    DURHAM ROAD ROUTE ACTION PLAN NOVEMBER 2014

    FEASIBILITY REPORT

    1.0 PURPOSE OF REPORT

    1.1 To inform Stakeholders of a proposed route action plan for Durham Road. 2.0 BACKGROUND A690 2.1 Durham Road has been identified for an operational review between its junction with St

    Michaels Way / Stockton Road and A19 Interchange, including the existing major signalised junctions at Barnes Gyratory, Springwell Road and Grindon Lane.

    2.2 This length of highway is part of the A690 primary route between Durham City and

    Sunderland City Centre. There are designated no car lanes along sections of this route and a designated cycle lane which forms links to the national cycle network.

    2.3 An LTP budget has been allocated for improvements to alleviate congestion and improve

    road safety. There have been a number of requests for service for various improvements to these areas, which are identified in the site investigations section of the report.

    2.4 Due to the extensive nature of the study area it is proposed to set out the improvements in

    2 Phases. The first phase for works is to start from St Michaels Way to North Moor Lane. The second phase for works is to start from North Moor Lane to the A19 interchange.

    Although it should be recognised that there are consistencies to the proposals along the entire route, particularly with the quick wins.

  • 3.0 Section 1: Stockton Road to Eden House Road 3.1 This section comprises a mix of commercial and residential properties on both sides of

    the carriageway. It has a direct link to public places of interest such as

    Sunderland University Campus; The City Centre; and Park Lane Interchange.

    3.2 This section is subject to a 30mph speed limit, supports a bus route and a shared cycle

    route. It has direct access to residential estates which have been subject to a number of requests for improvements to reduction in traffic speeds on Durham Road and pedestrian accessibility.

    3.3 The main roundabout which links Stockton Road, St. Michaels Way and Albion Place

    has also been subject to a number of requests for improvements and will be investigated in its own entity as part of St Michaels Way Route Action Plan. There are a number of pedestrian desire lines on this section, including two existing controlled pedestrian crossings which require improvements. There is a requirement for additional crossing facilities in safe locations to satisfy these desire lines. The existing cycle facility should be maintained. The cycle link at Eden House Road has recently been made mandatory.

    3.4 Between September 2009 and August 2014 there have been 18 reported collisions

    16 reported slight collisions involving 2 vehicles; 2 reported slight collisions involving a vehicle and pedestrian.

    There is no significant pattern to these collisions

    3.5 Site Investigations

    Issue Opportunities Requests to remove signals from main roundabout at Durham Road/St. Michaels Way/Stockton Road.

    Carry out investigations in conjunction with the St Michaels Way Route Action Plan.

    Substandard pedestrian crossing facilities

    Provide tactile paving where necessary and provision where possible of crossing facilities at desired locations.

    Parking congestion adjacent to existing cycle lane around Mayfair buildings

    Regular enforcement of the mandatory cycle lane.

    Existing road marking faded Faded and missing road markings to be remarked through Highways Maintenance Programme.

    Excessive vehicle speed Currently a safety camera site, but should be included in the VAS programme list.

  • 4.0 Section 2: Eden House Road to Barnes Gyratory

    4.1 This section has frontage properties, both residential and commercial. There are footways to both sides. There are a number of pedestrian desire lines for which there are crossing facilities in place, some of which require upgrading. The cycle facility continues off carriageway along this length and links the C2C national cycle route.

    4.2 Between September 2009 and August 2014 there have been 14 reported collisions

    7 reported slight collisions involving 2 vehicles; 2 serious collisions involving a vehicle and a pedestrian; 1 serious collision involving an vehicle; 3 slight collisions involving a vehicle and a pedestrian;

    Two of the five pedestrian collisions were in close proximity of a controlled crossing.

    4.3 Site Investigations

    Issue Opportunities Substandard pedestrian crossing facilities provide tactile paving where appropriate.

    Provision of pedestrian refuge islands to improve pedestrian movement to desired locations.

    Existing road markings faded Faded and missing road markings to be remarked through Highways Maintenance Programme.

    Excessive vehicle speed Introduction of central hatch marking to reduce running lane widths.

    Outdated and obsolete equipment at existing controlled crossing at Eden House Road.

    Upgrade existing controlled crossing to puffin technology allocated budget will not cover the costs therefore recommended to be included in feasibility schemes of subsequent annual LTP allocations.

