Cadets and personnel should be aware that leaving personal property unsecured and/or unattended during Reorganization Week may result in theft.

Reasonable and prudent care in protecting your personal property from theft and/or damage is to be exercised. All high-value items should be secured and clearly labeled with your name, company and class.

It is recommended that cadets and personnel report any missing or damaged property through their chain of command (TAC Officer or TAC NCO) as soon as possible after checking the last known location and condition of the property.

If property incurs water damage while held in a trunk room or other government storage facility, an attempt should be made to dry and salvage the items. Do not dispose of damaged items unless they present a health hazard due to mold or mildew. Items should be dried out and/or washed/cleaned.

If disposal of property becomes necessary, first take photographs of any damaged items

Please keep in mind that the Personnel Claims Act (PCA) is not intended as insurance coverage, rather it is a statutory allocation intended to lessen the hardships of military life. Claims may only be paid if certain conditions are met, including proper security precautions, an attempt to salvage any damaged items and the timely reporting of the loss. Failure to file your claim in a timely manner may result in the denial of payment. Additionally, if you have private insurance that may cover your loss, you will be required to file a claim with your insurance first in addition to the military.

Moving is a fact of military life and all service members should be aware of the “75-day rule.” Failure to comply with this rule may result in the loss of potential monetary recovery.

When your household goods are delivered, the mover should provide a Form 1850, Notice of Loss or Damage. On this form, you (or your agent) will list any items damaged or lost during the move. Both you and the mover will sign and date this form.

Your signature indicates an understanding that you have 75 days to discover and list any further loss and/or damage. Upon discovery of loss, it should be indicated on the back of the form and returned to the mover. This can be accomplished by logging in to Move.mil,

The United States Army and the Department of Defense require that you, as the service member, file a claim for loss with the Transportation Service Provider before filing a claim with the military.

If you are unsatisfied with the monetary compensation remedy offered by the mover, then you have a right to file your claim through the Personnel Claims Army Information Management System web portal on the Judge Advocate General Corps Net website.

Leaving a Legacy: Firsties to New CadetsStory by Michelle EberhartAssistant Editor

In just a few short days, the Class of 2020 will be marching back to central area from Camp Buckner, ending the first, and arguably the hardest, six weeks of the 47-month cadet experience—Cadet Basic Training.

While out in the field, the soon to be “plebes” have been lead through multiple aspects of training by the Class of 2017, cadets who are less than a year away from becoming commissioned second lieutenants in the United States Army.

Class of 2017 Cadets had a lot to say about the new cadets’ progress, as well as some advice that they’d give themselves as they look back at the past three years.

Cadet Andrew Dutch, platoon leader from the 2nd Platoon, Alpha Company, was preparing his cadets to have their first experience in the gas chamber, but he noted they’ve been following a hectic schedule throughout the detail.

“We did first aid qualification at the range, then we did team live fire, climbing day, we did medical, so we’ve done a lot. We’ve been busy this detail,” Dutch said.

As far as advice, Dutch suggests that the new cadets take advantage of the activities that West Point has to offer.

“Just make the most of the opportunities you have at West Point,” Dutch says. “Try to find

a good club to go with, try to find activities to leave, like field trips. I went to the Holocaust Museum when I was a plebe and that was an awesome experience. There are a lot of places to go and things to do as a plebe so you have to take advantage of that.”

Cadet Stephen Spratt, Cadet First Sergeant for Gulf Company, said that the high tempo training has been beneficial for the new cadets.

“They’re doing very well, motivation is really high,” Spratt said. “I know Beast for them is supposed to be hard and challenging, but they’re handling it really well, they’re having a fun time and they’re really learning a lot.”

Spratt remembers advice that his father had given him when he was entering the Academy as a new cadet.

“Everything has an end date, Beast is not forever,” Spratt said. “Each day gets better and better the closer it gets, so take it day by day, learn what you can, do the right thing, and before you know it, it will be over. I’m a rising senior this year and it’s flown by.”

In addition to the new cadets’ ability to adapt to a fast-paced environment, Cadet Platoon Sergeant Newton Tsang is impressed by their capacity to retain new information.

“I’d say our company is full of very quick learners,” Tsang noted of the Charlie Company new cadets. “They’re essentially sponges when it comes to absorbing the material and I’m confident that they’re going to continue to do

well for the rest of the detail.” Tsang’s guidance to the new cadets is

universal.“Trust your peers and the people within your

chain of command,” Tsang advised. “You’ve got to learn how to trust your peers and those who are there for you, from the top, down.”

