Scope of site-specific activity
The sub-project (SP) envisages arrangement of a Regional Innovation Hub (RIH) in the building of a former medical dispensary in Telavi. RIH will occupy the entire building of the former medical dispensary.
The arrangement of the following functional spaces is included in the RIH design: a reception, common working space for 28 places, conference room for 8 places, brainstorming corner for 3-4 places and a small fabrication laboratory, computer room with 10 places and a training room with 15 places. In addition to the above one room will be designed for brand exhibition, and an office with 3 working places will be arranged. Also there is a small space near the reception which has a conference table for 8-10 places. In RIH there will be rearranged 2 WCs, one of them will be adapted for people with special needs. Near the central staircase there is a place for arrangement of platform-lift.
The following demolition works are required: - demolition of brick walls, thickness 40cm – 1,85m2; - demolition of brick partition walls, thickness 20cm – 124,50m2; - demolition of brick partition walls, thickness 10cm – 7,80m2; - demolition of aluminum stained glasses – 13,20m2; - removal of ceramic tiles from the floor – 6,7m2; - removal of cement screed from the floor – 90,00m2; - removal of laminated parquet – 166,00m2; - removal of gypsum ceiling – 60,00m2. After demolition works, the following interior works should be carried out:
Finishing of the existing walls and partition walls with different materials:
- gypsum cardboard partitions (above stained-glass)- 27,60 m2, - arranging of partitions, thickness 10cm, with small concrete
partition blocks - 15,0 m2, - plastering the walls with cement solution – 53,00 m2; - finishing the walls with tiles – 44,00 m2.
Arrangement of floors: - laminate flooring –167,00 m2; - arrangement of ceramic tiles on the cement screed – 6,7m2; - arrangement of the cement screed, thickness 30mm – 90,00m2;
Facing ceilings:
- arrangement of Gypsum cardboard hang ceiling – 60,00 m2. Filling openings:
- arrangement of steel stained and stained-glass doors – 16,16 m2, - arrangement of MDF doors – 19,68 m2.
The walls and the ceilings will be painted with high quality water emulsion paint. Some parts of the walls should be drawn using the symbols of RIH and according to the design documentation. There will be installed new electricity and low current system in the space allocated for RIH.
There will be installed Split system, type Winter-Summer, for RIH provided with electricity.
According to the electricity installation works, there will be:
− arranged different types of lamps on the ceiling, − installed wall lamps, and − Internal power grid, according to the required power.
Low current power network includes internet network.
The network sockets and switches located in the Rack will be arranged for Internet network.

Land plot under and around the Telavi former Medical Dispensary is registered as a property of Telavi Municipality.
SP does not imply of private land use and no permanent impacts are envisaged on private or leased agricultural lands and private assets or businesses.
Description of physical and natural environment
around the site
The building to be rehabilitated is located in a self-governing city Telavi, #11, Rustaveli ave Premise allocated for the RIH are situated in the Kakheti region, eastern Georgia. It’s possible to access this place using Tbilisi-Sagarejo-Bakurtsikhe-Telavi (distance 150 km) and Tbilisi-Gombori-Telavi (distance 88 km) motor roads.
The town is located on the north-east slope of the Gombori Range, on the open plain Alasani Valley, at an altitude of 550-800 meters. It is characterized by a humid climate, with hot summers and mild winters. Annual precipitation is up to 794 mm. The average temperature 0,5°C is during the coldest month - January and in July it is 22,9 °C. The town is situated at the entrance to the Pankisi Gorge. The population of the city is 19,629, according to the census of 2014.
In the town, there are industrial enterprises, health care, educational and cultural institutions.
The Telavi former Medical Dispensary was constructed in the 1940-ies. In 2010 on building were performed reconstruction works, in particular: the façade was rehabilitated, foundations were reinforced; the roofing - replaced; communication network - renewed the; and the yard was landscaped. Currently the object is on the balance of Telavi city hall and is not operational.
