GENERAL RULES & REGULATIONS ANIMAL HEALTH REQUIREMENTS FOR EXHIBITION The following is a SUMMARY, and not a reprint of 2 CSR 30-2.040 Animal Health Requirements for exhibition reg-ulations. Contact the Missouri State Veterinarian’s office at (573) 751-4359 for clarification on the following. 1. Certificate of Veterinary Inspection/General Require-ments. A. All animals must have a Certificate of Veterinary In-spection (Certificate of Veterinary Inspection) or a paper copy of an electronic Certificate of Veterinary Inspection unless specifically exempted. The Certificate of Veteri-nary Inspection must show the number of animal(s) cov-ered by the document, listing individual identification, the purpose for which the animals are to be moved, the points of origin and destination, the consignor and the consignee. B. The Certificate of Veterinary Inspection is valid for thirty (30) days. C. Animals with active lesions of ringworm or warts will not be permitted to exhibit and shall be subject to isola-tion and expulsion. EXHIBITION REQUIREMENTS FOR CATTLE A. Intrastate (cattle in Missouri moving for exhibition only). 1. No Certificate of Veterinary Inspection required. 2. Brucellosis – no test or vaccination is required. 3. Tuberculosis – no test is required. B. Interstate (cattle from another state entering Missouri for exhibition only). 1. Brucellosis – A. Cattle from Brucellosis-Free States. 1. Certificate of Veterinary Inspection required with official individual identification for each animal listed. 2. Brucellosis - A. Cattle from brucellosis-free states. 1. All cattle may enter without a brucellosis test. 2. Steers. No test required but the steer(s) must be listed and identified on a Certificate of Veterinary Inspec-tion. B. Sexually intact cattle from brucellosis Class A states. All test-eligible animals must be tested and negative within thirty (30) days prior to entry except- 1. Cattle from a certified brucellosis-free herd. The certi-fied herd number and date of the last herd test date must be listed on the Certificate of Veterinary Inspection; 3. Tuberculosis. A. Beef – all beef breeding cattle six (6) months of age or over entering Missouri for exhibition only must meet one of the following requirements: 1. Originate from at tuberculosis-free state.
2. Originate from a tuberculosis-accredited free herd. The herd number and current herd date must be listed on the Certificate of Veterinary Inspection; 3. Test negative within sixty (60) days of exhibition. B. Dairy – all sexually intact dairy cattle six (6) months of age and older entering Missouri for exhibition only must meet one of the following requirements: 1. Negative to an official tuberculosis test within sixty (60) days prior to exhibition; 2. Originate from an accredited tuberculosis-free herd. The herd number and current herd test date must be listed on the Certificate of Veterinary Inspection . III. EXHIBITION REQUIREMENTS FOR SWINE A. Intrastate (swine in Missouri moving for exhibition
only) 1. No Certificate of Veterinary Inspection is required. 2. Brucellosis – No test required 3. Pseudorabies-no test required. B. Interstate (swine in Missouri moving for exhibition on-ly) 1. A certificate of Veterinary Inspection is required. All
swine must be identified by ear tag, ear notch, tattoo and individually listed on the Certificate of Veterinary Inspection.
2. Brucellosis-
Breeding swine originating from brucellosis-free
states may exhibit without a brucellosis test.
Breeding swine originating from a brucellosis stage
II states must be tested negative within sixty (60) days prior to exhibition except breeding swine from a validated brucellosis-free herd. The validated herd number and date of last validating test must be listed on the Certificate of Veterinary Inspection.
3. Pseudorabies –
Swine originating from a state classified as Stage V
the National Pseudorabies (PRV) Eradication Plan may exhibit without a pseudorabies test.
All other swine must be tested negative within sixty
(60) days prior to exhibition except swine from a qualified pseudorabies-free herd. The qualified herd number and date of last qualifying test must be listed on the Certificate of Veterinary Inspection.

IV. EXHIBITION REQUIREMENTS FOR SHEEP. A. Intrastate (sheep in Missouri moving for exhibition only). 1. Sheep must be free of clinical signs of an infectious or contagious disease 2. All sheep, including wethers, must be accompanied by a Certificate of Veterinary Inspection or a paper copy of an electronic Certificate of Veterinary Inspection showing official identification (ear tag, electronic implant or registration tattoo) as defined in Part 79 of the Code of Federal Regula-tions. If electronic implants are used for identification, owner/manager must provide electronic implant reader. 3. No test required V. EXHIBITION REQUIREMENTS FOR GOATS. A. Intrastate (goats in Missouri moving for exhibition only) 1. Goats must be free of clinical signs of an infectious or contagious disease. 2. of clinical signs of any infectious or contagious dis-ease.
