FORWARD The product certification scheme of the Bureau of Indian Standards, now under Bureau of Indian Standards Act 1986, is in operation, for more than four decades covering a wide variety of products. The wide experience in the area has bought a fair amount of rationalization in the certification process. This has resulted in the formulation of the Operation. Manual for Product Certification ( referred to as OMPC in this Manual) prescribing rules and practices generally applicable to all products. Products related rules/ guidelines are periodically issued to cover the specific requirement of different products. Still in view of the wide spread of the certification operations, differences are found in the application of these guidelines in the BIS certification offices in different parts of the country. Therefore, it has been decided to bring out sectoral manuals as guideline documents covering certification requirements of specific products/ group of products. This manual one in the series has been prepared to ensure uniformity in the certification practices in respect of Foam making Branch pipe , and Foam Inductor covered by IS 2097 The manual is strictly an internal document intended for use by the certification marks offices of BIS In this manual, some useful information relating to the products characteristic , a few design aspects, limitations and constraints in its use, which is considered useful to the user, are included in a brief manner. This manual takes into consideration the generally acceptable practices. This document is intended for internal use by BIS inspecting officers who should however do not treat such document as replacement for referred standards or that of relevant scheme for testing and inspection ( STI) Standards and other documents (STI etc) referred are as applicable at the time of preparation of manual. However, latest Standards/ other documents as implemented shall be referred. All effort has been made to incorporate details as per the latest version of the standard. However as the standard are dynamic and subject to amendments and revisions, users are encouraged to check the latest version of the respective methods of test subsequent to issuance of the issue of the manual, before using the information contained herein.

• SECTION I PRODUCT DESCRIPTION

• Description of Products:

1.1 Foam making branches provide one of the means for the production of mechanical foam, which is used for fighting fires in flammable liquids. Similarly Mechanical foam is also used to cover flammable liquid spills to prevent ignition. These branches work on self- aspirating principle in which air is induced into the stream of Water foam solution by the suction effect created at the water head in the branch during discharge of solution under pressure. IS 2097: 2012 lays down (the requirements regarding material and performance of the three types (as per the flow capacity) of foam making branches, that is FB 5X (225 lpm), FB l0X (450 lpm) and FB 20X (900 lpm) and inline foam inductor. The main use of Foam Making Branch Pipe, and Foam Inductor is for firefighting purposes.

1.2 Foam making branch pipes shall be designed for the generation of mechanical foam from the foam compounds conforming to IS 4989. These shall consist of three principal parts as indicated in Fig. 1. The FB 10X and FB 20 X models may be of jet or jet/spray type design. For the FB 5X type foam making branch, a stopcock capable of stopping the waterunder working pressure and a control valve of controlling the water discharge, may be provided, as given in Fig. 1A.

1.3 The FB 5X, FB 10X and FB 20X type foam making branch, which have plain jet type discharge, can be of different designs as shown in Fig. 1B. These designs are only indicative, and as performance parameters are prescribed, the design can be of any suitable type which meets the performance requirements. For the FB 20X branch, the holding arrangement shall be such so as to facilitate operation by two operators simultaneously.

1.4 For FB 10X and FB 20X jet/spray type branches, the design shall be as given in Fig. 1C. The holding arrangement shall be such that the operator/operators holding the branch can easily operate the jet/spray change over mechanism.

The foam making branches shall be of three types and capacities as given in Table 1.

The following Indian standards contains provisions which through reference in IS 2097 constitute provisions of IS 2097.At the time of publication, the editions indicated were valid, all standards are subject to revision & parties to agreements based on this standard are encouraged to investigate the possibility of applying the most recent editions of the standards indicated below.

This manual deals with the certification of foam making branch pipe and foam induction specification as per IS 2097: 2012. The standards IS 2097 was first published in 1969 and revised in 1983

Notes: • If the application is found to be complete, it shall be recorded and acknowledgement

issued to be applicant across the counter. • If the application is found to be incomplete or deficient , the deficiencies shall be

clearly communicated to be applicant in writing and acknowledgement obtained across the counter.

