Meeting and session format

The sessions are exclusive, interactive and informal peer-to-peer dialogue under the Chatham

House Rule - session summaries do not contain attributed quotes unless the contributor explicitly

agrees.

After a brief introduction by an experienced moderator, discussion leaders present their perspectives

and insights and engage in dialogue with all participants of the roundtable. Discussion leaders

approach the topic in an informal, conversational style (no prepared presentations) and keep initial

comments concise (5 minutes each). If Firestarters are part of the session, they will be asked for

their initial responses to the insights shared by the Discussion Leaders. Following the discussion

leader insights and Firestarter responses, the moderator will encourage a lively discussion between

the discussion leaders and the participants.

Energy Sector Reform in Mexico – An update, followed by a panel discussion on energy sector reform

Room: F1, 2nd Floor

Adventures in Sector Reform – Critical Success Factors

Access to reliable and clean energy is a pillar of prosperity and development for every economy. Energy sector development and reform fluctuates between more public versus more private ownership with many partial sector reforms as part of the mix. Shifting political realities and objectives, evolving resources contexts and technological developments, as well as a difficult to define perception about the benefits and risks of foreign capital in the sector, have given rise to sector reforms in many countries. Recent sector reforms such as in Mexico, Chile, South Africa or the UAE have by tendency opened the energy sector to more foreign investment, providing opportunities for international companies to participate in the development of a nation’s oil & gas, power and renewable energy resources; reducing subsidies while aiming at overcoming underinvestment; and, increasing efficiency incentives. However, reform generally requires substantial political investment to create the conditions necessary to attract investors.

Questions

• What are key objectives and evaluation criteria for effective sector reform?

• What are successful examples of energy sector reform, and what can we learn from these?

• What is the balance today as regards public vs private ownership of energy assets and foreign capital?

Discussion Leaders

• Rainer Baake, State Secretary, Federal Ministry for Economic Affairs and Energy, Germany

• Ivan Dybov, President, Rosatom Latin America, Russia/Brazil

• Riccardo Puliti, Senior Director, Energy & Extractives, World Bank, USA

11.45 – 13.00 Renewable Energy and Innovative Business Models – Driving and Enabling Changes Room: F1, 2nd Floor

As the pressure to develop innovative, greener and more sustainable energy solutions continues to grow, both private and public sectors are required to rethink their approaches to funding, to designing effective policy frameworks, and the customer-supplier relationship. Going forward, business models in energy will be defined by low entry barriers, decentralisation and local empowerment, digitisation and commoditisation of technology, more flexible and rapid pay back solutions, active investors and emancipated consumers. These fundamentally challenge the way we think about energy and require entirely new skills, business models and financing solutions. Questions

• What are examples of the new business models shaping this electricity revolution, and how do these impact traditional models and the customer-supplier relationship?

• What are the necessary regulatory and policy changes that must take place to support and encourage innovation in the energy sector?

• Can old and new business models co-exist and if so, what will be the role of incumbents in energy 2.0 world?

• What are the challenges and solutions to maintain critical back-bone infrastructure such as transmission, distribution and storage?

Discussion Leaders

• Alejandro Brenes, Chief Executive Officer, Enertiva, Costa Rica

• Raul Camba, Managing Director, Latin America Accenture Strategy, Mexico

• Siegfried Kiefer, Chief Strategy Officer, ATCO LTD & Canadian Utilities, Canada

• Andreas Kuhlmann, Chairman of the Board, Deutsche Energie – Agentur (Dena), Germany

• Others to be confirmed

15.00 – 16.30 New Policy Powerhouses – Decentralised Approaches to Balancing the Energy Trilemma

Room: F1, 2nd Floor

Balancing the energy trilemma requires coordinated efforts by various actors across sectors and needs a solid, transparent, and predictable policy framework to achieve ambitious goals necessary to navigate through the Grand Transition. With declining costs of technologies and increased efficiency, distributed energy resources (DER) and with that micro-grids and off-grid solutions point strongly to a future energy landscape where decentralisation plays a much more prominent role.

Questions

• What policy innovations are coming from sub-national level and are these effective to address the energy trilemma?

• What are the most important policy challenges related to a more decentralised energy system?

Discussion Leaders

• Steve Berberich, President & Chief Executive Officer, California ISO, USA

• Jaime Hernandez, General Director, Comisión Federal de Electricidad (CFE) and Chair, World Energy Council Mexico Committee, Mexico

16.30 – 17.00 Networking Break

17.00 – 18.30 Energy Systems Resilience – Preparing for Risks

Room: F1, 2nd Floor

The energy industry is going through extraordinary changes and must become more resilient towards a number of new growing risks. The World Energy Council considers the following three increasing resilience areas as priority:

1. Competition for water and a tightening energy, water and food nexus;

Page 7: World Energy Leaders Summit · World Energy Leaders’ Summit ... Turkey and in Addis Ababa, Ethiopia, in ... • What is the balance today as regards public vs private ownership

7

2. Frequency of and exposure to extreme weather events; 3. Digitalisation and interconnections with growing exposure to cyber risks.

Panelists in this session will explore infrastructure solutions, financing and policy solutions that are needed to prepare for the New Normal and ensure increased energy system resilience.

Questions

• What are the most significant new risks faced by the energy industry?

• Can we identify successful models being used to finance resilience-building activities? How can momentum in driving investment for clean energy and energy efficiency be used for resilience objectives?

• Which policy challenges are specific to dealing with resilience?

• How are these new risks impacting on the design, operation of and investment in the energy system?

Corporation (NERC), USA

About DEMEX - Dialogues for the Future of Energy Mexico 2017

The Mexico City WELS will take place during DEMEX - Dialogues for the Future of Energy 2017,

organised by Mexico’s Secretaría de Energía (SENER).

The Dialogues for the Future of Energy Mexico 2017 (DEMEX) offers an opportunity to discuss,

analyse and reflect on trends and future scenarios of the energy sector, promote dialogue among

key actors in the industry, build synergies at a global level, and share experiences of different

countries in their efforts towards achieving energy transition.

These dialogues will show progress achieved by promoting global energy initiatives such as the

United Nations SE4ALL, Paris COP21, Mission Innovation, the World Energy Council (WEC), Clean

Energy Ministerial (CEM), REN21, 21CPP, and many others of international relevance. DEMEX will

encourage discussion among the most influential stakeholders and groups in this industry at

international level to reflect on and suggest solutions to challenges affecting our collective energy

future.

For more information about DEMEX, please contact Mr. Eder Garcia Jimenez on

[email protected].
