We know that Camden is a great place to learn. In two out of the last three years, Camden has been identified as having the highest percentage of primary school aged pupils in good or better schools in the country, and two years ago this was also the case for Camden’s secondary aged pupils.
Teachers and other school staff who come to work in Camden value the support and development they receive, motivated by being part of a London Borough
with a strong identity, an international reputation, a tradition of high quality education and the dynamic context of working in the heart of a capital city.
This success is a result of visionary school leaders, inspirational teachers, and dedicated staff across our schools and settings. The Council has been proud to support these teams with a wide range of services and support for professional learning and we believe that the new approaches set out in this prospectus will enable us to achieve even more for
the children and young people of Camden.
Our aim is to enable Camden schools to become the best schools in the country by 2020. A child born in Camden in April this year, as the Partnership takes on oversight of school improvement in the Borough, should join their local primary school in five years time knowing that they are part of an
urban success story; a pupil at the start of their career in a Camden secondary school this year will leave in 2020 equipped for high personal and economic achievement.
Camden is developing fast, and is part of initiatives such as the new
Knowledge Quarter, which brings together 35 academic, cultural,
research, scientific and media organisations based in King’s Cross, Euston and
Bloomsbury. We are pioneering new approaches to teaching and learning through innovations such as Lesson Study, represented internationally by Camden teachers and Council staff, and we are building new, efficient relationships with and
between schools, listening to school leaders to develop the offer of traded services responding to schools’ needs, and offering an effective single point of contact with Council services.

FOREWORD
Camden is proud to have a school system that enjoys a high reputation and delivers results for Camden learners. The aspiration in Camden now is to move from good to great by working in the ways that the very best systems work.
• In September 2014 Camden schools and the Council created the Camden Schools Led Partnership (CSLP) to build on the successes of Camden schools and create a system designed to deliver excellence for every pupil and the best schools in the country.
• In November 2014 Camden ran its first Traded Schools Services trade fair showcasing services designed to help schools to focus on their core purposes of teaching and learning.
• From April 2015 this Partnership takes on oversight of school improvement in Camden. New forms of school to school support and successful practice sharing will join those already running in Camden as the final SLAs come to an end in July.
• From September 2015 the full CSLP programme of support, development and challenge will come on stream led by schools, teaching schools and the Council’s Partnership team.
This prospectus firstly sets out the new ways of learning and improving that will deliver that success. It also details the Traded Schools Services that will support this improvement by supporting school leaders and governors to concentrate on the core purposes of learning and teaching.
All members of the Partnership can draw upon the skills and expertise within the schools and Council teams that form the Partnership. Increasingly, school-based professionals will contribute to the work of the Partnership through school to school support, receiving appropriate remuneration from the Partnership. The Partnership is also forging links with universities and other educational professional bodies in order to create opportunities for professional development and accredited learning that will make Camden the number one place to teach and lead, thereby attracting the very best teachers and leaders into Camden schools.

Schools need to secure best value, ensuring that the costs of services are reasonable and transparent, and above all, that the quality is of the highest standard. We believe our services continue to provide best value for money. The Council is proud of the relationship it has with schools in Camden and remains committed to working collaboratively and in close partnership. We want to ensure therefore that our support services are flexible and can meet the specific needs of your school. Their offer is set out in the pages of this prospectus as are the details of the service standards, leadership, management and governance that will ensure transparency and continued success in a partnership where every school has one point of contact for all its improvement and business needs with the Council.

Camden Schools Led Partnership
How schools and the Council collectively contribute to the CSLP offer
The Camden Schools Led Partnership is one in which all schools develop their practice and improve their outcomes through mutual support, sharing of expertise and collaboration. The Partnership Charter (see page 10), developed by headteachers, sets out the expectations of Partnership members as both recipients of and contributors to educational excellence in Camden.
This outline prospectus describes the main components of the Council’s contribution to the overall offer to Partnership schools from September 2015-2016. Other key providers to the Partnership will follow. These include, the Camden family of schools and Camden’s two Teaching School Alliances – Swiss Cottage Teaching School Alliance led by Swiss Cottage School Development and Research Centre, and the Camden Primary Partnership Teaching School Alliance running from Eleanor Palmer Primary School.
In May 2015 we will publish the full edition of the prospectus offer, containing details of improvement and development programmes running during the 2015-6 academic year from these providers and from specialist networks located within Camden schools. It will also contain also a comprehensive directory of the support and expertise offered by individual schools, leaders and practitioners.
Where an activity has been explicitly commissioned by the Partnership, providers will be paid in the ‘Partnership rate’ received by all providers for such services. However, a growing number of offers of support within the Partnership are being made by at no charge. These will also be listed in the directory.

