CONSTRUCTION PHASE
1. Plan to control environmental and associated impacts - Orientation for the contractors and workers
To ensure that the Contractor, subcontractors and workers understand and have the capacity to ensure that the environmental requirements for mitigation measures are implemented. To ensure physical safety of workers.
1. On-site briefing/training for the contractors and workers on the environmental requirement of the project. Record attendance and achievement.
2. Agreement on critical areas to be considered and necessary mitigation measures, among all parties who are involved in project activities.
3. Periodic review sessions to be conducted every six months. 4. Providing adequate warning signs. 5. Providing every worker with hard hat and safety shoes. 6. Establish all relevant safety measures as required by law
and good engineering practices. 7. Contractor shall instruct his workers in health and safety
matters, and require the workers to use the provided safety equipment.
Environmental Management Cell (EMC) of JSW Infrastructure Limited (JSW IL_ to observe the proper implementation of training and safety measures.
2. Water quality
To prevent adverse water quality impacts due to negligence and ensure unavoidable impacts are managed effectively.
1. Proper construction measures, maintenance and management including training of operators and workers to avoid pollution of water bodies by the considerate operation of construction machinery and equipment and reporting and feedback by EMC.

2. Storage of lubricants and fuels away from the coastal water. 3. No stockpile next to water bodies. 4. Proper disposal of solid waste from construction activities
and worker camps. 5. Provision of mobile STPs for disposal of sewage. Treated
sewage will be utilized for irrigation of greenbelt. There shall be no discharge of untreated sewage in marine water.
6. Provision of settling tank effluent from coal stockyard. 7. Emergency responders will be trained and equipped in
accordance with OSHA (Occupational Safety and Health Administration) standards on emergency response.
8. Periodic monitoring of coastal water quality. 9. Reclamation on the landward/port backup side of the an
embankment bund to prevent back wash of dredged spoil in the sea water, thus control the water turbidity.
10. Dredging to be carried out as per Dredging Plan given as Annex I. Dredging shall be completed in fair weather (i.e during October to March.
3. Water Resources
To ensure impacts on local water supply caused by construction activities are minimized.
1. Availability of water will be assessed to evaluate the impact on community resources.
2. Project water will be obtained from pipeline if available, or by tankers. There shall no withdrawal of ground water in CRZ area.
3. Guidelines will be established to minimize the wastage of water during construction operations and at camp sites.
EMC of JSW IL shall ensure to avoid impact on the water resources.
4. Noise To minimize noise level and ground vibrations during construction operations.
1. Install, maintain and monitor all requisite mitigation, as per contract. All noisy machinery shall be fitted with acoustic insulation. Installation of silencer and muffler on individual

machines. 2. Installation and operation of DG sets shall comply with the
guidelines of CPCB.. 3. All engines, winches and gear on the dredgers will be
acoustically treated to minimize noise during dredging. 4. Workers operating in the high noise areas will be provided
with earplugs. 5. Monitoring of noise levels will be conducted during
construction phase of the project. 6. In case of exceeding of pre-determined acceptable noise
levels by the machinery will require the contractor(s) to stop work and remedy the situation prior to continuing construction.

6. Surface roads are black topped to avoid fugitive dust. 7. Regular spraying of water on the stacks of fine aggregate to
minimize entrainment of fugitive emissions. 8. Greenbelt development for mitigation of Air Pollution.
6. Land Environment
To avoid soil contamination and change in land use pattern
1. Contractors to instruct and train workforce in the storage and handling of materials that can potentially cause soil contamination.
2. Segregation of organic and inorganic solid waste. 3. Provision for collection and conveyance of municipal wastes
from labor hutments 4. Decomposable domestic solid wastes will be composted on-
site in a composting pit. No solid waste will be discharged into the water/CRZ area.
5. Port development on reclaimed land. 6. No acquisition of private/forest land. Hence, no displacement
of local people. 7. Construction material will be sourced from approved local
quarries.
EMC of JSW IL shall ensure solid waste management plan is in place to avoid any impact on the land environment.
7.Labour Camp Location and Operation
To ensure that the operation of work camps does not adversely affect the surrounding environment and residents in the area.
1. Labour camps shall be located outside the CRZ area. 2. Water and sanitary facilities shall be provided for workers
and employees 3. Solid waste and sewage shall be managed according to the
state PCB and local regulations. Decomposable Solid waste will be composted on-site in a composting pit and used in the greenbelt as manure
4. After construction phase, all debris and waste shall be removed and appropriately disposed. All temporary structures, including shelters and toilets shall be removed.
The EMC of JSW IL shall inspect and report that the camp has been vacated and restored to pre-project conditions as far as is reasonably practicable.