Cadet Vaden Williams had the opportunity to see new cadets from all companies, as he was the Cadet in Charge for the team live fire range.

“I think that they’re going to be great Soldiers in the future,” Williams said of all the

new cadets. “The training that they’re doing is going to possibly be some of the best training they’re going to get. The new cadets have been pretty motivated.”

Williams’ advice resonates throughout the Army as well.

“Definitely listen to your superiors, they know what they’re doing,” Williams directed. “They know the bigger picture and they’re there for you.”

The new cadets officially become “plebes” Aug. 13 at the Acceptance Day Parade.

CP26 roadshow speaks at the U.S. Military Academy

The Department of Civil & Mechanical Engineering hosted the American Society of Civil Engineers’ (ASCE) Excellence in Civil Engineering Education (ExCEEd) Teaching Workshop July 17-22. The ExCEEd Teaching Workshop is an annual one-week workshop that provides 24 engineering educators from across the nation with an opportunity to improve their teaching. The workshop is a major component of ASCE’s ongoing faculty development initiative, called Project ExCEEd, and has been annually held at West Point since 1999. It has been highly successful, as measured by positive feedback from participants, assessments by ASCE observers and very favorable coverage in professional publications. CME hosts ExCEEd Workshop

Civilian Careers was the topic of discussion during the Career Program 26–Manpower and Force Management (CP26) Proponency Office roadshow at the U.S. Military Academy at West Point July 18-19.

“I found the roadshow very informative especially if you are new to CP26 or working for the government in general,” said Samantha D’Cunha, a management analyst at the West Point Garrison. “I found out that some people are not aware of the classes they are able to take and I learned some new websites to research specific topics and places I can go to find certain classes pertaining to my career program.”

During the visit to West Point, the CP26 Proponency Office hosted two roadshows. One version was presented to the American Society of Military Comptrollers (ASMC) West

Point Chapter and another presentation was given to the West Point community at large.

More than 50 people attended the roadshows during the visit.

The roadshow focused on many topics, related not only to CP26 but Army civilian careers overall.

Topics included reviewing the ACTEDS Plan, applying for competitive professional development opportunities and the Army’s talent management programs.

“As a newbie to the federal government, more organizations should begin with roadshows like this. It was very informative and well presented,” D’Cunha said. “I was shocked to hear some people were not aware of the different classes that are provided here. I believe everyone should take the opportunity given to them in the government because you most likely do not receive the same treatment in the private sector.”

In addition to the road show, Beryl Hancock, chief,

Manpower Policy, Plans and Programs Division and Chief of the CP26 Proponency Office, also presented her Army Civilian Toolkit briefing that included tips and tricks that can be used for searching for federal positions on USAJobs, looking for career broadening opportunities and how to develop an effective résumé.

“I learned some new information by striking up a conversation with the CP26 team,” D’Cunha said. “I also believe the résumé guide was also beneficial to everyone whether you are looking for a job or looking to help others in their search.”

“Speaking at such a storied institution is an honor,” Hancock said. “I am pleased that the CP26 Proponency Office was invited up here to share our briefings. The purpose of these roadshows is to strengthen cross communication between us and the field, so that we can better serve our manpower and force management community.”

The West Point Community Gymnastics Club worked its five-day summer session July 25-29 at the Lou Gross Gymnastics Center. Children had a chance to run through an obstacle course to include running on pads, doing summersaults and diving into a pit of foam squares. (Updated) The West Point MWR Sports Office will conduct the fourth annual West Point Women’s Softball All-Star Game at 6:30 p.m. Aug. 15 at H-Lot Softball Fields.

Any West Point woman may participate whether they played in the league or not. All players must have a military or DOD ID Card to participate. MWR needs at least 20 women to participate for the game to be played.

The New York Blood Center, with support from Keller Army Community Hospital, will host the West Point Blood Drive Aug. 22-25 on the fourth floor of Eisenhower Hall.

Dates and times are 11 a.m.-7 p.m. Aug. 22-24 and 10 a.m.-6:30 p.m. Aug. 25.

The New York Blood Center has an urgent need for blood donations this summer and is especially thankful to the West Point community for hosting the summer blood drive just prior to the Labor Day holiday when blood inventories are likely to be the lowest of the summer.

