In 1993 we began creating maps to draw resources to programs operating in high poverty areas. This is one of many maps you can find on
our web sites and blogs. These were created using
donated ESRI software between 1994 and 2011.

About Us: Tutor/Mentor Connection (T/MC)
Local/Global mission – The Tutor/Mentor Connection (T/MC) was created in late 1992 by seven volunteers, who were starting
a new Cabrini Connections tutor/mentor program in Chicago, as a
commitment to help teens living in the Cabrini-Green area connect with adult volunteers who would help these teens move
through school and into jobs and careers.
While launching this tutor/mentor program, the organizers also created the Tutor/Mentor Connection (T/MC), to provide
leadership to efforts that would help programs like Cabrini
Connections get the resources they need to thrive in every poverty neighborhood of a big city like Chicago. Through the
Internet, the T/MC is now connecting with mentoring and career development program organizers throughout the world. In 2011
the T/MC became part of Tutor/Mentor Institute, LLC, which is
creating products, services and events to support T/MC type organizations in Chicago and other cities.

This map was created using the Interactive map section of the Tutor/Mentor Program Locator, showing locations of shootings that took place in Chicago on November 2 & 3, 2015, which were featured in front page Chicago Tribune stories.

This map shows Illinois Legislative Districts as well as poverty levels in this area (based on 2000 census).
Users can create maps by adding layers of information. Each tab represents one layer. Users can also zoom into different areas, such as zip codes, community areas, political districts.

The two Chicago shootings of 11/2 and 11/3/2015
took place in the 31st and 36th Illinois State House
Districts and the 16th and 18th State Senate Districts
These maps were created using a different GIS mapping tool than the Program Locator. Users should be able to easily create maps of political districts, zip codes or community areas, with overlays similar to those shown on the map of the 14th Senate District. Finding web sites with interactive maps showing all Illinois State and House districts has been difficult. Finding maps with demographic overlays has been even more difficult.
Above is map of the 14th State Senate district w/overlays showing poverty, poor schools, tutor/mentor orgs, and assets. Created by Tutor/Mentor Connection in 2009. Shootings of 11/2 and 11/3 took place just North of this district.

These maps show Chicago Wards. To show Ward numbers, I copied the WBEZ map to Power Point, then added Ward numbers. I save this as a JPG so I could include it in map-stories. I then created an inset (below) showing the Wards where the shootings took place.

The shooting of 9-yr-old boy on 11/2/2015 took place in the 3rd District of the Cook County Board of Commissioners. Elected officials should be accountable.
The shootings on 11/3/2015 took place in the 2nd District of the Cook County Board of Commissioners. Elected officials should be accountable.
These two county board districts are next to each other with parts of
the 17th ward in each district.
These maps show the two Cook County Board Districts where these shootings occurred. I copied the District maps from the Cook County web site, then added Ward numbers in larger type, so they could be seen in map stories like this. I saved the mapsas JPGs to use as needed.

To use maps of US Congressional Districts in this analysis, I first needed to copy maps from the web site below, and save them as JPGs. When bad things happen, and are given major attention in local media, leaders need to know how to create map stories, that tell “the rest of the story” and draw people together to fill neighborhoods with programs and services that begin to reduce the reasons “bad things” are happening. Making map-stories needs to be easy, so they can be created, and put into blog articles, like those at http://tutormentor.blogspot.com, while the media still focus on this story.
Unless leaders change how they lead, and mobilize others, and draw needed resources into all places where help is needed, violence, poverty and poor schools will be the same story in 10, 20 or 30 years from now.
Making maps is just part of what leaders need to know. Create a learning team and use articles at www.tutormentorexchange.net to get to know this strategy and ways to use maps.

Maps can help identify everyone in a map-area (city or neighborhood) who
should be involved in helping youth move successfully through school and into
adult lives…free of poverty, violence and inequality of opportunity.
Leaders need to learn to lead this strategy. Youth can take this role, starting as early as middle school. Elected leaders should be held accountable for what they do to fill neighborhoods with needed services..

Web sites of leaders need to include maps, showing a commitment to this strategy.
The Tutor/Mentor Connection* is an intermediary, and information aggregator. Someone needs to take this
role for your community.
Until thousands of people focus on this information every day, like students focus on
math and science and history in school classrooms,
we will still have social and economic gaps in America and many people under-achieving
their potential.
