A number of mutual aid fires occurred in January and
kept our department busy providing assistance to our
neighboring departments. We also had a close call on
Smith Ridge Rd. with a garbage can fire in a basement.
On January 3, we responded to a working fire with Eng 142 and Tanker 4 at number 82 Twin Lakes Rd.
This was an extended operation that included many area fire departments. Water supply was a major is-
sue as the house was at the end of a mile long narrow road. While there were lakes on both sides of the
street, the water was not accessible in sufficient volume. In the end Tower Ladder 57 from Bedford Hills
would set up and be fed by a mile plus of 5 inch hose from a dry hydrant out on Oscaleta Rd.
We had our own close call at 245 Smith Ridge Rd on January 14th. An automatic alarm was upgraded to
smoke in the house and possible oil burner malfunction by 60 Control. Upon arrival light smoke was
coming out the front door and the odor was not that consistent with an oil burner “puff back”. A signifi-
cant smoke condition was found in the basement and a plastic garbage can was found smoldering near
the rear door. The door was opened and the garbage can remove from the house. Positive pressure venti-
lation was used to clear the smoke from the house.
On January 15th, the New Canaan Fire Department requested tankers from Vista and Pound Ridge along
with tankers from Wilton and Weston, CT, for a house that was 80% involved on arrival at 43 Fawn
Lane. We supplied 5 tanker loads for this fire that also was a total loss due to lack of water supply. And
finally, on January 30th we were requested by Croton Falls to 30 June Rd. for a working fire in a 2 story
wood frame approx 15,000sqft structure. We would only be needed for one load and then returned to ser-
vice the Battalion 13.
As the month ends we prepare for the Giants - Patriots in Super Bowl 46. The road to the super bowl has
made for some exciting playoff games viewed in the “Ready Room”. We look forward to a good turn out
on February 5th for the big game. Go GIANTS!!!

Responding to a host of complaints from Lewisboro residents about inadequate town response to last year's weather
calamities and power outages, Town Board members proposed some low-tech ways to keep them in the critical in-
formation loop in the future.
Acknowledging they experienced severe difficulty in effectively communicating emergency information to residents during the disastrous aftermaths of the August hurricane and the October snowstorm, Town Board members have set
some near-term and longer term goals for future handling of similar events where power is out for extended periods.
The group sat down Monday night with William Dingee, chairman of the town's Emergency Management Commit-tee and chief of the Vista Fire Department, to brainstorm some ideas for getting critical information out to residents
before and during emergency situations.
In addition to Mr. Dingee, members of the emergency management committee include the chiefs of the South Salem and Goldens Bridge fire departments, the captain of the Lewisboro Volunteer Ambulance Corps (LVAC), and the
town highway superintendent.
Membership on the committee is assigned by job title rather than name.
Town Board member Frank Kelly was the group's liaison to the committee last year and was reappointed to that po-sition for this year.
Discussion Mr. Dingee recommended that a new chair be appointed, saying that he found he "could not be in two places at once" when disaster strikes. "We need someone who can do the job without it interfering with their regular duties,"
he said. The board agreed, with Mr. Parsons saying "the chairman should not be a critical guy on the ground."
Officials said that when a calamity strikes that results in prolonged power outages, communications and dissemina-
tion of information may have to take some different, although "low-tech," approaches. Mr. Parsons said he believes the town needs to focus on one or two ways of providing pre-disaster information that
do not depend on power or technology.
"We need communication with the public prior to the event. I am thinking of a magnetized plastic card for refrigera-tors that contains vital information like where to get things like water, dry ice, showers, wi-fi connections, whatever
is essential. In these last two events, the problem was not lack of availability but people not knowing where to go for
needed items. The card could be mailed to all residents." Mr. Parsons said supplies should be made available at the three firehouses; the three shopping centers; and the Town
House.
Mr. Parsons added the town also needs to develop a complete list of vulnerable residents, including the elderly, the
infirm and people on oxygen. "We need to know the names of people shut in their homes. We know some, but there are others we don't know about."
Town Board members had some additional suggestions.
Mr. Kelly said the town should make better use of radio stations and consider using vehicles with loudspeakers to make emergency announcements around town.
Town Board member Peter DeLucia said that the U.S. mail could also be used to disseminate emergency informa-
tion. "During all that happened, the mail was delivered," he said. He also mentioned using the newspaper, and set-ting up emergency information bulletin boards in shopping centers.
Mr. Kelly said the key factor is "regular dissemination of information."
"Timely updates are essential," he said. "The last time people told me they felt they were in a black hole of lack of
information. We have to do better." Mr. Parsons also suggested the concept of "block captains" who would be responsible for the town, section by sec-
tion.
Town Board member Dan Welsh asked which of these suggestions could be done immediately, and the group agreed that the informational refrigerator card could be first, followed by a brochure with information about where
to go and what to do in terms of an emergency.
Town Board member John Pappalardo said the community bulletin boards containing emergency information could
also be implemented quickly at little cost. The group agreed to move forward with the low-tech solutions suggested, with the magnetized refrigerator card first