Mission Statement of the Camden Schools Led Partnership
What?
The Camden Schools Led Partnership (CSLP) will focus on school improvement and professional learning, to ensure success for all pupils in Camden schools. Our shared ambition is that Camden’s schools will be the best in the country by 2020.
The CSLP understands school improvement to be predicated on offering challenge and support for professional learning for all school staff. This will include development of leadership and governance, as well as pedagogy, subject knowledge, curriculum and assessment.
We recognise that the world’s best school systems distribute and develop expertise and outstanding practice throughout the system and the CSLP recognises the benefits of these components for the recruitment, development and retention of high quality staff.
The CSLP will also offer a safety-net support to schools in urgent need.
How?
The Partnership draws on the power of distributed leadership and shared expertise. It also builds on school-based collaborative enquiry to give all staff in Camden membership of a professional learning community that extends across schools and across phases. We are certain that solutions for most challenges faced in Camden schools can be found in Camden schools. We will work to enable the transfer of subject knowledge, good practice, and shared expectations for pupil achievement as well as the mentoring, coaching, expertise networks and peer review relationships which support these - from novice practitioners to senior leadership. We will link with experts beyond the Partnership to bring in expertise or experience not yet available from within our schools.

The Camden Schools Led Partnership Charter
As schools in partnership with one another and with Camden Council raising standards for all the children, families and communities we serve, we commit to:
a) Identifying and freely sharing our areas of strength and the materials and processes which have enabled us to achieve these
b) Acknowledging areas where we need support, and welcoming high quality support from other Partnership schools and the Council
c) Respecting the differences between schools and the right of schools to determine the approaches which they believe ensure high standards for all their pupils whilst also recognising the principles set out in this charter
d) Contributing to the Partnership by sharing our skills and expertise with others in ways that are consistent with maintaining high standards in our own schools
e) Both contributing our own knowledge and skills and drawing on the knowledge and skills of others in the Partnership and the Council more widely
f) Promoting Camden expertise and good practice beyond the Borough and internationally where opportunities exist
g) Acknowledging that those offering support for the professional learning of others are likely to benefit as much from sharing their practice as those whom they seek to help
h) When offering our schools’ expertise through external trading arrangements, giving priority to Partnership schools above those who are beyond Camden, thus supporting the Partnership’s capacity and practice
i) Using the Camden Schools Led Partnership Learning Hubs and Prospectus offer as a first port of call when looking for support for school improvement, the development of the curriculum and assessment and professional development of our staff
j) Maintaining communication channels with other Partnership schools and with the Council
k) Prioritising the forms of school-based professional learning which research shows to have most impact on school improvement and pupil learning, including:
a. Mentoring
b. Coaching
c. Action research sharing accounts of practice
d. Lesson study
e. Peer review
l) Respecting the teams of staff established in each of our schools and not threatening their coherence – using the 15 day ceiling as a rule of thumb
m) Doing nothing that will bring the Partnership as a whole or individual Partnership schools or professionals into disrepute
n) Where problems arise, resolving difficulties in a spirit of aiming at reconciliation, always bearing in mind the best interests of the learners (children and adults) in Camden schools
o) Contributing to the development of shared models so that professional knowledge can be most effectively transferred and mobilised across the Partnership
p) Observing one annual Camden Schools Professional Learning Day as a common closure day when all Partnership schools’ staff can learn together and offer the opportunity for joint work on curriculum and assessment

q) Using the common closure day each year as three shorter learning opportunities for in-school and cross-school professional learning and work on curriculum and assessment

The TriEx learning and development model
The TriEx learning and development model has been developed from established knowledge about the features of professional learning and development opportunities that have most impact on pupil learning outcomes and the greatest improvement gains in teacher practice knowledge.
These effective professional learning opportunities have repeatedly been shown to have common features (Cordingley et al., 2003, 2004; Kazemi et al., 2008; Hattie, 2009; Pedder and Opfer, 2010). These common features can be summarised as:
• Learning and development takes place over time – more than one school term
• There is well-evidenced, expert input, content or research informing the learning
• A significant part of the teacher learning takes place in the classroom with the children who are regularly being taught
• This classroom-based learning or enquiry is an exploration carried out collaboratively with colleagues and focused on improving pupil learning
• Teacher learning that has taken place in these ways is cemented and strengthened further when teachers share and explain what they have learned or produced with colleagues, helping other teachers to be able to adopt and adapt new practices or materials in their own classrooms or schools.
This TriEx model is so called because it is a blend of the key elements of effective teacher learning and development: expert input, exploration and expression or explanation (to others).
Through its process of co-design the CSLP determined to use best-evidenced models of pupil learning, teacher learning and school improvement. The TriEx model creates a framework for designing and using professional learning and school improvement that meet these best impact criteria.
The three ‘Exs’ can be combined in many ways to create a range of learning and development designs that are both powerful but also fit for the specific purpose in hand. They can work over periods of weeks or for over a period of a whole year (see page 66-67 for examples of partnership improvement packages).
Sometimes the depth of learning and development created through combining these TriEx blends is more than is required. For example, an update on health and safety might usually require no more than a half day of expert input on a traditional ‘course’. A consultancy package using coaching to improve an aspect of leadership may involve sessions of combined expertise and exploration with a final written improvement evaluation as the form of expression. A lesson study model may involve interleaved expertise and exploration with one practice sharing expression session at the end. The current popular and successful ‘Mayor’s Fund’ lesson study

