MPAT TE 14 Objectives

• Examine national, regional and international disaster management and emergency response and coordinating mechanisms and identify potential improvements

• Identify potential improvements in national and international responses to a major natural disaster in Cambodia

• Examine national and international supporting responses to a breakout of a potentially highly contagious influenza like illness and identify potential improvements

• Test procedures of the Multinational Force Standing Operating Procedures (MNF SOP) and develop improvement recommendations

• Examine integration of regional and international disaster management and response mechanisms with national emergency response procedures and identify potential improvements

Phase III (10-13 Mar 08): Staff Planning Workshop

• 10-13 March Syndicate Breakout: – Organize into syndicates– Review tasks and end-states– Develop plans / procedures to respond to

scenario crisis Identify issues / problems to be solved in order to

develop plans / procedures– Ensure proper coordination / cooperation /

information sharing with other syndicates– Complete designated end-state products– Scenario situation will be updated daily– Syndicates need to establish appropriate liaison

with each other

• Participants divided into four “Syndicates”:• Syndicate 1: – Participants: RCAF / RGC. – Task: Plan and conduct disaster response operations,

including a possible infectious disease break out, during 10-13 March, before significant international assistance (including military forces arrive).

– End state (final products) include: RCAF: CONOPS for RCAF support to NCDM; CONOPS

for multinational forces support RGC (NCDM): Recommendations for input into

NCDM, ministerial and provincial disaster response plans
