DreamCityFest(DCF)isanon-profitprojectaimingattestingtheboundariesofarchitectureandconfrontingarchitecturewithdifferentdisciplines.
DCFisalsoaplatformfordiscussionbetweenartists,architects,criticsofarts,cura-tors,expertsfromotherfieldsandcitizens.
DCFinitiatesdiscoveringandreinterpretationofrealitythroughexhibitions,perfor-mances,workshopsandlectures.
DCFattemptstobroadenourdefinitionofarchitecture,andthustochallengethetraditionalmethodsofarchitecturalpracticesandarchitecture’srepresentation.
DCFintendstodiversifythewaysofunderstandingthearchitecture.
Theaimoftheprojectistoinitiatenewcreativeprocesses,whichwillbedevel-opedthroughpermeatingoftheoreticalandpracticalresearch.
DCFshallinvestigatelatesttheoriesandtendenciesincontemporaryarchitectureand,becauseofitsconstructiveperception,hasachancetomakeamajorim-pactonthecontemporaryshapingofourarchitecture.
DreamCityFESTaimstointegratestudentsofthearchitectureinprojectsthatwillbringtheimprovementoflifeinthoseareaswhereitisneeded,inordertomakethoseareasmoreattractiveandusefulforthecommunityandespeciallyforchil-drenandthirdagepeople.
2. Detailed Description of the Project Proposal
2.1 Dream City FEST
2.2 Description of the situation and justification of the proposal –Analys-ingtheproblensandneedstheprojectwilltackle
RecentyearsinAlbaniaarchitecturehashadasignificantroleinthedevelopmentofpeople’slives.Thisrapidprogressisaccompaniedwithastrongimpactonthestate’seconomymakingconstructionsasoneofthemostpowerfulsectorsoftheeconomy.Differentcitieshavebecomepartoftheinternationalscompetitionsinarchitecture.
The new generation of young students has an significant professional results.Thisresultsdependonthetechingqualityatschoolandontheirpersonaleducationintakingpartindifferentactivitiesintheareaofarchitechturewithinandoutoftheschool.Nowadaysintheworldtheyoungstudentsofarchitechturedoactivelycontributeinthearchitechtonicissuesoftheircitiesandthuscontributinginimprovingthecom-munitylifebutalsotheirfurtherqualification.Suchcaseswecanmentioned(GorodaFest)inRussia,(Bellastock)Franceandthe(LondonFestivalofArchitecture)England.
In Albania the intervention of the young architects directly on their communityis yet unexperienced.This iswhy this project aimsbringing these students togeth-er tochange theareas intoatractiveplaces for youngstersandelderlypeople.
The project will be in close collaboration with the Faculty of the Civil Engineer-ing, the Association of Architects, the local government of each city where itwill be organised, with interanional partners, different businesses, etc. Such ini-tiative would serve all architectcs to present their projects and desings andto create a continuous and suistanable cooperation with their community.
2.4 Methodology
a) Description of the methodology used to achieving the objectives
Themethodologywillbebasedonaclosecollaborationamongpartnersintheproject.Foreachobjectiveoftheprojectwillbesettledspecificworkinggroup.Theseworkinggroupswillbecomposedwithqualifiedstudents.
Allthestepsofactivitieswillberecordedinordertobeusedlaterbyotherssuchasstudnetsorlocalgovernance.
TheprojectwillalsohaveabordofQualityAssurance,whichwillmonitorthepro-gressandtheresultsoftheproject.ThisboardwillbeformedbytheheadmastersoftheFacultyoftheCivilEngineeringandotherUniversities.
b) Organizing Dream City Fest
1.Identifyingthethemeofthefestival,whichislaterpresentedtothelocalgov-ernment.Thelastonewillofferalsothespace/areaswheretheactivitieswilltakeplace.

