Overview of HUDU

NHS London Healthy Urban Development Unit, more commonly known as HUDU

Established since 2004 to help NHS Trusts as well as the Boroughs engage and be proactive in relation to the health and planning strategy in London

Funded by the 31 Primary Care Trusts (PCTs) across London and the London Development Agency (LDA), line managed by Tower Hamlets PCT

HUDU is perhaps best known for the HUDU Model in terms of calculating Section 106 for health

HUDU is not just involved in S106 but wider issues of health in context of spatial planning and development

Because of its uniqueness it has been involved in health and development issues across the country

HUDU’s involvement in social infrastructure analysis

Justifying requests for Section 106 contributions - the capacity of existing health infrastructure in catchments had to be defined.

In 2006 a Social Infrastructure Framework (SIF) Model was developed for London Thames Gateway to look at anticipating the need for a wide range of social infrastructure.

The SIF Model is similar to the HUDU Model, it calculates demand from a expected new population, but then analyses that within a spatial model based on GIS that incorporates the existing distribution and capacity of social infrastructure.

The final phase in the LTGSIF involves joint stakeholder assessment of the most effective means of delivery.

HUDU Model and LTGSIF

The two tools can be seen as compatible and complementary but have significantly different scope and purpose

It is very important to note that both are “decision” support tools.

The SIF model in its entirety provides an estimate of the scale of social infrastructure needed in the light of predicted population changes and a framework for analysis.