model involves six half days of expertise, three half days of expression (sharing) and three whole days of in-school, guided exploration - taken over a year.
The CPD and consultancy and learning package offer from the CSLP (to be published in full in May 2015 for the September 2015-16 school year) will therefore contain consultancy packages and courses that use these building blocks in effective and affordable combinations.
But importantly there will also be the freedom for schools to create their own TriEx learning models by designing - in collaboration with the Learning, Improvement and Partnership service or with the Teaching Schools - their own bespoke package that uses this model and which meets their needs.
For this reason we are creating one unit price for expertise events when there is a group of people in one venue typically involved in ‘expertise’ learning or training activities. There is a second unit price for when an expert is leading coaching or exploration in a school or for when an expert is facilitating an expression or sharing event in a school or central venue.
These prices are based on half and one day units of consultancy and half and one day units of group ‘training’.

IntroductionThe CLC supports schools to deliver the Computing Curriculum. The centre has four learning spaces including a mac suite and sets of mobile devices, allowing classes to be delivered in the centre or at school. Our focus is on helping schools to use technology to enhance Teaching and Learning across the curriculum. We are a test bed for innovation and a pathfinder for new initiatives and support all aspects including strategy and development as well as CPD. IntroductionThe Camden Music Service is committed to providing a comprehensive service to all pupils attending Camden schools. As leader of the Camden Music Hub, we work with a wide and diverse range of professional partners to offer opportunities within our schools and at our Saturday Centres and borough ensembles.
Our aim is to offer all Camden pupils the opportunity to get involved in music of the highest quality through singing, learning an instrument, composing and taking part in group activities and to support them throughout their musical journey as far as they wish to travel.

Connexions Camden and Careers Camden
Introduction Connexions Camden offers an information, advice, guidance and support service to those at risk of becoming NEET (not in employment, education or training) and vulnerable pupils (e.g. young carers, SEND pupils and those on pupil premium). We also offer Careers Camden - a careers guidance service, supporting schools to deliver their “duty to secure independent and impartial careers guidance for all students in Y8 to Y13”. (Education Act 1997)
Both services have achieved the national Matrix Quality Standard for IAG and are delivered by qualified IAG/careers guidance practitioners with strong youth engagement skills and an in-depth knowledge of local and regional education and career pathways.

Duke of Edinburgh’s Award Scheme
IntroductionOur mission is to inspire, guide and support young people in their self-development and give recognition for their achievements.
The Duke of Edinburgh’s Award (DofE) gives young people of all abilities (aged 14-24) the chance to develop skills for life and work, fulfil their potential and have a brighter future. The award is a voluntary, non-competitive programme of activities for young people that encourages them to get fitter through physical activities, learn new and develop existing skills, help others by volunteering and experience adventure by completing a self-sufficient expedition. Young people can sign up for either a Bronze, Silver or Gold award.
The award is recognition of a young person’s successful journey of self-discovery and development which is acknowledged by employers and universities alike for the qualities and characteristics young people develop through completing their DofE.
DofE programme develops the whole person - mind, body and soul, in an environment of social interaction and team working.
Details of our traded service offer
Camden’s Integrated Youth Support Service holds a licence to operate the DofE across the borough. For an annual subsidised fee of £725 from April 2015 and £950 from April 2016, we are offering schools the opportunity to work under this licence and receive a dedicated level of support to ensure the successful management and delivery of a DofE programme at school. This includes:
• Support to promote the award to pupils eligible for the award.
• Administration support - enrolment onto the award including setting up eDofE accounts including verification and approval of sections. A per student enrolment fee* applies and there is no upper limit to how many students the school can register.
• Approval of expeditions including notification and carrying out and approving risk assessments.
• Advice and guidance for leaders and co-ordinators including programme planning and access to training resources.
• Subsidised Introduction to the DofE and eDofE training for leaders.
• Approval of awards and issuing certificates for Bronze and Silver. Approving Gold Award notifications for the Gold Award Presentation.
• Termly leaders and co-ordinators network meetings providing regional and national updates. These meetings facilitate sharing of good practice and provide support to the leaders and co-ordinators.

