DAILY EXCELSIOR, JAMMU FRIDAY, OCTOBER 16, 2015 (PAGE 9) Excelsior Correspondent MUMBAI, Oct 15: Addressing the "India Nuclear Energy Summit 2015" here today, Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that India's nuclear programme underlines "Make in India" ini- tiative and recent achievements through indigenous resources have demonstrated India's enor- mous potential in the field of nuclear science and research. Dr. Jitendra Singh said, the last year-and-a-half has been eventful in more ways than one. On the one hand, it was during this period that a new government took over headed by Prime Minister Narendra Modi who has a natural scien- tific temper and on the other hand, it was during the same period when the Bhabha Atomic Research Centre (BARC) observed Diamond Jubilee of its establishment as a tribute to its founding father Homi J. Bhabha. It is also a vindication of Homi Bhabha's mission that today India has become a front-runner in the world in the field of nuclear energy and has also success- fully proved its ability to use nuclear energy for peaceful purposes, he added. Allaying fears and appre- hensions of some manufactur- ers and suppliers, Dr. Jitendra Singh reiterated that the Civil Liability for Nuclear Damage (CLND) Act of 2010 does not place anybody at disadvan- tage. The Indian Nuclear Insurance Pool (INIP) will cover the operators' liability under the CLND Act, 2010 and adequately address the liability related concerns of national as well as international suppliers, he said. For any scientific venture to be viable in the long run, Dr. Jitendra Singh said, it has to have social applicability and at the same time also be econom- ically viable. In this regard, he referred to the Department of Atomic Energy's social contri- bution in areas of health, litera- cy and clean drinking water and on the economic front, he emphasized the important future role of nuclear energy for long term energy security of India. Referring to various impor- tant ongoing programmes, Dr. Jitendra Singh mentioned the 3- stage nuclear power programme with Pressurized Heavy Water Reactors (PHWRs) in the first stage, Fast Breeder Reactors in the second stage and Thorium based reactors to be put up in the third stage. He stressed that although the programme is indigenous, India has also entered into agreements with several countries like France, Russia and USA to establish a large generation capacity. Dr. R.K. Deputy Chief Minister was interacting with various depu- tations. He said that several meetings have already been held to review arrangements being put in place during holy days which were attended by officers from various depart- ments including PHE, PDD, Housing and Urban develop- ment, CA&PD in which clear directions have been given to concerned to ensure that peo- ple do not face any inconven- ience. Deputy Chief Minister fur- ther said that people should maintain liaison with the con- cerned departments to ensure that they get requisite services and that bottlenecks if any with respect to deliverance of the same could be redressed within shortest possible time. He said that special instruc- tions have been passed to CA&PD officers to provide requisite supply of essentials like rice, atta, sugar, k-oil and LPG etc so that people do not face any difficulty. Dr. Singh further said that requisite instructions have also been given to PDD to ensure that consumers get rational- ized supply of power during holy days. He said that Housing and Urban develop- ment Department has also been asked to ensure that ade- quate sanitation measures and cleanliness drive are undertak- en. Crime Branch books Custodian, Area Manager of Securitrans in ATM fraud Excelsior Correspondent JAMMU, Oct 15: In an ATM fraud of Rs 45 lakh, Crime Branch, Jammu has booked Custodian and Area Manager of Securitrans India Pvt Ltd, which has been providing Cash Management Services for com- mercial banks and covers about 700 ATMs of various banks in J&K as well as other States in the country. The company replenishes cash as per Bank requirement and for this purpose, the compa- ny had employed/engaged its employees called Custodians. Accused Sanjay Johar (Custodian), was entrusted the job to replenish cash in the ATMs in Jammu Region as per the requirement and demand from the respective banks while Ashish Sharma (Area Manager) was entrusted the job to look after the work of employees of the said company and effect changes in the routes of the Custodians as per norms of the company. However, the manager did not change the routes of their custodians particularly, Sanjay Johar, as both, in connivance with each other, continuously and with ulterior motives siphoned off the public money. As per records, Custodian Sanjay Johar had manipulated the dispense counters by not pro- viding the correct number details