It was not written for publioa-tion, but contains nothing that need be heldfrom the public. the proposition to amend the article in thecode by striking out the word "tramp" andsubstituting that of "vagrant." I was notonly pleased with your speech, but I concurwith you entirely as to the propriety of yourproposed amendment. The word "tramp"has now a temporary signifloation admittedto be expressive, as all slang is, for the timebeing and among those by whom it is accept-ed.