“It’s simple: hospital patient demand for blood during the summer often outpaces our best efforts to recruit donors and schedule blood drives,” said NYBC Executive Director of Donor Recruitment Andrea Cefarelli. “There are always reasons—most schools are out, people are on vacation—but we have to overcome that for the sake of hospital patients who need us.”

“This is one of the toughest times of the year,” Cefarelli added. “We’re asking for our dedicated supporters to roll up their sleeves to make sure we’re able to provide our hospital partners with whatever they need to take care of their patients.”

Blood products have a short shelf life – from five to 42 days, so constant replenishment is necessary. Each and every day there

are patients who depend on the transfusion of red blood cells, platelets and plasma to stay alive. But blood and blood products can’t be manufactured. They can only come from volunteer blood donors who take an hour to attend a blood drive or visit a donor center.

Purple Heart Appreciation Day ProgramJoin the National Purple Heart Hall of Honor at 2 p.m.

Sunday to commemorate the 234th anniversary of Gen. George Washington’s order creating the Badge of Military Merit, predecessor to the modern Purple Heart.

This year’s program will commemorate Purple Heart recipients who were non-combatants. Many chaplains, corpsmen, medics, nurses, doctors and military victims of terrorist attacks have earned this award, and the Hall of Honor will share some of their stories of sacrifice.

Hudson Valley Blood ServicesThe Masons of West Point Lodge #877 in Highland Falls,

in conjunction with the Hudson Valley Blood Services, is sponsoring a Blood Drive from 3:30-8 p.m. Aug. 18 on the second floor of the Masonic Lodge, located at 314 Main Street, Highland Falls.

Trophy flags from the end of the American Revolution on exhibit at the West Point Museum

Congress, in grateful recognition of the invaluable services of Gen. George Washington during the American Revolution, presented him with the first British flag captured in 1775 and one of the last surrendered flags from Yorktown in 1781.

These flags descended to Washington’s step-grandson and adopted son, George Washington Parke Custis.

Custis, the father-in-law of Robert E. Lee, maintained the flags and other relics of his stepfather in his estate in Arlington, Virginia. Custis called the flags the “Alpha and Omega” of the war. The West Point Museum is open at no charge, seven days a week, from 10:30 a.m.-4:15 p.m.

Army West Point Gymnastics World Record Event

The Army West Point Gymnastics Program wants to get the entire Corps of Cadets, local schools and gymnastics programs involved in shattering the current world record for the most people performing cartwheels simultaneously.

West Point has been selected as the site for the 2017 NCAA Men’s Division I Gymnastics Championships. This three-day competition will be held April 20-22, 2017 at Christl Arena.

This marks the third time since 2005 that West Point has hosted this championship meet.

To celebrate the occasion and demonstrate to the world that all West Point cadets are trained in activities that promote and enhance a healthy lifestyle, physical fitness and movement behavior, the Academy wants to break the current cartwheels record, which is 690.

This event can easily break this record and it’s West Point’s intent to do it in a manner that showcases the professionalism, athleticism and spirit of West Point to the Nation.

The intent is to break the world record at 11:30 a.m. April 20. This is a Thursday, which is the first day of the NCAA Championships.

2016 Women’s Equality DayThe West Point Equal Opportunity Office is sponsoring

2016 Women’s Equality Day at noon Aug. 26 at the West Point Club.

The theme of the event is “Celebrating Women’s Right to Vote.” Guest speaker is Donna Lieberman, who is the executive director of the New York Civil Liberties Union.

Keller dedicates a day specifi cally for School and Sports Physicals

The Keller Army Community Hospital Primary Care Department will host a day dedicated to physicals for all schools and sports at 1 p.m. Aug. 17 to ensure that our benefi ciaries have their physicals prior to the start of the school year.

This dedicated clinic is a mass school physical day and you can expect lines at the various stations.

We will make every effort on this day to have your child see his or her Primary Care Manager. Benefi ciaries who cannot make this dedicated day can make an appointment at any time.

This year’s theme will be “Hawaii and the Beach.” Students and athletes are encouraged to dress up in appropriate Hawaiian and/or beach attire. Prizes will be provided to those who participate.

Obtain the necessary forms from the appropriate school nurse, complete the parent’s portion and bring them to your child’s appointment along with all copies of your child’s immunizations.