  • 5.0 Section 3: Barnes Gyratory 5.1 The gyratory comprises a mix of commercial and residential properties with designed

    parking areas. 5.2 Between September 2009 and August 2014 there have been 29 reported collisions

    2 reported slight collisions involving 3 vehicles; 2 reported slight collisions involving a vehicle and pedestrian; 1 reported serious collision involving a vehicle and a pedestrian; 5 reported slight collisions involving a vehicle; 1 reported serious collision involving 2 vehicles, and 18 reported slight collisions involving 2 vehicles.

    There is no significant pattern to these collisions

    5.3 Site Investigations

    Issue Opportunities Vehicular conflict coming from Queen Alexandra Road, Durham Road and Barnes park Road. Motorists often having to cross 4 lanes of traffic to get into the far lane on Durham Road from both side roads.

    Road markings to be refreshed and lane configurations to be made clearer, including hatching to provide clarity.

    Existing road markings faded Faded and missing road markings to be remarked through Highways Maintenance Programme.

    Tidal flow congestion at peak periods causing delays

    Review the junction layout and operation. Significant investment required to carry out the reviews and implementation of any amendments. Therefore outside of the scope of the scheme and recommended in feasibility studies of subsequent annual LTP allocations.

  • 6.0 Section 4: Barnes Gyratory to Ettrick Grove

    6.1 This section comprises mainly of residential properties with designated off street parking. It incorporates a no car lane for some of its length and is subject to a 30mph speed restriction.

    6.2 The provision of pedestrian crossing facilities on Durham Road, particularly at the Bede Campus, which has recently been the subject of improvements in the form of a road safety scheme, is adequate.

    6.3 Between September 2009 and August 2014 there have been 8 reported collisions

    1 reported slight collision involving a vehicle and a pedestrian; 1 reported slight collision involving a vehicle and a motor cycle; 2 reported slight collisions involving a vehicle; 2 reported collisions involving 3 vehicles; and 2 reported collisions involving 2 vehicles.

    There is no significant pattern to these collisions

    6.5 Site Investigations

    Issue Opportunities Substandard pedestrian crossing facilities and insufficient use of tactile paving, particularly in adjacent side streets along the entire length.

    Provide additional tactile crossing facilities in adjacent side streets to meet current regulations.

    Excessive vehicle speed of east bound traffic.

    Currently a safety camera site, but should be included in the VAS programme list.

  • 7.0 Section 5: Ettrick Grove Junction 7.1 Ettrick Grove forms a link between A690 Durham Road and A183 Chester Road, both

    principal routes into the City. The junction comprises residential properties and has a high volume of both vehicular and pedestrian movement. The vehicle movement can become problematic, particularly at peak times.

    7.2 Between September 2009 and August 2014 there have been 11 reported collisions

    1 reported slight collision involving a vehicle and a pedestrian; and 5 reported slight collisions involving 2 vehicles; 3 reported slight collisions involving 3 vehicles; 1 reported slight collision involving 1 vehicle; and 1 reported serious collision involving a vehicle and motorcycle.

    6 of the 11 reported collisions involve vehicles making the right turn from Ettrick Grove onto Durham Road.

    7.3 Site Investigations

    Issue Opportunities Obsolete and damaged control crossing equipment

    Upgrade existing control crossing to puffin technology allocated budget will not cover the costs therefore recommended to be included in feasibility schemes of subsequent annual LTP allocations.

  • 8.0 Section 6: Ettrick Grove to Springwell Road 8.1 This section comprises a mix of commercial and residential properties. There is a

    requirement for extra provision of tactile crossings in safe locations on the pedestrian desire lines.

    8.2 Between September 2009 and August 2014 there have been 8 reported accidents

    1 reported serious collision involving a vehicle and motorcycle; 1 reported slight collision involving a vehicle; 1 reported slight collision involving bus and passenger; and 5 reported collisions involving 2 vehicles

    3 of the 8 reported collisions involve vehicles making the right turn from Shaftesbury Crescent onto Durham Road.

    8.3 Site Investigations

  • 9.0 Section 7: Springwell Road Junction 9.1 This signal controlled junction comprises a mix of adjacent commercial and residential

    properties. This has been subject to a recent signalised junction improvement scheme. 9.2 Between September 2009 and August 2014 there have been 9 reported collisions

    1 reported serious collision involving a bus and a pedestrian; 1 reported serious collision involving 2 vehicles; 5 reported slight collisions involving 2 vehicles; 1 reported collision involving a bus and passenger; and 1 reported collision involving 2 vehicles and a pedal cycle.

    There is no significant pattern to these collisions.

    9.3 Site Investigations

    Issue Opportunities Conflicting traffic at the bus stop approaching the junction westbound. Buses having to cross three lanes to gain access to the right turn onto Springwell Road.

