All rights reserved. 1 Global Animal Partnership’s 5-Step ® Animal Welfare Rating Standards for Chickens Raised for Meat v3.0 About the 5-Step ® Animal Welfare Rating Program The 5-Step ® Animal Welfare Rating program, assesses the level of welfare of animals on-farm, during transport and at slaughter. Standards for additional components of production, such as hatchery and breeding, will be developed in the future. Through its very design as a multi-tiered program, 5-Step ® Program promotes continuous improvement in animal agriculture; engages a broad spectrum of producers; allows for wider product selection for greater consumer options; provides more detailed information about the level of welfare of farm animals; and better informs consumers about the production systems they may choose to support. Each set of tiered standards—from Step 1 to Step 5+—has its own requirements that must be met before certification to that particular Step level can be assigned. As the standard-setter, Global Animal Partnership does not conduct audits nor make Step-rating certification decisions. Authorized, third-party certification companies perform the audits and issue Step certificates, as appropriate. As such, producers, consumers, and retailers alike can be confident that Step ratings are fair, accurate, and free of conflict of interest. About the 5-Step ® Animal Welfare Rating Standards for Chickens Raised for Meat This version of the 5-Step ® Animal Welfare Rating Standards for Chickens Raised for Meat was issued on 3 July 2017, replaces all previous versions, and is effective 1 January 2018. Any operations audited on or after 1 January 2018, including those undergoing re-certification, will be audited to this version. The six- month implementation period from issue date to effective date enables producers, both new to the 5-Step ® program and those renewing certification, time to adjust their management practices and protocols as necessary. The development process included consultation and guidance from animal welfare scientific experts, producers, public comments, and review and approval by the Global Animal Partnership Board of Directors. Pasturecentered ChickensinStep4systemsliveonpasture;duringwinterchickensmaybehousedwithcontinuousaccesstotheoutdoors.

Thissteprequiresbreedsofchickenswithhigherwelfareoutcomesthatliveonpasturefromtheageof4weekswithaccesstohousingorshelter.Duringwinter,chickensmaybetakenoffpasturebutmusthavedailyaccesstotheoutdoors.Pastureincludesaccesstorangelands,grassland,plantedpastures,managedpastures,woodedareas,andharvestedcropareas.

ChickensinStep5systemslivecontinuouslyonpastureandmayonlybehousedduringextremeweatherconditions.

a. Thestandardsinthisdocumentarerequirements.b. Theoperationmusthavereadthestandardsandpreparedfortheauditortheycannotbecertified.c. WiththeexceptionofStandard1.1.5forSteps5and5+,standardsforbreedinganimalsarenotincludedinthisdocumentandwillbedevelopedinthe

future.d. Unlessotherwisespecified,standardsinthisdocumentpertaintochickensofanyage.a. Theterm“flock”isdefinedasabarn/houseofchickens.Intheeventofsplitslaughterages–forexampleiftheflockisthinned–lamenessandfootpad

requiredtobecertified.CCRRPcertificationwillincludeverifyingnumbersofanimals/rawmaterialsthroughtheentiresupplychain(i.e.fromhatchtomarket).

i. Eachoperationmustfollowachainofcustodyprogram(seeSection9.6)thatisalsomaintainedbytheslaughterfacilityandanyfurtherprocessor.Thechainofcustodyprogramcanbedevelopedandimplementedbyanaffiliatedgroup(e.g.,aproducergroup,co-operative,marketingentity)orcreatedwiththeaidofexternalconsultation.

2. Applications

a. Eachoperationisrequiredtosubmitacompleted5-Step®applicationforeachcertificationcyclepriortoaudit.b. Eachoperationmustidentifyallsites(eitherowned,leased,and/orshared)usedtoraisemeatchickensbytheoperationontheir5-Step®application.c. Applications,andotherprogramdocuments,canbedownloadedatwww.globalanimalpartnership.org/orbycontactingyourGAP-accreditedcertifier.

3. AuditandCertification

a. Eachoperationmustsubmitacompleted5-Step®application,andbeauditedandcertifiedpriortomarketinganyproduct(s)asStep-rated.b. Eachoperationmustbeauditedonceeverycertificationcycle.Acertificationcycleis15-months,whichallowsforchickensandoperationstobe

assessedseasonallyovera5-yearperiod.c. Eachoperationmusthavechickenson-siteatthetimeofon-siteaudit,butnotallhousesatanoperationmusthavechickensinthematthetimeofthe

on-siteaudit.d. Atinitialaudittheoperationmusthavechickenson-sitethatareover21daysold.e. Atthetimeofon-siteaudit,theperson(s)responsibleformanagingtheoperationand/orananimalcaretakermustbepresent.Adesignated

representativeaffiliatedwithasuppliergroupmayalsobepresentatthetimeoftheon-siteaudit,butcannotbetheonlypersonpresent.f. Eachoperationapplyingfor5-Step®certificationisresponsibleforensuringthatallrequiredrecordsanddocumentsareavailable,andthatallapplicable

standardsaremet,includingactionsthatmaybecontractedormanagedbyanotherentity(e.g.catchingandloading,transport,rodentcontrol).g. Allapplicablestandards,includingthosethatmaybecontrolledormanagedby,orcontractedto,another(e.g.thehatchery;acatchingandloading

crew;atransporter;aproducergroup,co-operative,ormarketingentity;slaughterfacility),willbeassessedforcompliancebythecertificationcompanyandincorporatedintoitsoverallassessmentoftheoperationpriortothefinalStepdetermination.