**For the expedition section of the award a number of factors dictate the necessary ratio of qualified staff and support staff. These include - the nature of activity; location and environment; number, ability and needs of the groups. It may be possible to include school staff who have walking and camping experience in this ratio as support staff to reduce costs.
We are also offering schools the opportunity to buy in Bronze or Silver Arts Award programmes. This qualification inspires young people to grow their arts and leadership talents: it’s creative, valuable and accessible.
Bronze (a Level 1 qualification) is available to young people aged 11 to 25. They take part in an arts activity, go to an event, research their arts inspiration and share skills with others.
Silver (a Level 2 qualification) is designed for young people aged 14 to 15. It has two units – Unit 1: arts practice and Unit 2: arts leadership. It involves an arts challenge, reviewing arts events, researching artists/arts organisations and delivering a leadership project with others.

Introduction
We provide specialist advice to support schools, colleges and early years providers to meet the needs of children and young people with special educational needs, 0 – 25 years, including those with the most complex needs.
Camden educational psychologists work to support the strategic aim of enabling children with special educational needs to have their needs met locally, so that they achieve positive outcomes and become independent within their community. Interventions are tailored to meet the needs of individual schools and children / young people, and a work schedule addressing the school’s priorities is jointly planned in consultation with the SENDCo (sometimes together with the headteacher) at the beginning of each academic year and reviewed during the year.
What is in the core service, and not traded?Camden is committed to providing a centrally funded core educational psychology (EP) service for children and families in Camden’s Children’s centres and schools. The core allocation delivers both statutory (carrying out statutory Education, Health and Care needs assessments and support for children and young people with a statement or EHC plan) and early intervention services. Early intervention services offered through both the core offer and traded services are the same, and are outlined below.
Reduction in the core serviceThe current reductions in council spending will impact on the EPS and the allocation of sessions for early intervention as part of the centrally funded ‘core allocation’ will be reduced by approximately 25% from September 2015. Further reductions were signalled in 2011-12 when only one year of a two year planned decrease in the core offer was implemented.
Details of our traded service offer
The traded service is offered as an extension of (and in addition to) the core service through an annual subscription. It is delivered by educational psychologists eligible for chartered status. All EPs have an honours degree in psychology (recognised by the British Psychological Society). The entry level qualification is now a doctorate; and all have further professional accredited training recognised by the Health Professionals Council. Camden educational psychologists deliver a high quality service and build relationships with local schools and draw on local Camden knowledge.
The service develops bespoke packages of support for schools that include:
• consultation, assessment, case formulation, and intervention related to children’s learning, developmental, behavioural, emotional and mental health needs
• evidence based targeted intervention with individuals or groups of young people and/or their parents to enable the development of specific skills/strategies associated with engagement with learning and/or rate of progress, eg developing practice that promotes resilience and emotional wellbeing and addresses behaviour management; planning for transitions, developing interventions in all areas related to SEN and disabilities.
• Intervention at different levels – organisational systems and capacity building, indirectly through parents and teachers, and/or directly with individuals, groups, and families.

The service provides financial advice and support to schools in meeting their financial responsibilities. Schools have a responsibility to effectively manage the funding provided including ensuring a sound system of internal control, financial planning and achieving value for money. Compliance with the Council’s financial delegation scheme for schools is a key part of that process as is the correct recording and authorisation of financial transactions.

IntroductionThe GSS SLA offer to schools is focused on provision of a comprehensive clerking service to subscribing schools. In addition to clerking of meetings, schools subscribing to the GSS SLA benefit from governing body membership management; agenda planning; document management support, including distribution of committee papers.
The SLA is designed to provide governing bodies with the following:
• High quality clerking service, consistent with Ofsted standards and requirements, including accurate and professionally produced minutes, highlighting challenge and support to the school
• Reliable, friendly, efficient, experienced and knowledgeable clerking service
• Effective link to other local authority services and personnel.
Details of our traded service offer for Camden schoolsA full clerking service is provided for up to six meetings per academic year clerking for additional meetings is available including sub-committee meetings or panel hearings.
The clerking service includes the following:
• Liaising with the chair to formulate meeting agenda
• Sending out agenda/papers to the governing body

• Keeping an attendance register and membership records
• Advice on governance related procedures.

We will assign a dedicated clerk to support each subscribing governing body. This clerk will act as the main point of contact between the GSS and the governing body.

The Local Authority’s statutory duties to support governing bodies will continue to be provided as a core service to all schools.
This includes maintaining a database of governors for all schools. (In the case of schools which do not buy in to the clerking service, this is subject to receiving accurate information from the school.), and providing governor advice.

The SLA carries an annual charge of £3,000 (for schools in all phases), this is a reduction in price of up to 40% since 2012.

