TRANSPORT DEPARTMENT NOTICE

Special Traffic and Transport Arrangements for

the Flag Raising Ceremony and Public Procession on 1 July 2016

Notice is hereby given that the following traffic and transport arrangements will be implemented on Hong Kong Island on 1 July 2016 (Friday) to facilitate the following events:

1. The Flag raising ceremony at Golden Bauhinia Square in Wan Chai in the morning; and 2. The Public Procession from Victoria Park to Central Government Complex in the

afternoon. 1. Flag Raising Ceremony at Golden Bauhinia Square in Wan Chai

A. Road Closure

The following roads will be temporarily closed to all vehicular traffic (except authorized vehicles with permits) from about 5.30 am to 11.00 am:

(a) Expo Drive; (b) Expo Drive Central; and (c) Expo Drive East.

B. Special Public Transport Arrangements

(i) Suspension of bus terminus and temporary bus service arrangements

(a) The bus terminus at Expo Drive East will be suspended from about 12.00 midnight to 11.00 am.

(b) During the period of suspension of bus terminus, Citybus Route no. 25A and Cross Harbour Routes nos. 961 will omit Expo Drive East, terminate at and depart from Wan Chai North Temporary Public Transport Interchange. The bus stop at Fleming Road northbound outside Renaissance Harbour View Hotel will also be suspended and temporary bus stops will be designated on Convention Avenue outside and opposite to Wan Chai Ferry Pier respectively ; and

(c) During the period of suspension of bus terminus, NWFB Route no. H1 will omit Expo Drive and Expo Drive East and the bus stops thereat will also be suspended.

(ii) Suspension of Taxi Stands, Parking Spaces and Pick-up/Drop-off areas

(a) The taxi stand at Expo Drive will be suspended from about 5.30 am to 11.00

am; (b) Parts of the taxi stand at Harbour Road westbound opposite to Harbour

Centre will be suspended from about 7.30 am to 9.00 am; (c) The coach parking spaces at Expo Drive East will be suspended from about

10.00 pm on 30 June 2016 to 11.00 am on 1 July 2016; and (d) The pick-up/drop-off area at Expo Drive East will be suspended from about

12.00 midnight to 11.00 am.

2. Public Procession from Victoria Park to Central Government Complex I. Special Traffic Arrangements A. Road Closure (see Figure 1)

(i) The following roads will be temporarily closed to all vehicular traffic from about 1.30 pm onwards until the crowd is dispersed and the road closure is lifted: (a) The U-turn slip road leading from Gloucester Road southbound to Gloucester

Road northbound underneath Tai Hang Road flyover; (b) Sugar Street; (c) Great George Street (if necessary); (d) The section of Paterson Street between Gloucester Road and Great George

Street (if necessary); (e) Kingston Street (if necessary); (f) The section of Gloucester Road southbound between Victoria Park Road

flyover and Causeway Road (if necessary); and (g) Cleveland Street (if necessary).

(ii) The following roads will be temporarily closed to all vehicular traffic from about

2.15 pm onwards until the crowd is dispersed and the road closure is lifted: (a) Jardine’s Bazaar; (b) Tang Lung Street; (c) The section of Canal Road East between Russell Street and Hennessy Road; (d) The section of Canal Road West between Sharp Street West and Hennessy

Road; (e) The section of Wan Chai Road between Canal Road West and Morrison Hill

Road; and (f) The section of Bowrington Road between Sharp Street West and Hennessy

Road.

(iii) The following roads will be temporarily closed to all vehicular traffic from about 2.30 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) Causeway Road westbound; (b) Moreton Terrace; (c) Shelter Street; (d) The slip road leading from Yee Wo Street eastbound to Causeway Road

westbound; (e) Irving Street; (f) The section of Pennington Street between Keswick Street and Yee Wo Street; (g) The slip road leading from Leighton Road westbound to Pennington Street

(if necessary); (h) Yee Wo Street westbound; (i) Hennessy Road westbound; (j) The section of Lee Garden Road between Kai Chiu Road and Hennessy Road; (k) Kai Chiu Road; (l) The section of Yun Ping Road between Lan Fong Road and Kai Chiu Road; (m) The slip road leading from Johnston Road eastbound to Hennessy Road

westbound;

(n) The section of Thomson Road between Johnston Road and Luard Road; (o) The section of Luard Road between Johnston Road and Hennessy Road; (p) The section of Fenwick Street between Hennessy Road and Johnston Road; (q) The section of Johnston Road westbound between Ship Street and Landale

Street; and (r) The section of Johnston Road eastbound between Fenwick Street and

Hennessy Road.