2. No Certificate of Veterinary Inspection is required 3. Pullorum-Typhoid test. All poultry (except waterfowl)
exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition origi-nate from a flock approved by a the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. This infor-mation shall be documented on a VS Form 9-2(see 2 CSR 30-8.020) or similar certificate which shall ac-company the poultry to the exhibition and shall be made available on request.
B. Interstate (poultry and waterfowl entering Missouri for exhibition only) 1. All Poultry and waterfowl to be exhibited must be free
of clinical signs of any infectious or contagious dis-ease.
2. A Certificate of Veterinary Inspection is required. Pullorum-Typhoid test. All poultry (except waterfowl) ex-hibited shall be tested negative for pullorum-typhoid with-in ninety (90) Days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which as been tested within the past twelve (12) months with no change of own-ership. This information shall be documented on a VS Form 9-2 (see 2 CSR 3k0-8.020) or similar certificate which shall accompany the poultry to the exhibition and shall be made available on request. 1. An entry permit is required. C. Requirements for Sponsoring Exhibitions for Poultry
and Waterfowl. 1. An official representing the person or organization
sponsoring the exhibition shall notify the state veteri-narian no later than thirty (30) days prior to the exhibi-tion giving the names, place, inclusive dates and times of events.
2. Record Keeping. The sponsor of the exhibition shall compile a list of all poultry and waterfowl present at the exhibition. The list shall contain the name and address of each owner, the number of species, breed, variety, type, sex and pullorum-typhoid status of all poultry present. A copy of this list shall be re-tained by the sponsor of the exhibition for at least twelve (12) months and shall be made available upon request to a representative of the department.
3. Inspection. All poultry and waterfowl to be exhibited must be free of clinical signs of any infections or con-tagious disease. A representative of the department shall have access to the exhibits and may conduct

1. Exhibitors for beef and swine must be a mem-ber of a Pettis County 4-H Club or FFA Chap-ter, or a resident of Pettis County and an active dues-paying member of an adjoining county FFA Chapter. Sheep, dairy goats, meat goats, poultry, and rabbits are open to surrounding counties. Bobby Calf class C1 is open to any youth 5-7 years of age.
2. Each exhibitor must attend a majority of re-spective club and project meetings (At least five 4-H club and 6 hours of project meetings prior to July 1, 2019.
3. All signatures are necessary and MUST appear on Livestock entry form.
4. All state health regulations will be observed. Ownership date for all livestock is May 1 of the current year, except market steers.
5. Market animals will be judged as finished market animals. Breeding animals will be judged for breeding ability and breed charac-teristics. All animal species must declare ei-ther they are Breeding Stock or Market An-imals-can only show in one category
6. To qualify for breed awards the animal must meet the rules set forth by the breed associa-tion. Animals must be registered in exhibitors name, in order to show in purebred classes and presented at check-in.
7. All entries fees are due in the Extension Office by July 1, 2019. Fees are per head: beef - $10.00; bobby calves-$5.00; swine-$6.00-and sheep, boer goats, dairy goats, rabbits and poultry-$3.00. Each exhibitor will be charged additional $10.00 per head late fees for entries turned in after the close of business on July 1, 2019.
8. All exhibitors must bring registration papers, and /or late registration fees to the appropriate weigh-in areas.
9. Substituting animals within class only by the same exhibitor/owner on show date is permis-sible.
10. A member may only exhibit two (2) market beef or swine per breed.
11. All livestock must be shown un-assisted by the individual owner. Any exception must receive prior approval from the show superintendent. For example, exception may be requested for physical handicap or two entries in one class. Only another 4-H or FFA member showing that day will be allowed to assist. (This does not include clover kids)
12. Grooming should be done by exhibitor and may be assisted by family or other 4-H/FFA
exhibitor. 13. All animals must be broken to lead/handle
including calves on cow. Uncontrollable animals that can not be handled may be dis-qualified based on the recommendation of the livestock chairman, superintendent, asst. superintendent, or ring assistants. Disqualifi-cation will result in the forfeiture of ribbons, entry fees, premiums, and eligibility to sell.
