MUMBAI, Oct 15:Addressing the "India NuclearEnergy Summit 2015" heretoday, Union Minister of State(Independent Charge)Development of North EasternRegion (DoNER), MoS PMO,Personnel, Public Grievances,Pensions, Atomic Energy andSpace, Dr Jitendra Singh saidthat India's nuclear programmeunderlines "Make in India" ini-tiative and recent achievementsthrough indigenous resourceshave demonstrated India's enor-mous potential in the field ofnuclear science and research.

Dr. Jitendra Singh said, thelast year-and-a-half has beeneventful in more ways thanone. On the one hand, it wasduring this period that a newgovernment took over headedby Prime Minister NarendraModi who has a natural scien-tific temper and on the otherhand, it was during the sameperiod when the BhabhaAtomic Research Centre(BARC) observed DiamondJubilee of its establishment asa tribute to its founding fatherHomi J. Bhabha. It is also avindication of Homi Bhabha'smission that today India hasbecome a front-runner in the

world in the field of nuclearenergy and has also success-fully proved its ability to usenuclear energy for peacefulpurposes, he added.

Allaying fears and appre-hensions of some manufactur-ers and suppliers, Dr. JitendraSingh reiterated that the CivilLiability for Nuclear Damage(CLND) Act of 2010 does notplace anybody at disadvan-tage. The Indian NuclearInsurance Pool (INIP) willcover the operators' liabilityunder the CLND Act, 2010 andadequately address the liabilityrelated concerns of national aswell as international suppliers,he said.

For any scientific ventureto be viable in the long run, Dr.Jitendra Singh said, it has tohave social applicability and atthe same time also be econom-ically viable. In this regard, hereferred to the Department ofAtomic Energy's social contri-bution in areas of health, litera-cy and clean drinking water andon the economic front, heemphasized the important futurerole of nuclear energy for longterm energy security of India.

Referring to various impor-tant ongoing programmes, Dr.Jitendra Singh mentioned the 3-stage nuclear power programme

with Pressurized Heavy WaterReactors (PHWRs) in the firststage, Fast Breeder Reactors inthe second stage and Thoriumbased reactors to be put up in thethird stage. He stressed thatalthough the programme isindigenous, India has alsoentered into agreements withseveral countries like France,Russia and USA to establish alarge generation capacity.

JAMMU, Oct 15: DeputyChief Minister, Dr. NirmalSingh today said that neces-sary instructions have alreadybeen passed to concerned offi-cers for providing hassle freeservices viz electricity, water,sanitation during holy days ofNavratras.

Deputy Chief Minister wasinteracting with various depu-tations. He said that severalmeetings have already beenheld to review arrangementsbeing put in place during holydays which were attended byofficers from various depart-ments including PHE, PDD,Housing and Urban develop-ment, CA&PD in which cleardirections have been given toconcerned to ensure that peo-ple do not face any inconven-ience.

Deputy Chief Minister fur-ther said that people shouldmaintain liaison with the con-cerned departments to ensurethat they get requisite servicesand that bottlenecks if anywith respect to deliverance ofthe same could be redressedwithin shortest possible time.He said that special instruc-tions have been passed toCA&PD officers to providerequisite supply of essentialslike rice, atta, sugar, k-oil andLPG etc so that people do notface any difficulty.

Dr. Singh further said thatrequisite instructions have alsobeen given to PDD to ensurethat consumers get rational-ized supply of power duringholy days. He said thatHousing and Urban develop-ment Department has alsobeen asked to ensure that ade-quate sanitation measures andcleanliness drive are undertak-en.

Crime Branch books Custodian, Area Manager of Securitrans in ATM fraud

JAMMU, Oct 15: In an ATMfraud of Rs 45 lakh, CrimeBranch, Jammu has bookedCustodian and Area Manager ofSecuritrans India Pvt Ltd, whichhas been providing CashManagement Services for com-mercial banks and covers about700 ATMs of various banks inJ&K as well as other States in thecountry.

The company replenishescash as per Bank requirementand for this purpose, the compa-ny had employed/engaged itsemployees called Custodians.

Accused Sanjay Johar(Custodian), was entrusted thejob to replenish cash in the ATMsin Jammu Region as per therequirement and demand fromthe respective banks whileAshish Sharma (Area Manager)was entrusted the job to lookafter the work of employees ofthe said company and effectchanges in the routes of theCustodians as per norms of thecompany.

However, the manager didnot change the routes of theircustodians particularly, SanjayJohar, as both, in connivance

with each other, continuouslyand with ulterior motivessiphoned off the public money.

As per records, CustodianSanjay Johar had manipulatedthe dispense counters by not pro-viding the correct number detailsand pocketed the differenceamount of Rs 45,00,000/-besides Rs 10,00,000/- fromATMs situated at Vinayak Bazar,Dogra Chowk and SatwariJammu.

