Workshop Goals
• Demonstrate alignment with Recovery Action Plan
• Background and Status update on HRTF activities and findings
• Describe key policy issues or actions requiring BoT decisions
• Facilitate open discussion
![Page 3: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/3.jpg)
3
The Bottom Line
• Key near-term policy issues or actions
– Review, and reaffirm or modify past BoT decisions
– If replacement housing is desired, choose a parcel(s) to pursue funding and continue process
– Ensure adequate management resources are available to ToL
![Page 4: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/4.jpg)

HOU 1.3.1. (assigned to HRTF)
Encourage the development/construction of housing that is affordable by: a) virtue of the lot size, regulatory incentives, construction methodology and material usage, density; b) the use of financial subsidies and volunteer organizations
key partners: Planning and Community Development Commission (PCDC) and Lyons Volunteers
![Page 6: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/6.jpg)
6
Analysis of HOU 1.3.1. p1
• “Encourage the development/construction of housing that is affordable…”
– Consistent with:• Comprehensive Plan• BoT stated position post-flood (but used term
“replacement” rather than “affordable”)• HTRF Actions to date
![Page 7: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/7.jpg)
7
Analysis of HOU 1.3.1. p2
• “Encourage the development/construction of housing that is affordable…”
– HRTF is focusing on replacement housing that is affordable to residents that lost their homes during the flood… BoT may want to clarify the usage of affordability in this context...
– The HRTF is collecting and analyzing information to support BoT or ToL decisions – it does not advocate for or encourage any particular solution to replacement housing issues (that is a BoT or ToL function)
![Page 8: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/8.jpg)
8
Analysis of HOU 1.3.1. p3
• HOU 1.3.1 says: “…by virtue of the lot size, regulatory incentives, construction methodology and material usage, density, and the use of financial subsidies and volunteer organizations”
• At this time, the HRTF is focused on supporting decisions involving:– parcel selection– granting / funding opportunities– management structure issues
• Other issues resolved after parcel selection
![Page 9: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/9.jpg)
9
HOU 1.3.2. (assigned to HRTF)
Encourage the development/construction of manufactured housing (including prefabricated, modular, and mobile homes) Key partners: none listed
• HRTF has formed a MFH subcommittee, and this has been a “standing agenda item”
![Page 10: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/10.jpg)

HTRF Activities to Date p1
• Background and Operating Assumptions• Housing Needs Assessment• Public Engagement• Parcel Analysis
![Page 12: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/12.jpg)
12
HTRF Activities to Date p2
Background and Operating Assumptions
– Focus on Replacement Housing but develop Options for scenarios ranging from “No Action” to “Replacement housing + additional affordable housing”.
– Replacement Housing ≠ Affordable Housing. Replacement Housing is based on unit type and value of what was lost in flood. “Affordable housing” is a subset of replacement housing
![Page 13: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/13.jpg)
13
HTRF Activities to Date p3
Background and Operating Assumptions
– Emphasize open and transparent processes and meetings, and public engagement
– Provide input to ToL - to ensure Lyons’ application for grants (e.g. CDBG-DR) is competitive
– Work with Housing Authority, DOLA, and FEMA
![Page 14: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/14.jpg)
14
HTRF Activities to Date p4
Background and Operating Assumptions
– Engage with NGOs and private sector
– Evaluate every possible parcel, housing type, and deal structure
– No net loss of park land (refer to consultation map)
– Be aware of HMGP (“404” buyout) and repair support but those are ToL functions, not HRTF
![Page 15: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/15.jpg)

HTRF Activities to Date p5
Housing Needs Assessment
– Snapshot of needs based on Jan 14 data
– Recommended 130 homes built to meet replacement housing needs plus latent affordable housing needs
– Should be considered along with data collected by ToL during resident consultations
![Page 16: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/16.jpg)

17
HTRF Activities to Date p7
Public Engagement
– Website with all minutes, reference materials, HRTF output
– Congruence with Recovery Working Group (Action Plan)
– “Guest Speakers”• OEM• Habitat for Humanity• Private Sector developer panels (both market and affordable
housing developers)
![Page 18: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/18.jpg)

