COA 4 RISKS
• Effects of Weather– Mitigation: Training and winterization of forces and equipment prior to
deployment
• Early deterioration of humanitarian situation (ie disease)– Mitigation: Accelerate deployment of medical assets and CTF to support
improvement of camp infrastructure
• Collapse of Agreements/Cease fire violations– Mitigation: Early liaison with Ayland/Beland, ensure CTF impartiality at
all times, IO campaign. Contingency planning for force protection
• Logistics due to long LOCs– Mitigation: Clear and secure LOCs. Contingency plans for logistics
• Terrorism– Mitigation: Early deployment of CT assets and conduct of FID. Strong
IO campaign. Good liaison with local authorities for information sharing on terrorist activities
COA 4 RISKS
• Failure of CTF integration and unity of effort– Mitigation: MNF SOP
• Endstate not met by end of mandate– Mitigation: Contingency plan if extension is required
• Communications (interoperability and terrain)– Mitigation: Training and MNF SOP utilization. Contingency
comms suite from PACOM
• Loss of perception of CTF impartiality– Mitigation: Strong IO campaign, MCC involvement, counter-
psyops. Sector commander liaison with local authorities