Annexure A LIST OF DOCUMENTS TO BE ATTCAHED WITH APPLICATION

8. In case some of the manufacturing processes are outsourced, provide details of such processes and the controls exercised by you before receipt of such material/ components, etc. Also attach an authenticated copy of the agreement.

Complete list of testing facilities, clearly indicating the name of the equipments , the test for which it is used ( mention clause No of the Indian Standard ), range / least count/ accuracy of the test equipment, calibration status and quantity in Annexure A-2 Note: Model lists of testing facilities for some of the Indian Standards already covered under product certification are available on the BIS website and may be referred. However for other Indian Standards, you are advised to study the relevant Indian Standard(s) and / or contact the concerned Branch Office of BIS for guidance.

10. Copies of calibration certificate of testing equipment valid till 3 months of acceptance of application.

11. Where applicable, consent letter, from BIS recognized laboratory ( for requirement which have got to be and / or are proposed to be got tested from outside lab for which the applicant does not have in- house test facilities.)

13. Appointment letter of QC personnel indicating names, experience, qualifications, date of appointment and also attach a copy each of the qualification certificate

14. Copy each of the test reports/ suppliers test certificate for each of the raw materials/ components.

15. Copy of in-house or independent test report for the product covering all requirements as per the relevant Indian Standard.

16. In case application is under simplified procedure, an undertaking on his letter head ( see Annexure A-30 that the license if granted to him shall be put under Stop Making by BIS if the verification sample(s) drawn during verification visit of the BIS officer prior to grant of license fail to conform to the Indian Standard. In case the License does not take corrective actions, informs BIS and offers two improved lots to BIS for inspectional testing within one month o f the date of Stop Marking, the license shall be processed for cancellation and no further chance would be given to the license.

12 Undertaking In case application is under simplified procedure, an undertaking shall be obtained from the applicant on his letter-head that the licence if granted against his application shall be put under Stop marking by BIS if the verification sample(s) (any sample including the long duration test samples) drawn during visit of the BIS officer prior to grant of licence fail to conform to the requirements of relevant Indian Standards. The licence shall take necessary corrective actions and inform the same to BIS along with fresh samples (of rating/size/variety which facilitates verification of corrective actions on the reported failures) manufacture after taking the corrective actions. The resumption of marking in such cases shall be allowed only on the basis of independent satisfactory Test Reports of the fresh samples offered (including long duration tests where failures were in long duration tests). In case the fresh sample drawn by BIS for independent testing fails, or the licensee does not inform corrective action taken and does not offer improved samples within 1 month of the date of Stop Marking, the licence shall be processed for cancellation and no further chance would be given to the licensee

SECTION 3: MANUFACTURING PROCESS AND IN – PROCESS QUALITY CONTROLS

• Description of Manufacturing Process

Incoming Raw materials (Ingots and sheets) received at the stores are forwarded to the inspection department. The ingots are further sent for casting(Control Valve, Water head with Discharge Nozzle, Foam compound inlet and Stop cock)and sheets are further send for forming by metal spinning for manufacturing Mixing tube and Discharge tube. The castings produced are inspected visually and dimensionally. Accepted castings parts are processed for machining, while the parts rejected are sent back to the foundry for melting & recasting, . After machining the Control Valve, Water head with Discharge Nozzle, Foam compound inlet and Stop cock are inspected visually, dimensionally. Formed (Mixing tubes and Discharge tubes) are inspected visually and dimensionally. The accepted parts are sent for assembly.

Assembly is carried out with proper assembly procedures. Assembled parts are then checked for dimensional operational and performance parameters. Foam making Branch Pipe and Foam Inductor passed are further sent for painting and marking. After marking the Foam making Branch Pipe and Foam Inductor are sent back to stores with ‘Inspected OK’ tag from where it will be packed in plastic bag and then inserted in corrugated box with packing list. After packing it is sent for dispatching.

