(1) This law shall be called the Law revoking the Foreign Relations Act.(2) The Foreign Relations Act (India Act No.12, 1932) has been revoked with this law.

In his speech, Vice-President U Nyan Tun saidthat they came to the State toprovide necessary assistanceto the flood victims. As longas the flood period was long,it caused a bit loss to thefarmlands. Efforts were to bemade for growing of paddyin the flood-hit farmlands ata time when the waterreceded. The main purposeof the trip was to provide

cash assistance for purchaseof paddy strains and fulfilledthe needs of flood victims’accommodation, health andeducation. Preventionagainst natural disaster wasimpossible. Preparednesscan be done for mitigatingthe natural disasters.Attempts were to be made toovercome it to the best in theface of natural disaster.Cooperation was to be madenot only by farmers but alsoby government departmentsfor growing of paddy at theflood-hit farms. It needed toexplore the suitable waysfor the region. He continuedto say that with respect to thegovernment’s reformstrategy, as the currentgovernment was elected bythe people, constant effortswere being made to fulfillthe people’s desires andwishes. Although sixtymillion people would havedifferent wishes, themajority’s same wish waspeace and stability andsocio-economic develop-ment of all national races.

At a time when direct investments arebeing invited, it is necessary for all civil servantsto help the country prove its integrity andtransparency to the international community.Had we not taken steps to increase foreigninvestment we will surely be lagging othercountries in development.

It has long been established that thegovernment should draw up a clear-cut long-term strategic plan in order to take the countryforward into a dynamic future global economy.Meanwhile, the country must be doing awaywith corruption and irregularities in its drivefor the emergence of good governance andclean government. The country will never bereformed unless the corruption is seriouslydealt and those found guilty are properlyresponsible for their actions. The private sectorlooks problematic as well. Therefore, theauthorities concerned should be brave inmaking tough decisions on the complex mattersin order to ensure a bright future.

Corruption, which is one of majorobstacles to the democratization process, notonly adds unnecessary costs at the expense ofconsumers but also instills the negativementality, especially among the youths, thatcorruption is acceptable.

As the country is facing the risk oflacking a skilled workforce, having a skilledand socially responsible labour is essential.But, none of the setbacks could dampen itfrom moving towards a modern, developedcountry.

We may be able to leverage from thesolid base to advance to a high-income countryas everything gives the impressions that thecountry’s bid to a full-fledged democracy isgetting off the ground. But we still need time toinculcate a sense of democratic practice intothe youths.

ASEAN, China set to promoteeconomic cooperation

SIEM REAP, 29 Aug — The 11th consultation between theten ASEAN Economic Ministers and their Chinese counterpartwas held here on Wednesday to discuss ways to furtherenhance bilateral trade and investment. SUNNYVALE, 29 Aug—NASA says it’susing off-the-shelf technology — asmartphone — to make the most inexpensive,easiest-to-build satellites in the history ofspace exploration.

Researchers at NASA’s Ames ResearchCentre at Moffett Field, Calif, are developingthree PhoneSats, each of which will be 4inches square and will weigh less than 4pounds, NASA said on its Web site.

Extensive use of commercial-off-the-shelf components, including an unmodified,consumer-grade smartphone — an HTCNexus One running Android — will keep theprice of the micro-satellites at $3,500, NASAsaid.

The Nexus One acts as the satellite’sonboard computer while sensors determinethe orientation of the spacecraft so thesmartphone’s camera can be used for Earthobservations, engineers said.

marine scientists say they’vecaptured the first-ever videoof a rare anglerfish firstidentified from a deadspecimen in 1891 but neverseen alive.

Researchers at theMonterey Bay AquariumResearch Institute inCalifornia are reporting thefirst observations of the deep-

sea anglerfish Chaunacopscoloratus using remotelyoperated undersea vehicles.

All anglerfish haveability to attract prey, usingparts of their bodies as lures.

During one ROV dive,the researchers said, theyobserved C coloratusdeploying a shaggy, mop-likelure, called an esca, which itdangled from the end of a

modified fin near the top of itshead. After an unsuccessfulattempt at attracting a meal,the anglerfish stowed itsfishing gear away in a specialcavity located between itseyes, they said.

Researchers said the ROVdives showed C coloratus canlive as deep as 11,000 feetbelow the ocean’s surface. Inaddition to documenting thesefish using their built-in luresand walking on the seafloor,the researchers discovered thefish change color from blue tored as they get older.

Guinea-worm disease on verge oferadication: WHO

GENEVA, 29 Aug— Surveillance and case containment activities havebeen stepped up as the guinea-worm disease is on the verge of eradication,the World Health Organization (WHO) said on Tuesday.

Only 396 cases were reported in the first six months of this year, a dramaticfall from the 807 cases of the same period of last year, and an decrease by 99percent from the 3.5 million cases reported in 1986. Among them, 391 cases,or 99 percent were in South Sudan, according to WHO.

Gautam Biswas, officer of WHO’s Department of Control of NeglectedTropical Diseases, said he was pleased by the decrease. As there is no vaccineto prevent infection from the disease nor is there any medication to treat thedisease, close surveillance and transmission interruption measures should betaken for prevention.

South Sudan, which was expected to be the last country to eradicateguinea worms, has committed to interrupting transmission by 2013.

