1. INTRODUCTION
Professional sessions/conferences have been organised in seven EU countries: Sweden,
Poland, Portugal, Spain, Italy, Greece and Bulgaria.
The objective of these sessions was to
impact and encourage the sport sector
towards Energy Performance Certification
and renovation of sport buildings, covering
issues that have an impact on energy
consumption in the different sport building
typologies: sport complexes, indoor
swimming pools, sport halls, gyms and ice
rink arenas. The training sessions
supported the professional sector as well
as the owners to learn about energy use in
sport facilities, encouraging them to implement energy efficiency measures and renewable energies,
and also introducing them the project results. They have been supported not only on a technical
level but also on a management level.
The target groups for the sessions have been facility owners, managers, constructors and policy
makers. They have been invited by mail followed by phone invitations. In addition, the conferences
have been advertised in advance through different media: social/professional networks, the
project´s website, internet publications, local/regional press release or others.
The aim of this report is to present a summary of the organised events and the main feedback
from the attendees.

2. TRAINING SESSIONS DESCRIPTION A total number of 396 participants attended the training sessions organised in the 7 participant
countries.
For each training session a detailed report has been made containing the agenda of the event, and
the summary and main conclusions of the session.
2.1 Spain The two training events that took place in Barcelona discussed management proposals and technical
proposals. The main conclusions involved the need for a good qualified maintenance, regularly
updates and technical information exchange.

Summary and main conclusions:
1. There are three types of people who are involved in sports facilities. 1) Owners and managers of sports centres; 2) Maintenance technicians and industry experts and 3) Users.
2. The following questions were raised: What are the operating costs of our facilities? Of these costs, which are related to energy? What is our environmental objective? Is the public demanding these goals? Are these objectives on the political agenda? What are the technical solutions and regulations? 3. Existing resources to finance NZEB renovations. These can be classified by: Owner Financing (credit or leasing). Funding from the ESCO through credit or leasing. Financing for the ESCO - or share transfer contract. Third party financing. Government grants or Fund. A combination of the financial instruments indicated above can be a good solution. 4. A Measurement and Verification procedure should be conducted to determine the energy savings achieved in a reliable way (e.g. according to International Performance Measurement Verification Protocol).
5. In Spain, many cities are working to reduce the energy use of public buildings, for example: Barcelona Climate Commitment COP-21. Objectives CO2 equivalent emissions per capita in 2030 - 40% compared to 2005. Energy Performance Certifications and associated programs represent an opportunity to meet the energy performance of a building to improve the efficiency of facilities.

Summary and main conclusions:
1. Building managers are aware that indoor swimming pools are the building typology owned and managed by the municipalities that have higher energy consumption. (approx. 300-400 kWh/m
2year).
2. To reduce the energy consumption of sport buildings composed by indoor pools is extremely necessary an active role of a good qualified maintenance staff. Actually, many building managers doesn’t maintain and even understand how manage in an energy-efficient way the equipment of these buildings (e.g. pool dehumidifier).
3. Despite the overall values, the energy consumption of these building have a lot of possible variations taking into account management variable, building configuration, number of users, climatology…
4. Multiple management and technical solutions exist to reduce the energy consumption of sport buildings. Technical information exchange is necessary and must be updated regularly in order to guarantee that energy improvement measures are replicated in the same building typologies.

2.2 Greece
The technical workshop in Athens presented guidelines and tools for upgrading indoor sport
facilities. A general interest of the public institution and municipalities in the continuation of the
project was noted.

Summary and main conclusions:
1. Great interest on the procedure of the project. Almost all of the participants from municipalities and public institutions would like to participate in case there would be a continuation of the project. 2. Lack of funding is considered a crucial problem. The methodology proposed by Step-2-Sport seems right and can be applied to all types of sport buildings.
3. Proposed interventions should be used in new buildings. The project results can be used as a tool to accelerate the refurbishment of existing sport building in conjunction with state funding schemes.

2.3 Italy
Sustainable development was discussed in the Foiano di Valfore training event, together with energy
diagnosis of four sport buildings located in the surrounding area. The participants presented interest
in replicating the technical and management solutions in other similar sport facilities.

1. The speakers were Giovanni Cacciano, from ASEA (The Energy Environment public Agency totally owned by the Province of Benevento), Giuseppe Ruggiero Provincial, Councillor with responsibility for energy e Mario Giovanni Francese, connected via Skype, of Ippo Energy from Catania.
2. Step-2-Sport objectives, the energy diagnosis in four sport buildings of which three located in the Province of Benevento (in the municipalities of Reino, S. Marco dei Cavoti e Foiano) have been presented to the audience.
3. Then, it has been addressed the possibility to apply and replicate the technical and management solutions identified also in other similar sports facilities in the area. The participants presented interest in replicating the technical and management solutions.

2.4 Bulgaria In Bulgaria a seminar took place in Hissar during the Annual meeting of energy agencies. In addition,
in Sofia, the Bulgarian Construction Chamber (BCC) used the opportunity to combine the training
activities with customized consultations for specialists and non-specialists.

Title: Annual meeting of the Energy Agencies and Centers

Summary and main conclusions: EAP used the opportunity to provide the customised Step-2-Sport training event during the Annual meeting of the energy agencies in Bulgaria, gathering key experts and specialist in the energy efficiency sector. The main messages and raised points are as follows: 1. National and European legal basis towards NZEB 2. NZEB buildings vs. Passive Houses 3. EAP presented the good Swedish practise for construction NZEB sports building in Snapphanehallen, Sweden 4. The practice shows that energy efficiency is not considered a first priority for the potential investors. The topic is not popular among the general public and questions like what are these buildings, how much would we spend monthly in order to achieve real energy savings, remain valid for the majority of the builders. 5. The risks and main responsibility for achieving the desired consumption is transferred to the contractor.

