– HRTF is focusing on replacement housing that is affordable to residents that lost their homes during the flood… BoT may want to clarify the usage of affordability in this context...

– The HRTF is collecting and analyzing information to support BoT or ToL decisions – it does not advocate for or encourage any particular solution to replacement housing issues (that is a BoT or ToL function)

– Focus on Replacement Housing but develop Options for scenarios ranging from “No Action” to “Replacement housing + additional affordable housing”.

– Replacement Housing ≠ Affordable Housing. Replacement Housing is based on unit type and value of what was lost in flood. “Affordable housing” is a subset of replacement housing

– Option 2 to Option 3 is the target number of homes – Option 4 is a worthwhile goal but better left for the future

Choosing a Parcel p1

• If BoT chooses to put a parcel “under control”:– Much more competitive for CDBG-DR and other

funding sources (this FY focused on flood damage recovery)

– HA and private sector developers can begin assembling solutions for BoT to choose from

– Area Development Planning can be initiated– DOLA support (financial analysis, legal, planning)

will become available

• CDBG-DR: need parcel decision prior to 1 Jun to be fully competitive for – CDBG-DR phase 1 (application for part of $63M is

occurring NOW)– CDBG-DR phase 2 (input into action plan is

occurring NOW, much more $$ than phase 1, need parcel to ask for significant funding)

Management Resources

• What is the Role of the Housing Authority?– They can and should “quarterback” the

development – They are ToL’s Housing Authority, and most work

will be executed by private sector or the NGOs (HfH) the BoT has exhibited interest in

– They are capable of helping with ALL issues (MFH, NGO or volunteer help, policy issues)… not at all limited to just programmed affordable housing
