The World Energy Leaders’ Summits (WELS) are high-
level exclusive events organised by the World Energy
Council for the global energy leaders’ community to
facilitate on-going dialogue on critical issues affecting the
energy sector.
The Mexico City WELS will be co-hosted by Mexico’s
Secretaría de Energía (SENER), Secretary of Energy
Pedro Joaquín Coldwell, taking place during DEMEX -
Dialogues for the Future of Energy Mexico 2017.
Participation to the WELS is by invitation only to Ministers,
the Council’s Patron and Global Partner CEOs, officials
and selected high-level guests. The agenda will build upon
insights gained from the World Energy Council’s on-going
studies, including the World Energy Scenarios and the
World Energy Trilemma.
World Energy Leaders’ Summits, build on the Council’s
unique ability to convene this powerful energy leaders’
community, provide an important touchpoint to address
issues and challenges in a targeted regional context, most
recently at the 23rd World Energy Congress in October
2016 in Istanbul, Turkey and in Addis Ababa, Ethiopia, in
October 2015.

Meeting and session format
The sessions are exclusive, interactive and informal peer-to-peer dialogue under the Chatham
House Rule - session summaries do not contain attributed quotes unless the contributor explicitly
agrees.
After a brief introduction by an experienced moderator, discussion leaders present their perspectives
and insights and engage in dialogue with all participants of the roundtable. Discussion leaders
approach the topic in an informal, conversational style (no prepared presentations) and keep initial
comments concise (5 minutes each). If Firestarters are part of the session, they will be asked for
their initial responses to the insights shared by the Discussion Leaders. Following the discussion
leader insights and Firestarter responses, the moderator will encourage a lively discussion between
the discussion leaders and the participants.

Adventures in Sector Reform – Critical Success Factors
Access to reliable and clean energy is a pillar of prosperity and development for every economy. Energy sector development and reform fluctuates between more public versus more private ownership with many partial sector reforms as part of the mix. Shifting political realities and objectives, evolving resources contexts and technological developments, as well as a difficult to define perception about the benefits and risks of foreign capital in the sector, have given rise to sector reforms in many countries. Recent sector reforms such as in Mexico, Chile, South Africa or the UAE have by tendency opened the energy sector to more foreign investment, providing opportunities for international companies to participate in the development of a nation’s oil & gas, power and renewable energy resources; reducing subsidies while aiming at overcoming underinvestment; and, increasing efficiency incentives. However, reform generally requires substantial political investment to create the conditions necessary to attract investors.

As the pressure to develop innovative, greener and more sustainable energy solutions continues to grow, both private and public sectors are required to rethink their approaches to funding, to designing effective policy frameworks, and the customer-supplier relationship. Going forward, business models in energy will be defined by low entry barriers, decentralisation and local empowerment, digitisation and commoditisation of technology, more flexible and rapid pay back solutions, active investors and emancipated consumers. These fundamentally challenge the way we think about energy and require entirely new skills, business models and financing solutions. Questions

Balancing the energy trilemma requires coordinated efforts by various actors across sectors and needs a solid, transparent, and predictable policy framework to achieve ambitious goals necessary to navigate through the Grand Transition. With declining costs of technologies and increased efficiency, distributed energy resources (DER) and with that micro-grids and off-grid solutions point strongly to a future energy landscape where decentralisation plays a much more prominent role.

About DEMEX - Dialogues for the Future of Energy Mexico 2017
The Mexico City WELS will take place during DEMEX - Dialogues for the Future of Energy 2017,
organised by Mexico’s Secretaría de Energía (SENER).
The Dialogues for the Future of Energy Mexico 2017 (DEMEX) offers an opportunity to discuss,
analyse and reflect on trends and future scenarios of the energy sector, promote dialogue among
key actors in the industry, build synergies at a global level, and share experiences of different
countries in their efforts towards achieving energy transition.
These dialogues will show progress achieved by promoting global energy initiatives such as the
United Nations SE4ALL, Paris COP21, Mission Innovation, the World Energy Council (WEC), Clean
Energy Ministerial (CEM), REN21, 21CPP, and many others of international relevance. DEMEX will
encourage discussion among the most influential stakeholders and groups in this industry at
international level to reflect on and suggest solutions to challenges affecting our collective energy
future.