Information and Complaints Governance
IntroductionThere has been a steady increase in both the number of Freedom of Information and personal data requests to Schools either in isolation, jointly or in forming part of a complaint. In order to ensure staffing is available to address what can be very time- consuming requests, the SLA offered is as follows.
Provision of Complaints and related advice to schools: Schools have a responsibility under section 29 of the Education Act 2002 to have in place a procedure to deal with complaints. The service will provide general advice to schools on the complaints procedure and related processes and detailed advice on good complaints management including vexatious complaints and managing forensic investigations when they are required. The service will also provide advice on setting up and running Governor’s complaints Panels. If required, onsite visits to schools are available. Advice around and the provision of model policies are also available.
Information governance: Schools are Data Controllers as defined by the Data Protection Act 1998, the Freedom of Information Act 2000, Environmental Information Regulations 2004 and Privacy and Electronic Communications Regulations 2003. The service will provide advice and assistance to schools on the management of their responses to Data Access requests and Freedom of Information enquiries.
It will also provide advice and support to the schools on the following: Records management, Information Governance, the Data sharing code of Practice, CCTV code of practice, safeguarding personal information, protecting privacy – promoting openness, publication schemes, privacy notices and managing enquiries and complaints from the Information Commissioner. If necessary, onsite visits to schools are available.
Training and briefing courses are offered to all schools via Training & Development Service however those schools that are part of this SLA can request school visits for briefings or specific topic discussion.

Insurance Service
IntroductionThe Schools Insurance Service provides a package of property, liability and other insurances for all participating members and also the provision of arboricultural services for the maintenance of trees.
The Insurance Service has considerable experience in insurance and claims handling in both the local government and private sector and also draws upon the resources of insurance consultants, major local authority insurers and loss adjusters. We aim to meet collective and individual requirements and can access the insurance market through our retained brokers if our main insurers or regular suppliers do not have a satisfactory product. Schools are welcome to contact the insurance section to discuss their requirements.
We provide specific advice to schools that participate in the Insurance SLA.

Schools can contact the Insurance Service for a detailed description of the type and extent of insurance cover provided, including:
Property insurance: Covers fire, flood, subsidence, theft, accidental damage and damage to fixed glass
Fidelity guarantee: Insurance for loss of money through the fraudulent acts of employees or school governors
Liability insurance: Including liability insurance for the following: public liability; employers’ liability; libel and slander; officials indemnity
Business interruption: Insurance is provided for additional expenditure necessarily and reasonably incurred in avoiding or diminishing interruption of or interference with the school’s usual activities arising out of damage to school property
Plant insurance: The insurance section arranges a contract to provide for the inspection of lifts and lifting equipment necessary to satisfy statutory and health and safety inspection requirements. The inspection of pressure systems, boilers, heating plant and associated equipment necessary to satisfy statutory, health and safety and insurance inspection requirements together with insurance of such plant and equipment
Money insurance: The service includes insurance of “negotiable” and “non-negotiable” money in safes, in the custody of employees, in transit etc. subject to various limits, terms and conditions.
Schools are able to purchase optional additional insurance covers, including loss of revenue from facilities letting, arising out of building damage that is insured by the Council; contractual requirements to insure the works or existing buildings; hirers’ third party insurance.
Arboricultural services This service is incorporated within the Insurance SLA.
The service consists of the annual inspection of trees within schools, with approximately a third of the trees being maintained where necessary on a cyclical 3 year programme. This ensures that schools trees are correctly managed to minimise the chance of a tree root liability or public liability claim occurring. The majority of the trees on school sites are

recorded and mapped on the Council’s tree database and are maintained on a cyclical programme as part of the inspection process. The tree contractor works from tendered ‘schedule of rates’ prices, providing a competitive market value cost. The Tree service also operates an adhoc service for tree issues that may arise outside of the cyclical programme and an emergency out of hours call out service for dangerous trees. The fee for the service is included in the Insurance SLA and the rate per tree identified in the SLA.
The cost of tree works is determined by the tendered schedule of rates, as noted above, with any tree costs being recharged to the schools.
Schools have the option under the Insurance SLA to use their own tree contractor; however there are conditions that need to be adhered to and these are contained within the SLA documentation.