During the Crime Branchenquiry, it was found that accusedSanjay Johar in connivance withAshish Sharma, used to operatesingle handedly in various ATMsand intentionally defaulted bydepositing less amount by prepar-ing false records, which surfacedduring the course of audit by one ofthe banks.

A case FIR in this connectionhas been registered against theaccused under Section 420, 409,465, 467, 468, 471, 120-B RPC.

The case was registered on awritten complaint by the BranchManager, Securitrans India Pvt.Ltd, branch office R.P-9Complex Ground Floor 4/2 Ext.Trikuta Nagar, Jammu, dulyendorsed by the Chief JudicialMagistrate, Jammu.

Interim orders can't bedisobeyed: DB

JAMMU, Oct 15: DivisionBench of High Court comprisingChief Justice N PaulVasanthakumar and JusticeHasnain Massodi today held thatinterim order of the court cannotbe disobeyed.

While dismissing two LPAsfiled by Sher-e-Kashmir Instituteof Medical Sciences, Soura,Division Bench directed respon-dents to permit the Dr MushtaqAhmad Laway to undergo thecourse of DM Gastroenterology interms of his selection and admis-sion for the Session 2015 andsend intimation/report to theMedical Council of India forth-with.

The SKIMS had invitedapplications vide Notificationdated May 22, 2015. Dr MushtaqAhmad Laway as well as DrHussainai S Haider Mehdi,amongst others, applied for selec-tion/admission. After consideringthe merit position of the DrMushtaq Ahmad Laway, he wasissued an admission/selectionorder on 25.06.2015 stating that heshould get relieved from theDirector of Health ServicesKashmir, Srinagar and join thecourse before 31.07.2015.

As the 1st respondent gotselection order for admission inDM Gastroenterology course, on30.06.2015 he requested theDirector Health Services, Kashmirto issue formal relieving order inhis favour so as to enable him tojoin the course on or before31.07.2015. A reminder was alsosent by the 1st respondent and no

action being taken till 14.07.2015,he was compelled to file petitionpraying for direction to theDirector of Health ServicesKashmir to relieve him so that hecan join DM course pursuant tohis selection and for direction.

"Admittedly Dr Hussainai SHaider Mehdi has secured only100 marks in the selection where-as the Dr Mushtaq Ahmad Lawayhas secured 102.50 marks and the1st respondent was also selectedby the University for DM Course.Not issuing the relieving order inspite of the interim order grantedby the Writ Court by the Directorof Health Services Kashmir, hasresulted the order of selection infavour of the Dr Hussainai SHaider Mehdi who was not placedin the selection list", the DBobserved.

"It is an admitted fact that DrMushtaq Ahmad Laway wasrelieved on 11.08.2015 by theDirector Health Services after theContempt Petition was filed. Therelieving order having beenobtained before 30.09.2015, DrHussainai S Haider Mehdi has noright to claim selection and admis-sion to DM Gastroenterology seat,as he is not admittedly figuring inthe select list though he secured100 marks", the DB said.

With these observation,Division Bench directed respon-dents to permit Dr MushtaqAhmad Laway to undergo thecourse of DM Gastroenterology interms of his selection and admis-sion for the Session 2015 and sendintimation/report to the MedicalCouncil of India forthwith.

Governor releases“Poverty in J&K State”

SRINAGAR, Oct 15:Governor N.N. Vohra, releasedG. A. Qureshi's book "Poverty inJammu and Kashmir State" at afunction held at the Raj Bhavantoday. The author briefed theGovernor about certain salientissues covered in the book.

This volume is an endeavourby the author, who is a formerDirector General, Economics &Statistics, J&K, to present acomprehensive analysis of dif-ferent aspects of the problem ofpoverty in J&K. The author hasargued that poverty reductioncannot be achieved only by fol-lowing certain economic poli-cies but requires the implemen-tation of a composite and wellcoordinated framework.

The Governor complimentedMr. Qureshi for the valuable

work done by him to studypoverty situation in the State. Hehoped that the conclusionsdrawn in the book would be ofconsiderable help to the plan-ners in evolving poverty reduc-tion relating policies.

The leaders said, “The prom-ises which the BJP made to thepeople of Jammu in their visiondocument are bunch of lies, asissues of PoK refugees for onetime settlement and settlementof West Pakistan refugees werestill hanging”.

They said that it is veryunfortunate that this coalitionGovernment has put 12.5 %service tax on helicopter servicefor pilgrims of Mata VaishnoDevi and BJP could not revokethis notification despite being acoalition partner in theGovernment. They demandedimmediate withdrawal of tax onchopper service.

It was also announced thatfive members adhoc committeewill be formed under the cham-pionship of State presidentDimpy Kohli and GeneralSecretary GI Singh will be theCoordinator of that committee.

Implement DDB decisionsin letter & spirit: Bukhari

SRINAGAR, Oct 15:Minister for Public Works(R&B), Gardens, Parks andFloriculture, Syed MohammadAltaf Bukhari today asked theDeputy Commissioner Poonchto implement the Board decisionin letter and spirit and ensurethat all works approved for thedistrict are completed as per thedecisions.