    Relocate bus stop east on Durham Road to remove the conflict between buses and motorists.

    No car lane on both approaches to the junction making the left turn difficult.

    Shorten the no car lane on each approach (see 19.0)

    Snagging issues outstanding from signal upgrade scheme.

  • 10.0 Section 8: Springwell Road to Grindon Lane 10.1 This section comprises a mix of commercial and residential properties, without any

    frontages onto Durham Road. There may be a requirement for extra provision of tactile crossings in safe locations on the pedestrian desire lines. The off carriageway cycle lane should be regulated to reduce conflict between cyclists and vehicles.

    10.2 Between September 2009 and August 2014 there have been 3 reported collisions

    1 reported collision involving a vehicle and a cyclist; 1 reported collision involving a vehicle; and 1 reported collision involving 2 vehicles.

    There is no significant pattern to these collisions.

    10.3 Site Investigations

    Issue Opportunities Off carriageway cycle lane currently without signs and markings

    TRO introduced to provide statutory off carriageway cycle lane with exemptions for service vehicles and associated infrastructure.

  • 11.0 Section 9: Grindon Lane Junction 11.1 This junction is currently controlled by traffic signals and comprises a mix of commercial

    and residential properties also without any frontages onto Durham Road, however there are frontages to Grindon lane and Pancras Road.

    11.2 Between September 2009 and August 2014 there have been 15 reported collisions

    1 reported collision involving a bus and a pedal cycle; 2 reported serious collisions involving a vehicle and a pedestrian; 5 reported collisions involving 2 vehicles; 1 reported slight collision involving a vehicle; 3 reported slight collision involving 3 vehicles; 2 reported slight collisions involving a vehicle and a pedestrian; and 1 reported fatal collision involving 2 vehicles.

    There is no significant pattern to these collisions.

    11.3 Site Investigations

    Issue Opportunities Signal equipment substandard Upgrade traffic signal equipment and

    re model junction to link with Springwell Road Signals. Funds have been allocated for signal refurbishment has been identified through the LTP allocation.

    Opportunist motorists travelling west from Grindon Lane using Pancras Road as a shortcut through the cycle.

    Introduce a staggered pedestrian refuge island on Pancras Road to enable pedestrians to cross and to prevent motorists from making this manoeuvre.

    Off carriageway cycle lane currently without signs and markings

  • 12.0 Section 10: North Moor Roundabout 12.1 The roundabout provides servicing access to nearby commercial properties and routes

    to Silksworth, Gilly Law and Farringdon. 12.2 There is very little deflection on the eastbound approach and lane designation markings

    on the westbound approach could be improved. 12.3 Between September 2009 and August 2014 there have been 22 reported collisions

    1 reported serious collisions involving a vehicle; 1 reported serious collisions involving a vehicle and pedestrian; 1 reported serious collisions involving a vehicle and a pedal cycle; 14 reported slight collisions involving 2 vehicles; 1 reported slight collisions involving 3 vehicles; 2 reported slight collisions involving a vehicle and pedestrian; 2 reported slight collisions involving a vehicle and pedal cycle.

    There is no significant pattern to these collisions.

    12.4 Site Investigations

    Issue Opportunities Substandard pedestrian crossing facilities

    Upgrade pedestrian tactile crossing facilities on each approach.

    Roadmarkings on eastbound and westbound approach minimal and designation unclear approaching no car lane.

    Amend road markings on each approach to promote positive direction and increase deflection.

  • 13.0 Section 11: North Moor Lane to Thorney Close Road 13.1 This section comprises residential properties on the west bound approach, however the

    frontage of these properties are set back a considerable distance from the carriageway. There are residential properties on the eastbound approach which have no frontage to Durham Road. There is a requirement for extra provision of tactile paving in safe locations on the pedestrian desire lines.

    13.2 Between September 2009 and August 2014 there have been 3 reported slight collisions

    2 reported collisions involving a bus and a passenger; and 1 reported collision involving vehicle and a passenger.

    There is no significant pattern to these collisions.

    13.3 Site Investigations

  • 14.0 Section 12: Thorney Close Junction 14.1 This junction has residential properties on each side. It has a right turning pocket into

    Thorney Close and a pedestrian crossing adjacent to the junction which crosses the eastbound filter lane. There is a requirement to improve this pedestrian crossing facility in the interest of safety.

    14.2 Between September 2009 and August 2014 there have been 3 reported collisions

    1 reported slight collision involving a vehicle and pedal cycle; 1 reported slight collision involving a vehicle and motorcycle; and 1 reported slight collision involving 2 vehicles.

