The Com-mission decided to wait on the curband gutter replacement and maybewe can combine that with the otherproject we have to finish.Dumpsters: Hofland asked the Com-mission if he could suspend the useof clean-out rental dumpsters untilCOVID-19 pandemic is over. TheCommission is ok with not allowingthem until further notice due to theCOVID-19 and Fallon County onlyaccepting household trash.MASON:Dept Head Report: We are havingtransfer pump issues, every timeMason has to move water south, thispump seems to have an issue, he istaking it to Prairie Mountain Electricto look at it and see if it can be fixed.The seal is broken out which causedwater to get in the motor and friedit He wants to get an update on thepanel also. He has someone fromDakota Pump looking at the panelissue tomorrow, they build their ownpanels.The two chopper pumps we orderedare in Watertown and they are goingto try to get up here next week withthem, depending on their health andCOVID-19 regulations. Getting thispump repaired is just a temporaryfix, they can look at it while they arehere. Motion by Lime-sand, second by Schaaf to approvethe COVID-19 Pandemic temporarywork schedules as presented. RCV=all aye, MC.Police Department Work Schedule:Police officers work 3 days off and3 days on. Officer Fischer overlapswith Chief Headley, but he is out ofthe office doing patrol. Lynch won'tbe at City Hall and Headley andLynch will be staying out of each oth-,ers office, they will have little or nocontact while in the office. Occasion-ally there will be a need for backupfor officers that are on patrol. Theyare doing a good disinfecting of ev-erything. Cross contamination Will beat a minimum.Clean up week: People are callingin wondering when cleanup weekwill be. Johnson is supposed to bestarting soon at the landfill and thestreet crew has had several callsto go to the landfill. Hofland felt wecould have cleanup week with waath-er pending. Shear says they are allin separate equipment and Johnsonis at a distance from people. Wewouldn't be able to take mattressesand upholstered furniture becausethe Baker Landfill still isn't takingthem.The advertisement will have to statethat due to COVID-19 we won't betaking furniture and mattresses. Mc-gee will talk to Hofland about datesfor cleanup week and will send ad tocommission for review.Water position: McGee said wecould do interviews by phones, butwhat about training when they haveto travel in separate vehicles, andwhen would they start. James thinkswe need to do the hiring part now.Hire and give them a start date ofJune 1 and then if that doesn't workfor them, go to the next candidate.They will interview three candidatesand go from there. Vail, James, andMason will do interviews. Jameswants the interviews set for nextweek in the afternoon.JAMES:Main Street Flags: James asked Ma-son and Hofland if they could put theflags up on Main Street They saidDrew Henderson took over doingthat.ALLEN:NDIRF Proxy Vote and Annual Meet-ing: Allen asked the Commission ifthey wanted to attend the annualmeeting, apparently, they haven'tcancelled it due to COVID-19. RCV= all aye, MC.ASSESSOR'S REPORT:All property valuations must be within90% to 100% to be in tolerance withthe state requirements.Ag ricu Itural Land: State ag riculturevalues are at $389.45 per acre andwe are at $349.16 per acre.Agriculture values are down 2%below tolerance at 88%, We mustincrease 2% to get to 90%, if thereis an error in our calculations, thestate will mandatorily change it whichcould jump us too high. Assessorrecommends going up 3% in valuesfor 2020.Commercial land: Commercial valu-ations are at 100%, values are basedon 30 sales, Reappraisals may be afew years down the line, Assessorsrecommendation is to leave it as is,Residential: Residential values areat 100%, they are based on 30 sales.Assessors recommendation is toleave it at 100%.Commission discussed going down3% or 4% on residential.NOTICES OF INCREASE:The tax director's office sent outIetters to resi dents that had a prop-erty value increase by 10% and$3,000.00 or more over the last as-sessment, a tax exemption expiredor had an addition to their property.There hasn't been a lot of commer-cial property increases.PUBLIC HEARING FOR

RCV=all aye, MC.Any taxpayer that didn't attend today,that got a notice of increase can sti IIcome to the equalization meeting atthe county and then they can go tothe state to contest their valuation,and then can go to district court.Assessor Pearson wanted the Com-mission to be aware that the Luther-an Social Services property on theeast side of town, is 3 years delin-quent on their taxes. They are de-linquent $85,212.58, if they come inand pay one years' worth of taxes,they can extend it a year. It will go upfor sale this fall if they don't pay thedelinquent taxes.President James adjourned the TaxEqualization meeting at 4:09 pm.

WDEA Meeting: Allen gave a reporton the WDEA virtual meeting she at-tended and reported that the City ofBowman will receive about 50% lessin expected oil revenue and will haveshortages in other areas of the Gen-.eral Fund due to COVID-19.President James asked the Commis-sioners to take time to 'Iook at theirdepartment budget with their su-perintendents and look for the mostmeaningful cuts. The Commissionwanted the department heads on no-tice of the situation, put a hold on pur-chases that can be put off, and oncethis social distancing is lifted, then wecan sit down and talk it out.LANDFILL:Due to the expected revenue short-fall, and the opening of the landfill,the Commission decided to shortenthe hours the landfill is open andhave some of the hours be coveredby employees of different depart-ments with their wages being takenout of thei r respective department.Hofland suggested we could savemoney by only doing one cleanupweek. James said we could do thespring one and reevaluate doing onein the fall.

Theyare gOing to have 30 loads of wood tetake to the landfill so it would be nicsto have someone there when theycome so the street department doesnot have to keep running out there.Motion by Shear, second by Vaito open the landfill on Monday,Wednesday & Fridays and 1st anc3rd Saturday with Johnson workingMonday and Wednesday from 8:0Cam to 2:00 pm, Garbage employeeon Friday from 8:00 am to 12:00 pmand whoever is on "Yater well call wi!!work from 8:00 am to 12:00 pm orthe 1st and 3rd Saturday. If thereis a conflict With scheduling, Johnsorcould be the Saturday backup if he isavailable. RCV= all aye. MC.This Will save about $7,000 ancabout $800 on weekends by havincthe well guys work.The auditors will draw up a letter.to the contractors that frequent thelandfill, stating that due to budgetcuts the landfill has new hours.