IntroductionThe school meals service offered by Camden through our school meals contractor was jointly procured with the London Borough of Islington. It followed consultation with the stakeholders and work with schools’ representatives to develop the specification.
The contractor provides over 10,000 meals daily at 50 schools for all pupils and staff who wish to purchase them, as well as for all pupils eligible for free school meals. The catering contract requires that all schools be offered a two-choice hot meal, which must comply with the Camden School Meal Policy and the national nutritional standards for school lunches.
Camden’s school meal service provision is intended to offer an excellent standard of school meal service that includes:
• the provision of high quality and healthy food;
• a whole school approach to meals;
• a motivated and valued workforce;
• good communication; and
• a focus on sustainability.
The meals are cooked daily on site with fresh ingredients meeting or exceeding government nutritional standards. Camden school meal service has been awarded the Gold Standard for Food for Life. To achieve this, the ingredients used in the production of the meals must be 75% unprocessed, 50% locally sourced and 30% organic; and 70%+ of the pupils must be choosing school meals.
Camden team is made up of professionals who provide technical expertise and knowledge to help manage and deliver high quality services to schools. Camden officers work with the contractor on menu planning and nutritional analysis, monitor the contractor’s performance, visiting schools daily (on a rotating basis) to check the meals, health and safety and food hygiene standards. They meet with headteachers and school councils to discuss any issues/concerns and requests for improvements. Officers meet the contractor at least every month to ensure quality and sustainability targets are being met. The service provided by Camden officers includes procurement of the service, delivering and managing the contract. Officers also make payments to the contractor based on the meal numbers reported jointly by schools and the contractor.

The contract has been let as part of the FM contract (repairs and maintenance), to maximise economies of scale. The Property and Contracts Service is responsible for the management and monitoring of the performance of the contractor’s work in schools. The service is also responsible for contract terms, letting of the contract, development of the service, contract negotiations, contract variations and financial operation of the contract.

SLS provides schools with access to more curriculum related books and resources than a school could afford to purchase outright in any year. Experienced and professional staff provide high quality practical support, advice and curriculum-related material to help schools build a reading culture, an excellent library and to assist in meeting Ofsted requirements with respect to reader development and information management. We provide advice and guidance on how to encourage and promote reading for pleasure. We offer a bespoke service to schools which is based on topic boxes, tailor-made for the teaching and learning needs of each teacher. For the yearly subscription, a two-form entry school using their full entitlement will borrow resources with a value of at least £35,000. With a monthly input of new titles, SLS is kept up-to-date with current reading and curriculum needs. Camden Active Schools Traded Service Offer
Our offer comprises a number of complementary packages:
School Sport Development Package – This package will help you to strengthen your sports and physical activity (SPA) offer to maximise take up and pupil benefit. This includes; guidance with design of your sport and physical activity programme to meet the varied needs of your pupils in the most cost effective way; support in achieving, national external validation of your SPA offer; and guidance on developing intra and inter school competitions. We are on the end of a phone whenever you need us.
Competition and Participation Package – Access to a wide range of competitions for differing abilities throughout the academic year and critically, progression routes to borough team and regional competitions (School Games and London Youth Games). This includes access to the Camden School Sports Association (CSSA) primary competition programme. This is a joint venture between the CSSA and Camden. Currently you pay an annual subscription to the CSSA (if you are a member) while Camden provides a staffing resource to support delivery. We and the CSSA want this arrangement to continue in order for the offer to be maintained in its current valued form. Subscription to the CSSA will therefore continue in future. A separate payment to Camden is required in future to cover our costs for supporting delivery. The package also includes the Camden School Sports Federation (CSSF) secondary competition programme.

Leadership for Young People Package – We will help you establish and train a group of young leaders in your school to shape and help deliver your school sport and physical activity offer in accordance with national programmes.
Sports Coaching Package – We have highly skilled coaches in a range of sports currently working in a large number of schools. This is a bespoke offer which means that you decide the type and extent of the coached provision that you require according to your budget. Whether its breakfast, curriculum, lunch time or afterschool sessions, help to prepare teams for competitions or respond to demand from your pupils or parents we can provide it. We also offer gymnastics and trampolining sessions at a purpose built central Camden sports venue to enhance the experience for young people.
Professional Learning Package – To build and sustain capacity for sport and physical activity in your school we will provide a programme of sports specific teacher training opportunities that develops your workforce. Using cricket as an example, there would be National Governing Body teaching awards (curriculum-based) and umpires and officials courses.

