Head Report: Hofland put up barricades east of City Hall on 1st Street NE. They will leave the bar- ricades up until the ground water quits coming up and breaking up the . pavement. If we open it up too soon, Hofland feels the asphalt will bust 'up. There is a soft spot by Bowman Sales Auto Care also, the street crew will have to dig it up, patch it and then durapatch it this summer. There are pylons up around the area and peo- ple will have to drive around it until it can be repaired. Tree and Water Issue on 3rd SI.: Ho- fland received a quote for the curb and gutter replacement at 107 3rd Street SW, but the tree would have to be removed first The street crew can take the tree down, but Wadding- ton Boom Truck will have to grind the . stump. Hofland feels we will have problems when we have a lot of rain until the curb is replaced, Alien will write a letter to the property owner regarding the removal of the tree. The Com- mission decided to wait on the curb and gutter replacement and maybe we can combine that with the other project we have to finish. Dumpsters: Hofland asked the Com- mission if he could suspend the use of clean-out rental dumpsters until COVID-19 pandemic is over. The Commission is ok with not allowing them until further notice due to the COVID-19 and Fallon County only accepting household trash. MASON: Dept Head Report: We are having transfer pump issues, every time Mason has to move water south, this pump seems to have an issue, he is taking it to Prairie Mountain Electric to look at it and see if it can be fixed. The seal is broken out which caused water to get in the motor and fried it He wants to get an update on the panel also. He has someone from Dakota Pump looking at the panel issue tomorrow, they build their own panels. The two chopper pumps we ordered are in Watertown and they are going to try to get up here next week with them, depending on their health and COVID-19 regulations. Getting this pump repaired is just a temporary fix, they can look at it while they are here. Prairie Mountain Electric can get the rebuild kit Last time it was rebuilt, it cost $4,000.00. CHIEF HEADLEY: Dept Head Report: No issues since the last meeting, Headley did have one request from Pastor Ray at the Methodist Church, He wants to have an outdoor Sunday Easter service LEGALS and wants barricades to put up. Headley asked if it was ok for the street crew to deliver to the church and the church will put them out. People will watch from their vehicles. The Commission is okay with it as long as they are social distancing. Street crew will deliver barricades on Thursday. MCGEE: Employee COVI D-19 Work Sched- ule: McGee presented temporary work schedules for the City employ- ees, Shear said the refuse and street department put this work schedule into effect today. Motion by Lime- sand, second by Schaaf to approve the COVID-19 Pandemic temporary work schedules as presented. RCV= all aye, MC. Police Department Work Schedule: Police officers work 3 days off and 3 days on. Officer Fischer overlaps with Chief Headley, but he is out of the office doing patrol. Lynch won't be at City Hall and Headley and Lynch will be staying out of each oth-, ers office, they will have little or no contact while in the office. Occasion- ally there will be a need for backup for officers that are on patrol. They are doing a good disinfecting of ev- erything. Cross contamination Will be at a minimum. Clean up week: People are calling in wondering when cleanup week will be. Johnson is supposed to be starting soon at the landfill and the street crew has had several calls to go to the landfill. Hofland felt we could have cleanup week with waath- er pending. Shear says they are all in separate equipment and Johnson is at a distance from people. We wouldn't be able to take mattresses and upholstered furniture because the Baker Landfill still isn't taking them. The advertisement will have to state that due to COVID-19 we won't be taking furniture and mattresses. Mc- gee will talk to Hofland about dates for cleanup week and will send ad to commission for review. Water position: McGee said we could do interviews by phones, but what about training when they have to travel in separate vehicles, and when would they start. James thinks we need to do the hiring part now. Hire and give them a start date of June 1 and then if that doesn't work for them, go to the next candidate. They will interview three candidates and go from there. Vail, James, and Mason will do interviews. James wants the interviews set for next week in the afternoon. JAMES: Main Street Flags: James asked Ma- son and Hofland if they could put the flags up on Main Street They said Drew Henderson took over doing that. ALLEN: NDIRF Proxy Vote and Annual Meet- ing: Allen asked the Commission if they wanted to attend the annual meeting, apparently, they haven't cancelled it due to COVID-19. None of the Commissioners wanted to go with the pandemic