The SP will have significant long-term positive social impact. The negative impacts on the natural and social environment; in particular: increased level of noise, dust, vibration and emissions from the operation of construction machinery, generation of construction and domestic, increased traffic flow and safety risks for pedestrians, will be short term and limited to the construction site.
The building is a 2-storeyed construction, built on the 1286 m2 area. Total area makes 484.80 m2. The placement of the RIH is planned on total area of the building.
According to the examinations of LTD “SMM” the building under the study with dimensions 12.0m×24,0m, is two-storied without basement that is built of strip, pebble-stone foundation (deepening 1.40m, width 1.0m). The brick-works walls are 0,80m in thickness and floors are arranged with timber structures. The building is supported on gravelly clay loam-, developed from alluvial and proluvial deposits. On foundations of building and surrounding territory are not observed any signs of dangerous engineering-geological processes. The building of former medical dispensary (cad. code of plot № 53.20.37.143) and its surrounding area in terms of geological engineering is in stable conditions and development of dangerous geological processes is not expected. In order to avoid development of negative impacts on the integrity
of the building in the future, as a result of environmental factors, it is necessary to periodically (twice in year) clean the drain for avoiding of atmospheric precipitates penetration in foundations.
The facade and the roof of the building do not need rehabilitation.
Currently the building is not functioning and the project does not provide a constructive scheme for the building and only includes facing works.
Consequently, the activities defined by the project will not cause any negative impact on the condition of the building.
Locations and distance for material sourcing, especially aggregates,
water, stones?
Power and water supply of the building is carried out from the existing local networks.
The closest sand and gravel pit is located in 7-8 km from the site.
The nearest local official non-hazardous waste landfill is located in town Telavi. The distance from the project site is 10 km.
LEGISLATION
National & local legislation & permits that
apply to project activity
In compliance with the World Bank’s safeguard policies and the Environmental and Social Management Framework the GNIE Project, works at Telavi RIH were classified as environmental Category B which requires development of the Environmental and Social Management Plan.
According to the national legislation, the sub-project does not belong to the activity subject to the ecological examination and therefore it does not require the assessment of its environmental impacts and obtaining of Environmental Impact Permit.
During the sub-project implementation, it will be mandatory to:
I. apply the mitigation measures according to the part C of this documentation;
II. purchase construction materials from the licensed providers; III. obtain user license required by the national legislation if contractor
wishes to extract natural construction material (rather than purchasing these materials from other providers) by him/herself;
IV. prepare technical report on inventory of atmospheric air pollution stationary sources and agree with the Ministry of Environment and Natural Resources Protection of Georgia (MoENRP) if contractor wishes to operate own concrete plant (rather than purchasing these materials from other providers);
V. If over 200 tons of non-hazardous waste or over 1000 tons of inert materials or over 120 kg of hazardous waste is generated annually (calculation apply to a calendar year) by contractor through his/her general activities, in accordance with the requirements of the Waste Code of Georgia • appoint an environmental manager, and submit an information
on his/her identity to the MoENRP; • prepare and submit to the MoENRP Inventory report of Waste;
• prepare and cause the MoENRP to approve the Waste Management Plan for the Company.
Copies of mineral extraction licenses (if applicable), environmental impact permits for construction materials production (if applicable) and the agreement with the MoENRP on concrete plant technical inventory report of atmospheric air pollution stationary sources will be attached to this ESMP once the contractor is selected and mobilized to the works site.
During the sub-project implementation, solid construction waste will be generated – particularly debris from the demolition works, with estimated volume 36.00 m3. During the reconstruction works, various types of construction (packing materials, paint containers, rests of construction materials etc.) and household waste will also be generated. The waste should be removed from the construction site to the officially agreed locations. Waste disposal agreements will be attached to this ESMP once the contractor is selected and mobilized to the works site. GOST and SNIP norms must be adhered.