5. Exposed areas shall be planted with suitable vegetation.
8. Social Impacts To engage local workforce and community.
1. Use local labour for the manual work. 2. Engage local educated people through proper training. 3. CSR activity plan for the socio-economic development of the
local community. 4. The project affected people, if any due to the land
acquisition will be rehabilitated or compensated as per the norms laid down by the concerned agency of State/Central Government.
Port management to encourage the local support for the project.
9. Mangroves To ensure no adverse impacts on the mangroves.
1. Nearest mangroves are more than 5 km from the Port construction site. No activity is proposed near the mangrove stands. No possibility of damage/adverse impact of any kind is envisaged on the mangroves.
EMC of JSW IL shall ensure that there are no adverse impacts on the mangroves in the vicinity of the construction site.
10. Compliance reporting to MoEFCC RO
To ensure six monthly reporting of compliance of EC conditions to the MoEFCC RO
1. Six monthly reporting of compliance of EC conditions to the MoEFCC RO shall be submitted as per proviso of EIA Notification, 2006.
2. Compliance of the conditions laid down in Consent to Establish from Maharashtra Pollution Control Board shall be reported as per prescribed frequency.
3. EMP measures prescribed for the construction phase of the project in the EIA Report and by CWPRS, Pune will be complied with, and reported at prescribed frequency
4. Budgetary provision for implementation of EMP is given in Annex II.

OPERATIONAL PHASE
1. Air Quality To minimize and monitor the air pollution.
1. Coal and other dusty cargoes will be conveyed through closed conveyor and stored in closed/water sprinkled /covered stack yard.
2. A windshield with a wire mesh fencing with fast growing creepers, or air conducting geotextile cladding up to a height of 14 m around the coal/other bulk stack yard shall be provided for control of wind generated dust.
3. Continuously sprayed with water sprinkler to siege any fugitive emissions.
4. Lose material will be conveyed through closed conveyors and bagged in a closed enclosure.
5. Wagon loading shall be fitted with dust arresting/capturing devices to comply with applicable emissions standards
6. All internal roads will be black topped/RCC/Paver block; hence no dust emission is envisaged.
7. Non road areas will be paved using paver blocks 8. Continuous air monitoring will help in putting other measures
in place for reducing the pollution levels in atmosphere, if any.
9. Green belt development to control the fugitive emissions.
EMC of JSW IL shall ensure the conveyor and storage facility of cargoes are in place and implemented. Continuous air monitoring system has to be in place to detect any change in the air quality to ensure the proper implementation of MM.
2. Water Quality To minimise and monitor the water pollution.
1. Effluent from the Stack Yards of the Solid Cargoes will be collected in garland canal and sand piping pit system and the decanted clear water will be used for dust suppression on the coal stockpiles.
2. Dried coal sludge from the sand piping pit which will have significant fuel value which will be distributed among the villagers as domestic fuel.
EMC of JSW IL shall ensure the proper implementation of the facilities to control any water pollution. Also, ensure the proper implementation of OSCP.