(iv) The following roads will be temporarily closed to all vehicular traffic from about 3.30 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) The section of Queensway westbound between Queen’s Road East and

Rodney Street; (b) Queensway eastbound; (c) The section of Harcourt Road westbound between the exit of Harcourt

Garden carpark and Cotton Tree Drive; (d) The section of Tim Wa Avenue southbound between Lung Wo Road and

Harcourt Road (except for vehicles accessing to Chief Executive’s Office and Central Government Complex carpark);

(e) The section of Edinburgh Place southbound between Lung Wo Road and Connaught Road Central;

(f) Rodney Street; (g) Drake Street; (h) Tamar Street; (i) The slip road leading from Cotton Tree Drive southbound to Queensway

eastbound; (j) The section of Cotton Tree Drive southbound between Harcourt Road

westbound and Queensway (if necessary); (k) The flyover leading from Garden Road northbound to Queensway eastbound; (l) The slip road leading from Garden Road northbound to Cotton Tree Drive

northbound (if necessary) (m) The 1st and 2nd rightmost lane of Murray Road between Lambeth Walk and

Queensway; (n) The section of Des Voeux Road Central eastbound between Pedder Street

and Queensway; and (o) The section of Ice House Street northbound between Queen’s Road Central

and Des Voeux Road Central.

(v) If necessary, the following roads may be temporarily closed to all vehicular traffic at any time until the crowd is dispersed and the road closure is lifted:

(a) Yacht Street; (b) The section of Lau Li Street between Ngan Mok Street and Hing Fat Street; (c) The section of Electric Road between Lau Sin Street and Tsing Fung Street; (d) Lau Sin Street west of King’s Road; (e) The section of Hing Fat Street between Causeway Road and Lau Sin Street; (f) Tai Hang Road flyover northbound; and (g) The section of Percival Street southbound between Gloucester Road and

Lockhart Road.

B. Traffic Diversion

(i) The following traffic diversion will be implemented from about 1.30 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) Traffic along Gloucester Road southbound will be prohibited from turning

right onto Gloucester Road northbound underneath Tai Hang Road flyover; (b) Traffic along Yee Wo Street eastbound will be prohibited from turning left

onto Sugar Street; (c) Traffic along Tai Hang Road flyover northbound will be prohibited from

turning left onto Kingston Street westbound (if necessary); (d) Traffic along Paterson Street southbound must turn left onto Kingston Street

eastbound (if necessary); (e) Traffic along Cleveland Street southbound will be prohibited from turning

right onto Kingston Street westbound (if necessary); (f) Traffic along Gloucester Road service road westbound will be prohibited

from turning left onto Cleveland Street southbound (if necessary); (g) Traffic along Gloucester Road service road westbound will be prohibited

from turning left onto Paterson Street southbound (if necessary); (h) Traffic along slip road leading from Victoria Park Road westbound will be

prohibited from entering Cleveland Street (if necessary); and (i) Traffic along Victoria Park Road flyover southbound must turn right onto

Gloucester Road service road westbound (if necessary).

(ii) The following traffic diversion will be implemented from about 2.15 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) Traffic along Pennington Street will be prohibited from turning left onto

Jardine’s Bazaar; (b) Traffic along Hennessy Road westbound will be prohibited from turning left

onto Canal Road East southbound; (c) Traffic along Russell Street westbound must turn left onto Canal Road East

southbound; (d) Traffic along Canal Road West northbound near Sharp Street West will be

diverted to the up-ramp leading to Canal Road flyover northbound; (e) Traffic along Sharp Street West eastbound will be diverted to the up-ramp

leading to Canal Road flyover northbound; (f) Traffic along Sharp Street West eastbound will be prohibited from turning

left onto Bowrington Road northbound; (g) Traffic along Bowrington Road northbound must turn right onto Sharp Street

West eastbound; and (h) Traffic along Wan Chai Road eastbound must turn right onto Morrison Hill

Road southbound.

