This is very significant because policy advises all the work we do. When you presume, as this policy allows us to do, that students have access to whatever the district offers, then there are no artificial gates. Our challenge is to ensure that students are so positioned that they can succeed in whatever academic courses they choose to take. The Access & Equity Policy states that all students “shall have access to, and the ability to choose between, current and future educational programs in all academic subjects, and at all academic levels.” The revised Academic Placement Policy states that “The primary purpose of academic placement recommendations is to provide meaningful, nonbinding guidance to ensure that all students receive an academic program that will encourage and guide academic success and insure college readiness.” We are still in the process of revising Academic Placement regulations so that they align with the new policies. In the meantime, placement decisions need to be made and schedules created. As we begin scheduling for the 2016-2017 school year, we want to make sure everyone knows about these policies, and how they affect placement determinations in the secondary schools. Students will receive placement recommendations for next year based on their progress and mastery of content this year. We encourage families to consult together about these recommendations, look at the other opportunities for that grade and/or course, consider the description and requirements of each opportunity, and make an informed decision to accept the recommendation, or request another placement. One thing we want to be clear about in this entire process is that quality and excellence are not separate from the idea of equity – they are inextricably tied. There are some who would suggest that if you’re trying to create equity and give more access you are going to sacrifice quality. We are committed to always holding quality high, while simultaneously encouraging students to try something more challenging rather than closing doors before students even have a chance to look through them. 10 de Marzo, 2016 Estimada comunidad de SOMSD: El otoño pasado el Consejo de Educación aprobó una nueva regulación sobre Acceso y Equidad (Access and Equity) y revisó las normas de Nivel Académico (Academic Placement) para incrementar la participación en cursos de nivel avanzado y ofrecer más opciones a los estudiantes y sus familias. Esto es muy significativo porque estas normas son las que informan el trabajo que hacemos. Cuando se presume, como esta norma nos permite hacer, que los estudiantes tienen acceso a cualquier programa que el distrito ofrece, entonces no existen barreras artificiales. Nuestro reto es asegurarnos de que nuestros estudiantes están en posición de tener éxito en cualquier curso académico que decidan tomar. Las normas sobre Acceso y Equidad declaran que todos los estudiantes “tendrán acceso a, y la habilidad de escoger entre, programas educativos actuales y futuros en todas las materias académicas, y a todos los niveles académicos.” Las normas revisadas sobre el Nivel Académico declaran que “El propósito principal de las recomendaciones de nivel académico es proveer una guía significativa y no vinculante que garantiza que todos los estudiantes reciben un programa académico que estimula y guía el éxito académico y garantiza la preparación universitaria.” Actualmente, todavía estamos revisando las regulaciones de Niveles Académicos para así poder alienarlas con las nuevas normas. Mientras tanto, se deben tomar decisiones sobre el nivel académico y crear horarios. Así como empezamos a crear horarios para el año escolar 2016-2017, queremos asegurarnos de que todos están informados sobre estas normas, y cómo afectan determinaciones sobre el nivel académico en las escuelas secundarias. Los estudiantes recibirán recomendaciones de su nivel académico para el próximo año basadas en su progreso y dominio del contenido estudiado este año. Animamos a nuestra comunidad a que consulten con sus familias sobre estas recomendaciones, miren otras oportunidades en ese curso escolar, consideren las descripciones y requisitos de cada oportunidad, y tomen una decisión informada para aceptar esa recomendación, o solicitar otro nivel académico. Finalmente, un detalle que nos gustaría aclarar durante todo este proceso es que la calidad y excelencia no están separadas de la idea de equidad – están inextricablemente unidas. Algunos sugieren que si intentamos crear equidad y ofrecemos más acceso, vamos a sacrificar la calidad. Estamos comprometidos a mantener siempre una excelente calidad, a la vez que alentamos a nuestros estudiantes a intentar algo más desafiante y no cerrar las puertas antes de que los estudiantes tengan la posibilidad de mirar a través de ellas.