• 6.0 Infrastructure for Production For manufacturing of Foam making Branch pipe and Foam Inductor the following infrastructure is required

6.1 Foundry Shop

This is required for casting of. Control Valve, Water Head with Discharge Nozzle, Foam Compound Inlet, Stop Cock. In case of non availability of foundry at the firms premises casting can be outsourced. Outsourced casting should be strictly manufactured as per the drawing submitted by manufacturer.

• Section 4. CERTIFICATION CRITERIA

• 7.0 Identification of critical requirement of the Indian Standard

• MATERIALS Casting shall be made of leaded tin bronze conforming to Grade LTB 2 of IS 318 or aluminum alloy conforming to Designation 4225, 4450 or 4600 of IS 617. or stainless steel conforming to Grade I or Grade IV of IS 3444.

The sheet work and strainer shall be of bruss sheet conforming to IS 410 or aluminum sheet conforming to IS 7882 or stainless steel

Washer shall be of neoprene quality. SHAPE The Foam Making branch pipe shall consist of Control Valve, Water Head with Discharge Nozzle, Foam Compound Inlet, Stop Cock , Discharge Tube, Mixing Tube (see Fig. 1). The shape of the Control Valve, Water Head with Discharge Nozzle, Foam Compound Inlet, Stop Cock , Discharge Tube, Mixing Tube shall be as shown in Fig. 1.

The foam so produced shall be tested for 25 percent drainage time according to procedure laid down in IS:4989. The mechanical foam qualities shall be within limits shown in fig 2.

• 8.0 Scheme of Testing and Inspection

The latest STI for IS 2097: 2012 is Doc STI / 2097/ _____ date STI is enclosed as Annexure I

• 9.0 Marking Fee Rates

Marking fee for IS 903:1993 Fire Hose delivery couplings, branch pipe, nozzles and nozzle spanner which is similar to IS 2097 Foam making Branch pipe , and Foam Inductor – Specifications is at present as given below:

As it being all India first license and also there being no testing facilities existing for the product at any BIS/outside recognized lab, the marking fee of similar product i.e. IS 903 may be taken at present.

• 10.0 Grouping Guidelines At present there is no grouping guidelines for IS 2097. Therefore types of branch pipes i.e. FB5X,FB10X,FB20X may be included in the firms license subject to conformance of the product in factory testing & corresponding raw materials in independent testing lab at BIS recognized lab.

• 11.0 Guidelines for writing Scope of License. License shall not be granted with “Open Scope” i.e. without specifying the materials used (Leaded Tin bronze / Stainless Steel / Aluminium).The grant of license letter and subsequent license document shall clearly indicate the materials used & the type of Foam making Branch pipe , and Foam Inductor.

• 12.0 Guidelines for Inclusion of New Verities There are instances when license’s request for considering and permitting manufacture of Foam Making branch pipe of material other than that mentioned during grant of license. Inclusion of new variety may be considered based on the following.

• Conformance to complete raw material to relevant IS as mentioned in the standards. (Refer Table 2) in Independent testing at BIS recognized lab.

• Conformance to performance test as mentioned in clause 6 of IS: 2097 Foam Making Branch pipe, and Foam Inductor in factory testing/ BIS recognized lab

Note: At present there is no BIS recognized lab for testing of Foam Making Branch pipe, and Foam Inductor.

• 13.0 Sample Size, Including Guideline for drawal of separate when samples are required to be sent to different labs for testing

• 13.1 Product samples i.e. Foam Making Branch pipe, and Foam Inductor, 1 unit is required for complete testing for conformance to IS 2097.

• At present there is no BIS approved lab, hence conformance to IS 2097 ensured in factory testing at firms premises

• 13.2 Raw material to be drawn for conformance of sample , details for the sample to be drawn are given below:

Raw material shall be tested for the physical & chemical requirements as per relevant Indian standards as indicated in Table 2.

