    Some issues:

    5. The politics of the urban space, the city and distribution of services

    Perception of the other

    6. Sustainability:

the Building Code of East Timorand

    7. Are architects, planners and urban designers needed?

To do what and for whom?

    8. What does and organisation such as Architects for Peace do?

The intrinsic relationship between environmental sustainability

Poverty, unemployment, ill-health, poor education, conflict inshort, social injustice in all its forms undermine a citys capacityto be environmentally sustainable. Cities that have experienced civil

war, such as Beirut; that suffer from severe poverty, such asBombay; that have alienated large sections of their population

from mainstream life, such as Los Angeles; or that pursue profit astheir only motive, such as So Paulo, damage the environment to

the detriment of all. There can be no urban harmony or realenvironmental improvements without basic human rights and

    peace. R. Rogers, 1997

The local and the globalIn many less constructive ways:

    Widely spread misconceptions, fears, manipulations

Example: reference to Chinas greenhouse emissions for the entirecountry, as opposed to emissions per capita which would show that theyway of life is much more sustainable than that of Australian counterparts.

    Powerful omissions:

World Architecture News (Issue No.123 / 04 January 2008) features sixprojects, all of which, whether in the UK, Dubai or Shanghai, are designedby British/European architects and all of which are large, to very largecorporate buildings. Within this list of six architects the work of Zaha Hadidis featuredsome may want to consider her an exception.

And as a result: how do we inform ourselves about progressive andimportant projects being done in India that change the life of millions forthe better.

Example: Did you know about Santha Sheela Nair?

Santha Sheela Nair is in charge of rural sanitation as the Secretary, DDWS,Ministry of Rural Development, Government of India, presently stationed at NewDelhi. She is a leading figure in the sustainability debate in India, ensuring thatsanitation issues are given high priority at all government levels. Nair is an ardentpromoter of rainwater harvesting. PER CAPITA:

At 27.2 tones of carbon dioxide equivalent (t CO2-e) per person, emissions by Australians are 27per cent higher than those of US citizens (21.4 tones) and more than double the average forindustrialised countries.

BY TOTAL POPULATION:Australias total emissions exceed those of major European economies such as France and Italy(each with around three times Australias population)

In regards to the brick veneer construction:

It has no precedent in Timor Leste

It has the potential to create dependency on

    foreign technology and construction materials:

    insulation, air conditioning and bricks!!

It will not resolve the urgent housing needs

It will require further training while impacting on

the relevance of traditional knowledge and

    technologies

Brick veneer construction does not perform well

    in earthquake prone areas

It is not appropriate for the East Timorese

    climate

When in March 2003 the Minister for Planning of Victoria, Mary Delahunty presented the

East Timorese government with the Building Code draft, Mary Delahunty declared: The

successful introduction of a building control system in East Timorwill not only benefit the

people and economy of East Timor, but also Victorias building industry byproviding future opportunities to export materials and expertise.

According to AusAID its program objectives are:

    AusAID: Program objective

The single objective for the aid program is to advance Australia's national interest byassisting developing countries to reduce poverty and achieve sustainable development.

    ()

    Why Australia gives aid

Australia gives aid because giving aid reflects our desire to help those less fortunate thanourselves. ..

Australia gives aid to other countries because it improves our regional security.

Australia's aid program creates jobs and opportunities for Australians.(.. ) Every year AusAIDawards Australian firms hundreds of contracts for goods and services. Typically, at any one time,AusAID manages more than 1800 contracts worth around $2.5 billion.

    Suggestion:

    Solutions for an ecologically

sustainable future lies here in wealthycountries.

It is here where drastic measures needto be taken because it is here weremost of the consumption, waste andgreenhouse emissions occur.

Rich countries are heavily andincreasingly dependent on importsfor their resources and energy. Weare only about 15% of the worldspopulation but we get about 80%of resources produced.Ted Trainer

    What does e-activist do?

It challenges the status quo when this reinforces questionable practices

It looks at the implications and merit of our activities from a wider social and

ecological perspectives (in this case architectural/urban projects)

It discusses decisions involving: who should get what and when, or what does it

    do and for whom.

It puts into practice the notion of professional responsibility, a service

profession and public interest. Public interest is used to refer to the wider

societal obligations of the professions not only those involving the self-interest orthat of the clients.

It might look into education to see how educational practices might assist or

    prevent necessary changes

It establishes networks until then disregarded. Example: architectural media,

extremely creative architects who do wonders with very little.

Activism is being part, understanding and taking part of the events that affectpeople, culture and the ecology.

    Activists discuss, learns and act

Example: World Architecture and Architects for Peace (arch-peace)

Architects are not only foreign to the needs of poorer countries, we

are foreign to the needs of our own larger communities. How many

architects are involved in these types of developments? What do we

    know about these communities?

This is what makes up for most of Melbourne suburbs, periphery and

the recent bushfire affected communities around Melbourne.
