Ask them for a description of what they will do.

U-factor: how well they insulate. Lower is better. Look for < .4
SHGC (solar heat gain coefficient): how much heat from sunlight gets through the window. Depends on climate what you want.

R value is a measurement of how well something prevents conduction of heat, higher is better.