and pocketed the difference amount of Rs 45,00,000/- besides Rs 10,00,000/- from ATMs situated at Vinayak Bazar, Dogra Chowk and Satwari Jammu. During the Crime Branch enquiry, it was found that accused Sanjay Johar in connivance with Ashish Sharma, used to operate single handedly in various ATMs and intentionally defaulted by depositing less amount by prepar- ing false records, which surfaced during the course of audit by one of the banks. A case FIR in this connection has been registered against the accused under Section 420, 409, 465, 467, 468, 471, 120-B RPC. The case was registered on a written complaint by the Branch Manager, Securitrans India Pvt. Ltd, branch office R.P-9 Complex Ground Floor 4/2 Ext. Trikuta Nagar, Jammu, duly endorsed by the Chief Judicial Magistrate, Jammu. Interim orders can't be disobeyed: DB Excelsior Correspondent JAMMU, Oct 15: Division Bench of High Court comprising Chief Justice N Paul Vasanthakumar and Justice Hasnain Massodi today held that interim order of the court cannot be disobeyed. While dismissing two LPAs filed by Sher-e-Kashmir Institute of Medical Sciences, Soura, Division Bench directed respon- dents to permit the Dr Mushtaq Ahmad Laway to undergo the course of DM Gastroenterology in terms of his selection and admis- sion for the Session 2015 and send intimation/report to the Medical Council of India forth- with. The SKIMS had invited applications vide Notification dated May 22, 2015. Dr Mushtaq Ahmad Laway as well as Dr Hussainai S Haider Mehdi, amongst others, applied for selec- tion/admission. After considering the merit position of the Dr Mushtaq Ahmad Laway, he was issued an admission/selection order on 25.06.2015 stating that he should get relieved from the Director of Health Services Kashmir, Srinagar and join the course before 31.07.2015. As the 1st respondent got selection order for admission in DM Gastroenterology course, on 30.06.2015 he requested the Director Health Services, Kashmir to issue formal relieving order in his favour so as to enable him to join the course on or before 31.07.2015. A reminder was also sent by the 1st respondent and no action being taken till 14.07.2015, he was compelled to file petition praying for direction to the Director of Health Services Kashmir to relieve him so that he can join DM course pursuant to his selection and for direction. "Admittedly Dr Hussainai S Haider Mehdi has secured only 100 marks in the selection where- as the Dr Mushtaq Ahmad Laway has secured 102.50 marks and the 1st respondent was also selected by the University for DM Course. Not issuing the relieving order in spite of the interim order granted by the Writ Court by the Director of Health Services Kashmir, has resulted the order of selection in favour of the Dr Hussainai S Haider Mehdi who was not placed in the selection list", the DB observed. "It is an admitted fact that Dr Mushtaq Ahmad Laway was relieved on 11.08.2015 by the Director Health Services after the Contempt Petition was filed. The relieving order having been obtained before 30.09.2015, Dr Hussainai S Haider Mehdi has no right to claim selection and admis- sion to DM Gastroenterology seat, as he is not admittedly figuring in the select list though he secured 100 marks", the DB said. With these observation, Division Bench directed respon- dents to permit Dr Mushtaq Ahmad Laway to undergo the course of DM Gastroenterology in terms of his selection and admis- sion for the Session 2015 and send intimation/report to the Medical Council of India forthwith. Governor releases “Poverty in J&K State” Excelsior Correspondent SRINAGAR, Oct 15: Governor N.N. Vohra, released G. A. Qureshi's book "Poverty in Jammu and Kashmir State" at a function held at the Raj Bhavan today. The author briefed the Governor about certain salient issues covered in the book. This volume is an endeavour by the author, who is a former Director General, Economics & Statistics, J&K, to present a comprehensive analysis of dif- ferent aspects of the problem of poverty in J&K. The author has argued that poverty reduction cannot be achieved only by fol- lowing certain economic poli- cies but requires the implemen- tation of a composite and well coordinated framework. The Governor complimented Mr. Qureshi for the valuable work done by him to study poverty situation in the State. He hoped that the conclusions drawn in the book would be of considerable help to the plan- ners in evolving poverty reduc- tion relating policies. They said that it is very unfortunate that this coalition Government has put 12.5 % service tax on helicopter service for pilgrims of Mata Vaishno Devi and BJP could not revoke this notification despite being a coalition partner in the Government. They demanded immediate withdrawal of tax on chopper service. Shiv Sena leaders addressing a press conference at Jammu