h. GAPsupportstheuseofvideoorotherelectronicmonitoringrecordsforthereviewofbrooding(forindividualoperationsthatmarkettheirownchickensseen.ii.below)andcatchingandloadingchickens.UseofvideotechnologyisnotarequirementbutcanbeusedinplaceofcertainobservationslistedinGAP’sPilotPolicyManualv1.0.PleaserefertoGAP’sPilotPolicyManualv1.0foradditionaldetailsabouthowthismustbeconducted.

i. AuditorsdonotmakeStep-ratingdeterminationsnorprovideconsultativeservicetoproducersonmeetingstandardsrequirements;reviewersofauthorizedcertificationcompaniesmakeStep-ratingdeterminations.

j. Operationsareonlyconsideredseasonaliftheyproducechickensforaportionoftheyear(e.g.flocksraisedfromJulytoNovember).Ifanoperationproduceschickensyearround,butonlyproducesStep-ratedchickensseasonally(i.e.fortheholidays),theoperationisnotconsideredaseasonaloperation.

k. Foroperationsthat(1)onlyraisechickensseasonallyor(2)arenewoperations,theissuedateofthe5-Step®certificatewillbethedateoftheon-siteaudit,ratherthanthedatethefinalStep-ratingdecisionismade.

l. Ifchickensarenotraisedonasingleoperationanddifferentstagesofproductionareconductedbydifferentoperations(e.g.chickensarebroodedandraisedto4weeksatlocationA,andthentransportedtolocationBwherefrom4weeksonwardstheyareraised),eachoperationmustsubmitacompleted5-Step®applicationandbeauditedandcertifiedpriortoproductbeingmarketedasStep-rated.

m. Step-wisedifferentiationcannotbeawardedonthebasisofseason.Forexample,aStep3operationcannotmarkettheirchickensasStep3duringthetimeofyearwhenchickenswouldtypicallybeoutdoors,andasaStep2whenchickenswouldtypicallybekeptindoors.

n. SpecificsforIndividualOperationsthatMarketTheirOwnChickensi. Anoperationthatmarketsitsownchickensmusthaveatleast1flockinspectedwhenchickensarewithin14daysofslaughter.ii. Atleast1flockmustbeobservedduringbrooding(upto21days)(thiscanbeobservedusingvideotechnology–see3h.above;GAP’sPilot

PolicyManualv1.0;andcheckandconfirmcertifier’sprotocolsforfurtherdetails).iii. Iftheoperationhasmorethan4flocks,thenaminimumof50%oftheflockswillbeselectedbytheauditorforinspectionwhileon-sitewith

preferencegiventotheoldestflocks.Iftheoperationhasmultiplelocations,the50%requirementmustincludeatleastoneinspectionateachlocation.

iv. Catchingandloadingmustbeobservedandauditedatleastonceeachcertificationcycle(thiscanbeobservedusingvideotechnology–see3h.above;GAP’sPilotPolicyManualv1.0;andcheckandconfirmcertifier’sprotocolsforfurtherdetails).

v. Thecatchingandloadingobservationreferencedabovecanbeofnon-Step-ratedchickens,providedallaspectsofthecatchingandloadingprocessarethesameforallflocks,includingthosetobemarketedasStep-rated.

o. SpecificsforOperationsthatarePartofanAffiliatedGroup

i. Foroperationsthatmarketchickensthroughanaffiliatedgroup(e.g.producergroup,co-operative,marketingentity)ratherthanundertheoperation’sownnameorbrand,30%oftheoperationsmusthave1flockinspectedwhenchickensarewithin14daysofslaughter;5%atlessthan21daysofage;andtheremaining65%whenthechickensareover21daysofage.

ii. Ifanindividualoperationwithinanaffiliatedgrouphasmorethan4flocks,thenaminimumof50%oftheflockswillbeselectedbytheauditorforinspectionwhileon-site.Iftheoperationhasmultiplelocations,the50%requirementmustincludeatleastoneinspectionateachlocation.

iii. AppendixVIII:EnvironmentalEnrichmentsChickens,likeotheranimals,benefitfromarichenvironmentthatisstimulatingandallowsforthemtoengageinnaturalbehavior;particularlyforagingbehaviorandexercise.Providingenrichmentscanimprovethewelfareofchickensinacommercialsetting.Section4.8requiresStep1-4chickenstobeprovidedwithenvironmentalenrichments.Thefollowingdocumentdetailstheimportanceoftheseitems,aswellasoutliningenrichmentsthatcounttowardstherequirementsoftheStandardsaswellasthosethatdonot.Enrichmentsareanadditiontothechickens’environmentthatencouragestheexpressionofnaturalbehaviorsuchasgroundscratching,pecking,andforaging.Aswell,enrichmentsthatincreasephysicalactivityandpromoteexercisecanminimizeundesirableandevenharmfulbehavior,includingaggression,feather-pecking,cannibalism,flightiness,anddistress.(Itemsthatarefundamentaltothewelfare,includinghealth,ofthechickens,suchasdust-bathsandlitterarenotconsideredtobeenrichmentsastheyarebasicrequirements).Ofcourse,enrichmentsshouldalsoensuretheydonotputchickensatriskofinjuryorstress.Theaimofanenrichment,however,isto:
