PERSPECTIVESTowards a modern,developed country
Thursday, 30 August, 2012
At a time when direct investments arebeing invited, it is necessary for all civil servantsto help the country prove its integrity andtransparency to the international community.Had we not taken steps to increase foreigninvestment we will surely be lagging othercountries in development.
It has long been established that thegovernment should draw up a clear-cut long-term strategic plan in order to take the countryforward into a dynamic future global economy.Meanwhile, the country must be doing awaywith corruption and irregularities in its drivefor the emergence of good governance andclean government. The country will never bereformed unless the corruption is seriouslydealt and those found guilty are properlyresponsible for their actions. The private sectorlooks problematic as well. Therefore, theauthorities concerned should be brave inmaking tough decisions on the complex mattersin order to ensure a bright future.
Corruption, which is one of majorobstacles to the democratization process, notonly adds unnecessary costs at the expense ofconsumers but also instills the negativementality, especially among the youths, thatcorruption is acceptable.
As the country is facing the risk oflacking a skilled workforce, having a skilledand socially responsible labour is essential. But, none of the setbacks could dampen itfrom moving towards a modern, developedcountry.
We may be able to leverage from thesolid base to advance to a high-income countryas everything gives the impressions that thecountry’s bid to a full-fledged democracy isgetting off the ground. But we still need time toinculcate a sense of democratic practice intothe youths.

Science & Technology Science & Technology Science & TechnologyNASA builds satellites from smartphones
SUNNYVALE, 29 Aug—NASA says it’susing off-the-shelf technology — asmartphone — to make the most inexpensive,easiest-to-build satellites in the history ofspace exploration.
Researchers at NASA’s Ames ResearchCentre at Moffett Field, Calif, are developingthree PhoneSats, each of which will be 4inches square and will weigh less than 4pounds, NASA said on its Web site.
Extensive use of commercial-off-the-shelf components, including an unmodified,consumer-grade smartphone — an HTCNexus One running Android — will keep theprice of the micro-satellites at $3,500, NASAsaid.
The Nexus One acts as the satellite’sonboard computer while sensors determinethe orientation of the spacecraft so thesmartphone’s camera can be used for Earthobservations, engineers said.
PhoneSat’s mission will be a simple
one, they said; survive a launch and to stayalive in space for a short period of time, sending back digital imagery of Earth andspace via its camera, while also sending backinformation about the satellite’s health.
The programme is intended to allowengineers to see what capabilities commercialtechnologies can provide rather than tryingto custom-design technology solutions tomeet set requirements, NASA said.—Internet
Rare, elusive marine fish observedMONTEREY, 29 Aug—US
marine scientists say they’vecaptured the first-ever videoof a rare anglerfish firstidentified from a deadspecimen in 1891 but neverseen alive.
Researchers at theMonterey Bay AquariumResearch Institute inCalifornia are reporting thefirst observations of the deep-

All anglerfish haveability to attract prey, usingparts of their bodies as lures.
During one ROV dive, the researchers said, theyobserved C coloratusdeploying a shaggy, mop-likelure, called an esca, which itdangled from the end of a
modified fin near the top of itshead. After an unsuccessfulattempt at attracting a meal, the anglerfish stowed itsfishing gear away in a specialcavity located between itseyes, they said.
Researchers said the ROVdives showed C coloratus canlive as deep as 11,000 feetbelow the ocean’s surface. Inaddition to documenting thesefish using their built-in luresand walking on the seafloor, the researchers discovered thefish change color from blue tored as they get older.
The fish likely begins itslife in a transparent larvalform, they said, turns blue asa juvenile and then turns redat adulthood.—Internet

Guinea-worm disease on verge oferadication: WHO
GENEVA, 29 Aug— Surveillance and case containment activities havebeen stepped up as the guinea-worm disease is on the verge of eradication, the World Health Organization (WHO) said on Tuesday.
Only 396 cases were reported in the first six months of this year, a dramaticfall from the 807 cases of the same period of last year, and an decrease by 99percent from the 3.5 million cases reported in 1986. Among them, 391 cases,or 99 percent were in South Sudan, according to WHO.
Gautam Biswas, officer of WHO’s Department of Control of NeglectedTropical Diseases, said he was pleased by the decrease. As there is no vaccineto prevent infection from the disease nor is there any medication to treat thedisease, close surveillance and transmission interruption measures should betaken for prevention.
South Sudan, which was expected to be the last country to eradicateguinea worms, has committed to interrupting transmission by 2013.
The crippling parasitic disease, also know as dracunculiasis, is caused byDracunculus medinensis, a long thread-like worm.