on Thursday. -Excelsior/Rakesh Implement DDB decisions in letter & spirit: Bukhari Excelsior Correspondent SRINAGAR, Oct 15: Minister for Public Works (R&B), Gardens, Parks and Floriculture, Syed Mohammad Altaf Bukhari today asked the Deputy Commissioner Poonch to implement the Board decision in letter and spirit and ensure that all works approved for the district are completed as per the decisions. Speaking at a meeting con- vened to review the status of the decisions taken in the previous Board meeting of the district, the Minister asked the DDC Poonch to personally monitor the projects and review the progress on monthly basis to ensure timely completion of var- ious developmental works in the district. Mr Bukhari, who is also the chairman of District Development Board (DDB) Poonch was informed that around 44 percent funds stand utilized out of Rs 173 crore annual plan for current fiscal in Poonch district so far while a project of Rs 25.24 crore has been forwarded to the Planning Department for making opera- tional 132 KVA Chandak trans- mission line damaged during last year's floods. MLA, Poonch Haveli, Shah Mohammad Trantray, Deputy Commissioner, Poonch, Nisar Ahmad Wani and other senior officers of the district were present in the meeting. The Deputy Commissioner informed the meeting that Rs 1405.48 lakh are being spent under R&B sector in the district while Rs 1551.08 lakh have been incurred so far out of Rs 4946.35 lakh earmarked for the rural development schemes approved for the current finan- cial year. He said Rs 1135.25 lakh are being spent on the schemes approved under PHE sector, Rs 488.40 lakh for minor irrigation, Rs 382 lakh under IAY scheme and Rs 255.92 lakh in health sector. He said Rs 1526.20 lakh have been expended in the dis- trict under MGNREGA out of Rs 4228.53 lakh allocated for current fiscal. Mr Nisar said that work is going on to improve the town and interior roads, Fazalabad and Sher-e-Kashmir bridges, Bafliaz-Manddi road, develop- ment of parks and Manddi bazaar bypass road. The Minister said that Chief Minister has been requested for making available 2 critical care ambulances for Poonch and Manddi to cater to the needs of the patients especially in emer- gency circumstances. He asked Deputy Commissioner to install solar lights in the parks there apart from renovating and beau- tifying them. Sinha and other eminent scientists, at "India Nuclear Energy Summit 2015" at Mumbai on Thursday. 15 fresh cases of Dengue Excelsior Correspondent JAMMU, Oct 15: Fifteen fresh cases of Dengue were reported today taking the total number of patients suffering from the vector-borne disease in Jammu region to 87. "15 persons including 10 adults and five children were today tested positive for Dengue virus, out of which 11 belonged to Jammu district, two to Kathua district while one each are from Reasi and Poonch districts", Director Health Services (Jammu), Dr BS Pathania said. "He said all the affected adults are male while out of the five Dengue-affected children, two are male and three females", he added. However, he said that majority of the patients affected with the disease who were admitted to various hospitals have been discharged after suc- cessful treatment. Dr Pathania advised the peo- ple not to store water in open utensils and allow stagnation of water in their surroundings, as stagnant water is a breeding ground for Dengue mosquitoes. He also advised the people to prevent themselves from mos- quito bites. Gulmarg Gandola fake ticket racket busted Excelsior Correspondent SRINAGAR, Oct 15: Following a secret enquiry by the State Vigilance Commission, through Vigilance Organization, a Gulmarg Gandola fake ticket racket has been busted. The enquiry established that Data Base System of Gulmarg Gondola Project, provided by the contractor firm namely Afford Infocom Pvt. Ltd, had compromised to obtain fake tickets on internet, by bypassing the payment Gateway of Gulmarg Gondola. The Data Base Administrator of the firm, namely Arif Rasool Bhat, resi- dent of Khawaja Bagh Baramulla, in connivance with his associates, had manipulated the data to facilitate illegal ben- efit to himself and some travel agencies. The secret codes of the whole system were misused and manipulated in connivance with some Travel Agents and so far detection of fake tickets worth 4, 89,000/- has come to light. The fake tickets were manipulated to pass the verification check point at the Base Camp to avoid any suspicion. On the basis of this revela- tion, case FIR No. 124/2015 has been registered in Police Station Sadder Srinagar for further investigation. Governor N N Vohra releasing a book on Thursday. JAMMU, Oct 15: DivisionBench of High Court comprisingChief Justice N PaulVasanthakumar and JusticeHasnain Massodi today held thatinterim order of the court cannotbe disobeyed.