PUBLIC CONSULTATION
When / where the public consultation process will
take /took place
This ESMP on English and Georgian languages will be disclosed and opened for public feedback. The public consultation with the beneficiary community will be held before tendering of the renovation works. The Grievance Redress Mechanism (GRM) will be established at GITA that will provide procedures how people who believe, they are affected by the project can submit grievances and indicates how those complaints/comments will be handled by the Agency. Details of GRM will be discussed during the public consultation meeting.

Introduction
Due to the contract #GE-GITA-2784-CS-CQS, 16.01.2017 signed between LTD “Structural
Integrity Monitoring” and Georgia’s Innovations and Technologies Agency, group of
engineers and technical staff of Ltd. “Structural integrity monitoring” carried out the
examination works in order to prepare conclusions-recommendations of technical expertise,
on the structural stability of the building located in № 11, Rustaveli av., Telavi, Georgia; the
building of former medical dispensary (cad. code of plot № 53.20.37.143).
The results of examination and expert’s report are stated on 16 pages. It includes two
chapters: in the chapter I are presented description and examination of object under study
and in chapter II provides technical expertise conclusions-recommendations.
Objective
The issues to be solved by the group of specialists of LTD “Structural integrity monitoring” due
to customer’s request are the following:
1. Geotechnical examination of building located in №11, Rustaveli av., Telavi, Georgia,
building of former medical dispensary (cadastral code of plot № 53.20.37.143);
2. Instrumental inspection of building on determination of geodetic deviations;
3. To carry out visual and instrumental inspection of building under study;
4. Based on analysis of results of carried out examination preparation of appropriate
conclusions-recommendations of technical expertise.
Chapter I. Examination
1.1. By customer is presented for LTD “Structural integrity monitoring” specialist grout the following documentation:
1.1.1. For building under study the project documentation were not found.
1.2. Location and description of object
The building presented by the customer before the specialists group of LTD “Structural integrity monitoring” for examination (accordingly of objective) object is located in №-11, Rustaveli av., Telavi, Georgia (cad. code of plot № 53.20.37.143)
In terms of the building amortization period, the building of former medical dispensary was constructed in the 40-ies of past century for functioning as medical dispensary. In 2010 on building were performed reconstruction works, in particular, the façade facing was rehabilitated, foundations were reinforced; the roofing - replaced; communication network - renewed the; and the yard was arranged. Currently the object is on balance of city hall and sometimes is applied for exhibition or educational purposes.
In terms of configuration, the building under study has in plan the regular rectangular shape, with outer dimensions 24.70×10.29 m. The mentioned building is two-storey without basement.
On the back-side territory of building is arranged open-type installation with suspended inclined ceiling.
1.3. Report of geotechnical examination of the building of former medical dispensary located in № 11, Rustaveli av. Telavi, Georgia
On the above-mentioned object was carried out the following instrumental and field survey works, in particular:
- Visual inspection of the building; - Field measuring and survey works; - Cameral works, study of obtained materials; - Processing of research results and development of technical report.
The building Located in №11, Rustaveli av., Telavi, Georgia was constructed in the 1940-ies of past century and was functioning as medical dispensary. Currently the object is vacated and clearly are visible its moral and physical deterioration results. In 2010 on building were performed reconstruction works, in particular, the façade facing was rehabilitated,
foundations were reinforced; the roofing - replaced; communication network - renewed the; and the yard was arranged and so on. Currently the object is on balance of city hall and sometimes is applied for exhibition or educational purposes. In geomorphologic point of view the above-mentioned area belongs to the South Caucasus fold mountainous district and represents the river Alazani right above the flood plain II terrace. It is characterized by erosion and denudation terrain in the south-east slopes. Its benchmarks are within the range of 640.0 m. The climatic conditions of Telavi administrative territory are moderately humid climate and accordingly of Georgia territory construction climate zoning scheme (PN 01.05-08) belong to the IIb climate sub-region:

- Wind maximal velocity is possible up to: once in 1; 5; 10; 15 and 20 min, accordingly up to 17; 21; 23; 24 and 25 m/sec;
- The depth of ground seasonal frost penetration - 0 cm.
Due to construction norms and rules “Earthquake proof construction” (PN 01.01-09), currently acting in Georgia, Telavi city belongs to 9-point seismicity zone, with seismicity dimensionless coefficient A=0,32.
According to the territory tectonic zoning scheme of Georgia, the area under study is located in the Mestia-Tianeti zone of Caucasus folded system. Geologically, it is built by the upper and lower Cretaceous age sandstone siltstone flysch formation, in particular: clay, argillite,
gravelite and siltstone turbidites, pelagic clays and marls. The base rocks are overlained by Quaternary alluvial-prolluvial clay loam, detritus and gravel ground.
The located in surroundings of №11, Rustaveli av., Telavi, Georgia building under study with dimensions 12.0m×24,0m, is two-storey without basement that is built of strip, pebble-stone foundation (deepening 1,40m, width 1,0m). The brick-works walls are 0,80m in thickness and floors are arranged with timber structures. The building is supported on clay loam-gravel, alluvial-prolluvial genesis grounds. On foundations of building and surrounding territory are not observed any signs of dangerous engineering-geological processes. The geological age of foundation grounds belongs to contemporary Quaternary period, in particular;
1. Stratum 1 - 0,0-0,50 m filled yellow clay, rigid with inclusion of gravel and up to 30%. 2. Stratum 2 - 0,50-2,00 m gravel soil (E.G.E.-1, the foundation soil) with clay loam
filler, small humid. Accordingly of soul seismic properties it belongs to the second category. The ground waters are not revealed up to examined depth. Proceeding from the above mentioned the engineers and technical staff of LTD “Structural integrity monitoring" takes into account the pre-survey results and current state of the building of former medical dispensary located in № 11, Rustaveli str, Telavi (cadastral code of plot -№ 53.20.37.143), and according to the clause 35 of the Resolution № 57, March 24 2009, of the Georgian government - “Survey of land plot and buildings”, concludes that:
1. Foundations and its surrounding area of the building of former medical dispensary Located at № 11, Rustaveli av., Telavi, (cadastral code of plot № 53.20.37.143) in terms of geological engineering are in stable conditions;
2. The building foundations supporting basic grounds are presented by Quaternary age gravel grounds, the design resistance of that R0=3.0 kgf/cm2 indicates on quite satisfactory engineering-geological environment.
3. In order to prevent the development of impact of negative environmental factors, it is necessary to periodically (twice in year) to clean the communication network for avoiding of atmospheric precipitates penetration in foundations.
4. Due the complexity of engineering-geological conditions, accordingly of Annex 10 of SNiP 1.02.07-87, the site under study belongs to I (simple) category;
5. Due to the construction norms and rules on “Earthquake proof construction” (PN 01.01-09), currently acting in Georgia, Telavi city belongs to 9-point seismicity zone, with seismicity dimensionless coefficient A=0,32.

1.4. Instrumental examination on determination of building geodetic deviations
The examination was carried out on located in №11, Rustaveli av., Telavi, Georgia two-storey building of former medical dispensary (Cad. code of plot № 53.20.37.143)
In this regard, by the arrangement of equipment in the façade part along the wall is taken the base of first angle (№ 1) and it is considered as the benchmark 0.000. This benchmark vertically is moved on the top point of building (corner). Due the relevant calculations is determined that this part of the building is deviated from the axis on 0.003 m, while its opposite corner (№ 2) as result of the measuring is deviated from the axis on 0.004 m. Also was measured the rear part of building, the corner № 3 and by calculations is revealed that it is deviated from the axis on 0.005 m.
The results of the carried out surveying works satisfies in this direction the building stability conditions.
