Introduction
Project Background:
The Government of Karnataka (GoK) through the Karnataka Urban Infrastructure
Development and Finance Corporation (KUIDFC) has envisaged the North Karnataka Urban
Sector Investment Programme (NKUSIP) under the Asian Development Bank (ADB)
assistance. The goal of the programme is to improve the level, quality and sustainability of
basic urban services in selected Urban Local Bodies (ULB), contributing to improved quality
of life among the urban poor. The objectives of NKUSIP is consistent with Government of
India (GoI) urban reform objectives for the Tenth Plan period, which entails a reform agenda
to initiate the process of
Enhancing the capacity of urban local bodies to assume their functions in accordance
with the 74th constitutional Amendment, with greater sustainability and
accountability.
Strengthening local finances through rationalization and improvement of property tax,
and levy of sufficient user charges.
Ensuring improved maintenance of existing assets; and
Introducing better accounting and Financial Management practices.
KUIDFC was set up an agency for the speedy planning and implementation of its urban
development programs. The program would comprise the works in Environmental sanitation,
water supply, storm water drainage, poverty alleviation programmes, and non municipal
infrastructure.
Bijapur sub-projects include Sewerage Treatment plant, UGD Sewage network and wet
wells. The Investment Program is designed to minimize land acquisition and resettlement
impacts.
Need of the Sub-project:
The Sewerage system is the basis for the collection, conveyance, treatment and disposal of
sewage and industrial wastes. In majority of towns it is a standard practice to provide
sewerage system along with proper treatment and disposal at the same time when water
supply system is provided. When human excreta and industrial wastes are not properly
disposed, it results in contamination of surface water, ground water and the soil causing
serious health problems to the community. With the provision of proper sewerage system in
the city, the prospects of industrialization and tourism would improve. It also improves
general health, property values, social and economic development which in turn gives high
standard of living and better quality of life.
Bijapur town is having an organized water supply since 1914 and sewerage system was
provided in the old parts of Bijapur town in the year 1976. It was designed to cover 1,50,000
population in the city with in the fort wall and for sewage flow of 13.50 MLD. The sewer
network covers about 40 percent of the CC area and only 224 km out of a total of 565 km of
roads. In the remaining areas, individual septic tanks and dry latrines provided the disposal

system for the human waste. However many sewers are blocked or broken and the sewage
overflows and stagnates in cesspools around manholes. The domestic waste water flowing
through the road side drains into the nallas is a common sight.
The general slope in bijapur town is from south to north. There are four valley lines, which
eventually terminate into the natural drain at a distance of about 1 km to the north of the city.
The waste water flows along these valley lines. 80 percent of the waste water flows into the
primary drain at Shahapeti and to Hanchinal kere. 10 percent area drains into Bhutnal tank,
While remaining 10 percent area on the east drains into Bhutnapur halla.
Location of the project site:
A. STP site is situated in Malbagayat Village in Tq Bijapur, Dist- Bijapur. The site is easily
accessible from the Bijapur Cityand the distance to Malbagayat Village is around 02 km .
B. Wet-Well site in Bijapura town is as follows.
1) The site is situated at B.S Bannur layout.
2) The site is situated at Tapal layout.
3) The site is situated at Kulkarni layout.
4) The site is situated at KIADB layout.
These sites are easily accessible from the City Corporation and the distance from the city
centre to Wet-Well is around 01 km .

Objectives of the Project
Promote scientific sewage disposal system
Improve the environmental sanitation system
Sewer net work for the area where feasible depending on the population
Avoid open defecation

Avoid directly discharge in to open drain without proper treatment
Avoid sewage stagnation in the town
Avoid the mosquito breeding and is the main cause for the spreading the water bound
diseases
Improve health and hygiene

Promote peoples for construction of 100% House hold latrines
Scope of the Sub-project
The salient features of the subprojects are as below:
A. Construction of Facultative aerated lagoon (FAL) STP (capacity 31 MLD) and
constructing secondary drainage link in Bijapur such as
Improvement to the Sewerage System in District 2B.
Construction of Wet-Well, ( District 2B).
6mtr Dia, 8.5 mtr Dept and HP 03 motors, capacity of wet-well 4.95 MLD,
Raising main 2.5 km.
B. The salient features of the sub-project involving construction of Wet-Wells are as
below:
1. Construction of Wet-Well, at B.S Bannur layout in District 01B, Dia 5mtr, No of
Pumps 1+1, 55 HP.
2. Construction of Wet-Well, at Tapal layout, District 2C, 1+1 Pumps Hp 13, Dia 04mtr.
3. Construction of Wet-Well, at Kulkarni layout , Dia 5mtr, District 2 D, 1+1 Pumps , 41
Hp,
4. Construction of Wet-Well, at KIADB layout (Gandi Nagar) Dia 5mtr, District3A, 2+1
Pumps, 44 Hp,
Requirement of Due-Diligence Report
Government land has been used for the purpose of construction of STP and 4 nos of Wet
well. In this project there is no involuntary resettlement involved and hence the preparation
of RP for this project is not required. The objective of this Due diligence report (DDR) is to
review the Sub project Land acquisition and resettlement (LAR) impacts if any, based on the
detailed design and propose mitigation measures if, necessary in accordance with ADB‟s Involuntary Resettlement Policy, (IR)1995.

Prior to detailed design, the cadastral maps were examined to understand the ownership of
land. Verification of the cadastral maps was done in the field based on the survey and
measurement.
For the construction of the STP and Wet-Well an area of 56 acres 38 Guntas of land was
required. Vacant land measuring 56 acres 38 guntas which was under the ownership of
Bijapur City Corporation was earmarked for the subproject.
Scope of Land Acquisition and Resettlement
As mentioned earlier, the total land requirement for the sub project was 56 acres 38 Guntas ,
for which Government land was utilized.
Project Impact and Outcome: The expected outcomes of the project are:
Promote sustainable measures to increase potable sewerage line supply to the
population
Improve the environmental Quality of Urban areas through better urban
infrastructure facilities.
Increase the No of Manholes and easy to supply Sewerage water
Improving living conditions of the urban people.
Increase sewerage supply system for future sustainable source developments
Supply and laying of New gravity system sewerage Networks in the city of Bijapur.
Development of sewerage network to maintain the clean city
Development of an appropriate system of indicators for the evaluation of the
performance of sewerage supply systems, also enhancing monitoring of clean city
Development of a Decision Support System tool for the selection of appropriate
measures for tackling the problem of waste water, sewerage with particular emphasis
on regional characteristics and conditions prevailing in certain areas.
UGD Pipe laying and Construction of FAL STP is contribute towards a sustainable
regional development
To improve the current state of the waste water and sewerage system cycle of
Bijapur through improvements in the separate components of the UGD, STP and
Wet-Wells in the investment program.
To reduce the costs of operation and maintenance of the UGD system

Extent of Impact:
Since the construction of STP and Wet well is being undertaken in Government land ,there is
no negative impact on the community
Findings:
The Subproject will not cause any permanent and/or temporary impacts as government land
is proposed to be used for construction of STP and Wet well. The land earmarked is vacant,
no common property resources are affected.