EDIS to conduct “free” Developmental/Hearing Screenings

Not all children develop the same way—some need extra help. If you are a military or civilian family that resides at West Point and have a child ages birth to 3 years old with

questions or concerns relating to your child’s communication skills, motor skills, self-help skills, learning, vision, hearing, behavior, and/or social interactions please join the Educational & Developmental Intervention Services (EDIS) at the Free Developmental/Hearing Screenings.

The screenings will be conducted at the Stony Child Development Center (Bldg. 1207 Patrick Trail) in conjunction with the Audiology Dept., EDIS and West Point Schools, for ages birth to 5 years.

The screenings are 8:30 a.m.-2:30 p.m. Sept. 13, by appointment only.

Did you know Keller Army Community Hospital has an “Over-the-Counter” medication program?

If you are a Keller benefi ciary and need OTC medication to self-care an acute minor illness, you can fi ll out the forms (located at the Keller Pharmacy) and receive up to fi ve items per family.

If any symptoms persist, worsen or do not improve within 48 hours, it is recommended you consult your medical provider.

New system—for benefi ciaries—to let Keller know ‘How We Are Doing’

The Army Provider Level Satisfaction Survey (APLSS) was replaced on June 20, 2016 with the Joint Outpatient Experience Survey (JOES). We encourage our patients to fi ll out the survey when they receive it in the mail.

JOES will combine and standardize long-standing methods used by the Army, Navy, Air Force and Defense Health Agency/National Capital Region to learn about benefi ciary health care experiences with the goal of making them better.

This single outpatient-visit based instrument will assist military treatment facilities with their goal of becoming a high reliability organization.

The West Point Band will continue its Music Under the Stars concert series with “Kid’s Night,” featuring Quintette 7. This interactive performance for children of all ages will take place at 6:30 p.m. Saturday at Trophy Point Amphitheater. The concert will be preceded by an “instrument petting zoo” at 6 p.m.

In case of inclement weather, the concert will move inside to Eisenhower Hall Ballroom. As always, this event is free and open to everyone.

Calling all children and children-at-heart: come on down to Trophy Point for a story time like no other.

Join the West Point Band’s quirky Quintette 7 and marvelous MC Sgt. 1st Class Josh Economy as they set your favorite children’s stories to lively music.

From classics like Eric Carle’s “The Very Hungry Caterpillar” to fresh new works written by the band members themselves, the evening will have a story to suit any whim.

This fun and interactive performance will introduce kids to a silly symphony, a zany zoo and a fl irty frog before treating them to a very special West Point story that you’ll only hear at Trophy Point. The Army West Point Football team opened fall camp Monday under mostly cloudy skies at Howze Field.

Head coach Jeff Monken was excited for the first day of fall camp and took to Twitter that morning.

The rookies took to the field first with a separate practice session, while the upperclassmen came onto the practice field an hour after the plebes started.

The team practiced in only helmets on Monday and went through positional drills, 7-on-7 and 11-on-11 competition.

The practice ended with a little bit of fun and toughness with a tug-of-war competition.

Play of the Day: Middle linebacker Andrew King dropped in coverage and intercepted a pass over the middle during the 11-on-11 period between the top offense and defensive squads.

Quarterbacks in Focus: Camp begins with seven players on the depth chart for the quarterback position.

Chris Carter and Ahmad Bradshaw sit atop the chart after splitting time last season. Rookies Joey Benden, Malik McGue, Korie Frausto and Kelvin Hopkins Jr. are newcomers,

while sophomore Luke Langdon is back at camp after an injury last season, but is still sidelined. Quarterbacks coach Mitch Ware is back for his third season with the Black Knights.

For the first time since 2013, Army does not have senior signal caller on its roster. Bradshaw has the most experience with seven starts in 2015.

Bradshaw and Carter shared reps throughout practice, while the rookies saw time with the first-year units.

Extra Points: • The rookies began their first preseason

practice with a portion starting prior to the entire team.

• Special teams, which is under the direction of assistant coach Sean Saturnio, worked on punts to start practice.

• Andrew McLean was in full practice mode after missing most of last season with an injury.

• McGue hit Jeff Ejekam in stride for a 60-yard touchdown pass during 7-on-7 drills.

• Luke Peterman also pulled down a touchdown pass during the drill.

• The defense won the tug-of-war battle by a 7-2 margin.

• The longest battle of the competition was between lineman Mike Houghton and Raymond Wright with Wright prevailing in the end.