HTRF Activities to Date p8
Panel Discussion Details (separate handout)
• Private sector developer panel:– High density– Mix of large/small homes (to balance loss from affordable)– Affordable homes = $250K-$300K+– Bohn Park or Bohn Park area
• Affordable sector developer panel:– Need to reduce or eliminate land costs to make work– Would partner with Housing Authority– Variety of creative solutions
![Page 19: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/19.jpg)

HTRF Activities to Date p9
Parcel Analysis Status
– Revisit backup slides from previous BoT briefing (17 Mar 14 “post-Open House” workshop)
– Revisit Options 2,3, and 4 (separate handout)
– Add consideration of 10 Ac south of MS/HS parking lot
– Add Housing Authority unit cost estimates
![Page 20: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/20.jpg)

21
Review of BoT Direction to HRTF
– All displaced residents be given a chance to come back to Lyons to a home similar to what was lost
– Focus on Replacement Housing first
– Option 2 to Option 3 is the target number of homes – Option 4 is a worthwhile goal but better left for the future
![Page 22: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/22.jpg)
22
(potential) BoT Decision Point
Support, modify, or rescind previous BoT direction?
Remain silent (equals assent)?
![Page 23: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/23.jpg)
23
Choosing a Parcel p1
• If BoT chooses to put a parcel “under control”:– Much more competitive for CDBG-DR and other
funding sources (this FY focused on flood damage recovery)
– HA and private sector developers can begin assembling solutions for BoT to choose from
– Area Development Planning can be initiated– DOLA support (financial analysis, legal, planning)
will become available
![Page 24: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/24.jpg)
24
Choosing a Parcel p2
• If BoT chooses to not put a parcel “under control”:– Process stops except for ADUs, etc. (equivalent of
choosing “Option 1”)• If Bot chooses to delay parcel choice beyond
current FY funding cycle:– Comparable financial assistance unlikely to be
available– Process will likely stop except for ADUs, etc.
(equivalent of choosing “Option 1”)
![Page 25: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/25.jpg)
25
Choosing a Parcel p3Timing Considerations
• CDBG-DR: need parcel decision prior to 1 Jun to be fully competitive for – CDBG-DR phase 1 (application for part of $63M is
occurring NOW)– CDBG-DR phase 2 (input into action plan is
occurring NOW, much more $$ than phase 1, need parcel to ask for significant funding)
• Commitment to displaced residents?
![Page 26: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/26.jpg)
26
Choosing a Parcel p4
• What is BoT committing to by putting a parcel “under control”?– Zoning / land use designation change– Inertia towards actual development, but not full
commitment Land ownership / tax structure TBD – part of deal option choices
– Development configuration TBD – part of deal option choices… annexation or land swap (MS/HS?) could happen after main parcel chosen
![Page 27: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/27.jpg)
27
BoT Decision PointReview main slides from previous BoT briefing (17 Mar 14 “post-Open House” workshop)
Stop Replacement Housing Activities, OR
Choose a parcel(s) to initiate planning.
Another workshop in narrowly focused on parcel analysis to support a final decision (this would have to be
very soon – time is running out to remain competitive for CDBG-DR funding)
![Page 28: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/28.jpg)
28
Management Resources
• Redevelopment requires a variety of specialty professional services– Financial– Planning– Legal
• DOLA offers some assistance for free after parcel selection
• CDBG-DR monies earmarked for these services
![Page 29: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/29.jpg)
29
Management Resources
• What is the Role of the Housing Authority?– They can and should “quarterback” the
development – They are ToL’s Housing Authority, and most work
will be executed by private sector or the NGOs (HfH) the BoT has exhibited interest in
– They are capable of helping with ALL issues (MFH, NGO or volunteer help, policy issues)… not at all limited to just programmed affordable housing
![Page 30: HRTF Update to BoT 4/27/14 1. Workshop Goals Demonstrate alignment with Recovery Action Plan Background and Status update on HRTF activities and findings](https://reader033.vdocument.in/reader033/viewer/2022052510/56649e115503460f94afcbcd/html5/thumbnails/30.jpg)
30
BoT Decision Point
Accept DOLA assistance?
Accept HA Assistance?