During the execution of mentioned works are applied:
- SNiP-441.72 - Methods of design of buildings and industrial sites enclosures;
- Technical regulations of Construction activity on territory of Georgia (Georgia Government Resolution № 71, 15 January, 2014).
GOST 24846-81- Buildings deformation measurement methods:
- The measurement of deviation of building was conducted using the following methods:
By points projection and coordinates.
- The error of maximum deviation depends on the height (H) of building and will not exceed (mm) in the civil facilities the values from 0.001 up to 0.010 mm.
At measuring of the deviation was used device theodolite T-30 and laser range finder.
The schematic drawing of mentioned work is given in Annex № 2.
The obtained results satisfy in this direction the condition of building stability. (See. Annex 2, Pics. №17, №18).

1.5 Determination of structural layout
The located in №11, Rustaveli av., Telavi, Georgia building of former medical dispensary prior the restoration has arranged a strip type pebble stone foundations and after the restoration was performed the concreting of foundations.
On mentioned foundations in both storey’s are arranged by construction red brick-work load bearing walls. From main façade part side building has arranged balcony with timber elements that was supported on the outer perimeter on red brick columns. On the rear façade building has arranged on the second floor the cantilever balcony with timber elements (see Annex № 1, Pics.: №1, №2, №3, №4).
On the both storey’s are arranged reinforced concrete seismic belts:
(see Annex №1, Pics: №3, №6).
As floors are arranged timber beams with boarding (see Annex №1, Pics: №28, №29).
As threshold elements of opening of building (windows, doors) are presented reinforced concrete elements (see Annex №1, Pic №18 ).
The structure of attic floor consists from timber elements as roofing are presented metal-plastic tiled shape sheets. The building has arranged the gutter and drain systems (see Annex №1, Pics: №1, №3, №25 ).
Due the combination of above mentioned building under study load bearing structures constituent elements the structural layout satisfies the data of construction norms and rules − “Earthquake resistance construction” (PN 01.01.09), Chapter III, Table 8 of Article 6, paragraph 9, and is considered as brick walls or small blocks masonry walls without reinforcement, the number of storey’s of that at magnitude 9 seismicity site makes up to 2 floors (Note that the building under study consists from two floors without a basement).
1.5. Results of visual monitoring
For presented by customer before specialists group of LTD “Structural integrity monitoring” the object under study was carried the visual monitoring, based on the analysis of results of that has revealed the following:
1.5.1. Foundations
The building under study has arranged a strip type concrete foundations (after the restoration). On the mentioned foundations does not observed characterizing for settling signs.
1.5.2. Drain path and drains
The building under study gas not arranged on perimeter the drain path. On the territory also are arranged open type drainages that are covered by metal grates. On these elements does not observed damages (see Annex №1, Pics: №1, №2, №3, №6, №7, №16, №25.)
1.5.3. Load-bearing walls and partitions
On mentioned foundations are arranged construction red brick-work load bearing walls. On them are not observed cracks and deformations (see Annex №1, Pics: №1, №2, №3, №4, №21, №22, №26, №27, №28).
1.5.4. Seismic belt
On the both storey’s are arranged reinforced concrete seismic belts. On them are not observed cracks and deformations.
1.5.5. Floors
As floors are arranged timber beams with boarding. On them are not observed cracks and deformations (see Annex №1, Pics: №4, №26, №27).
1.5.6. Garret floor
The structure of attic floor consists from timber elements as roofing are presented metal-plastic tiled shape sheets. On these elements does not observed damages. (see Annex №1, Pics: №15, №16 ).
1.5.7. Auxiliary installation
On the back-side territory of building is arranged open-type installation with suspended inclined ceiling. It’s load bearing structure consists from metal hollow rectangular shapes. On these elements does not observed deformations. As walls fillers is presented small construction block work 20 cm in thickness. On the mentioned walls are observed vertical orientation significant range cracks (see Annex №1, Pics: №12, №13).