going on. Motion by Limesand, second by Vail to allow Allen to sign the NDIRF voting proxy. RCV= all aye, MC. NO Planning Association: Allen asked if the Commission wanted to renew the membership for the NO Planning Association. The Commis- sion said no they didn't want to renew it Grant: We received grantinforma- tion from Lewis and Clark Regional Development Council for a grant for upgrading or replacing water and sewage systems. Allen informed the Commission that the oil and gas funds are going to be extremely lower this year and dicnt feel there would be funds to go towards proj- ects. Commission decided to not LEGALS apply for the grant. WDEA Meeting: Allen attended we- binar last week and there will be an- other one with more updated projec- tions on Thursday and she will send the information to the Commission. Shared Website Update: The BCDC office has been working on updating the website because it's hard to work with. They are seeking the City of Bowman to put $1,000.00 to $2,000.00 toward the update. ASSESSOR'S REPORT: All property valuations must be within 90% to 100% to be in tolerance with the state requirements. Ag ricu Itural Land: State ag riculture values are at $389.45 per acre and we are at $349.16 per acre. Agriculture values are down 2% below tolerance at 88%, We must increase 2% to get to 90%, if there is an error in our calculations, the state will mandatorily change it which could jump us too high. Assessor recommends going up 3% in values for 2020. Commercial land: Commercial valu- ations are at 100%, values are based on 30 sales, Reappraisals may be a few years down the line, Assessors recommendation is to leave it as is, Residential: Residential values are at 100%, they are based on 30 sales. Assessors recommendation is to leave it at 100%. Commission discussed going down 3% or 4% on residential. NOTICES OF INCREASE: The tax director's office sent out Ietters to resi dents that had a prop- erty value increase by 10% and $3,000.00 or more over the last as- sessment, a tax exemption expired or had an addition to their property. There hasn't been a lot of commer- cial property increases. PUBLIC HEARING FOR Notice if Public Hearing Notice is hereby given of a public hearing by the Slope County Committee for School Dissolution for the purpose of approving the changes made at the December 17, 2020 hearing for the Central Elementary Dissolution. The approvals are for a change required by the State Board of Public Instruction made dunng their July 15 meeting and a change made in the North Dakota Century Code for school dissolution during the 2019 legislative session that went into effect August 1,2019. The hearing will be held via phone conference on May 13 at 8:00 PM.' Dated at Amidon, North Dakota, this 20th day of April 2020. EQUALIZE AND CORRECT THE ASSESSMENT ROLL: Recommendation is to increase agricultural valuation by 3%, leave commercial valuation at 100% and residential to be left at 100%. The board feels that we should decrease residential by 3%. Motion by Shear, second by Vail to increase agriculture by 3%, leave commercial valuation at 100% and decrease residential by 3%. Any taxpayer that didn't attend today, that got a notice of increase can sti II come to the equalization meeting at the county and then they can go to the state to contest their valuation, and then can go to district court. Assessor Pearson wanted the Com- mission to be aware that the Luther- an Social Services property on the east side of town, is 3 years delin- quent on their taxes. They are de- linquent $85,212.58, if they come in and pay one years' worth of taxes, they can extend it a year. It will go up for sale this fall if they don't pay the delinquent taxes. Absent: Darren Limesand President James called the meet- ing to order at 4:04 pm. Motion by Shear, second by Schaaf to approve the 'agenda as presented. RCV= all aye, MC. This special meeting was called to discuss the oil and gas revenue pro- jections and the landfill opening. ALLEN: WDEA Meeting: Allen gave a report on the WDEA virtual meeting she at- tended and reported that the City of Bowman will receive about 50% less in expected oil revenue and will have shortages in other areas of the Gen-. eral Fund due to COVID-19. President James asked the Commis- sioners to take time to 'Iook at their department budget with their su- perintendents and look for the most meaningful cuts. The Commission wanted the department heads on no- tice of the situation, put a hold on pur- chases that can be put off, and once this social distancing is lifted, then we can sit down and talk it out. LANDFILL: Due to the expected revenue short- fall, and the opening of the landfill, the Commission decided to shorten the hours the landfill is open and have some of the hours be covered by employees of different depart- ments with their wages being taken out of thei r respective department. Hofland suggested we could save money by only