1. Date and place
The Twenty-ninth Meeting of Ministers of Health of Member States of the WHO South-East Asia (SEA) Region and the Sixty-fourth Session of the WHO Regional Committee for South-East Asia will be held in Jaipur, India, from 6 to 9 September 2011. A meeting of the Senior Advisers to the Ministers of Health will also be held on 5 September 2011. The Joint Inaugural Session and other meetings will be conducted as follows:

The Provisional Agenda and Tentative Programme for both the Health Ministers’ Meeting and the Regional Committee session are listed in Annexes 1 to 4.
2. Credentials
The Letters of Credentials, as per the attached format (Annex 5), of Representatives, Alternates and Advisers, signed by the Minister of Health or the Minister of Foreign Affairs, should be sent to the Regional Office in advance.

Otherwise, they must be hand-delivered by the Representatives directly to the Director, Administration and Finance, WHO/SEARO, immediately on arrival in Jaipur. The WHO Secretariat takes this opportunity to emphasize the importance of properly completed credentials, especially the correct designation of participants and recommends consultation with the respective WHO Representative or the Regional Office in case of any questions.
3. Registration
Representatives are requested to complete the attached “Registration Form” (Annex 6-A) and fax it to +91 11 23370197/233709395/23379507 preferably by 15 August 2011, in order to ensure reservation of rooms. Alternatively, participants may also register online. Online registrations are highly encouraged. The links to access the online registration form are:

4. Documentation/summary reports
The Provisional Agenda and related documents will be distributed in advance of the session. Documents issued subsequently will be distributed in the meeting hall. As only a limited supply of documents is available, participants are requested to keep the complete set of documents in their folders and bring them to all meetings. A Documents Desk will be located in the lobby.
A draft summary report covering the proceedings of the day will be issued in the afternoon of the following day. Any correction to the draft summary report should be submitted in writing to the Reports and Documents Officer within 24 hours of the issuance of the report. The final draft report of the Sixty-fourth Session will be distributed in the afternoon of the concluding day for consideration of the Regional Committee.
Delegates are encouraged to hand over to the Reports and Documents Officer, copies of their written statements to facilitate accurate reporting of their viewpoints.
Daily Session Journal - An information bulletin, “Daily Session Journal”, will be issued every day from 6 September 2011 onwards. It will contain the programme for the next day and other general information of interest to participants.

5. Travel and transportation arrangements
5.1 General
Return bookings should be reconfirmed as soon as possible. Participants who require any travel-related assistance may contact the Travel Desk at the venue, or Mr Carlos Araujo, Administrative Services Officer, WHO/SEARO ([email protected]), during the meeting.
5.2 How to reach Jaipur
The city of Jaipur is a major tourist attraction. It has become one of the business centres of India. It is easily accessible from other major cities of India, as it is well-connected by rail, road and air, as follows:
• By Air – The Jaipur airport is located near Sanganer, 13 kms from the city of Jaipur. It has been granted the status of an international airport. Kuwait, Peshawar, Kathmandu, Muscat, Karachi, Sharjah, Bahrain and many other global cities are connected to the international airport of Jaipur, as are all the major cities in India including Mumbai, Delhi, Agra, Kolkata, Bangalore, Ahmedabad, Hyderabad, Chennai and Goa. Jet Airways, Air India, Indigo Airlines, Air Deccan, Indian Airlines, Air Sahara, SpiceJet, Kingfisher Airlines, and GoAir run about three to four domestic flights in a day.
• By Train – The Jaipur Railway Station is the central (main) station of the State of Rajasthan. The vast rail network of the Indian railways connects the Jaipur station with all other cities of India. There are numerous trains that run on a regular basis to and from Jaipur.
• By Road - Jaipur is also well connected by road to major cities in India. An excellent road network allows people to enjoy a comfortable journey to and from Jaipur. This mode of travelling is quite easy and comparatively cheap. Regular bus services connect Jaipur to many other cities. Deluxe buses, air-conditioned coaches and public transport are available for the convenience of passengers.

As the Joint Inaugural session of the 29th Health Ministers’ Meeting and the Sixty-fourth Session of the Regional Committee is scheduled to start in the morning of 6 September 2011, participants are advised to arrive in Jaipur on 5 September 2011.
5.3 Visas and customs clearance
Visas
Participants are required to carry valid passports or applicable travel documents. They are advised to obtain, in advance, a valid visa for India from the relevant Indian Embassy/High Commission/Consulate, before undertaking travel, for the entire duration of their stay in India. It may be noted that a visa will be granted only if the passport remains valid for a minimum period of six months.
If participants require assistance from WHO in obtaining an Indian visa, they are requested to contact the office of the WHO Representative in the corresponding country well in advance of travel. Details of visa requirements for States in the SEA Region and Switzerland are given in Annex 8. Details of Indian Missions in Member States of the SEA Region are given in Annex 9.
Any difficulties in obtaining visas should be communicated to Mr Carlos Araujo, Administrative Services Officer ([email protected]), or to Mr Sudesh K. Madanpotra ([email protected]), World Health Organization, Regional Office for South-East Asia, New Delhi, India.
Customs clearance - To facilitate participants’ travel and customs clearance for meetings, a certificate (Annex 10) will be issued to them by the WHO Representative in each of the Member States.
5.4 Arrival in Jaipur/transportation
Participants will be received at the Jaipur airport, and at the Jaipur Railway Station, as may be required. Those who are travelling by road will be received at the venue of the meetings. Transport will be provided to delegations of each Member State from the time of arrival of the delegation in Jaipur until departure. Event Manager
To facilitate identification of baggage on arrival at the Jaipur airport, participants are requested to use the HMM/RC luggage tags that are available from the WHO Representative offices in all countries of the South-East Asia Region.
Transport arrangements will be made for all official functions and meetings scheduled during the Senior Advisers Meeting, Meeting of Health Ministers, and the Regional Committee Session.
5.5 Airport Tax
The departure airport tax from India is included in the price of the air ticket.
5.6 Taxis
Taxis in and around Jaipur are reliable and cheap. Fares vary according to the distance that is calculated by taxi meters. All taxi meters start at INR 50. - +INR 13.-/km). Please note that most taxi drivers are unable to converse adequately in English. Pre-paid taxis are available at the airport. The approximate cost of a taxi from the airport to the Shiv Vilas Resort is Rs.500.
5.7 Security
For the purpose of identification and security, participants are requested to wear their name badges while attending the meetings and receptions. Badges will be issued by the Secretariat at the time of registration or upon arrival at the Resort.