1.6. Instrumental monitoring results
On presented by Customer object under study and performed visual monitoring, was carried out instrumental monitoring, based on the analysis of results of that was revealed the following:
For survey was presented located in №-11, Rustaveli av., Telavi, Georgia building of former medical dispensary.
1.6.1. Determination of building foundation concrete strength value
In this direction survey was carried out using the non-destructive inspection method, with working on the principle of elastic rebounding Schmidt type hammer. The obtained from bench marks strength values are given in the monitoring Table #1.

In the arranged in floors seismic reinforced concrete belts as reinforcement bar are arranged 4 bars D=12, as suspensions are arranged rolled steel rods D=6 with pitch 25-30 cm.
1.7. Operational conditions of applied in detail-hardware monitoring equipment
For carry out the detail-hardware monitoring are used non-destructive inspection method and relevant equipment.
A detail-hardware study was carried out on permissible for devices ambient temperature +20 ℃.

Chapter II. Technical expertise conclusions-recommendations
The object under study presented by customer before specialists group of LTD “Structural integrity
monitoring” (accordingly of objective) is located in №11, Rustaveli av., Telavi, Georgia represents
two-storey building of former medical dispensary (Cad. code of plot № 53.20.37.143).
In terms of time resources the existing building was constructed in the 40-ies of past century.
Prior to restoration in 2010 the building under study was functioning as a medical center. For
period of presented examination it was applied for organization of exhibitions. Due carried out
visual monitoring and instrumental examination was determined the following :
2.1. In engineering-geological terms
two-storey building of former medical dispensary located in №11, Rustaveli av., Telavi, Georgia
(cad. code of plot № 53.20.37.143) and its surrounding area in terms of geological engineering is
in stable conditions and development of dangerous geological processes is not expected.
In order to prevent development of impact of negative environmental factors in the future, it is
necessary to clean periodically (twice in year) the drainage network for avoiding of atmospheric
precipitates penetration in foundations.
2.2. In point of geodetic view
The deviations of mentioned building’s corners and outer walls from vertical is in permissible
range and are not dangerous for their stability state.
2.3. Auxiliary installation
On the back-side territory of building is arranged open-type installation with suspended
inclined ceiling. It’s load bearing structure consists from metal hollow rectangular shapes. On
these elements does not observed deformations. As walls fillers is presented small construction
block work 20 cm in thickness. On the mentioned walls are observed vertical orientation
significant range cracks. In necessary in the areas of mentioned cracks removal of plaster,
arrangement of interconnected two-sided standard metal mesh, plastering with high strength
sand-cement mortar (M200) and painting with similar to adjacent area paint.
2.10. Conclusion:
The building under study, as it was above mentioned, was constructed in 40-ies of past century
and corresponds to magnitude 8 seismicity requirements (accordingly of acting at that period
seismic zoning town Telavi belongs to magnitude 8 seismicity zone). As it was mentioned in
examination part, in 2010 on building were performed reconstruction works, in particular, were
concreting the existing pebble stone foundations; were arranged the seismic belts on floors, were
arranged reinforced concrete elements on thresholds of openings, was replaced the roofing; was
renewed the communication network; finally on building were arranged facing works. On the
territory of building was arranged open type water accumulation drainage.
Proceeding from above mentioned located in № 11, Rustaveli str., Telavi, Georgia (cad. code of
plot № 53.20.37.143) building of former medical dispensary is statically and sesmically in stable
state. It satisfies the current requirements of building on seismicity (above 8 up to 9 magnitude in
accordance with “Earthquake proof construction” (PN 01.01-09) Chapter 1, clause 3, paragraph
14). Due the taking into account above mentioned factors is possible on building to carry out
necessary for further operation rearrangement of floors.
As a note, we can say that the building under study as floors has arranged in the timber beams
with boarding. In the case of on building floors will be necessary the installation of technological
equipment the timber floors will be replaced with monolithic reinforced concrete slabs and
reinforced on the basis of the foundations calculation.