3. Sewage generated will be treated in a system of distributed STPs. Treated water will be re-used after disinfection in horticulture.
4. Effluent from the liquid storage and workshops shall be collected and treated in an oil skimmer. The oily sludge will be disposed in a TSDF. Clear water will be taken to a STP for treatment.
5. Oil spill contingency plan (OSCP) to monitor and control oil pollution if any.
6. Prevention of Marine pollution as per the guideline MARPOL, 1973, modified by 1978 (MARPOL, 73/78)
7. No product other than permitted under the CRZ Notification, 2011 shall be stored in the CRZ area
Continuous monitoring need to be carried out to detect any change in the water quality to ensure the proper implementation of MM.
3. Water Resources
To minimize the impacts on local water resources and supply
1. Water requirement during the operation phase will be met from MIDC, through tankers or by Sea Water RO at the start of Operations phase
2. Treated water shall be used for dust suppression on the stockpiles and green belt development
3. Guidelines will be established to minimize the wastage of water during Port operations.
EMC of JSW IL shall implement and take measures towards the restoration of water resources.
4. Noise To minimize noise level increases and ground vibrations during construction operations.
1. Install, maintain and monitor all requisite mitigation. 2. All machinery shall be fitted with acoustic insulation or will be

5. Ecology and Environment
To minimize the adverse impact on its environment and ecology.
1. Nearest mangroves are more than 5 km from the Port construction site. No activity is proposed near the mangrove stands. No possibility of damage/adverse impact of any kind is envisaged on the mangroves.
2. No cutting of trees is envisaged. Aesthetic of the area will be ensured with the proper implementation of air pollution preventive measures at source.
Port management shall ensure no such adverse impact on ecology and its environment.
6. Navigation and Port operation
To ensure no damage to the fishing boats, nets.
1. The vessels calling on the Port will move in a well-defined channels marked with Marker Buoys to avoid any damage to the fishing nets
2. If any instance of damage of nets comes to the knowledge of the Port, replacement of net/monitory compensation will be provided to the fishermen after necessary due diligence
Port Officer shall ensure such operational activity
7. Fishery Resources
To ensure no adverse impact on the fishing activity due to operation of the Port.
1. Bilge water and waste water from vessels shall not be release in around the port area
2. Strict compliance of MARPOL, 73/78 guideline for prevention of marine pollution in the port area.
3. A Detailed study has been commissioned to study impact assessment on fish production due to port development to the Central Marine Fishery Research Institute (CMFRI), Indian Council of Agricultural Research, Govt. of India. Its recommendations will be followed to ensure that no negative impact is exerted on the fishing activity in the area. Rapid Survey Report by CMFRI, June 2015 is given in Annex III.
EMC and Port Officer of JSW IL shall ensure the proper implementation of the MM.
8. Existing Infrastructure
To ensure no such adverse impact on the existing infrastructure.
1. Road will be developed without affecting the existing infrastructure.
2. Present road will be strengthened and widened through Public Works Department (PWD).

3. Land requirement for such roads is much less and if any private land is involves shall be purchased from land owners with adequate compensation.
9. Solid Waste Management
Ensure adequate disposal options for solid waste.
1. Solid waste management plan to identify locations for the storage and disposal.
2. Segregation of organic and inorganic solid waste. Provision for collection and disposal of municipal solid wastes
with the help of local authority. Decomposable Solid waste will be composted on-site in a composting pit and used in the greenbelt as manure.

10. Hazardous Waste Disposal
To ensure proper disposal of hazardous waste in line with best practice.
1. Waste management plan will be developed to identify, properly store, handle and transport the hazardous materials for disposal.
2. Hazardous waste will be sent to Common Hazardous Waste Treatment Storage and Disposal Facility (CHWTSDF).

11. Financial and Social livelihood
To ensure financial and social livelihood security of the local people.
1. Adequate job opportunities (both direct and indirect) will be created for local youths through proper technical training.