Summary and main conclusions: BCC used the opportunity to combine the training activities within Step-2-Sport project together with customized consultations for specialists and non-specialists as part of the alternative measures that BCC has to implement. 1. The participants discussed the condition of the existing building stock in Bulgaria, as well as the problems and possible solutions. The following main problems were identified: condenсе and mold; worsening thermal comfort; poor air quality; high heating costs; and environmental pollution. The reasons for that vary from high humidity in the buildings to sudden and sharp changes in temperature, and poor air tightness'. As for the solutions, the audience was most interested in topics like thermal insulation, ventilation systems with recuperation and air tightness. 2. The key barrier to the NZEB improvement of buildings is the limited funding options. Therefore, the lecturers demonstrated a step-by-step renovation towards NZEB. Bulgarian experience however shows that this approach is not so popular, instead people chose to renovate one or two elements, thinking that that would be enough. This partial approach has a very negative impact on the whole sector. It is crucial to attract more and more people to follow a certain plan, as the two 4-step plans that was presented during the training: 1 - Existing building; 2 - Insulation; 3 - Windows, air tightness and ventilation; 4 - RES and heating system; or 1 - Existing building; 2 - Insulation of the Northern facade; 3 - Insulation of the Southern facade and windows, air tightness, ventilation; 4 - Lighting, RES and heating system. 3. Another major conclusion was the importance of the quality control of the construction and renovation works. Different types of certificates were demonstrated, like Certificate for new building and Certificate for renovation of existing building with passive components. 4. The audience was presented with the so called Demand-response mode, technically accomplished through automatic control of the amount of CO2 in the serviced capacity, while in each case the risk of occurrence of stagnant areas should be taken into account. 5. Regarding Bulgaria the participants reached the conclusion that the midterm strategy should foresee strengthening the requirements for new buildings and renovation as of 2015, financial instruments - subsidies for the renovation of buildings and RES (about 100 mln. Euros by 2020), combine grants with loans, raise awareness among the population (quality renovation measures for better effect, etc.) 6. Finally according to different scenarios the investment in the building sector in terms of energy efficiency in Bulgaria would be between 6 and 14 billion Euros until 2030. While the final energy consumption should decrease by around 20%, but that would increase the share of RES and natural gas.

2.5 Portugal The training event in Loures discussed the implementation of energy efficiency projects in services and institutions. Most of the participants were not aware of the NZEB concept and sharing the Step-2-Sport roadmap helped to clarify the doubts of the audience.

Summary and main conclusions:
1. Energy efficiency in services sector are going to correspond to the national targets; However, the sub-sector of sports buildings are still beyond; There are a huge potential for thermal fields but the financing is still a barrier.
2. Financing schemes for project are, mainly, associated to financial institutions (banks), but these type of institutions don't have specific credit lines of energy efficiency and renewable measures and aren't used to work with small projects (200k€). The main interest for banks are projects above 1M€; Another problem related to the banks is that they don't have technical knowledge to evaluate these projects, so, mainly, don't invest.
3. The best option for implementing (and financing) energy efficiency and renewable measures in sport facilities are the EPC (Energy Performance Contract). This option, provides the most trustful option for the client, either public or private. In this scheme, technical, financial and maintenance aspects are performed by the Energy Services Company (with the total capability to perform all the aspects of Energy Performance Contracting, including the financing). 4. In the next year, there will be governmental funds (120M€) for energy efficiency projects in public sector. This option could be combined with some aspects of Energy Performance Contracting, providing an added value for the client and for the Energy Services Company
5. For the private clients, there are no preference between the combination of financing options schemes or the selection by only one. However, they prefer not to invest with their own money.

6. For the public sector, a lot of work must be done, in order to not include EPC schemes in the public debt.
7. Either public and private attendees (owners of sport buildings) are comfortable, in the meaning of trust, with services provided by companies regarding the technical aspects; At the same time, they find more interesting the implementation of photovoltaic and thermal systems, and lighting system.
8. Technicians and maintenance managers are still having some doubts about the best option of measures (the choosing option between brands); and some doubts about technical aspects of systems, mainly, in ballast substitutions.
9. Sharing the STEP-2-SPORT Roadmap helped to clarify some doubts of the audience.
10. Not all the attendees were aware of the NZEB concept; The main cause is because ADENE (National Energy Agency) is not devoting to much time for this theme.
11. The sharing of Step-2-Sport best practices (real cases) and the presentation of other entity showing projects in swimming pools provided special attention for the attendees

2.6 Sweden The training event organised in Kristallen targeted property managers and engineers. Tools to push property and efficient energy were presented. The main conclusion was that physical conversion is only one of the components while operating efficiency and monitoring are key issues.

Summary and main conclusions:
1. The conclusions of the Conference is that the efficient use of energy is of great interest to all involved. However deep renovations are not profitable today in Sweden from the economical point of view due to the low price of energy. Grants are needed to encourage the sector to invest in energy efficiency.
2. The share of renewable energy is already very high in most municipalities' energy mix.
3. Operating Efficiency, daily monitoring and organization are key issues. Physical conversions is only one of the components.