VFD member will Cervantes drives 84B2 flawlessly through the
PRVAC hosted EVOC class. The driving portion took place in the
large parking lot about a quarter of a mile into the Ward Pound Ridge
Reservation where three BLS rigs and members from several depart-
ments and VAC's, navigated eight different stages with only two
inches on either side of the wheelbase to spare. Having little room for
error, Will Cervantes, Linda Scott, Rich Aloia, and Brian Porco all
passed with excessive success. The members of our department can be
that much more confident in their abilities to maneuver our rigs in even
the tightest of situations and be certain that they will drive with due regard for your safety and those who we are transporting. Those who
participated would like to thank our firehouse for providing the oppor-
tunity to train at such high levels and for providing the ambulance
which guided us to such success. Also they would like to thank
PRVAC and it's members for hosting and providing food and warm
refreshments for those waiting for their turn in the cold. Special thanks

Despite Poor Weather, the Community Came To Donate. Submitted by: Pete Raho
On Saturday, January 21st we held our annual winter blood drive. Although it was probably the worst
weather conditions we ever had for a blood drive, the blood center employees arrived on time and members
from the community braved the weather to donate. During the course of the day 33 life saving units of
blood were collected, which have since been separated into their components and distributed to patients in
hospitals throughout the area.
Although, due to the weather, our collection total was was not as robust as we would have liked, ever con-
tribution counts. Our blood center manager summarized it very well when he stated it's 33 units more than
we had at the beginning of the day.
Many thanks to those members who donated blood or helped out. Thanks also to Auxiliary members, Ann
Marie, Barbara and Cheryl.
If you missed our blood drive and would like to donate locally, LVAC will be hosting a blood drive later
this month and the Pound Ridge Fire Department will be hosting a blood drive on Saturday, April 7th. Our

Holiday tragedies prompt warnings on winter fires
NFPA reminds the public to take action to be safe this winter
Submitted by: Al Mignone In the aftermath of a number of deadly holiday fires, the National Fire Pro-tection Association (NFPA) urges the public to take simple steps to protect their family and property from fire.
According to NFPA, December, January and February are the top months for home fire deaths.
“Recent fire deaths during this holiday season are tragic reminders that we are at the time of year when home fires peak,” said Lorraine Carli, vice president of communications for NFPA. “Taking simple steps to prevent fires and
making sure you have working smoke alarms can save lives.”

Driving in the Rain Submitted by: Robert Ruston How to achieve good vision while driving during a heavy downpour.
We are not sure why it is so effective; just try this method when it rains heavily. This method was given me by a Po-
lice friend who had experienced and confirmed it. It is useful....even driving at night. One method used by Canadian
Military Drivers for years.
Most of the motorists would turn on HIGH or FASTEST SPEED of the wipers during heavy downpour, yet the visi-
bility in front of the windshield is still bad......
In the event you face such a situation, just try your SUN GLASSES (any model will do), and miracle! All of a sud-
den, your visibility in front of your windshield is perfectly clear, as if there is no rain.
Make sure you always have a pair of SUN GLASSES in your car, as you are not only helping yourself to drive safely
with good vision, but also might save your friend's life by giving him this idea..
Try it yourself and share it with your friends! Amazing, you still see the drops on the windshield, but not the sheet of
rain falling.
You can see where the rain bounces off the road. It works to eliminate the "blindness" from passing semi's spraying
you too.
Or the "kickup" if you are following a semi or car in the rain. They ought to teach that little tip in driver's training. It really does work..
This next warning is a another good one! I wonder how many people know about this: A 36 year old female had an accident several weeks ago and totaled her car. A resident of Kinburn, Ontario was trav-
eling between Kinburn & Ottawa. It was raining, though not excessively, when her car suddenly began to hydro-
plane and literally flew through the air. She was not seriously injured but very stunned at the sudden occurrence!
When she explained to the OPP Officer what had happened he told her something that every driver should know -
NEVER DRIVE IN THE RAIN WITH YOUR CRUISE CONTROL ON . She thought she was being cautious by
setting the cruise control and maintaining a safe consistent speed in the rain. But the Officer told her that if the cruise control is on when your car begins to hydro-plane and your tires lose contact with the pavement, your car will accel-
erate to a higher rate of speed making you take off like an airplane. She told the OPP Officer that was exactly what
had occurred.
The Officer said this warning should be listed, on the driver's seat sun-visor - NEVER USE THE CRUISE CON-
TROL WHEN THE PAVEMENT IS WET OR ICY, along with the airbag warning. We tell our teenagers to set the
cruise control and drive a safe speed - but we don't tell them to use the cruise control only when the pavement is dry.
The only person the accident victim found, who knew this (besides the officer), was a man who had a similar acci-
dent, totaled his car and sustained severe injuries.
NOTE: Some vehicles (like the Toyota Sienna Limited XLE) will not allow you to set the cruise control when the
windshield wipers are on.