Plant and machinery required to dredge 10 million CBM in six months i.e. average 60,000 CBM
per day will require deployment of following equipment.
THSD with Hopper capacity of minimum 10,000 CBM and arrangement for rainbowing/pipeline

1. EXECUTIVE SUMMARY
“Assessment of Impacts on fish production due to development of the proposed
All Weather Captive Jetty” proposed at village Nandgaon Maharashtra required as a part
of the Environmental Impact Assessment study has been undertaken by the Mumbai
Research Centre of ICAR-Central Marine Fisheries Research Institute for JSW
Infrastructure Limited, JSW Centre, Bandra Kurla Complex, Bandra (East), Mumbai 400

This rapid report is formulated based on the data collected from primary and
secondary resources in the month of April and May 2015. Water, sediment and fish
samples were collected in situ from the three locations near proposed project site viz.
Alewadi, Navapur and Nandgaon. Data of environmental parameters has also been
collected and analysed further.
Results & observations are presented in the form of figures and tables whenever
required. Information on demographic profile of the fishing villages in the vicinity of the
project area has been tabulated from the secondary source i.e., Marine Fisheries Census
2010. Data of biological parameters of water and sediments are presented in tabular
form. The fishery observations made at Alewadi & Navapur landing centre. Fish samples
were collected from local fishers and fishing by using traditional shore seines & lift net
namely Gholwa, Vedi and Magh. Single day dol net fishing samples were also collected
from Navapur landing centre for further laboratory analysis. Fish samples were
identified up to species level.

2. BACKGROUND
JSW Group is one of the fastest growing business conglomerates with a strong
presence in the core economic sector. This enterprise has grown from a steel rolling mill
in 1982 to a multi business conglomerate within a short span of time.
JSW Group has diversified interests in Steel, Energy, Minerals and Mining,
Aluminum, Infrastructure, Cement and Information Technology.
JSW Steel Limited (JSWSL) the flag ship company of JSW group is one of the
largest steel producers of the Country. The company has manufacturing facilities
located at Vijayanagar in Karnataka, Salem in Tamil Nadu Vasind, Tarapur and Dolvi,
Kalmeshwar in Maharashtra and is in process of expanding further. The product range
includes Pellets, Slabs, HRC, HR Plates / Sheets, CR Coils, GP/GC and Colour Coated
Coils/Sheets, Bars, Rounds & Reinforcement bars.
The JSW Infrastructure Ltd (JSWIL) is a JSW Group company which is presently
into development of ports, rail/road and inland water connectivity, development of port
based SEZ and other related infrastructure developments works along with terminal
handling operations and port management.
Presently the raw materials for the plants at Tarapur, Kamleshwar and Vasind,
are being handled at various places on a make shift basis and therefore bringing in
uncertainties in supply and increase in the cost. Hence, JSW is desirous of consolidating
its group cargo and develop a jetty at village Nandgaon, district Palghar, Maharashtra
for handling its group cargoes.
JSW Infrastructure Limited approached ICAR-CMFRI to assess impacts on fish
production due to the development of the proposed All weather captive jetty at
Nandgaon, District Palghar.
A study on assessment of impacts on fish production broadly covers following
aspects;

- Demographic profile of the fishers in nearby fishing villages
- Water quality
- Sediment quality
- Biological aspects (chlorophyll, plankton and benthos)
- Fishing activities and fishery
- Fish catch and resources
The objective of the study is:
To analyse the fishery potential of the area
To assess fish ecology and fish diversity
To identify the fish landing centres and the high economy yielding species
To assess any impact in the fishing pattern/ potential due to the development
To assess quantum of loss of income, if any
To suggest a compensatory plan for the loss of livelihood, if any identified
during the study
To suggest a compensatory plan for loss or damage to the fishing nets and
related accessories, if any.

3. OBSERVATIONS
3.0 Project Area:
Proposed all-weather captive jetty is located near Nandgaon village in Palghar
district. Digitized locations collected during field visit are marked and shown below:

3.1 Sampling stations:
Three sampling locations were considered for collection of water and sediment
samples during rapid survey;

3.2 Collection of environmental and fishery data:
The samples has been collected in the month of April & May 2015 from pre-
identified sampling stations to observe environmental data such as water quality
parameters, nutrient profile of water and sediment samples. Water samples collected
were analysed to study the species diversity of phytoplankton and productivity.