Plan to achieve ‘best schools by 2020’
During February and March, the Partnership will draw up and consult upon its priorities and plan to achieve best schools by 2020 – a key aim for all Partnership members over the coming five years. This plan will be published after Easter and will inform some of the programmes published and run by members of the Partnership during 2015-16 and beyond.
Detailed CSLP programme prospectus in May
In May, the CSLP will publish its detailed programme prospectus for the academic year 2015-16. This will set out the full listings of support packages, courses, consultancy, reviews, leadership development and standards raising, as well as the calendars for development and research groups in Camden provided by schools, school groupings, the Council and through partnerships and collaborations.
Networks
During the spring and early summer term the Partnership will commission network activities to support improvement in teaching, learning and pupil progress in key subjects and designated improvement priorities identified in the CSLP plan to achieve ‘best schools by 2020’. The May Programme Prospectus will publish details of the support provided by these networks.
Leadership
The CSLP is committed to developing and sustaining leadership at all levels, with the aim of attracting the very best teachers and senior leaders to the borough. In the coming year, we will build on the audit of leadership opportunities carried out by a seconded headteacher, to develop leadership pathways for staff, from NQTs to senior leaders reaching retirement. In close co-operation with the Institute of Education and national and international bodies, opportunities will be created for all teachers, leaders and governors to experience exceptional professional learning opportunities which will develop leadership and management effectiveness, as well as retaining the very best staff in our schools.
Common Closure Day – 2 November 2015
Following consultation in the autumn term 2014, the decision was made by the development group to name one common closure day in the first two years of the Partnership’s operation rather than two as discussed at the co-design conference in June.
The date most favoured by schools is 2 November 2015 – the Monday following half-term. The same Monday will be the common closure date for 2016.

New web platforms
Two new web platforms are being developed for both the CSLP and wider school support services.

This is a new website that enables easy access to information about the full range of Council school support services and the Camden Schools Led Partnership. The website will be a central part of the Council’s further improved customer experience for schools, offering a single point of contact for schools on all services and much more, for example an open public area on-site providing up-to-date schools information.
Work on the website is under way and has been informed by discussion and co-design with school leaders, particularly school business managers and bursars, about the features and content that best meets the needs of schools.
The website will offer you:
• An active directory so you can search contacts in Camden
• News alerts for information such as snow days or tube strikes
• A way for schools to communicate changes and requests to the Schools Business Unit
• A robust search engine
• User-defined views shaped by what your school buys into
• Links to other Camden systems e.g. TDS Online, E-hr, evolve
• Accessibility from all mobile devices.
After a competitive process in December 2014 the web developer ‘Rocktime’ was appointed and they will take forward development with Council officers, school leaders and the active participation of schools. Initial development of the site has already taken place and it will be further populated over coming months, informed by the views of heads, chairs, bursars and school business managers, with the aim of it being fully operational by April 2015.

The CSLP Sharing Best Practice website has a growing number of case studies showcasing great practice in schools, children’s centres, and colleges across Camden. It also gives information about every setting, so you can identify expertise that can be accessed through the Partnership. Once you register, you can also post questions on the forum and take part in online discussion of issues and best practice within the Partnership.
The website will also help to promote our schools and settings as the best place to learn, work and develop professional practice.
The website has been developed with funding from the Camden Partnership for Educational Excellence and is led by a strategic group including senior officers, school business managers, bursars and senior leaders from schools. It is currently being ‘beta’ tested, and will be launched in the spring term of 2015.

Commissioning
The CSLP will commission services from beyond the Partnership when:
(i) The expertise is not available from within the Partnership and is needed
(ii) The capacity of the Partnership expertise cannot meet demand
(iii) The Partnership is exploring new areas of expertise, research and/or development.
Externally commissioned providers will operate within the Partnership as if they are full Part-nership members keeping fully to the Code of Practice and using approaches and materials that have been adopted by the Partnership.
Internal commissions will be made on the basis that providers operate within the Partner-ship’s commissioning framework governed by the Charter and best commissioning practic-es based upon full understanding of the outcomes and processes being commissioned as well as best value and impact.
Financial Probity
The Camden Schools Led Partnership (CSLP) and the Council are committed to conducting its business efficiently, transparently and accountably. The Council, as the accountable body for the CSLP, is responsible for ensuring that it has sound principles of financial manage-ment in place and that those principles are adhered to. The way the Council achieves this is set out in the Council’s Financial Regulations and Standing Orders.
The Council’s Chief Financial Officer is ultimately responsible for ensuring the proper admin-istration of all of the Council’s financial affairs. In the London Borough of Camden (LBC), this is the Director of Finance.
As part of the commitment to transparency and accountability the Camden Schools Led Partnership will periodically bring financial reports to the Schools Traded Services Board as directed by the Board.