6. General and practical information
6.1 Geography and other information about Jaipur
Area 200.4 square kilometres (Sq.Km.)
Geographic Location Jaipur is located 26.92 degrees N and 75.82 degrees E.
Altitude 431 m above sea level.
Languages Rajasthani, Hindi and English.
Religion Hinduism is the major religion observed in Jaipur. Other religions include Islam, Jainism, Sikhism and Christianity.

6.2 More on climate
The weather of Jaipur can be termed as warm as the city is situated in the desert area. The city of Jaipur experiences three main seasons, summer (March-June), monsoon (July–September) and winter (October-February) respectively. Situated at an altitude of 431 metres above the sea level, Jaipur has extreme types of climate. During the summer season, temperatures can reach 45 degrees centigrade; and in winter the temperature can drop to as low as 5 degrees centigrade at night.
During the post-monsoon season in September, Jaipur temperatures vary between 35 and 40 degrees centigrade.
6.3 Postal and fax services
Arrangements have been made to distribute incoming mail to participants. For private telephone calls or fax messages, services of the resort can be used at participants’ own expense. Postal services will be available at the Reception. Participants are advised to contact the WHO Information Desk located in the conference lobby, for any assistance.

6.4 Electricity
Voltage is 220 volts AC at 50 cycles per second. Standard two-pin plugs and sockets are used.
6.5 Duty concessions upon entry into India
There is no limit on the amount of Indian currency that can be brought into India, but only a maximum of US$ 10000.- (maximum of cash US$ 3000.- and TC or FX card for US$ 7000.-) may be taken out of India without obtaining a permit from an authorized bank. The original permit must be shown to the Customs officer while passing through the outbound passenger channel.
6.6 Banking services
General
Currency exchange services are available at the conference venue. Participants who wish to avail of this facility may contact the Money Exchange Counter at Reception in the lobby of the resort with valid passports and identification of their room numbers.
Currency/foreign exchange
The monetary unit of Indian currency is Indian Rupees (INR). Indian Rupee notes come in 5, 10, 20, 50, 100, 500 and 1000 denominations. Coins come in 50 paise, one rupee, two rupees, five rupees and ten rupees denominations. Foreign currencies must be exchanged only through banks or authorized foreign exchange dealers. The receipts for such transactions should be obtained and retained. Visitors can also exchange foreign currency at the Foreign Exchange counter at the airport upon arrival. The official market exchange rate for one US dollar is equivalent to INR 45.- (as on 1 June 2011).
Travellers cheques/credit cards
US dollar and other convertible currency travellers’ cheques can be encashed at most banks and from authorized “money changers”. Major international credit cards, such as American Express, VISA and Master Card, are accepted by most banks and resorts. A State Bank of India ATM machine (for local currency only) is available about 1 km away from the Shiv Vilas Resort.

7.2 Vaccination requirement for travel to India
Under the International Health Regulations, Yellow Fever vaccination certificate is required if travelling to India from an area with risk of Yellow Fever transmission.

Extract from “Convention on the Privileges and Immunities of the Specialized Agencies” of the United Nations
Article V – Representatives of Members
Section 13
Representatives of members at meetings convened by a specialized agency shall, while exercising their functions and during their journeys to and from the place of meeting, enjoy the following privileges and immunities:
(a) Immunity from personal arrest or detention and from seizure of their personal baggage, and in respect of words spoken or written and all acts done by them in their official capacity, immunity from legal process of every kind;
(b) Inviolability for all papers and documents;
(c) The right to use codes and to receive papers or correspondence by courier or in sealed bags;
(d) Exemption in respect of themselves and their spouses from immigration restrictions, aliens registration or national service obligations in the State which they are visiting or through which they are passing in the exercise of their functions;
(e) The same facilities in respect of currency or exchange restrictions as are accorded to representatives of foreign governments on temporary official missions; and
(f) The same immunities and facilities in respect of their personal baggage as are accorded to members of comparable rank of diplomatic missions.

Article VIII – Laissez-passer
Section 29
Similar facilities to those specified in Section 28 shall be accorded to experts and other persons who, though not holders of United Nations laissez-passer, have a certificate that they are travelling on the business of a specialized agency.