4. RESULTS
4.1 Environmental and water parameters:
Environmental and physico-chemical parameters were analysed in the
laboratory and results tabulated in Table 2. The results showed that the pH range was
from 7.94 to 8.35 found to be within optimum pH range. The Dissolved Oxygen level
was found to be within the optimum limits from 2.4 to 4.0 ppm or mg/l. The salinity was
fluctuating between 33.48-35.3 ppt; conductivity ranged between 52.4 to 54.87 ms/cm.
Colour of the near shore water was black to brown with a strong stinking & chemical
odour.
Total dissolved solids and total suspended solids content in sea water samples
ranged between 47.12 to 50.46 ppt and 0.22 to 0.56 ppt respectively. Sea water
turbidity fluctuated between 28.6 to 45.7 NTU. Nutrients play a crucial role in the
primary productivity of sea water. Nutrients such as phosphate, nitrate, nitrite, silicate
were analysed from water samples and tabulated in Table 2.
4.2 Biological:
Chlorophyll content was estimated and found to be ranging between 8.57 to
16.39 mg/m3. Escherichia coli, a faecal coliform bacteria was absent in the samples
collected during rapid survey whereas Total Viable Count and Total Coliform Forming
ranged between 103 to 106 and absent to 102 respectively.
Phytoplankton diversity and abundance studies were undertaken for the
collected water samples from selected locations. Laboratory analysis revealed the
presence of 12 phytoplankton species in the sea water samples. Species recorded
during rapid survey were Thalassioira decipiens, Navicula distans, Skeletonema
costatum, Coscinodiscus granii, Scrippsiella trochoidea, Guinardia delicatula,
Trichodesmium erythraeum, Odontella sinenis, Navicula clavata, Gonyaulax polygramma,
Diploneis sp. and Amphora sp. Thalassiosira decipiens was major phytoplankton species
recorded followed by Skeletonema costatum.

4.3 Fishery:
Fish samples were collected by operating shore seine near project site and single
day dol net landings at Navapur landing centre. Fish samples were further analysed in
laboratory. Fish species richness (S) was 25 during rapid survey conducted in the
proposed project location (Table 3).
Fish samples represented by 12 species of finfishes, 11 species of crustaceans
and two species of Mollusca.

5. FURTHER STUDIES
The report enumerates the studies carried out for two months for collection of physico-
chemical and biological of water and sediments. Experimental fishing was carried out
around the project site. Further data collection and analysis is in the streamline. The
proposed study is to be extended over a period of 12 months so as collect data for the
entire fishing cycle.
The present study can be considered as micro representation of the potential of the
region. The landing majorly consists of fish belonging to Otolithes spp, Coilia dussumieri,
and mix of small prawn and large prawn species and some clupeids.
Further study is being carried out to identify the fishing pockets, fishing areas and
landing centres.
Methodology for sustainable development would be suggested such that there is no or
minimal loss to the potential fishing grounds. CMFRI also proposes to submit a plan for
the compensation to the fisher folk in a possibility of the loss or damage to the fishing
gears and crafts due to port operation activities.

6. CSR PLAN OF JSW
JSW is a responsible corporate and would integrate its environment, HR and ethical
business policies with appropriate community engagement and gender equality. JSW
Foundation works closely with the village communities and creates synergies with other
verticals of the JSW group, to assimilate their intervention in a social development
framework.

CSR Activity
The JSW Foundation is facilitating the social activities in the following core areas with
the help of Municipal Corporation, Education and Health Department of State
Government, Local Community and Non-Governmental Organization as a part of the CSR
activity. For the proposed Nandgaon Port project, the JSW Foundation has proposed to
expand the CSR activities in the project influence area for the socio-economic benefit of
the local people.
The budget for the CSR activities is already been identified by JSW. The detail of the
budget is given in Table 4 below.

As a part of the pre- project activities JSW Infrastructure Limited has been in the fore