Use of the website to book training and consultancyFrom April 2015, the Partnership website will provide the tools for schools to search for professional support and to provide feedback on support. You can book training and consultancy online, and access case studies of good practice as well as pen portraits of experts and examples of their work.
Quality standards for our educational professionalsThe Camden Schools Led Partnership operates rigorous Quality Assurance to ensure that all support is delivered by high calibre, experienced and credible professionals. External consultants are invited to apply to join our associate network of consultants through a fair, thorough and tranparent selection process.
Quality standards when delivering supportAll our providers whether internal or external are expected to meet the quality standards set out below:
CSLP Code of Practice
All professionals listed on the CSLP website are expected to uphold the behaviours outlined in this code of practice. We reserve the right to review the performance of any provider in respect of its compliance with the provisions of the code.
The code1. Promotion and communicationThe CSLP professional will:
• clearly communicate all necessary information to enable potential participants in a professional development (PD) opportunity to make informed decisions about the suitability of the professional development opportunities offered. This includes communicating and agreeing, where relevant:
o the purpose, aims and learning objectives of the PD opportunity for participants and pupils or students where appropriate
o the method of delivery
o the level of prior experience which is required/ advantageous,
o the stage of development that the programme will help participants reach,
o the types of pupils whose learning is likely to improve as a result.
• provide details of the relevant facilitators, speakers, or authors and details of any follow-up support that is available
• indicate and where appropriate agree the demands on participants’ time, including the time that the individual will need to spend before and after the activity on individual and collaborative learning
• provide details of assessment procedures to be used if the participants are to be assessed
• provide details of accreditation and routes of progression if appropriate.
2. DeliveryThe CSLP professional will offer delivery:
• which supports effective learning during and after the contact between consultant and learner
• which is based on research and evidence
• which is appropriate to the subject matter of the development activity and its aims ,
• which is differentiated to take account of the needs of the participants and their pupils,

• which is flexible in meeting the emerging needs of participants, in the case of extended PD activity
• by those with the necessary experience, expertise and skills,
• which helps participants to find ways of collaboratively exploring and extending their learning with colleagues where appropriate in order to embed and contextualise new knowledge.
3. Evaluation and MonitoringThe CSLP professional will:
• use the CSLP evaluation tool to evaluate the extent to which the PD has been successful in meeting the needs of individual participants and their pupils
• provide participants with the opportunity to comment on the quality of the PD and sug-gest ways in which it might be improved to meet the aims more effectively.
• use evaluation information to inform future content and delivery
• work with the CSLP to monitor the extent to which PD aims and objectives are met – im-mediately and after a longer period, and
• collect evidence about the depth of participants’ engagement and their plans for making use of their learning that could be shared on the CSLP website.
Management and Leadership of the Camden Schools Led Partnership and Camden Traded Schools Services (TSS)
The CSLP and TSS will be managed through a monthly meeting of its management group comprised of representatives from the teaching schools, the headteacher consultatives and the Council. On a day-to-day level it will be achieved through a joint working protocol between service providers: Camden Council, Swiss Cottage Teaching School and Develop-ment and Research Centre, and Camden Primary Partnership Teaching School Alliance and other school providers as they come on stream.
Accountability and scrutiny
The CSLP and TSS will be accountable to the Children’s Trust Partnership Board and will present regular reports each quarter to the board’s meetings.
The Children, Schools and Families Scrutiny Committee will oversee scrutiny of the work of both the CSLP and the TSS.
In addition to the usual budget monitoring, the Schools Forum may request specific reports from the Partnership – particularly regarding matters that concern the use of DSG.
The CSLP and the TSS will be subject to financial audit arrangements by the Council’s financial audit team.

Terms, conditions and charging
Outlined in this document are the charges in 2015-17 for each individual service and the CSLP.
It may be necessary to adjust pricing structures of individual services in response to service volumes and take up or as a consequence of external factors. If this is the case the proposals will be taken to the Schools Traded Board by the individual service to seek their approval before implementation. Schools will be consulted and advised by the business unit where any charges will need to be made.
Payment
Annual subscriptions will be deducted from your school’s May Cedar reports. Variable additional product charges will be deducted on either a monthly or quarterly basis.
Dispute Resolution
In the event of a complaint around the level of service, the Traded Schools Services Business Unit and the relevant Service Head will make every effort to resolve the issue sufficiently and effectively. If the dispute cannot be settled informally, the formal complaints procedure will be followed.
SLA Variation or Termination
If a subscribing school wishes to vary the terms of the service level agreement before its expiry, changes can be negotiated between the Traded Schools Services Business Unit and the appropriate representative of the school. The revised terms must be agreed in writing by both parties.
Subsequent changes will be implemented on an agreed timescale. Significant changes in the level of service required will be subject to the same provisions as termination of the service level agreement.
Six months’ notice must be given in writing by a subscribing school who wishes to terminate the whole or substantial part of individual service level agreements. Schools will be charged on a pro-rata basis until the date of termination. Camden will give six months’ notice of any significant changes in service level.
Council / Schools’ obligations
Our partnership is assisted by an awareness of each other’s needs and mutual responsibilities. In signing up to services, both parties will seek to:
• adhere to the Council’s financial regulations and standing orders
• adopt appropriate procedures through the appropriate decision-making body
• adhere to mutually agreed timetables and deadlines
• disclose all relevant documentation promptly
• ensure each party is kept informed of any changes in circumstances as soon as practicable.