14. No irritants, sedatives, or stimulates may be used on or given to an animal. Suspect ani-mals may be tested at exhibitors expense.
15. To show in champion and/or reserve champi-on classes, an animal must be a blue ribbon winner in class.
16. Exhibitors will receive a blue, red or white ribbon plus premium money based on per-cent of money available. A member may sell only one animal at the livestock sale and members are only allowed to sell the animal in one county. Lambs must weigh at least 90 pounds, steers must weigh at least 1000 pounds, and hogs must weigh 200 to show, and from 210 to 310 to sell. Hogs must be 210-310 to participate in carcass show. Participants with lower weight animals may purchase an ultrasound for educational benefits, but will not be eligible for the Carcass Show. Boer Goats must weigh 55 pounds to sell, Poultry and Rabbits must weigh 3-5 pounds. NO Exceptions will be made. Poultry and rabbits no more than 70 days old
17. A $25.00 sale commission will be collected by livestock committee the night of sale on all market animals sold.
18. Sale order for each species will be as fol-lows: Block One: is reserved for champions; Block Two: is reserved for reserve cham-pions; Block Three: is reserved for all re-maining sale animals. In block three, sale order will be assigned to luck of the draw by each exhibitor.
19. Beef and swine check-off will be deducted from show premium.
20. Ultra Sound will determine carcass show entries.
21. Only one reweigh within the time schedule.
BEEF SHOW RULES 1. Steers must be born during the calendar year
prior to the show year. Ownership must be by weigh-in date.
2. All steers are to be steers prior to the designated weigh-in date for 2019.
3. In order to show and sell, steers must have been weighed and tagged, on the designated weigh-in date.
4. Steers Only-- if any exhibitor has more than one position in the sale order the exhibitor may choose which position they so choose.
5. Steers will be shown by breed or in crossbred class as designated at entry. No changes in clas-sification will be made on show day.
6. All beef entries must show only in properly fit-ting show halter.
7. All bulls over 250 days of age must have a nose lead: either snap in or permanent.
8. Steers will be judged as a NO FIT SHOW. Washing and clipping will be allowed: NOT ALLOWED: final mist, oils, glycerin soap, glue, shaving cream, artificial hair, tying of tails, and artificial coloring, etc.
9. Rate of Gain contest winner on steers will be determined on average daily gain from county weigh-in day to show day weigh-in.
SWINE SHOW RULES 1. In order to be able to show and sell, must be
able to show proof of ownership by May 1, 2019. Swine must have been enrolled with the Extension Office prior to May 15 (Missouri State Fair deadline is May 15 with DNA) of the current year and have been notched following the 391 National Swine Registry Notching Sys-tem. Swine must be washed before being weighed.
2. Scales will shut down at 8:00 a.m. 3. All swine exhibitors must be Pork Quality As-
surance Certified based on their age. 4. Numbered note cards will be drawn immediate-
ly after the Showmanship Class. Your animal
needs to be reported to your show superinten-dent within an hour of completion of your show.
5. All hogs including market hogs must have registration papers or they will show as cross-bred.
6. Each class must have three (3) hogs to qualify as a class. Classes without three (3) hogs will be shown in the AOB class.
OPEN PEEWEE SWINE SHOW CLASS
7. Pettis County Youth Swine Show for youth at least 5 years old and less than 8 years old by December 31, 2018. 8. Hog can be barrow or gilt. 9. Exhibitor may bring own hog or borrow a hog from a 4-Her or FFA member. 10. Must enroll at Pettis County Extension Office by Friday, July 1, 2019 and pay entry fee same as swine.
MEAT GOAT SHOW RULES All goats must comply with the general rules, and
health requirements for the Pettis County Jr. Livestock Show.
1. Entry fees will be $3.00 per animal in county, and out of county. No refunds will be made on entry fees. Late entries will be assessed an additional $10.00 late fee per head.
2. Market Goats must be wethers only. 3. There will a limit of two market goats entered
per exhibitor. 4. Goats are to have milk teeth, but there shall be
no evidence of breaking of the skin or erup-tion of the two permanent front teeth.
