Ideal Candidate
The ideal candidate will typically have knowledge of the
principles and practices of general accounting, governmental
accounting, cost accounting and budgeting; financial information
and reporting systems; financial control systems and
methodology; skill in using automated financial systems,
including spreadsheet and word processing applications; ability
to communicate effectively both verbally and in writing, while
comfortably working in a diverse, fast-paced and team-based
environment; experience in law enforcement is highly desired.
The Position & Responsibilities
As a team member of the Police Department’s Business Services Division, this position performs a variety of complex, highly responsible fiscal clerical and general clerical duties in the preparation, maintenance and processing of accounting records and financial transactions including purchasing, accounts payable, accounts receivable, invoicing, payroll/timekeeping duties and a variety of other support activity as needed including coverage for other clerical staff during absences.
Typical responsibilities will include:
• Create purchase orders, billings, financial reports and process invoices for payment;
• Ensure purchasing is in compliance with the City of Fremont Purchasing Code and State/Federal guidelines when applicable;
• Reconcile purchase orders and invoices to budgets to ensure proper accounting;
• Provide fiscal clerical support to supervisors and management staff as requested;
• Research, problem solve, and compile information on routine statistical and financial data for special reports including department spending and/or overtime usage;
• Observe, identify and problem solve office operations and procedures;
• Develop and maintain spreadsheets, databases and other automated systems for inventory tracking/record keeping;
• Assist with budget preparation;
• Ensure confidentiality is maintained;
• Perform special projects and studies;
• Train other Departmental support staff in purchasing and invoice processing;
• Act as secondary back-up to the other clerical positions in the Business Services Office including payroll functions, accepting deliveries and distributing items throughout the Department, and other duties as assigned.

Minimum Qualifications
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for optimal job performance. A typical way to obtain the required knowledge, skills and abilities would be:
Education: Completion of the twelfth grade or equivalent.
Experience: Two (2) years of accounting clerical experience at the journey level.
Licenses: Possession of, or ability to obtain by time of appointment, a valid California driver's license may be required.
Highly Desirable: Possession of an Associate’s degree in Accounting, Finance or Public Administration, plus years of increasingly responsible experience involving financial accounting and/or purchasing/invoicing.
Compensation and Benefits
The annual salary is $69,952 —$85,027 depending on qualifications.