doing one cleanup week. James said we could do the spring one and reevaluate doing one in the fall. LEGALS Hofland spoke to a few contractors bidding the disposal and teardown 01 a wind fence south of Rhame. They are gOing to have 30 loads of wood te take to the landfill so it would be nics to have someone there when they come so the street department does not have to keep running out there. Motion by Shear, second by Vai to open the landfill on Monday, Wednesday & Fridays and 1st anc 3rd Saturday with Johnson working Monday and Wednesday from 8:0C am to 2:00 pm, Garbage employee on Friday from 8:00 am to 12:00 pm and whoever is on "Yater well call wi!! work from 8:00 am to 12:00 pm or the 1st and 3rd Saturday. Motion by Lime-sand, second by Schaaf to approvethe COVID-19 Pandemic temporarywork schedules as presented. RCV=all aye, MC.Police Department Work Schedule:Police officers work 3 days off and3 days on. Officer Fischer overlapswith Chief Headley, but he is out ofthe office doing patrol. Lynch won'tbe at City Hall and Headley andLynch will be staying out of each oth-,ers office, they will have little or nocontact while in the office. Occasion-ally there will be a need for backupfor officers that are on patrol. Theyare doing a good disinfecting of ev-erything. Cross contamination Will beat a minimum.Clean up week: People are callingin wondering when cleanup weekwill be. Johnson is supposed to bestarting soon at the landfill and thestreet crew has had several callsto go to the landfill. Hofland felt wecould have cleanup week with waath-er pending. Shear says they are allin separate equipment and Johnsonis at a distance from people. Wewouldn't be able to take mattressesand upholstered furniture becausethe Baker Landfill still isn't takingthem.The advertisement will have to statethat due to COVID-19 we won't betaking furniture and mattresses. Mc-gee will talk to Hofland about datesfor cleanup week and will send ad tocommission for review.Water position: McGee said wecould do interviews by phones, butwhat about training when they haveto travel in separate vehicles, andwhen would they start. James thinkswe need to do the hiring part now.Hire and give them a start date ofJune 1 and then if that doesn't workfor them, go to the next candidate.They will interview three candidatesand go from there. Vail, James, andMason will do interviews. RCV=all aye, MC.Any taxpayer that didn't attend today,that got a notice of increase can sti IIcome to the equalization meeting atthe county and then they can go tothe state to contest their valuation,and then can go to district court.Assessor Pearson wanted the Com-mission to be aware that the Luther-an Social Services property on theeast side of town, is 3 years delin-quent on their taxes. They are de-linquent $85,212.58, if they come inand pay one years' worth of taxes,they can extend it a year. It will go upfor sale this fall if they don't pay thedelinquent taxes.President James adjourned the TaxEqualization meeting at 4:09 pm.

WDEA Meeting: Allen gave a reporton the WDEA virtual meeting she at-tended and reported that the City ofBowman will receive about 50% lessin expected oil revenue and will haveshortages in other areas of the Gen-.eral Fund due to COVID-19.President James asked the Commis-sioners to take time to 'Iook at theirdepartment budget with their su-perintendents and look for the mostmeaningful cuts. The Commissionwanted the department heads on no-tice of the situation, put a hold on pur-chases that can be put off, and oncethis social distancing is lifted, then wecan sit down and talk it out.LANDFILL:Due to the expected revenue short-fall, and the opening of the landfill,the Commission decided to shortenthe hours the landfill is open andhave some of the hours be coveredby employees of different depart-ments with their wages being takenout of thei r respective department.Hofland suggested we could savemoney by only doing one cleanupweek. James said we could do thespring one and reevaluate doing onein the fall.

LEGALSHofland spoke to a few contractorsbidding the disposal and teardown 01a wind fence south of Rhame. Theyare gOing to have 30 loads of wood tetake to the landfill so it would be nicsto have someone there when theycome so the street department doesnot have to keep running out there.Motion by Shear, second by Vaito open the landfill on Monday,Wednesday & Fridays and 1st anc3rd Saturday with Johnson workingMonday and Wednesday from 8:0Cam to 2:00 pm, Garbage employeeon Friday from 8:00 am to 12:00 pmand whoever is on "Yater well call wi!!work from 8:00 am to 12:00 pm orthe 1st and 3rd Saturday. If thereis a conflict With scheduling, Johnsorcould be the Saturday backup if he isavailable. RCV= all aye. MC.This Will save about $7,000 ancabout $800 on weekends by havincthe well guys work.The auditors will draw up a letter.to the contractors that frequent thelandfill, stating that due to budgetcuts the landfill has new hours.