5. Market Goats must be uniformly slick shorn with 3/8 inch of hair or less at the time of arri-val on the fairgrounds. Hair may be left on the legs up to the hocks and knees only. No other alterations such as: sprays, paint, icing, etc. allowed.
6. Market goats are to have horns blunted before arrival on ground.
7. There is a minimum weight of 55 pounds with no upper weight limit. Goats under 55 pounds will not be eligible to sell.
8. Exhibitors must own each animal by May 1, 2019 with a legible tattoo or tag for each ani-mal. Scrapie tags required.
9. Exhibitors will not slap or brace the animal or lift the front legs off the ground while in the show ring.
10. Exhibitors are allowed to use halters or collars in the show ring.
11. Exhibitors will weigh their goats at the desig-nated time and place, all goats will be divided into equal classes.
12. Ear Tags will be drawn immediately after the Showmanship Class Your animal needs to be promptly tagged and reported to your show superintendent within an hour of completion of your show.

DAIRY GOAT SHOW RULES 1. The base date for computing ages for the show will be
July 15, 2019, the day of the show. 2. All animals shown must have been owned by the ex-
hibitor since June 1, 2019. 3. Every dairy goat shown must be tattooed and have
proof of ownership registration papers. 4. Every dairy goat must be properly fitted for show and
have a collar. All exhibitors must be neatly dressed, preferably in white.
5. All dairy goats must comply with the general rules, and health requirements for the Pettis County Jr. Livestock Show.

POULTRY SHOW RULES 1. Each participant must be a regular member of 4-H
(ages 8-18) in good standing or an active member of FFA who is continuing his or her SAE program, but not over the age of 21. Exhibitors must carry poultry as a project to be eligible to enter.
2. Ownership of Animals: All animals entered in this de-partment must be the bona fide property of the exhibi-tor.
3. Showing: The individual owner will show all entries unassisted. The Superintendent may make exceptions by permitting another enrolled 4-H or FFA member to show the animal in case of valid sickness, physical handicap, family emergency or if two animals fall into the same class.
4. Entry fees for Exhibitors are $3.00 for pre-registered exhibits. Late entries will be assessed a $10 late fee in addition to the regular entry per exhibit.
5. Each member may not exhibit more than 5 entries. You must check in with Superintendent before placing animals in cages.
6. Any stock showing symptoms of disease, or signs of sickness will be excluded and removed from the show grounds. This will be at the discretion of the Poultry Superintendent.
7. The Standard of Perfection will be used in judging. 8. The terms are defined as follows: Cock—Male bird over 1 yr. old Cockerel—Male bird under 1 yr. old Hen—Female bird over 1 yr. old. Pullet—Female bird under 1 yr. old Pen —3 birds of the same sex or ducks 3 birds Same breed (Trio is 1 male, 2 females)
9. Birds entered in single classes will not be permitted to show as part of a pen, nor will birds in co-housing pens be permitted to show for a single prize.
10. Exhibitors must be certified free from pullorum ty-phoid diseases. All birds, excluding water fowl, must be tested within 90 days prior to the show, or at the show prior to putting the birds in the pens.
11. Exhibitors may exhibit more than one breed in any class.
12. Exhibitors must feed & water their exhibit. 13. Birds that are disqualified will not be awarded any
premiums. 14. All exhibitors in or out of county participating in the
poultry show must present their Missouri Show-Me Quality Assurance Certificate at time of check-in.
RABBIT SHOW RULES
1. Each participant must be: A regular member of 4-H ages 8-18 in good standing, or an active member of FFA.
2. Ownership of animals: All animals entered must be owned by the exhibitor.
3. Showing: The individual owner will show all entries unassisted. The Superintendent may make excep-tions by permitting another enrolled 4-H/FFA mem-ber to show the animal in case of valid illness, physi-cal handicap, family emergency or if two of the ani-mals fall into the same class.
4. Any rabbit showing sign of illness will be removed from the show grounds and entry fees will not be refunded.
5. Exhibitors are responsible for feeding and caring for the animals.
6. All rabbits must have ears tattooed. 7. Showmanship will be divided into junior girls and
boys (8-13) and senior girls and boys (14-18).