Children, older adults and people with disabilities at higher risk for scald burns
NFPA releases new scald prevention tip sheet Submitted by: Al Mignone The National Fire Protection Association (NFPA) and the Phoenix Society
for Burn Survivors is urging the public to be cautious when handling hot liquids and soups. Scald burns are the second leading cause of all burn injuries and chil-
dren, older adults and people with disabilities are especially at risk.
“In winter, there’s nothing as comforting as a warm cup of soup,” said Lorraine Carli, vice president of communica-tions for NFPA. “But if you’re not careful this simple meal can turn painful.”
Scald burns are the second leading cause of all burn injuries. According to the study “Instant cup of soup: design
flaws increase risk of burns” released by the Journal of Burn Care & Research, prepackaged microwavable soups, especially noodle soups, are a frequent cause of scald burn injuries because they can easily tip over, pouring hot liq-
uid and noodles on the person.
“It is amazing that many people believe that hot water is not a common cause of severe burns. For a child, it is the
most common burn injury. Scalds are almost always preventable. When they occur, a child may be scarred for life. Next time you are cooking or even holding a cup of coffee in your hand think about the small ones below you,” said
Dr. David Greenhalgh, a co-author of the study and Chief of Burns at Shriners Hospitals for Children Northern Cali-
fornia and UC Davis Medical Center. “We see the devastating and sometimes lifelong consequences of scalds every day. It is important to remind the pub-
lic to take precautions to avoid injury,” said Amy Acton, executive director of the Phoenix Society. A scald injury
can happen at any age. To help prevent scald injuries, NFPA and the Phoenix Society offer some safety tips:

In order to protect PII, we can no longer use Social Security numbers (SSAN) in our paper or on-line application proc-
ess. We do, however, need a unique identifier that will al-
low us to record class registration, send acceptance and re-
jection notifications, provide stipend reimbursement (when appropriate), and record course performance and transcripts
for “John Jones or Mary Jones.”
That unique identifier will be a FEMA Training Identifica-tion Number (FTIN). The explanation and process are on
the NFAAA website home page. (www.nfaalumni.org) The
requirement applies to all FEMA academies / schools. I tried the process and timed myself, it took about 90 seconds.

Act (H.R. 376/S. 1911), which is supported by the National Vol-
unteer Fire Council (NVFC), clarifies the treatment of length of
service award programs (LOSAPs) under the federal tax
code. The bill would raise the federal cap on annual contribu-tions into an individual volunteer's LOSAP, allow private, non-
profit emergency services agencies to be treated as governmental
agencies under the Internal Revenue Code and other applicable
laws, and allow LOSAP sponsors the flexibility to elect to have
LOSAP benefits become portable and guaranteed.

The NYS Emergency Medical Services (EMS) Coalition represents the entire spectrum of EMS providers
in New York State. We fully support Governor Cuomo’s efforts to improve efficiency and accountability
and reduce waste in NY government. The work of the SAGE Commission to redesign Public Health Law
Article 30 wholeheartedly seeks to achieve these ends at the State and Regional EMS levels.
Years of experience, decades of change and previous redesigns have demonstrated that the participation and
involvement of physicians at the local, regional, and state levels is imperative for the efficient and effective
operation of any EMS system or service. Physician medical directors must continue to be afforded a seat in
oversight, operations, and policy making at all levels of our NY State EMS system.
The changes to Public Health Law affecting EMS are substantial and significantly change the oversight and
delivery of EMS. In the best interests of uninterrupted public safety and to assure a smooth transition to a
more efficient system, the NYS EMS Coalition recommends that changes to PHL Article 30 take effect no
less than 180 days after passage into law.
Representation of Rural EMS is critical for service delivery in NY State. The NYS EMS Coalition recom-
mends that Rural EMS be explicitly allocated a voice in regional and state level decision making processes.
This could be accomplished by strategically aligning one of the proposed six EMS Advisory Boards to
serve as the voice of Rural EMS Care or by adding extra EMS Advisory Boards so as to assure a redistrict-
ing that would not consolidate all of New York’s rural areas into Advisory Boards composed of predomi-
nantly urban neighbors.
We applaud the continued recognition of funding priority for EMS Training at the EMT Basic level. This
represents the most important entry-level ambulance provider in our EMS system. We recommend that
equal priority be afforded to First Responder training. Certified First Responders (or Emergency Medical
Responders) arrive before ambulances in many areas of NY, providing lifesaving care and treatment. Fund-
ing for First Responders is also a priority for New York’s EMS system. Quite frankly, the strong work of
our legislature in funding EMS training at all levels, from First Responder through Paramedic, has directly
lowered health care costs for all New Yorkers over the past two decades.
Finally, as EMS professionals, the members of the NYS EMS Coalition stand ready to assist in any way
needed to assure a smooth, coordinated and deliberate transition to a more effective EMS system. We re-
spectfully request a meeting to provide input and support as we begin this important step into the future.
