IEEE Open Access Institutional Partnership Options
Institutions worldwide actively support open access while trying to assist their authors in publishing
research in open access publications. IEEE open access options allow authors to publish in respected,
high-quality IEEE journals while also enabling academic institutions and corporations to comply with
open access policies.
Typically, authors are required to pay an article processing charge (APC) when submitting an article for
publication. IEEE has developed two IEEE open access institutional options to facilitate the publishing
process for authors and the institution. Now, institutions can easily encourage authors to publish in
IEEE open access publications by selecting an IEEE open access option based on the institution’s
specific open access needs:
IEEE Open Access Deposit Account: How it works: An institution funds full payment of the APC at a discounted rate.
A prepaid deposit account in which an institution pays in advance to cover article processing
charges for an institution’s authors. It completely covers the APC fees for authors publishing in
IEEE open access journals. The account funds must be used within two years. Upon publication,
the full article processing charge for the journal in question, minus the discount that applies, will
be deducted from the account.
IEEE Open Access Partner Discount Fee: How it works: An institution funds a discount of the APC and the author pays the
remaining balance at a lower rate. IEEE open access partners pay a flat-rate annual fee based
on the number of possible authors in their institution, including faculty, researchers, and graduate
students at the institution in electrical engineering, computer science, and related disciplines.
When authors from the institution are published in IEEE open access journals, a discount is
automatically applied to the APC fee.

Options to Choose for Author Publishing Agreements
As part of IEEE efforts to provide authors with alternatives to traditional publishing, the
IEEE Open Access Publishing Agreement (OAPA) has been developed for manuscript submissions
to IEEE open access publications. The OAPA asks authors to transfer copyright to IEEE, thereby
authorizing IEEE to protect the work against copyright infringement or plagiarism. Authors’ papers
are openly accessible to all users in IEEE Xplore, and authors may post the final, published version
of their papers on their own websites. Authors can also choose a Creative Commons Attribution
License (CC BY). A CC BY license allows authors to retain copyright in the work,
but also carries very broad rights for end users. The corresponding author can
easily select the publishing agreement of preference after acceptance. For more