SHEEP SHOW RULES 1. Base date for computing ages for all Sheep classes is
the day of the show. 2. Market lambs will show by weight groups that will
be decided after lambs are weighed at check in. 3. Ewe lambs shown in market lamb classes will not be
eligible to show in breed classes. 4. All market lambs must be slick-sheared at the time
of arrival at the Pettis County Jr. Livestock Show. 5. All breeding animals must be registered in the exhib-
itors name. 6. When the judge is handling sheep or when exhibitor
is waiting to be judged, all 4 (four) feet must be on the ground. It is acceptable to briefly lift the front end to set the front feet.
OPEN PEEWEE GOAT SHOW CLASS 1. Pettis County Youth Goat Show for youth at least 5 years old and less than 8 years old by December 31, 2018. 2. Goat can be Doe or Wether. 3. Goat must be less than 1 year old at time of show. 4. Exhibitor must care for goat. 5. Provide health paper and have scrapie tag at time of show.

1. Jeans. While jeans that look well-worn or have small holes may be stylish, when you are showing animals your jeans should be a solid color and not have holes. Since you are working with animals, dark jeans are rec-ommended as they tend to hide more accidents that could happen at the fair. More importantly, having pants cut at the proper length is critical for safety when moving with the animal. 2. Collared shirt. Whether a polo or a button down, a collared shirt makes you and your animal look more professional. The length of the sleeve should be determined by the comfort level of the exhibitor and the temperature of the show ring. Solid or plaid shirts are acceptable. 3. Boots. Safety is the most important reason for wearing boots. Additionally, they will keep debris off of your skin while walking in an arena and the barn area. If possible, make sure to clean your boots before entering the show ring to look more professional. 4. Belt. Belts keep things in place and provide a nice finished look to your show ring attire. Remember, you are showing your animal, not you. To allow you to do this, make sure to keep your hair out of your face so you can make eye contact with the judge. Additionally, make sure to remove your baseball hat and spit out your gum before entering the show ring. On a final note, make sure to silence your phone or better yet, give it to someone else, to avoid the embarrassment of your phone ringing when you are in show ring.

BEEF, SWINE GOATS & SHEEP Treasurer and Chairman, Assisted by
Meat Animal Superintendents The Pettis County Jr. Livestock Show Awards Assem-bly is the time for the members to discuss the purpose of the Show and to see if the calf, hog, sheep or goat on foot can be judged in line with the carcass, so the grand champion on foot, at least is in the top of the Carcass placings. Premiums: Premium money will be awarded to the
top ten beef, top ten swine, top three market lamb and top three market goat carcass.
Traveling trophies will be awarded to the Grand Champion and Reserve Champion beef, and hog carcass exhibitors. Grand Champion Sheep and Bo-er goat will receive a traveling trophy.
Informational data will be compiled by Ultra Sound on market animals at exhibitors expense. This is not mandatory, but will be used to determine carcass winner.
Participants with lower weight animals may purchase an ultrasound for educational benefits, but will not be eligible for the Carcass Show.

The Bobby Calf Show is designed for boys and girls 5 years of age as of December 31, 2018 to
12 years of age as of December 31, 2018.
Project Requirements are as follows: 1. Own a calf born between February 1, 2019 and May 1, 2019. 2. Calf must be weaned from cow and fed on a bottle or bucket before the calf is two weeks of age.
The calf cannot nurse a cow after the calf is two weeks old. 3. Exhibitors must take care of the calf. Care is to include; feeding, training calf to lead, keeping ex-
pense records and looking after the calf’s health. 4. The Bobby Calf will not be eligible for the steer sale or to show in any other class at the Pettis
County Jr. Livestock Show. 5. The calf can be beef, dairy, or cross of beef and dairy, steer or heifer. 6. Class one-Open Bobby calf for exhibitors who were at least 5 years old and less then 8 years old on
December 31, 2018. 7. Class two-Bobby calf for exhibitors who were at least 8 years old on December 31, 2018 and no
older than 12-years old on December 31, 2018. Exhibitors must be a member of 4-H and enrolled in 4-H Bucket Calf Project 135.
8. The following criteria will be used for judging the Bobby Calf Classes: 25 points-Presentation of the calf in the show ring 20 points-Condition and health of the calf 5 points-Quality of the calf 50 points-Exhibitors knowledge of the calf (age, breed); Feeding (amount, cost, what & when, how much); Care of the calf given by the member.
100 points possible total
The judge will interview each member to determine the member’s knowledge.