    There is no significant pattern to these collisions.

    14.3 Site Investigations

  • 15.0 Section 13: Thorney Close Road to Bridle Path 15.1 This section comprises residential properties to each side and has pedestrian refuge

    facilities along the length at desired locations. There is a requirement for extra provision of tactile paving on the pedestrian desire lines.

    15.2 The pedestrian refuge island at the junction of Townsend Road incorporates a right turning pocket and disables the restricted right turn from Munslow Road. This makes the left turn from Townsend Road onto Durham Road difficult for larger vehicles to negotiate.

    15.3 Between September 2009 and August 2014 there have been 10 reported collisions.

    1 reported serious collision involving a vehicle and a pedestrian; 1 reported serious collision involving a vehicle; 2 reported slight collisions involving a vehicle and pedestrian; 1 reported slight collision involving a vehicle and motorcycle; and 5 reported slight collision involving 2 vehicles.

    3 of the 10 reported collisions involve vehicles making the right turn from Arbroath Road onto Durham Road.

    15.4 Site Investigations

    Upgrade pedestrian refuge islands to improve pedestrian movement to desired locations. Provision of tactile paving where appropriate.

    Pedestrian refuge island incorporating right turning pocket restricting movement from Townsend Road causing vehicle overrun and damage to the footway.

    Reposition the refuge island to reduce length of the west bound right turning pocket to improve turning movements from Townsend Road.

    Speed limit not appropriate. Reduction of speed limit from 40mph to 30mph.

  • 16.0 Section 14: Bridle Path to Silksworth Road 16.1 This section also comprises residential properties to each side and has pedestrian

    refuge facilities along the length at desired locations. There is a requirement for extra provision of tactile paving on the pedestrian desire lines.

    16.2 The pedestrian refuge facility on the westbound approach to the junction with

    Silksworth Road crosses a Bus Stop lay by. This location has an extremely high volume of both vehicular and pedestrian activity and may require improvements.

    16.3 Between September 2009 and August 2014 there have been 6 reported accidents

    1 reported serious collision involving a vehicle and a pedestrian; 1 reported serious collision involving 2 vehicles; 2 reported slight collisions involving a bus and a passenger; and 2 reported slight collisions involving 2 vehicles. There is no significant pattern to these collisions.

    16.4 Site Investigations

    Construct footway build out at the junction of Crow lane to reduce pedestrian crossing length and conflict with bus lay by. Provide tactile paving where possible at existing crossing points.

  • 17.0 Section 15: Silksworth Road Roundabout 17.1 This Junction has a mix of adjacent commercial and residential properties. There is a

    requirement for extra tactile crossing provision in safe locations on the pedestrian desire lines.

    17.2 Between September 2009 and August 2014 there have been 2 reported collisions

    1 reported slight collision involving a vehicle and a pedestrian; and 1 reported slight collision involving 2 vehicles.

    There is no significant pattern to these collisions.

    17.3 Site Investigations

  • 18.0 Section 16: Silksworth Road to A19 Interchange 18.1 This section comprises residential properties to the westbound side and West Park to

    the eastbound side. There is no requirement for any additional facilities at this time. A pedestrian survey was carried out during peak times and showed the desire line is at the junction of Broadmeadows where there is currently a refuge island.

    18.2 Between September 2009 and August 2014 there have been 6 reported collisions

    4 reported slight collisions involving 2 vehicles; 1 reported slight collision involving 4 vehicles; and 1 reported slight collision involving a vehicle and pedestrian.

    There is no significant pattern to these collisions.

    18.3 Site Investigations

    Install tactile paving where appropriate.

    Existing road markings faded Faded and missing road markings to be remarked through Highways Maintenance Programme.

    Problems with right turn from Broadmeadows

    The recent introduction of parking restrictions in this location has improved visibility.

  • 19.0 CONCLUSION 19.1 It is considered that the opportunities identified in the route action plan should be

    implemented, and carried out in four stages

    Quick wins phase 1 - 2014/15 and phase 2 - 2015/16; Opportunities that require statutory consultation 2015/16; Opportunities that require additional funding 2015/16 onwards; and Opportunities that require further investigation and analysis 2015/16 onwards.

    20.0 RECOMMENDATIONS 20.1 It is therefore RECOMMENDED that:

    (i) Proposals should now be considered for implementation. (ii) Consultations with Councillors, key partners and public are commenced for the

    scheme as proposed in this report.

    (ii) A delegated decision report to be completed following completion of the consultations.
