What is disability?“Disability is a condition where a person is physically or mentally unable to carry out the activities of day to day living”. (Kaplan;2003).

What is mental retardation?•“mental retardation refers to significantly sub verge general intellectual functioning existing concurrently with deficits in adaptive behavior and manifested during the developmental period” (Grossman; 1973)

What is Down’s Syndrome?

Down syndrome is a chromosomal deficiency. Discovered by John Langdon Down in 1866.

It consists of three types– trisomy21, translocation, and

mosaicism with trisomy21 being the most common.

Some Shocking Facts…1 out of every 733 live births results in a child with DS. This means at any given point of time there are at least 2046 children with DS who need families. Some do not survive of medical complications, some because of lack of medical attention, food and LOVE. In Central and Western European countries more than 1.5 million children have been abandoned and living in “Public Care” !!

In Russia at least 7,00,000 children waiting for family, that means 955

children with DS wait, languishing. In Asia there are 35,72,000 orphans, with 5000 children with DS

are unwanted. In India most of the children born with DS are killed at birth, most lucky

ones end up in orphanages or foster care situations.

Where Can We Contribute ? Reach out General Public Provide ‘New Parent’ packets to new parents of DS afflicted babies through hospitals, obstetricians, pediatrician and public health nurses. Scheduling DS displays in public places. Reach editors of monthly parenting newspapers and magazines.

Help can be sought from local newspapers, TV and Radio programmers – stories , write ups ,reports etc. Providing a one page list of people with DS of all ages, school issues,Supported employment opportunities, parent outreach program Bring them to limelight, their interest to bring out the best

What Are the Disabled Rights Sanctioned in India ?The Person with Disability (Equal opportunity, Protection of rights and Full participation) Act, 1995.

The Rehabilitation Council of India Act, 1992.

The Mental Health Act, 1987.

National Trust for the Welfare of Persons with Mental Retardation and Cerebral Palsy Act, 1999.

Employees State Insurance Act, 1948.

Exemptions on Income Tax Act.

Many still consider and believe that DS is a disease, and don’t realise that the truth is something else. A lot of effort still needs to be put in this direction and establish certain facts regarding DS.