The crippling parasitic disease, also know as dracunculiasis, is caused byDracunculus medinensis, a long thread-like worm.

Unusual earthquake swarm shakes Southern CaliforniaLOS ANGELES, 29 Aug — An unusual swarm of hundreds

of mostly small earthquakes has struck Southern Californiaover the last three days and shaken the nerves of quake-hardyresidents, but scientists say the cluster is not a sign a largertemblor is imminent. The earthquakes, the largest of whichmeasured magnitude 5.5, began on Saturday evening andhave been centered near the town of Brawley close to thestate’s inland Salton Sea, said Jeanne Hardebeck, researchseismologist for the US Geological Survey.

Scientists were monitoring the earthquake cluster, whichcontinued on Tuesday, to see if it approaches the ImperialFault, about three miles away. A destructive and deadlyearthquake of magnitude 7.0 struck on that fault in 1940, shesaid. “We don’t have any reason to believe that the (earthquake)storm is going to trigger on the Imperial Fault, but there’s aminute possibility that it could,” Hardebeck said, adding that

the swarm of quakes was not moving closer to that fault.TheBrawley quake cluster, which is caused by hot fluid movingaround in the Earth’s crust, is different than a typicalearthquake, in which two blocks of earth slip past each otheralong a tectonic fault line.

After that kind of an earthquake of magnitude 5.5 orabove, there is a 5 percent chance a larger quake will follow,Hardebeck said. But she added the same kinds of probabilityestimates were not possible with earthquake clusters causedby the movement of hot fluid. “We understand them even lessthan we understand normal earthquakes,” Hardebeck said,adding that scientists do not know why a cluster of earthquakeswill occur at one time rather than another. India’s Supreme Court upholds death sentenceof Mumbai attacker

NEW DELHI, 29 Aug — India’s Supreme Court on Wednesday upheld the death penaltygiven to Mohammed Amir Ajmal Kasab, the lone surviving gunman in the 2008 Mumbai terrorattacks.

The death sentence was confirmed by Bombay high court on 21 Feb, 2011 and firstdelivered by a special court in Mumbai on 6 May, 2010 after convicting him of waging waragainst India and other dozens of charges including murders and terrorist act.

NAY PYI TAW, 29 Aug—Pyithu Hluttaw regularsession continued for 35th day at Pyithu Hluttaw Hall inHluttaw Complex here this morning, attended by PyithuHluttaw Speaker Thura U Shwe Mann and 412 PyithuHluttaw representatives.

At today’s session, four questions were raised and

answered, one report submitted and one proposal discussed.U Khin Maung Thi of Loilim Constituency asked

how commodity could be transported from Tachilek toKengtung, from Kengtung to Taunggyi, from Taunggyito Mandalay, and from Taunggyi to Yangon withdocuments approving the payment of custom duties.

Deputy Minister for Commerce Dr Pwint Hsan answeredthat, if the commodity imported with license for which tax ispaid to Customs Department, the commodity could betransported to every corner of the country with license ID.

U Ko Ko Lwin of Mawlamyinegyun Constituencyasked about crop prices. The deputy minister answeredthat the government does not fix the prices of crops andallows private entrepreneurs and merchants to buy cropsfreely as the country was shifted to market economy.

Calculation of the minimum crop price, if thegovernment has to fix, depends on local production costsand reasonable profits for farmers.

The calculation has to be performed before thecultivation season of the crops.

The minimum prices of monsoon paddy and otheragricultural corps could be fixed between 15 September and7 October, but the period for calculation of price for summerpaddy should be set separately.

The set prices are publicized repeatedly onnewspapers, radio and television. All the farmers would beinformed through merchants’ association, brokerages,brokers, rice millers and social organizations.

U Soe Win of Sangyoung Constituency asked aboutdrafting of legislation inclusive of stakeholders andsufficient budget allotment. Deputy Attorney-General ofthe Union U Tun Tun Oo answered that the State budgetwas drafted as Union Budget and Region or State Budgetas of 2011-2012 fiscal year. Regarding the question of Dr Tin Shwe of YangonRegion Constituency No (6) whether there is any plan toequip Myanmar Traffic Police Force with exclusivevehicles by financial year to reduce road accidents, thedeputy minister replied that the budget allocation for theMyanmar Police Force does not cover vehicle purchase.Steps would be taken to allow establishment of traffic policeforce in Nay Pyi Taw suited to the changing time. After theextension, required vehicles commensurate with theorganization structure would be purchased by fiscal year.

Regarding the question of U Maung Saw Phyu ofRakhine State Constituency No (4) about the right of U ThaTun Sein and other seven to tenancy of nearly 74 acresfarmland on which they had worked for a long time, thedeputy minister replied that the Agriculture and IrrigationMinistry found out that the claim to the right to tenancy wasjust their pretext and 74 acres on Field No 1225-B, known asKamiche East Field in Thetpon Village-tract, MinpyaTownship was the pasture and can be run under the legalpermission.

Regarding the question of Dr Aye Maung of RakhineState Constituency No (1) who asked why the real cropsgrowers were not paid compensation in Sapsi Village-

tract, An Township through which Myanmar-Chinanatural gas and oil pipeline passes, instead compensationswere provided to those who aggressively enter the land togrow rubber temporarily, having got the informationabout project in advance, the deputy minister replied thatthe land covering an area of 304.42 acres in Field OSS in
