Review and Progress on implementation of Housing for all
Sri Sachin R. Jadhav, IAS Dirctor, Housing (Rural & Urban) Housing of Urban Development
Department, Odisha visited Rourkela 29.3.2016 and conducted review of the progress and status of
Housing for All projects in Rourkela. A presentation was made in the Conference Hall of Rourkela
Municipal Corporation on the authorized and unauthorized Slums, Housing status, of both Municipal
Corporation area and Industrial Township area. The details of DPR under beneficiary led Dwelling
Units 287 beneficiaries and in situ redevelopment of G+3 housing with PPP mode for 4880
beneficiaries at Madhusudanpalli, Gopabandhupalli and Malgodown area covering 10 slums was
presented before the Director. After interaction with field functionaries and officials Director, Housing
urged to focus on validation of survey data of beneficiaries through fresh survey by third party agency
with a view to identify eligible beneficiary and ensure proper implementation process as per
guidelines fixed.

The project construction of Road
and parking area at Vedvyas with an
estimated cost of Rs.14.24 lakh has been
completed. The project site adjoining
Vedvyas mela ground found to be quite
convenient for both movements parking of
vehicles.

With a view to enhance the daily garbage collection
and disposal work house to house garbage collection
work has been implemented in civil township and
chhend housing colony area w.e.f 1st March 2016
through private agency providing all logistic and
infrastructure support of Municipal Corporation.
Such practice of House to house garbage collection
for other 14 different Municipal wards will be started
from 1st April 2016. 116 nos. of garbage collection
trolley have been procured by Municipal Corporation
for the purpose.
Public awareness programme was conducted in joint effort of Pollution Control Board Officials and Municipal Corporation Staff for observing safe holy with use of Herbal colours and avoid hazardous chemical colours as per guidelines issued by Pollution Control Board on the line of Hon'ble Supreme Court directives. Hoarding and Banners were put in public places. Enforcement operation was also conducted by a joint team comprising of Police,PCB officials, Municipal Corporation Staff to seize chemical based colours.
Rourkela Municipal Corporation has
started door to door garbage collection. Dr.
B.K Mishra, Health Officer, RMC and
members of Aawhan, NGO has visited each
household of ward No. 32 & 33, Chhend
and aware to public to use dustbins and
making our environment clean.
38 Nos. of vending zone completed at Basanti Colony

allotment to eligible road side vendors.
17 Nos. of Pindi (Fish Market) allotted at Daily Market

24 nos. Pindi structures constructed at
Daily Market area has been allotted to
17 nos. of existing shopkeepers for fish
and meat trade. This organized selling
of fish and meat will not only benefit
the customer but also keep maintain
and sanitary conditions in the locality.
Under IEC/BCC activities of NUHM, Slum
sensitization meeting and folk media show was
carried out at 117 nos of various slums out of 294
nos slums of Rourkela City. The concerned
H.W(F) pioneered the programme which includes
the slum sensitization meeting integrated with
folk media show by block level kala sanskruti
sanghs outsourced though the District Culture
Officer, Sundargarh. The programme was aimed
at sensitizing the slum dwellers health on
particular and others in general. The component
of the theme was services under NUHM,
RMNCH + & Non-Communicable Diseases.

ASHA Induction Training (Batch:3) for Capacity Building of Urban ASHAs
Training of MAS members for Capacity Building on Accounting and Book Keeping
Notification of Urban PHCs from Govt. to initiate construction work Out of 10 nos. of Urban PHCs, the remaining 4 nos. of UPHC i.e. Hamirpur, sec-19, Tilkanagar, Sec-6,
Construction Colony, Sec-22 were notified vide Govt. Notification No: HFW/SH/NRHM/19/2014 (Pt/ IV 4)
6220/H, Dtd: 29/03/2016 for establishment of UPHCs at designated sites. In this regard administrative
approval towards the estimation submitted by R & B Division , Rourkela was accorded (Vide this office Letter
No: 486/CPMU-NUHM-RKL/2015-16, Dtd: 29/03/2016) and an amount of Rs. 15585400.00 (Which is 50 %
of the estimated budget) was released in favor of Executive Engineer, R&B Division, Rourkela to initiate the
construction work. Similarly, amounting Rs. 1,07,04,950.00 was released to Executive Engineer, R&B,
Rourkela for construction of Urban Community Health Centre at SDH, Panposh, Rourkela under NUHM.

The International Women’s day was observed on
8th March 2016 at field level by the different
Mahila Arogya Samiti. This day was observed in
different ways by different MAS like: conduct
rally, slum meeting, cleanliness drive etc. Under
the guidance of concerned HW (F) with the
active support of ASHA and AWW and active
members of MAS the event was successfully
observed across the city.
The 3rd
Batch of Urban ASHA residential training was
conducted at DTS, ORES, Nabakrushna Nagar, Rourkela
from 14th to 21
st March 2016 where 44 nos. of Urban
ASHAs from the different areas were trained on different
subject of ASHA induction training modules. The various
expertise were invited to impart the training from district
and city level as well as various line deptts. The
methodology of training was participatory, lecture ,group
work and questionnaire method for adult learning process.
In order to capacitate the MAS members on Accounting and
Book Keeping, the City Programmme Management Unit,
Rourkela organized one day Training for 06 nos. of batches
at two different training sites i.e. SDH, Panposh and DTS,
ORES, Nabakrushna Nagar. Out of 31 batches 214 nos. of
members from different MAS were participated in the
training in 6 batches. The office bearers like: President,
Treasurer, Secretary/AWW were trained on preparation of
SoE, UC, Debit Voucher, maintenance of Cash Book,
preparation of resolution and proper utilization of Untied
fund through participatory process.