Speaking at a meeting con-vened to review the status of thedecisions taken in the previousBoard meeting of the district,the Minister asked the DDCPoonch to personally monitorthe projects and review theprogress on monthly basis toensure timely completion of var-ious developmental works in thedistrict.

Mr Bukhari, who is also thechairman of DistrictDevelopment Board (DDB)Poonch was informed thataround 44 percent funds standutilized out of Rs 173 croreannual plan for current fiscal inPoonch district so far while aproject of Rs 25.24 crore hasbeen forwarded to the PlanningDepartment for making opera-tional 132 KVA Chandak trans-mission line damaged duringlast year's floods.

MLA, Poonch Haveli,Shah Mohammad Trantray,Deputy Commissioner, Poonch,Nisar Ahmad Wani and othersenior officers of the districtwere present in the meeting.

1405.48 lakh are being spentunder R&B sector in the districtwhile Rs 1551.08 lakh havebeen incurred so far out of Rs4946.35 lakh earmarked for therural development schemesapproved for the current finan-cial year.

He said Rs 1135.25 lakh arebeing spent on the schemesapproved under PHE sector, Rs488.40 lakh for minor irrigation,Rs 382 lakh under IAY schemeand Rs 255.92 lakh in healthsector. He said Rs 1526.20 lakhhave been expended in the dis-trict under MGNREGA out ofRs 4228.53 lakh allocated forcurrent fiscal.

Mr Nisar said that work isgoing on to improve the townand interior roads, Fazalabadand Sher-e-Kashmir bridges,Bafliaz-Manddi road, develop-ment of parks and Manddibazaar bypass road.

The Minister said that ChiefMinister has been requested formaking available 2 critical careambulances for Poonch andManddi to cater to the needs ofthe patients especially in emer-gency circumstances. He askedDeputy Commissioner to installsolar lights in the parks thereapart from renovating and beau-tifying them.

15 fresh cases of DengueExcelsior Correspondent

JAMMU, Oct 15: Fifteenfresh cases of Dengue werereported today taking the totalnumber of patients sufferingfrom the vector-borne disease inJammu region to 87.

"15 persons including 10adults and five children weretoday tested positive for Denguevirus, out of which 11 belongedto Jammu district, two to Kathuadistrict while one each are fromReasi and Poonch districts",Director Health Services(Jammu), Dr BS Pathania said.

"He said all the affected

adults are male while out of thefive Dengue-affected children,two are male and three females",he added. However, he said thatmajority of the patients affectedwith the disease who wereadmitted to various hospitalshave been discharged after suc-cessful treatment.

Dr Pathania advised the peo-ple not to store water in openutensils and allow stagnation ofwater in their surroundings, asstagnant water is a breedingground for Dengue mosquitoes.He also advised the people toprevent themselves from mos-quito bites.

Gulmarg Gandola faketicket racket busted

SRINAGAR, Oct 15:Following a secret enquiry bythe State Vigilance Commission,through Vigilance Organization,a Gulmarg Gandola fake ticketracket has been busted.

The enquiry established thatData Base System of GulmargGondola Project, provided bythe contractor firm namelyAfford Infocom Pvt. Ltd, hadcompromised to obtain faketickets on internet, by bypassingthe payment Gateway ofGulmarg Gondola. The DataBase Administrator of the firm,namely Arif Rasool Bhat, resi-dent of Khawaja Bagh

Baramulla, in connivance withhis associates, had manipulatedthe data to facilitate illegal ben-efit to himself and some travelagencies.

The secret codes of thewhole system were misused andmanipulated in connivance withsome Travel Agents and so fardetection of fake tickets worth 4,89,000/- has come to light. Thefake tickets were manipulated topass the verification check pointat the Base Camp to avoid anysuspicion.

On the basis of this revela-tion, case FIR No. 124/2015 hasbeen registered in Police StationSadder Srinagar for furtherinvestigation.

JAMMU, Oct 15: BJP iscommitted for equal treatmentto all and it will take up matter atappropriate forum to overcomethe issue of reservation in pro-motion as Party is for equaltreatment be given to SC/STcategories in promotions as pro-vided in other States.

This was stated by PartyMLC and vice presidentRamesh Arora while addressinga press conference here, todayalong with SC MLAs of theParty.

He said Party will make allefforts and take all necessarysteps to remove the grievancesof SC/ST categories.

because of their economic con-dition, population and represen-tation in various fields. Theycannot be ignored due to techni-calities and procedural defects.The previous Governmentsfailed to take care of legal posi-tion and requirement under theConstitution. A number of per-sons have approached BJP lead-ers for redressal of their griev-ances and BJP is committed forall round development in thisState and extended full supportto the SC/ST persons who areenjoying the reservation as perthe law., he added.
