1.UnclearBICoperatingexpensecoverageinBanjaLukaThePIhasencounteredsome issueswiththe ICBL inBanjaLuka. ItappearsasthoughthefinancingoftheICBLoperatingexpenseshasnotbeensecuredforthisyear, andtheyaskedthePIProjecttoprovidefinancialsupporttocoverthoseexpenses.PImade itcleartotheICBL and itsmanagement that a precondition for theBIC is that operating expenses becoveredbythepartnersandthatthePIwouldnotbepayingforthoseexpenses.
The government of the Republic of Srpska (RS) informed PI that the RS government hassecuredthefinancingfortheICBLfortheyear2012.Thus,thisissuehasbeenresolved.
Furthermore, Athene Prosjektledelse, the organization that developed and continues tosupporttheICBLonbehalfoftheNorwegianGovernment, statedthattheICBLcurrentlyhasno resources available to assist the PI during themarket assessment phase. The PI hadrequestedsomelimitedassistanceduringthisphase.
TheICBLdirector, however, hasprovidedhisfullsupportduringthemeetingsandevenhasorganizedmanymeetingsforPI.PIhasnoticedthatthedirectorhas limitedtimeavailablebuthasalwaysprovidedhisfullsupportandcommitmenttoPI.Forinstance,thedirectorhasshownhisstrongcommitmentbysettingupateamofICBLexperts,whichwillworkonthedevelopmentofthebusinessplan.WhatseemstobeproblematicandofconcerntothePIProjectisthefactthatthedirectorofICBLislimitedinthedecisionshecanmake,whichattimes delays the implementation. For some rudimentary decisions, he has to involve theentireSteeringBoard, whichistimeconsuming.
ThroughthehiringoftheBusinessDevelopmentManagerinBanjaLuka,DraganKrosnjar,PIhas been able to improve the relationship with ICBL. ICBL provided office space and acomputer forMr.KrosnjarandMr.Krosnjar is instrumental in thedaytoday relationshipwithICBL.ThecommunicationbetweenPIandICBLhasbeentremendouslyimprovedsince
