Brazilian Industrial and Innovation Complex in Health: PAHO/WHO Brazil Technical Cooperation with the Ministry of Health in The Context of WHA 60.29 Resolution
ACKNOWLEDGEMENTS
The Pan-American Health Organization (PAHO/WHO), through the Unit of Medicines, Technologies and Research & Development (UMT & RD) of the Representation in Brazil (PWR/BRA), developed in 2004-2008 with the Ministry of Health a program of cooperation including three Long Term Agreements (LTAs) for a total budget of USD 23.7 million. In 2007, the WHA 60.29 Resolution (http://www.who.int/medical_devices/resolution_wha60_29-en1.pdf ) requested the Director General to provide technical support to Member States in implementingpolicies on health technologies especially for priority diseases. In 2008, R&D and the Industrial Health Complex became one of the seven priorities of the National Health Plan. To increase access to health technologies for the population through the Public Health System (SUS), the government articulated market regulation with health research (in accordance with the official National Agenda of Priorities), industrial development and innovation. This strategy counted on the purchasing power of the State as a guarantee for technology transfer and to ensure provision, supply and therefore access to health technologies.

Whereas the issue of health technologies requires a systemic approach to understand the functioning of the whole supply chain, the traditional technical cooperation mechanisms needed to be assessed and adjusted to respond to the new strategies and scope of WHA resolutions.

UMT&RD of PAHO/BRA compared scope, strategic objectives and indicators of all LTAs and look for better alignment and interaction between LTA. As a result, the technical cooperation mechanisms reflected the WHA Resolutions, PAHO Regional Strategic Plan and the National Health Plan and, consequently, integration and efficiency. Eight out of ten outcome indicators were mutually associated to two or more LTAs.
The UMT&RD program reached USD 70 million for the quinquennium 2009 - 2013 and the number of LTAs increased significantly. The technical cooperation between PAHO/WHO and the MoH improved substantially and most of actions began to be executed following a horizontal approach, benefitting from synergies and integration between programs.