Table 3 given below shows details of the samples to be drawn for independent testing at BIS/BIS recognized Lab as selected from BIS Website( www.bis.org.in )

• 14.0 Manner of sealing of Samples

The samples are sealed in following manner • Finished products are packed in Cardboard / Corrugated or Gunny bag • Chips or drills are packed in plastic pouch and then sealed. • Test bars sealed in plastic bags or envelopes. • Tags, marker, candle, wax, match box should be available for sealing.

• 19.0 Status of test facilities in BIS labs and OSLs with testing charges and approximate time required for testing by BIS labs/ OSLs

At present there is no lab for testing the product. Hence conformance to IS 2097

ensured to factory testing and firm’s premises However raw material will be tested at independent lab recognized by BIS.

• 20.0 Basis of grant of license:

• 21.0 DETAILS OF TESTS TO BE CARRIED OUT IN THE FACTORY IN CASE OF APPLICANT SAMPLES / FACTORY SAMPLES/ MARKET SAMPLES

SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF FOAM MAKING BRANCHPIPE AND FOAM INDUCTOR ACCORDING TO IS:2097:2012 -------------------------------------------------------- 1. LABORATORY: A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests shall be carried out in accordance with the methods given in the specification.

• All the testing apparatus shall be periodically checked and calibrated and records of such checks shall be maintained.

2. TEST RECORDS: All records of tests and inspections shall be kept in suitable forms(soft copy) approved by the Bureau of Indian Standards (BIS) 2.1 Copies of any records or charts that may be required by BIS shall be made available at any time on request. 2.2. QUALITYS CONTROL : It is recommended that, as far as possible, Statistical Quality Control (SQC ) methods may be used for controlling the quality of the product as envisaged in the scheme (See IS:397 (Part I)-1972, IS:397(Part II)-1985 and IS:397 (Part III)-1980). 2.3. In addition the provision of quality system specified in IS:14003-1988 ‘Quality Systems-Model for Quality Assurance in Final Inspection and Test’ may be complied with as far as possible. 3. STANDARD MARK. The Standard Mark as given in column (1) of the first schedule of the licence shall be fixed in the form of transfix label or in any other appropriate manner on each foam making branch pipe and foam inductor provided always that the foam making branch pipe and foam inductor which this mark is applied conforms to every requirement of the specification. 4. MARKINGS: In addition, each foam making branch pipe and foam inductor shall be clearly and permanently marked with following information:

• Manufacturer’s name or his trade mark, if any • Type of the branch • Flow capacity at rated pressure • Year of manufacture and • Serial or code number to trace back to the factory test records.

5. LEVELS OF CONTROL: The tests and inspection, as indicated in Table 1 attached and at the levels of control specified therein, shall be carried out on whole production of the factory covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with the Standard Mark. 5.1 Decision regarding conformity or otherwise of the foam making branch pipe and foam inductor with the requirements of the specification shall be taken on the basis of the test and inspection results. 6. CONTROL UNIT: For the purpose of this scheme one control unit shall consist of all the foam making branch pipe and foam inductor of the same type manufactured during one month. 7. In respect of all other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate control and checks to ensure that their product conforms to various requirements of the specification. 8. REJECTION: A separate record shall be maintained giving information relating to the rejection of product which do not conform to the specification and the method of their disposal. Such product shall not in any case, be stored together with those conforming to the requirements of the specification.

9. SAMPLES: The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, from his factory or godown(s). BIS shall pay for the samples taken by it from the open market. 10.REPLACEMENT: Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their component are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. 11. STOP MARKING: The marking of the product shall be stopped under intimation to BIS, if, at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order or if directed to do so by BIS for any reason. The marking may be resumed as soon as the defects are removed and when BIS gives the permission to do so. The information regarding resumption of marking shall also be sent to BIS. 12. PRODUCTION DATA: The licensee shall send to BIS as per the enclosed proforma a statement of the quantity produced marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to BIS on or before the 31st day of July and January for the preceding half year.