School remind the 1,200students of their new reality:In case of a warning siren, itreads, stay put.
“You can finally teachwithout constantly worryingabout what to do when thereis a rocket attack,” said ZoharNir-Levi, the principal of thejunior high school inside thecomplex. “You canconcentrate on your studies. It used to be that even beforeyou said hello in the morningyou were telling people whereto run.” In the 12 years sincerockets began raining downon Sderot, less than a mile (2kilometers) from Gaza, residents say life has oftenbeen unbearable. Eightpeople have been killed,
hundreds wounded andnearly everyone in theworking-class town of some24,000 has been traumatizedby the frequent wail of sirensand explosions.
Schools were often shutfor periods during this time, with parents fearing for thesafety of their children.Psychologists treated manykids for trauma. Alon Shuster, chairman of the regional ShaarHanegev council, said thedecision to build the newschool was made as “astrategic response to a threatwe have been coping with for12 years.”
The rocket fire hassubsided considerably in thepast three years, since Israelcarried out a fierce three-weekoffensive against Gazamilitants in which some 1,400Palestinians, includinghundreds of civilians, werekilled. Abodh Aras, chiefexecutive of the Welfare ofStray Dogs trust, said he wasunsure how the BMC’sfigures had been derived, butthe increase in registered bites

Hot hog sales raise specter of inflation in China China’s food price cycleis driven in a large partby pork, the country’s
staple meat, and while itis in abundance now, inabout six months meatstocks are expected to
fall as a result of the sell-off, resulting in a surge
in prices.REUTERS
SINGAPORE, 29 Aug —Pigs are an unlikelybarometer of inflationarypressure, but in China thecountry’s declining herdsare a matter of concern amidfears that a spike in porksales could drive consumerprices higher next year.
Faced with sluggishdomestic demand and therecord cost of fatteninganimals — due to a steep risein the price of corn andsoybeans as a drought gripstop exporter the UnitedStates — China’s hogproducers are being forcedto sell their herds.
China’s food price cycleis driven in a large part bypork, the country’s staplemeat, and while it is inabundance now, in about sixmonths meat stocks areexpected to fall as a result ofthe sell-off, resulting in asurge in prices.
Any increase in foodprices is expected to pushup inflation, which now sitsat a comfortable level inBeijing having cooled fromlast year, but is still one ofChina’s biggest economicconcerns given thepotential for rising prices totrigger social unrest. “If you
look at corn and soymealprices in China, the cost offeeding animals is alreadyreaching a record,” said Jean-Yves Chow, a senior feedindustry analyst atRabobank in Hong Kong.“We expect pork supplies todecline by early next year ifprofitability remainsdepressed, resulting inhigher prices which will fuelfood inflation.”
Worried by the state ofthe pig industry, China’s topeconomic planning agencythis month orderedstockpiling of frozen pork inanticipation of a supplysqueeze when consumptionpeaks during the Lunar NewYear next February. Chinaholds reserves of pork, bothin live animals and frozenmeat, to help stabilizedomestic prices duringextreme price fluctuations.
The stockpiling is alsoused to try to curtail foodinflation and steady itsdomestic industry. In 2007,rapidly rising pork pricesbecame a national concernwhen China’s hog industry, responsible for producing 50million metric tons, or half ofthe world’s pork, a year, suffered a deadly outbreak
of blue ear disease. Then, theresulting jump in pork pricesdrove food inflation sharplyhigher, the impact of whichwas most acutely felt in thepoor rural areas, home to mostof the country’s billion-strong population.
Rising global food
prices fuelled by the USdrought have so far had alimited impact on China’sconsumer price inflation, which fell to a 30-month lowin July.
China’s food prices, which account for about 30percent of the CPI basket, rose 2.4 percent in July froma year earlier, cooling from3.8 percent in June as porkprices eased.
But as demand for pork
weakens and China’seconomy falters, someanalysts say the impact onfood prices may be limited.”The overall economicsituation is not sound,” saidWang Xiaoyue, an analystwith Beijing Orient Agri-business Consultant.“People dine less atrestaurants and many plantshave shut down, which ishurting pork demand.”

Unusual earthquake swarm shakes Southern CaliforniaLOS ANGELES, 29 Aug — An unusual swarm of hundreds
of mostly small earthquakes has struck Southern Californiaover the last three days and shaken the nerves of quake-hardyresidents, but scientists say the cluster is not a sign a largertemblor is imminent. The earthquakes, the largest of whichmeasured magnitude 5.5, began on Saturday evening andhave been centered near the town of Brawley close to thestate’s inland Salton Sea, said Jeanne Hardebeck, researchseismologist for the US Geological Survey.
Scientists were monitoring the earthquake cluster, whichcontinued on Tuesday, to see if it approaches the ImperialFault, about three miles away. A destructive and deadlyearthquake of magnitude 7.0 struck on that fault in 1940, shesaid. “We don’t have any reason to believe that the (earthquake)storm is going to trigger on the Imperial Fault, but there’s aminute possibility that it could,” Hardebeck said, adding that
the swarm of quakes was not moving closer to that fault.TheBrawley quake cluster, which is caused by hot fluid movingaround in the Earth’s crust, is different than a typicalearthquake, in which two blocks of earth slip past each otheralong a tectonic fault line.
After that kind of an earthquake of magnitude 5.5 orabove, there is a 5 percent chance a larger quake will follow,Hardebeck said. But she added the same kinds of probabilityestimates were not possible with earthquake clusters causedby the movement of hot fluid. “We understand them even lessthan we understand normal earthquakes,” Hardebeck said, adding that scientists do not know why a cluster of earthquakeswill occur at one time rather than another. The swarm led tojangled nerves in Brawley, a town of about 25,000 residents170 miles southeast of Los Angeles near the border withMexico.—Reuters