While dismissing two LPAsfiled by Sher-e-Kashmir Instituteof Medical Sciences, Soura,Division Bench directed respon-dents to permit the Dr MushtaqAhmad Laway to undergo thecourse of DM Gastroenterology interms of his selection and admis-sion for the Session 2015 andsend intimation/report to theMedical Council of India forth-with.

The SKIMS had invitedapplications vide Notificationdated May 22, 2015. Dr MushtaqAhmad Laway as well as DrHussainai S Haider Mehdi,amongst others, applied for selec-tion/admission. After consideringthe merit position of the DrMushtaq Ahmad Laway, he wasissued an admission/selectionorder on 25.06.2015 stating that heshould get relieved from theDirector of Health ServicesKashmir, Srinagar and join thecourse before 31.07.2015.

As the 1st respondent gotselection order for admission inDM Gastroenterology course, on30.06.2015 he requested theDirector Health Services, Kashmirto issue formal relieving order inhis favour so as to enable him tojoin the course on or before31.07.2015. A reminder was alsosent by the 1st respondent and no

action being taken till 14.07.2015,he was compelled to file petitionpraying for direction to theDirector of Health ServicesKashmir to relieve him so that hecan join DM course pursuant tohis selection and for direction.

"Admittedly Dr Hussainai SHaider Mehdi has secured only100 marks in the selection where-as the Dr Mushtaq Ahmad Lawayhas secured 102.50 marks and the1st respondent was also selectedby the University for DM Course.Not issuing the relieving order inspite of the interim order grantedby the Writ Court by the Directorof Health Services Kashmir, hasresulted the order of selection infavour of the Dr Hussainai SHaider Mehdi who was not placedin the selection list", the DBobserved.

"It is an admitted fact that DrMushtaq Ahmad Laway wasrelieved on 11.08.2015 by theDirector Health Services after theContempt Petition was filed. Therelieving order having beenobtained before 30.09.2015, DrHussainai S Haider Mehdi has noright to claim selection and admis-sion to DM Gastroenterology seat,as he is not admittedly figuring inthe select list though he secured100 marks", the DB said.

With these observation,Division Bench directed respon-dents to permit Dr MushtaqAhmad Laway to undergo thecourse of DM Gastroenterology interms of his selection and admis-sion for the Session 2015 and sendintimation/report to the MedicalCouncil of India forthwith.

The author hasargued that poverty reductioncannot be achieved only by fol-lowing certain economic poli-cies but requires the implemen-tation of a composite and wellcoordinated framework.

SRINAGAR, Oct 15:Minister for Public Works(R&B), Gardens, Parks andFloriculture, Syed MohammadAltaf Bukhari today asked theDeputy Commissioner Poonchto implement the Board decisionin letter and spirit and ensurethat all works approved for thedistrict are completed as per thedecisions.

Speaking at a meeting con-vened to review the status of thedecisions taken in the previousBoard meeting of the district,the Minister asked the DDCPoonch to personally monitorthe projects and review theprogress on monthly basis toensure timely completion of var-ious developmental works in thedistrict.

Mr Bukhari, who is also thechairman of DistrictDevelopment Board (DDB)Poonch was informed thataround 44 percent funds standutilized out of Rs 173 croreannual plan for current fiscal inPoonch district so far while aproject of Rs 25.24 crore hasbeen forwarded to the PlanningDepartment for making opera-tional 132 KVA Chandak trans-mission line damaged duringlast year's floods.

He said Rs 1135.25 lakh arebeing spent on the schemesapproved under PHE sector, Rs488.40 lakh for minor irrigation,Rs 382 lakh under IAY schemeand Rs 255.92 lakh in healthsector. He said Rs 1526.20 lakhhave been expended in the dis-trict under MGNREGA out ofRs 4228.53 lakh allocated forcurrent fiscal.

Mr Nisar said that work isgoing on to improve the townand interior roads, Fazalabadand Sher-e-Kashmir bridges,Bafliaz-Manddi road, develop-ment of parks and Manddibazaar bypass road.

The Minister said that ChiefMinister has been requested formaking available 2 critical careambulances for Poonch andManddi to cater to the needs ofthe patients especially in emer-gency circumstances. He askedDeputy Commissioner to installsolar lights in the parks thereapart from renovating and beau-tifying them.

15 fresh cases of DengueExcelsior Correspondent

JAMMU, Oct 15: Fifteenfresh cases of Dengue werereported today taking the totalnumber of patients sufferingfrom the vector-borne disease inJammu region to 87.

"15 persons including 10adults and five children weretoday tested positive for Denguevirus, out of which 11 belongedto Jammu district, two to Kathuadistrict while one each are fromReasi and Poonch districts",Director Health Services(Jammu), Dr BS Pathania said.

"He said all the affected

adults are male while out of thefive Dengue-affected children,two are male and three females",he added. However, he said thatmajority of the patients affectedwith the disease who wereadmitted to various hospitalshave been discharged after suc-cessful treatment.

Dr Pathania advised the peo-ple not to store water in openutensils and allow stagnation ofwater in their surroundings, asstagnant water is a breedingground for Dengue mosquitoes.He also advised the people toprevent themselves from mos-quito bites.

The enquiry established thatData Base System of GulmargGondola Project, provided bythe contractor firm namelyAfford Infocom Pvt. Ltd, hadcompromised to obtain faketickets on internet, by bypassingthe payment Gateway ofGulmarg Gondola. The DataBase Administrator of the firm,namely Arif Rasool Bhat, resi-dent of Khawaja Bagh

Baramulla, in connivance withhis associates, had manipulatedthe data to facilitate illegal ben-efit to himself and some travelagencies.

The secret codes of thewhole system were misused andmanipulated in connivance withsome Travel Agents and so fardetection of fake tickets worth 4,89,000/- has come to light. Thefake tickets were manipulated topass the verification check pointat the Base Camp to avoid anysuspicion.

On the basis of this revela-tion, case FIR No. 124/2015 hasbeen registered in Police StationSadder Srinagar for furtherinvestigation.