3.Preparationsofstandsandfestival.
4.Construcitonpart.
5.Exhibitions.
6.Intheend,alltheobjectswillbedonatedtothecityandhavetheiruseamongcitizens.
c) Expected results and project monitoringWiththeimplementationofthisprojectthefollowingresultswillbeachived:
-Developmentofecologicalideasinarchitecture.
-Increasestudentexperiencecontributingincityarchitectonicchallenges.
-Strengthentherelationamongthearchitect,thesociologistandthecitizen,giv-ingthemthechancetocontributeinto“thecityoftomorrow”.
-Professionalallianceandcooperationwithforeignpartnersintheareaofarchi-tecture.
Organized twice a year the festival has as specific objectives:
- To engage young students in design work and in defferent competions and ac-tivities which will serve the city life.
- To promovote Albania’s cities cultural identity as contemprary cities of achitech-tures, quality life and development.
- To contribute in involving community in having a sustainable and well construct-ed envirnoment.
The activities of this festival will present an informative program rich with profession-al architechtonic talks, exibitions, movies, workshoos, study tours, etc.
2.5 Competion programme

DreamCityFestwillprovidealsoacompetionbriefinAlbanianlanguagebutthefinalproposalmustbesubmittedonlyinenglish.

Architects,engineers,designers,studentsandcreativesareinvitedtotakepartinthiscompetition.

1.Visionarypotential;Onthebaseofwhichthejurywillconcentrateonoriginality,sustainability,andtheinnovativecharacteroftheproposal.
2.Architecturalintegrity;Formalcomposition,integrationwiththeurbanenviron-ment,inthecontextofwhichthejurywillreviewthecoherenceoftheproposal.b)OrganizingDreamCityFest
3.Ecologicalsustainability.

j) Rules and regulation of the competition
Totakepartinthiscompetition,allapplicantsmustaccepttherules.Everyinfringe-mentoftheruleswillbenotedandsubjecttotheevaluationbythepanelofjudges.ThisisananonymouscompetitionandtheRegistrationNumberistheonlymeansofidentification.ThefilescontainingthepersonalinformationareconfidentialandknownonlytotheOrganizerResponsibleandwillnotberevealedtothePaneluntilthefinalwin-nershavebeenselected.
1.TheofficiallanguageofthecompetitionisEnglish.
2.Applicantswhotrytocontactmembersofthejurywillbedisqualified.
3.Participationrequiresthatalltheaboverulesareadheredto.
k) Applicants and their property rights
USEandPROPERTY:AllenrolmentsinthecompetitionwillremaininthecareoftheOrganizer,whohastherighttopublishorexhibitthematerialpresentedaccord-ingtotheformalprocedureindicatedinthepresentprogram,withoutobligationofremunerationtotheapplicant.DuringtheperiodinwhichtheprojectsareinthecareoftheOrganizer,theorganizerhastherighttousethematerialforeducation-alpurposes,withoutobligationofremunerationtotheapplicant.
DISAGREEMENTS:Anydisagreementsthatrisebetweentheorganizer,OperatingBodyofthepanel,includingdisagreementswithoneoftheaboveconditionswillberesolvedbyarbitration
INCLOSING:Thiscompetitionissubjecttothetermsofthisprogram.Theprogramofthecompetitionisthedefinitivedeclarationofthetermsandconditionsofthiscompetition.TheconditionsarebindingfortheOrganizerandthepanelofjudg-es.Bypresentingadesign,theparticipantdeclaresthathe/sheisawareofandacceptsthetermsandconditionsofthecompetition.
2.6 Partners
Tiranacityhall-consultingpartnerregardingtheproblematicissuesofthecitywillhaveanimportantroleinidentificationofspaceswheretheactivities
willtakeplace.
InternationalArchitecturalGorodaFest-willhaveamajorroleforthefestivalman-agement.Exchangeofexperienceswillbeconcludedwithtwiningevents.
ArchitectureSnob-willleadtheopeningceremonyandwillcontributewiththeirarchitecturalexperience.
FIN-themostimportantconsultingpartnerineverystepofthefestival..
TrenkwalderCIVET2000–themostprofessionalrecruitmentcompanyinAlbaniawillsupportinemployingthebestgraduatesinthefuture.
