests on different

The agency will be able to continue processing requests without any inconvenience, but
without ensuring availability / rate in the required hotel.
The values may increase and the high demand for hotels in Santiago does not guarantee the
availability of rooms in the designated hotels.
The delegations may announce the nominative list (rooming) until September 30, 2019.
All reservations must be paid in advance; and they are not confirmed before the TURAVION
agency has received the payment.
Latest date to cancel reservations without charge: August 07, 2019 (Crowne Plaza HQ
exception, whose deadline is May 5). Any cancellation after the dates indicated, has a
100% charge.
Cancellations and refunds will be coordinated with the official agency taking into account the
individual hotel rules.

7.5 Venue: Polideportivo Estadio Nacional
The place of competition is the Polideportivo de Estadio Nacional, located at Av. Pedro de
Valdivia 4851, which is located in the municipality of Ñuñoa. This venue was built for the X
Games South American Santiago 2014 and has hosted several international events, as well as
the National Championship of the National Sports Federation of Karate of Chile.
As a multi-purpose enclosure, the project generates a central nave with great accessibility
to allow the efficient entry and evacuation of massive events. The sunken field allows
optimal conditions of visibility for the public and conditions of autonomy for athletes. The
concave geometry facilitates sound transmission and noise dissipation, achieving an
environment free of annoying "acoustic surplus".
In its upper part, controlled openings are generated that generate cones of natural
ventilation sufficient to maintain comfort temperatures in public areas. Its structure also
allows to achieve a wide free surface of supporting elements, by means of two structuring
arches that form a translucent polycarbonate dome that allows a high luminance
autonomy.

Championships 2017 and 2018; Pan-American Karate Championship 2018 and Karate
Championship 1 Series A 2018, having a great acceptance by the public, athletes and
organizers.

7.7 Transfer reservation to trainings
The organizing committee will provide the National Federations with predetermined 45 minutes
slots of training the days before the competition. The National Federations must send the form
below before July 16, 2019 to hire the transfer service.
Transfers will be organized according the assigned training schedule and include a round trip
from the hotel to the venue and return. Each additional hour of waiting has an additional cost
of USD 144. Maximum additional wait of one hour.

9.3 Servicio Agrícola y Ganadero de Chile (SAG)
In order to prevent exotic diseases, quarantine infestations and/or economically danger
species according to the agropecuary politics from abroad in Chile, The Agropecuary
Service. (Servicio Agrícola Ganadero - SAG) sets strong regulations for products of
vegetal and/or animal origin entering the country.
SAG recommendation is to always DECLARE YES when in doubt about the products you
are bringing into Chile. Shall you have any questions about the product statement
declaration, please do not hesitate to ask a SAG officer at the airport, who will assist you
on how to fill the document.
Customs regulations
If you are traveling into Chile with personal belongings such as: film equipment, film camera,
furs or similar, must fill a temporal importation request form and submit it to the Policía
International (PDI). Otherwise, you must pay the custom tax.
Customs Office performs random inspections on the luggage of the travellers at the airport. If
you are selected for this inspection and you are in possession of goods you failed to declare,
customs authorities will decide whether you should pay a custom fine, be deprived of your
goods or even be charged with a penalty infraction leading to jail time.

9.4 Opening Hours (Shops / Pharmacies)
Office hours are Mondays to Fridays, from 9:00 to 18:00. Bank hours are 9:00 to 14:00.
Commercial centres and malls are open Monday to Sunday, from 10:00 to 21:00.
Supermarkets are open 8:00 to 22:00.
9.5 Currency
The official currency of the country is the Chilean peso, and is represented by the sign $. The
exchange rate varies continuously. One US dollar is equivalent to $ 650 Chilean pesos and
one euro to $ 740 Chilean pesos (referential values at the time of issue of this bulletin).
Exchanges can be made at the airport, at the exchange offices or at banks. In Chile, credit
cards are accepted in commercial establishments such as shops, hotels, restaurants and travel
agencies. However, it is recommended to have some cash in the national currency available
for minor expenses. Tipping in Chile is voluntary and, in general, is not included in your bill or
receipt. In restaurants, it is customary to leave a 10% tip.
9.6 Electricity
In Chile, electrical currents have a voltage of 220V and 50 hertz. Devices designed for 110V
will burn when plugged in, unless a voltage converter is used. It is recommended to take
voltage converters and adapters on the trip. The electric plugs have round pins and are Italian
Type C or L.
9.7 Language
Official language in Chile is Spanish. Nevertheless, all representatives of OC speak basic
English.

In the month of October the historical temperatures of Santiago de Chile oscillate between 7 °
Celsius as minimum and 23 ° Celsius as maximum. The last light rains of the year occurs in
October.

9.10 Health & Services
There will be health professionals available in place of competition before, during and after. It
is also important to announce that there is a primary health care center near the competition
site.
9.11 Insurance In compliance with WKF Rules, it is obligatory for all the participants and members of the
participating delegations have their own medical and personal trip insurance. The Karate
Federation of Chile and the World Karate Federation as well as the Organizing Committee
assume no liability or responsibility for the lack of insurance from participants and members of
the delegations. The head of the delegations must sign the enclosed terms of responsibility
and return it by 16 july of august 2019 the latest.
Delegations that do not have insurance policies could acquire it during the days prior to the
competition.
Bottled drinking water is available in numerous points of sale and distribution in relation to
the championship.

9.13 Safety in the city
Chile is ranked as one of Latin America’s safest countries. The Ministry of Internal Affairs is in
charge of public security in the country, which is enforced by Carabineros de Chile (Police)
and Police de Investigations (PDI, Investigative Police). A recommendation is to make a
fotocopy of your passport for everyday use, while keeping the original document in a safe
location. Additionally, it’s best not to carry too much cash when going out.
The local police one of the strictest police in the world, is constantly making rounds in the
streets, and you can go to them in case of doubts or any incidents.
9.14. Guidelines in case of telluric movements
Chile is prone to telluric movements. In the Metropolitan Region, where Santiago is located,
most constructions are modern and designed to withstand any seismic movement, which gives
added security to dwellers and visitors.

While the earthquake IS still happening: if you are inside a house or building, you must remain
indoors, unless the construction is visibly deteriorated. If you are outdoors when the movement
begins, stay away from buildings, trees, streetlights and overhead cables. You should remain
outdoors until the earthquake is over. If you are in a vehicle, it is suggested to switch off the
engine and remain inside the vehicle. Once the tremor is over, act carefully. Avoid bridges or
ramps that might have been damaged during the telluric movements. Always follow emergency
instructions of the place you are located.

10.2 Catering Form
The catering will be organized by the Chilean Karate Federation during the competition and
will be for all persons officially accredited in the championship.
Unfortunately, there are no other lunch alternatives near the competition venue
The price of lunch will be USD 20 per person and to reserve it, the form must be completed
and sent to [email protected] . The reservation is guaranteed once the
payment is executed.
For delegations that do not complete the food reservation form, availability and value are not
guaranteed during the days of competition.
You can only reserve for the 5 days of the service whose service will be from 12.30 to 15.00.
Daily menu alternatives from 23rd to 27th October:
One main dish composed of proteins with 2 carbohydrates options plus dessert and includes
drinks.
During all the days of competition, it will be considered a daily vegetarian option and, if
