Work Plan Agreemerit (WPA) for Exnort of Rice from India tq USA

This WpA will establish the plocess for elimination of Khapra Beetle in rice priorJo exporlation to the USA.

This agreement is between'Animal and plant Health inspection Service (APHIS) of United States Deparlment of

Agricu"lture and the Department of Agriculture and Coopelation (DAC), Ministry of Agriculture,.Government of

lndia.

l. The.National Plant Protection Organization (NPPO) in India shall register rice mill ing and/or

processing units through a system and piovide the list ofregistered rice milling and/or processing units

to API-llS. Detailed specifications for facility certification are described in Standard Operating

. procedures (SOP) for export of rice from India to USA. Modification if any' to the list during the year

shall be inrimated to APHIS

2. The SOP shall include:

a) An audit system executing inspections by the NPPO through a team to ensure the effectiveness o f the

safeguard mechanism of ihe milling and/or procbssing units for excluding Khapra beetle. I'he team

shall comprise of representatives from Directorate of Plant Protection, Quarantine and Storage

(DPPQS) and Agicultural and Processed Food Products EygtJ Development A:I:t]rt (APEDA).

Monitor.ing of the registered milling and/or processing units shall be undertaken by NPPO to ensure the

.clirnination of Khapra beetle in rice.

b; Pr.eventing Khapra beetle infestation/re-infesration through safeguard mechanism by the registered rice

milling or processing units during all stages of the export chain.

c) Used bur,lap bags shall not be utilized by the registered rice milling and/or processing trnits for'packgging orr preparation of rice for export to US.

d) 'fhe containers will be vacuum. cleaned by registered rice milling and/or processing units prior to

. loading of rice.

e) The loading of rice into the containers by the registered rice milling and/or pioiessing units shall bedone at the processing facil i ty to avoid mixing with other commodities.

I. The NPPO will conduct post-milling random sampling of rice consignments prior to shipment to USA.

3. ]'he NPPO will certifi that the consignment has been inspected according to the US requit'enrents byissuance of a phytosanitary cedificitte. The phyosanitary certificate will indicate the registeled milling.faci!ity, and certificate that the shipmenr was processed by approved rice milling or processing unit and

found flee fi'om Khapra Beetle.
