TRAINING PLAN
At the end of this presentation,
you will be able to:
• Understand and adjudicate full
work registration issues
BASIS IN LAW
In order to be eligible for
benefits, an individual must
complete the Department’s
online work registration. This
requirement does not apply to
individuals that meet the
criteria for an exemption.
EXEMPTIONS
The following claimants are exempt
from the full work registration:
• Non-Florida Residents
• Claimants on a temporary layoff (not
to exceed 8 weeks from separation
and have a fixed or approximate
return to work date)
• Union Members who obtain work
through the union hall
• Claimants on approved STC or TRA
EXEMPTIONS
Claimants are also exempt if they are
unable to complete the full work
registration due to:
• Illiteracy
o Unable to read or write
o Do not know how to use a
computer
• Physical or mental impairment
• Language impediment (Full work
registration is only available in
English, Spanish and Creole)
COMPONENTS
To comply with Full Work Registration,
claimants must complete all 3 components
before requesting the waiting week:
1. Provide a valid email address assigned
to him/her
2. Complete the Background Wizard
3. Create an Online Resume
3 Components of Full Work Registration
FULL WORK REGISTRATION
The “Claimant Home” page in Connect provides important items that need
immediate attention. If the claimant has not yet completed the full work
registration a bold red message will appear in this section of the home page.
FULL WORK REGISTRATION
If the claimant completed the full work registration and this message
continues to appear on the Claimant Home page, it can be corrected by
updating the claimant’s gender in the EFM website. This happens when the
claimant selected not to provide their gender in EFM or when the gender
does not match with Connect.

Claimants can access instructions for completing the full work registration
and find the link directing them to the EFM (Employ Florida Marketplace)
website by clicking on the “Workforce Registration Information” link on the left
navigation menu or the click “here” link on the claimant home page in
Connect.

PRE-ADJUDICATION REVIEW
• Review ALL issues checking for duplicate issues.
• Check which weeks have been submitted and when they were submitted.
• Review all Fact Finding documents related to your issue.
• Check Connect, FWIPRS (Florida Workforce Integrated Performance
Reporting System) and EFM (Employ Florida Marketplace) to see if
claimant has completed the full work registration and upload any
documentation.
• If claimant has not completed registration, contact claimant for additional
information as needed and give instructions as to what is missing from
the registration.
EXAMPLE
EXAMPLE
When Connect and FWIPRS (Florida Workforce Integrated Performance
Reporting System) shows the claimant has not completed all 3 components
of the full work registration, it is necessary to check EFM to verify. It is
possible that Connect and/or FWIPRS have not yet updated.
Note: The claimant may have entered information under the incorrect section
which does not give credit for completion.

• If the claimant did not complete the
full work registration or completed it
after requesting the waiting week, the
fact finding must include the reason
why.
• Provide the claimant with instructions
on how to complete the full work
registration when necessary.
o Claimants that experience trouble
with the EFM website should
contact the EFM Helpdesk for
assistance at 800-438-4128

Reasons for Extending Deadline
• EFM Technical Issues
▪ System down
▪ Error Messages
▪ Information not saving
• SSN/Identity Stolen
▪ EFM displays someone else
name/info under the claimant SSN
• Resume uploaded or created incorrectly in
the wrong section of the EFM website
▪ Claimant thought it was complete
If the claimant’s reason for not completing the full work registration are any
of the following listed below, the deadline for completion may be extended.
Note: Because there are instructions and bold messages that are clear in Connect,
the deadline cannot be extended if the issue is with Connect or when the technical
issues are on the claimant end.

Steps for Giving Claimant a New Deadline
• Void current issue
• Create new issue using an issue start
date of Sunday of the week in which they
are due to request benefits next (unless
next RBP is less than 7 days)
o The new deadline provided to the
claimant is the actual first day the
next benefits become available to
request
• Transfer all fact finding to the new issue
including the statement as to why a new
deadline was given
• Place issue on hold
• Review issue daily for completion of the
full work registration
FULL WORK REGISTRATION
The last four digits of the claimants SSN is needed to provide the claimant
with the new deadline date for completion of the full work registration, when
applicable. The chart below can be found in the Benefit Rights and
Responsibilities Handbook
FULL WORK REGISTRATION
• The issue start date will never be prior to the effective date of the
claim.
• If a claimant completes the full work registration prior to a new
deadline that was given, the issue start date should be updated
to the Sunday of the week which it was completed. The system
may have added an end date in this instance which needs to be
removed before adjudicating.
• If the claimant did not complete the full work registration by the
new deadline given, the issue start date would stay the same
(Sunday of the week of the new deadline).
• If an issue is adjudicated ineligible indefinitely and the system
later determines claimant has become registered, the system will
end the issue with the Saturday date prior to the completion date.
