1. Introduction

1.1 Outline of the task The main purpose of this document is to provide the initial overview of the data and service infrastructure ecosystem in Slovakia in connection to the establishment of the Danube Reference Data and Services Infra-structure (DRDSI)1. This aim is to cover activities focused on the description of the overall scene from national and wider perspectives, including the overview of the organizational setup, relevant data content, influencing policy framework, supporting initiatives as well as research and development environment and, last but not least, stakeholder engagement organisations and networks.

1.2 Outline of the document In order to address the main goal of the DRDSI to “unlock”, and possibly harmonize data with relevance for the macro-regional development of the Danube region, this document aims to provide a brief introduction to the Danube strategy and role of the DRDSI. In connection to this, the document aims to provide the most up-to-date state-of-play in the Slovak Republic, taking into consideration specific aspects of the national context and ongoing societal and technological changes. Information for this document was collected based on publicly available information and resources, individual email exchange and interviews, as well as via results from a public consultation. The activity described within this document aims to depict the state-of-play of the national data infrastructure in Slovakia with respect to the (DRDSI) including:

List of the key data providers, policy-making organisations, research organisations and organisations, who can aid stakeholders engagement working within a country, in a cross-border context, or at the regional level;

The current legal context and funding of initiatives aiming at building a national data infrastructure;

A list of completed and current projects (either for data production or providing tools to support data sharing).

1.3 Context of the country and the main players

1.3.1 Wider context

In terms of the current structure of the country, Slovakia emerged in 1993 after dissolution of Czechoslovakia. After 11 years, in May 2004, the Slovak Republic joined European Union. From 2010, Slovakia actively joined the preparatory phase of the Danube strategy framework. The European Union Strategy for Danube Region (Danube strategy / EUSDR) is a macro-regional strategy2, contributing to the development and strengthening of the Danube region. The national contact point for Danube Strategy in Slovakia is the Government Office of the Slovak Republic3. In the context of the 11 priority areas of the Danube Region Strategy4, Slovakia is coor-dinating the following priority areas (PAs):

PA 04 | Water Quality: "To restore and maintain the quality of waters" together with Hungary;

PA 07 | Knowledge Society: "To develop the Knowledge Society (research, education and Information and communication technologies (ICT))" jointly with Serbia.

In 2013, the Joint Research Centre of the European Commission (JRC) expressed scientific support to the Danube Strategy. The main motivation was driven by the effort to bridge the problematic gaps between data and their relevant utilisation and interpretation for decision-making processes. In order to meet this goal, JRC has focused on the main natural resource areas of water, soil, air and bioenergy and established four thematic flagship clusters:

Danube Water Nexus (DWN)

Danube Land and Soil Nexus (DLSN)

Danube Air Nexus (DAN)

Danube Bio-energy Nexus (DBN) and 3 horizontal activities:

Danube Reference Data and Service Infrastructure (DRDSI)

Smart Specialisation in the Danube Region

Danube Innovation Partnership (DIP)

To support the above mentioned clusters and activities, Slovakia is providing support with relevant information and knowledge (e.g. Air nexus5, DRDSI activity6). DRDSI is also the project and the framework aiming to cover the objectives delineated with this report. Con-sidering its main goal to ‘unlock’, and possibly harmonise data which are relevant for the macro-regional development of the Danube region, the DRDSI is of particular interested in the Slovakian data and service infrastructure.

The DRDSI as an initiative is addressing the support of the Danube Strategy by supporting access to, and exchange of, harmonised data and services with described level of quality within four vertical priorities of the 'Scientific Support to the Danube Strategy’ encompassing data related to each priority:

Environment protection (e.g. data on landscape and biodiversity, flood and droughts risks)

Navigability (e.g. data on river morphology and flood risks)

Irrigation and agricultural development (e.g. data on soils and crops)

Energy production (e.g. data on available energy resources and energy potential)

1.3.2 Slovakian data and service infrastructure in a nutshell

As in many other EU countries there are various aspects influencing the collection, processing, distribution and further reuse of digital content and related functionality in Slovakia. There are various players and initia-tives driving the Slovakian digital ecosystem, which are often significantly interlinked:

