The5-Step®AnimalWelfareRatingprogram,assessesthelevelofwelfareofanimalson-farm,duringtransportandatslaughter.Standardsforadditionalcomponentsofproduction,suchashatcheryandbreeding,willbedevelopedinthefuture.
Throughitsverydesignasamulti-tieredprogram,5-Step®Programpromotescontinuousimprovementinanimalagriculture;engagesabroadspectrumofproducers;allowsforwiderproductselectionforgreaterconsumeroptions;providesmoredetailedinformationaboutthelevelofwelfareoffarmanimals;andbetterinformsconsumersabouttheproductionsystemstheymaychoosetosupport.
Eachsetoftieredstandards—fromStep1toStep5+—hasitsownrequirementsthatmustbemetbeforecertificationtothatparticularSteplevelcanbeassigned.Asthestandard-setter,GlobalAnimalPartnershipdoesnotconductauditsnormakeStep-ratingcertificationdecisions.Authorized,third-partycertificationcompaniesperformtheauditsandissueStepcertificates,asappropriate.Assuch,producers,consumers,andretailersalikecanbeconfidentthatStepratingsarefair,accurate,andfreeofconflictofinterest.

3. AuditandCertification
a. Eachoperationmustsubmitacompleted5-Step®application,andbeauditedandcertifiedpriortomarketinganyproduct(s)asStep-rated.b. Eachoperationmustbeauditedonceeverycertificationcycle.Acertificationcycleis15-months,whichallowsforchickensandoperationstobe
assessedseasonallyovera5-yearperiod.c. Eachoperationmusthavechickenson-siteatthetimeofon-siteaudit,butnotallhousesatanoperationmusthavechickensinthematthetimeofthe
on-siteaudit.d. Atinitialaudittheoperationmusthavechickenson-sitethatareover21daysold.e. Atthetimeofon-siteaudit,theperson(s)responsibleformanagingtheoperationand/orananimalcaretakermustbepresent.Adesignated

i. AuditorsdonotmakeStep-ratingdeterminationsnorprovideconsultativeservicetoproducersonmeetingstandardsrequirements;reviewersofauthorizedcertificationcompaniesmakeStep-ratingdeterminations.
j. Operationsareonlyconsideredseasonaliftheyproducechickensforaportionoftheyear(e.g.flocksraisedfromJulytoNovember).Ifanoperationproduceschickensyearround,butonlyproducesStep-ratedchickensseasonally(i.e.fortheholidays),theoperationisnotconsideredaseasonaloperation.
k. Foroperationsthat(1)onlyraisechickensseasonallyor(2)arenewoperations,theissuedateofthe5-Step®certificatewillbethedateoftheon-siteaudit,ratherthanthedatethefinalStep-ratingdecisionismade.
l. Ifchickensarenotraisedonasingleoperationanddifferentstagesofproductionareconductedbydifferentoperations(e.g.chickensarebroodedandraisedto4weeksatlocationA,andthentransportedtolocationBwherefrom4weeksonwardstheyareraised),eachoperationmustsubmitacompleted5-Step®applicationandbeauditedandcertifiedpriortoproductbeingmarketedasStep-rated.

m. Step-wisedifferentiationcannotbeawardedonthebasisofseason.Forexample,aStep3operationcannotmarkettheirchickensasStep3duringthetimeofyearwhenchickenswouldtypicallybeoutdoors,andasaStep2whenchickenswouldtypicallybekeptindoors.
n. SpecificsforIndividualOperationsthatMarketTheirOwnChickensi. Anoperationthatmarketsitsownchickensmusthaveatleast1flockinspectedwhenchickensarewithin14daysofslaughter.ii. Atleast1flockmustbeobservedduringbrooding(upto21days)(thiscanbeobservedusingvideotechnology–see3h.above;GAP’sPilot
PolicyManualv1.0;andcheckandconfirmcertifier’sprotocolsforfurtherdetails).iii. Iftheoperationhasmorethan4flocks,thenaminimumof50%oftheflockswillbeselectedbytheauditorforinspectionwhileon-sitewith
preferencegiventotheoldestflocks.Iftheoperationhasmultiplelocations,the50%requirementmustincludeatleastoneinspectionateachlocation.
iv. Catchingandloadingmustbeobservedandauditedatleastonceeachcertificationcycle(thiscanbeobservedusingvideotechnology–see3h.above;GAP’sPilotPolicyManualv1.0;andcheckandconfirmcertifier’sprotocolsforfurtherdetails).
v. Thecatchingandloadingobservationreferencedabovecanbeofnon-Step-ratedchickens,providedallaspectsofthecatchingandloadingprocessarethesameforallflocks,includingthosetobemarketedasStep-rated.
o. SpecificsforOperationsthatarePartofanAffiliatedGroup
i. Foroperationsthatmarketchickensthroughanaffiliatedgroup(e.g.producergroup,co-operative,marketingentity)ratherthanundertheoperation’sownnameorbrand,30%oftheoperationsmusthave1flockinspectedwhenchickensarewithin14daysofslaughter;5%atlessthan21daysofage;andtheremaining65%whenthechickensareover21daysofage.
ii. Ifanindividualoperationwithinanaffiliatedgrouphasmorethan4flocks,thenaminimumof50%oftheflockswillbeselectedbytheauditorforinspectionwhileon-site.Iftheoperationhasmultiplelocations,the50%requirementmustincludeatleastoneinspectionateachlocation.
iii. Catchingandloadingmustbeobservedandauditedatleastonceeachcertificationcycle.Iftheaffiliatedgroupcontrolscatchingandloadingformultipleoperations,theauditormayobserveandinspectthecatchingandloadingprocessforthegroupratherthanoneachapplicant’sownoperation,providedthat(1)theassessmentisperformedatleastoncepercertificationcycleand(2)allaspectsofthecatchingandloadingprocessarethesameforalloperations.(Thiscanbeobservedusingvideotechnology–see3a.vii.Above;GAP’sPilotPolicyManualv1.0;andcheckandconfirmcertifier’sprotocolsforfurtherdetails).
iv. Thecatchingandloadingobservationreferencedabovecanbeofnon-Step-ratedchickens,providedallaspectsofthecatchingandloadingprocessarethesameforallflocks,includingthosetobemarketedasStep-rated.