(iii) The following traffic diversion will be implemented from about 2.30 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) Traffic from King’s Road westbound must turn left onto Tung Lo Wan Road

southbound or turn right onto Hing Fat Street northbound; (b) Traffic along Tung Lo Wan Road westbound will be prohibited from

entering Moreton Terrace; (c) The section of Tung Lo Wan Road between St. Paul’s Hospital and Moreton

Terrace will be converted from eastbound traffic to westbound traffic. Traffic along Tung Lo Wan Road westbound will be allowed to enter the above road section.

(d) Traffic along Tung Lo Wan Road southbound will be prohibited from turning left onto the section of Tung Lo Wan Road between St. Paul’s Hospital and Moreton Terrace;

(e) Traffic along Yee Wo Street eastbound will be prohibited from turning right onto Tung Lo Wan Road southbound or Leighton Road westbound;

(f) Traffic along Tung Lo Wan Road northbound will be prohibited from entering Irving Street and must turn left onto Leighton Road westbound;

(g) Traffic along Pennington Street must turn right onto Keswick Street; (h) Traffic along Leighton Road westbound will be prohibited from turning right

onto Pennington Street northbound (if necessary); (i) Traffic along Yun Ping Road northbound must turn left onto Lan Fong Road

westbound; (j) Traffic along Leighton Road westbound must turn left onto Wong Nai Chung

Road (except franchised buses); (k) Traffic along Percival Street southbound will be diverted to Lockhart Road

or Hennessy Road eastbound; (l) Traffic along Tin Lok Lane northbound will be prohibited from turning left

onto Hennessy Road westbound; (m) Traffic along Stewart Road will be prohibited from turning right onto

Hennessy Road westbound; (n) Traffic along Johnston Road eastbound will be prohibited from turning left

onto Hennessy Road westbound; (o) Traffic along Fleming Road southbound will be prohibited from turning right

into Hennessy Road westbound; (p) Traffic along Fleming Road northbound will be prohibited from turning left

onto Hennessy Road westbound; (q) Traffic along Fenwick Street southbound must turn left onto Hennessy Road

eastbound; (r) Traffic along Hennessy Road eastbound will be prohibited from turning right

onto Fenwick Street southbound; (s) Traffic along Tai Wong Street East must turn right onto Johnston Road

eastbound; (t) Traffic along Johnston Road westbound will be prohibited from turning right

onto Thomson Road; (u) Traffic along Johnston Road eastbound will be prohibited from turning left

onto Thomson Road; (v) Traffic along Johnston Road eastbound will be prohibited from turning left

onto Luard Road northbound; (w) Traffic along Johnston Road westbound will be prohibited from turning right

onto Luard Road northbound; (x) Traffic along Johnston Road westbound must turn left onto Ship Street; (y) Traffic along Lun Fat Street must turn right onto Johnston Road eastbound;

and (z) Traffic along Johnston Road westbound from Landale Street must turn left

onto Anton Street.

(iv) The following traffic diversion will be implemented from about 3.30 pm onwards until the crowd is dispersed and the road closure is lifted:

(a) Traffic along Queen’s Road East westbound must turn left onto Justice Drive southbound;

(b) Traffic along Des Voeux Road Central eastbound must turn left onto Pedder Street northbound;

(c) Traffic along Queen’s Road Central westbound will be prohibited from turning right onto Ice House Street northbound;

(d) Traffic along Ice House Street northbound must turn left onto Queen’s Road Central westbound.

(e) Traffic along Murray Road southbound will be prohibited from turning left onto Queensway eastbound;

(f) Traffic along Garden Road flyover will be prohibited from entering Queensway eastbound;

(g) Traffic along Harcourt Road westbound near the exit of Harcourt Garden carpark will be diverted to Harcourt Road flyover westbound;

(h) Traffic along Cotton Tree Drive southbound will be diverted to Cotton Tree Drive flyover southbound (except franchised bus) (if necessary);

(i) Traffic along Lung Wo Road both bounds will be prohibited from entering Tim Wa Avenue (except for vehicles accessing to Chief Executive’s Office and Central Government Complex carpark) (if necessary); and

(j) Traffic along Lung Wo Road both bounds will be prohibited from entering Edinburgh Place southbound (if necessary).

(v) If necessary, the following traffic diversion may be implemented at any time until

the crowd is dispersed and the road closure is lifted:

(a) Traffic along Tai Hang Road flyover northbound must go straight onto Victoria Park Road flyover northbound leading to Gloucester Road westbound;

(b) Traffic along Gloucester Road service road westbound will be prohibited from turning left onto Percival Street southbound;

(c) Traffic along Causeway Road eastbound will be prohibited from turning left onto Hing Fat Street northbound; and

(d) Traffic along King’s Road westbound will be prohibited from turning right onto Hing Fat Street northbound.