2. Data providers The DRDSI, like any other infrastructures, relies on two important aspects: content and those creating and providing this content for use and further re-use. The following table provides list of the data providers and typical data relevant to the DRDSI objectives. This list provides an indicative picture and is not exhaustive. In cases, where complex organisational structures are in place (mainly public sector bodies) the top hierarchical body is reported in order to provide an initial overview. The majority of data/details that are potentially relevant to the DRDSI come from the public sector domain, followed by the Academic, Research and Development sector and then the private sector. Except in a few cases, where NGOs can possibly contribute, third sector contributions are likely to be of limited potential. From the content point of view, among the most populated domains belong to the environment and irrigation/ agri-cultural development topics. Data resources can be seen to be in highly heterogeneous structures and in many

cases with very limited detailed documentation, often with unclear licensing conditions. Such issues are likely to impact on the readiness of organisations to share data or offer ready access to existing online data re-sources. Initiatives like INSPIRE100, Open Data101 have, however, recently stimulated more open and transparent pub-lication of data. At the same time, there are still difficulties to exchange digital data among public bodies and with both private sector actors and citizens. INSPIRE INSPIRE is influencing the subdomain of spatial data and related infrastructures. The underlying legal frame-work and stakeholders’ involvement and coordination mechanisms are helping data to become documented with standardised metadata102, harmonised via interoperable data specifications and published through net-work services under the licensing conditions for sharing. In order to provide a central access point to the national spatial data infrastructure the Slovak National Geoportal has been made created, although data pro-viders can also establish their own (domain/application specific) geoportals.

To support coordination processes and provide the related information, a national INSPIRE website103 has been established. The website also provides access to the List of Liable Entities104 foreseen to be the bodies responsible for the content under the scope of the INSPIRE themes. Some of these entities are likely to be organisations who could potentially contribute metadata/data to the DRDSI.

OpenData The initial impact of the Open Data movement in Slovakia can be seen from the signing of a participation agreement in the Open Government Partnership (OGP) in September 2011. The OGP action plan in Slovakia is a legally binding document. After initial changes in the governance of the OGP, the Ministry of the Interior of the Slovak Republic is currently the leading, implementing and coordinating body for the OGP activities in Slovakia. Although commitments are owned by a variety of agencies, the biggest successes are in the area of Open Data105. In cooperation with the Government Office of the Slovak Republic, the Open Government Initiative dedicated website has been established to provide a central point for related information106.

Initial interaction with public sector bodies took place during the period 2012-2013 with the collection of baseline inventory of open data, which were collected by the new Open Data Portal (Portál Otvorených Dát)107. Based on Global Open Data Index 2014108 Slovakia is in 64th position out of 184 countries.

Except for some individual cases, further work will be needed for the identification, willingness and readiness of organisations to provide and use data made available via the DRDSI. From a technical point of view, the majority of the players, however, should be ready to share their content. Among the most absent, or difficult to access datasets were identified as cadastral parcels, general reference data, flood areas, landslides, environ-mental burdens, air quality, soils, addresses, elevation, orthoimagery, buildings, land use, human health and safety, meteorological and energy related data. The possibility to include records, such as statistics, from the Slovak open data portal could be explored further.

3. Policy-making organisations The legal framework is significantly influencing the environment where data and infrastructures can be estab-lished and successfully operated. Slovakia's highest legislative body is the 150-seat unicameral National Coun-cil of the Slovak Republic (Národná rada Slovenskej republiky). Although most of the DRDSI-related priorities are delineated in the existing legislative framework in Slovakia, there are some specific aspects that deserve attention. In many cases, topics to be addressed are fragmented among various pieces of the legislation. In some areas (such as water) there are plans to consolidate and revise existing regulations. It would seem that in some cases legislation is following the outcomes of large ICT projects, rather than policy leading technical developments. Although there were some efforts to introduce “Participatory Policy Making” processes via the OGP initiative, the initial outcomes are somewhat questionable in terms of developing good collaboration between stakeholders. This is unfortunate as such an activity could help to readily promote, for example, the DRDSI. On the other hand, some examples in legislation have pro-vided very successful technical and technology-led developments (Law no. 431/2002 Coll. Accounting and Register of financial statements116, or Regulation no. 211/2000 Coll., Law on free access to information and the From Our taxes web app117). The legislative framework is also important from the data licencing point of view, creating an environment where simple and transparent licencing frameworks can be established. Al-ready, there are a few initiatives heading towards this ambition. The first one is driven by the requirements of the INSPIRE and PSI Directives in the area of spatial data and services under the Ministry of the Environment of the Slovak Republic 118. The second one is under Creative Commons Slovakia, where latest version of Creative Commons licences (Version 4.0) was recently translated. A final activity worth noting is related to the cultural heritage under the Ministry of Culture of the Slovak Republic, where data in this context may be more readily available in the future.