II. Special Public Transport Arrangements A. Bus Diversion

(i) The following bus routes will be temporarily diverted from about 10.30 am onwards until the road closure is lifted:

C. Suspension of Green Minibus Service

D. Suspension of Bus Termini and Bus Stops

(a) The Tin Hau Station Public Transport Interchange will be suspended from about

10.30 am onwards until the crowd is dispersed and road closure is lifted; and

(b) All bus termini and bus stops in the affected areas will be suspended during the period of road closure until the crowd is dispersed and road closure is lifted. E. Suspension of Public Light Bus Stands and Green Minibus Stands

(a) The GMB stands at Tin Hau Station Public Transport Interchange will be

suspended from about 10.30 am onwards until the crowd is dispersed and road closure is lifted; and

(b) All PLB stands in the affected areas, including the public light bus stand at Sugar

Street, GMB stands at Jardine’s Bazaar and Paterson Street, etc. will be suspended during the period of road closure until the crowd is dispersed and road closure is lifted.

F. Suspension of Taxi Stand

(a) The taxi stand and the general lay-by at Lung Wui Road westbound outside CITIC

Tower will be suspended from about 12.00 noon to 11.59 pm; and

(b) All taxi stands and pick-up / drop-off points in the affected areas will be suspended from about 2.30 pm onwards until the crowd is dispersed and road closure is lifted.

G. Suspension of Tram Service

(a) Tram services between Tong Shui Road and Queensway will be suspended in phases from about 2.30 pm onwards (or any time as necessary subject to the start time of public procession and on-site situation) until the crowd is dispersed and road closure is lifted; and

(b) The section of tram track between Hing Fat Street and Queensway will be closed

to all vehicular traffic in phases from about 2.30 pm onwards (or any time as necessary subject to the start time of public procession and on-site situation) until the crowd is dispersed and road closure is lifted.

H. Suspension of Parking Spaces

(a) All on-street parking spaces on Tung Lo Wan Road will be suspended from about

12.00 noon onwards until the crowd is dispersed and road closure is lifted;

(b) All on-street parking spaces, motorcycle parking spaces and disabled parking spaces at Lung Wui Road eastbound opposite to CITIC Tower will be suspended from about 12.00 noon to 11.59 pm; and

(c) All parking spaces (except disabled parking spaces) at Hing Fat Street Public Carpark will be suspended from about 10.30 am onwards until the crowd is dispersed and road closure is lifted.

I. Restriction on Access to/Exit from Carparks

Vehicles parked in car parks within the closed areas will not be permitted to leave or enter the car parks during the period of road closure until the crowd is dispersed and the road closure is lifted.

Removal of Illegally Parked Vehicles

Motorists are advised that strict enforcements will be taken by the Police, including multiple ticketing and towing of vehicles found illegally parked within the precinct of the special traffic arrangements specified above, without prior notice.

Attention and Appeal

Appropriate traffic signs will be erected to guide motorists. The public transport operators will display notices to advise passengers of the above temporary arrangements. Due to extensive road closure in the affected areas, bus and GMB routes and other traffic observing Causeway Road, Yee Wo Street, Hennessy Road, Irving Street, Queensway, Gloucester Road southbound, etc. will be diverted. It is anticipated that other major roads in the vicinity, such as King’s Road, Canal Road flyover, Victoria Park Road, Gloucester Road, Harcourt Road flyover, Connaught Road Central, Cross Harbour Tunnel and Aberdeen Tunnel will become very congested. Motorists are advised to be patient in case of traffic congestion when driving at the vicinity and follow Police’s instruction, and watch out for the latest traffic news through the media. In addition, other ad-hoc traffic and public transport measures, including additional road closures, traffic diversion, alteration and suspension of public transport services may be implemented by the

Police at anytime depending on actual traffic and crowd conditions in the areas. Members of the public are advised to use public transport services, in particular railway services and avoid driving to the affected or congested areas, especially in the vicinity of Tin Hau, Causeway Bay, Wan Chai, Admiralty and Central unless necessary. Early planning of journeys and use of alternative travelling routes are advised to avoid unexpected delay. Public transport commuters are advised to pay attention to the arrangements of route diversions and suspension or relocation of stops.