4. Support for the national data infrastructure

Systematic development and further support in the area of a national data infrastructure is mainly driven by the three initiatives described in the following table, together with key legislation and related funding.

Each of the above mentioned main infrastructure frameworks is at different stages of development, including in terms of providing certain types of dataset and service, although there is still significant effort needed to have them fully operational. The overall policy framework supporting data provision for the DRDSI is in place, although still some activities are to be undertaken in the near future (such as the transposition of the new PSI Directive). This context helps to highlight the potential issues that would support an approach to have data producers sharing their data within the DRDSI.

As indicated in the Table1, Slovak research organisations represent significant potential for the DRDSI’s de-velopment. The main responsible authority for research and development in Slovakia is the Ministry of Educa-tion, Science, Research and Sport of the Slovak Republic. Despite the relatively high growth of the Slovak economy, research and development (R&D) and innovation lags behind the European average. The reason is not only lower than average funding of R&D processes, but still a strong focus on basic research, the relative isolation of Slovak Research and relatively low impact on the innovative capacity of the Slovak economy (SK R&D report 2012)143. From the DRDSI perspective, there are already examples of projects and cooperation activities in the Danube region. In addition, other players and activities with potential impact on the DRDSI have been identified. The majority of the R&D activities are undertaken by public research bodies, whilst a slow uptake by private sector actors to support the development of research and innovation activities can be found. From the data content point of view, many R&D organisations are creating and maintaining highly relevant data and services. Further details about their accessibility will have to be closely examined should the DRDSI aim to include such data as content in the platform.

Licencing framework for geospatial data and services

The majority of the stakeholder engagement organisations and networks identified with potential for the DRDSI objectives are operating at the national level. There are also some projects and associations with the potential to stimulate various networks and communities. From the domain point of view, the strongest representation comes from the GeoICT sector accompanied by the environment and regional/local government related or-ganisations and activities. Last but not least, some players can be represented by the various initiatives that focus on supporting innovative activities and start-up companies, acting as important incubators for interesting

projects, business ideas and use cases. An important role is also played by standardization activities aiming to deliver national and cross-domain ICT standards mainly in the area of eGovernment and Linked/Open Data. From the initial input received, the main expectations from the DRDSI are the possibility to access useful and attractive data and the expectation to communicate the goals, progress and outcomes of the DRDSI for the wider public.

7. Conclusions The investigations collected with this report should serve as starting point for further activities focused on supporting the Slovakian contribution to the DRDSI, as well as for shaping and ensuring relevant benefits come from having this platform for both Slovakian stakeholders and the whole Danube region. These activities should include the creation of a data inventory, the assessment of data access conditions and a series of related outreach efforts to help raise awareness and promote the DRDSI. In addition, activities related to identification of the gaps in important data resources and pilots can demonstrate the value of the DRDSI and further support of organisational engagement from different sectors. From the situation depicted in this report, Slovakia comes with high potential to effectively participate in the shaping, implementation and reuse of the DRDSI. At the same time, it is important to point out some chal-lenges, deserving relevant attention:

The involvement of the stakeholders is difficult to stimulate based on the currently high/abstract level of DRDSI benefits;

Stakeholders were often indicated their limited infrastructure, capacities and resources to be committed for specific DRDSI activities;

There are heterogeneous data and licensing policies impacting on ready data-sharing;

There is insufficient information and awareness about existing data resources and their quality With this in mind, further steps and actions will have to be jointly done to ensure the DRDSI can meet its potential via the engagement of stakeholders. These stakeholders from EU to local level will need to be moti-vated to contribute metadata, data and infrastructure assets. More emphasis should be placed on the co-creation of a shared knowledge base that can help to prove the meaning and justification of the effort to be invested.
