The 5,600MW Barakah Nuclear Energy Plant in the Emirate of Abu Dhabi is the first nuclear energy project in United Arab Emirates (UAE) and the first in the Arab World.

Unit 1 has been commercially operating since April 2021, generating thousands of megawatts of electricity daily. It is now the single largest generator of electricity in the UAE today, and supports the UAE decarbonization efforts. Unit 2 is undergoing start-up preparations.

It is being located approximately 53km west-south west of the city of Ruwais, by the Emirates Nuclear Energy Corporation (ENEC) with the Korea Electric Power Corporation (KEPCO) as prime contractor and Joint Venture partner.

The ground-breaking ceremony for the ~$24bn project, which consists of four units of 1,400MW each, was held in March 2011. Construction of Unit 1 commenced in July 2012 following receipt of the Construction Licence from the Federal Authority of Nuclear Regulation (FANR). Environmental approval was received from the Environment Agency – Abu Dhabi (EAD)

When fully operational, the plant will generate up to a quarter of the nation’s electricity needs while preventing the release of approximately 21 million tonnes of carbon emissions annually.

The plant is operated and maintained by Nawah Energy Company, a subsidiary joint venture company owned by ENEC and KEPCO.

The plant will operate for at least 60 years.

Barakah Nuclear Energy Plant Background

ENEC submitted the site preparation licence for the four units at Barakah as well as a limited construction licence application to FANR in April 2010. The Construction Licence application for units 1&2 was submitted in December 2010 and was approved by FANR in July 2012.

ENEC submitted the Construction Licence application for units 3&4 to FANR in February 2013 and the same was approved in September 2014. The Operating Licence application (OLA) for the first two units was filed with FANR in March 2015. The OLA for Units 3&4 was submitted in May 2017.

Barakah Plant ReactorsThe Barakah plant is equipped with the Korean APR1400 nuclear reactor technology. The reactor design is certified by the Korea Institute of Nuclear Safety (KINS), the UAE’s independent nuclear regulator, the Federal Authority for Nuclear Regulation (FANR), the US-based Nuclear Regulatory Commission, and endorsed by the European Utility Requirements in 2017.

Reactor Technology

The APR-1400 is an advanced pressurized water nuclear reactor designed by KEPCO. The APR1400, a Generation-III+ reactor, consists of advanced features such as direct vessel injection from the safety injection system, the passive flow regulation device in the safety injection tank, in-containment refuelling water supply system, and systems for severe accident mitigation and management.

The reactor features two steam generators, which will transfer the heat of 4,000MW from the reactor coolant system to the secondary system. This secondary system will produce steam that will drive the turbine-generator, which will produce a net electrical power of 1,400MW.

The plant’s reactors have been adapted to suit the climatic conditions of UAE.

The reactors have larger pumps, plant cooling and seawater intake systems, better ventilation, and a more refined intake screen design. The plant is designed to withstand earthquakes of a 7.0 magnitude or higher on the Richter scale, although it has been specifically located in a coastal area of low seismic activity.

Construction of Barakah Nuclear Energy PlantConstruction works were started with the laying of first nuclear safety concrete for the Unit 1 in July 2012. ENEC installed the condenser in February 2014 and the first reactor vessel (RV) in May 2014. Construction of

the reactor containment building (RCB) began in July 2012 with the fabrication of the basemat. Construction of the RCB concrete dome was completed In January 2015. In March 2018, construction of Unit 1 was completed. Construction of Unit 2 began in May 2013 and completed in July 2020, while Unit 3 construction started in September 2014 and Unit 4 in September 2015 respectively. As of June 2021, construction completion across the four units currently stands at 95%.

Fuel Supply For UAE’s First Nuclear Energy PlantENEC signed supply contracts with France’s Areva and Russia’s Techsnabexport (Tenex) for the supply of uranium concentrates along with providing conversion and enrichment services. Uranium One and Rio Tinto were contracted for the supply of natural uranium for the plant. Converdyn will provide conversion services, while Urenco will provide enrichment services. The enriched uranium is supplied to KEPCO Nuclear Fuels for manufacturing the fuel assemblies for use at the Barakah plant.

Barakah Plant FinancingThe Barakah Nuclear Energy Plant project financial close took place in 2016. The project has been financed through direct loan agreements of about US$ 19.6 billion as well as a total of US$ 4.7 billion in equity commitments.

Contractors Involved in the Barakah Nuclear Energy PlantENEC awarded a $22.4bn contract to the consortium led by KEPCO for the design, construction and operation of four APR1400 nuclear energy units at the Barakah plant in December 2009. The consortium comprises of Korea Hydro and Nuclear Power (KHNP), Hyundai, Samsung, Doosan, Korea Power Engineering Company (KOPEC), Korea Nuclear Fuel (KNF), and Korea Plant Service and Engineering (KPS). KHNP manages the operating support services agreement, while KEPCO Engineering and Construction (KEPCO E&C) was awarded the subcontract for providing plant design, architecture and engineering works.

Doosan was entrusted with the construction and management of the nuclear steam supply system (NSSS),

steam generator, and other related components. Hyundai and Samsung are responsible for the civil engineering works, while Westinghouse are providing technical assistance and licence-related works.

Hilal Bil Badi and Partners Contracting (HILALCO), a local company, was contracted for developing critical water intake structures for the project. The reinforced concrete structures will provide cooling water for the turbine condensers and heat exchangers in the turbine generator building. Bechtel is providing design and project management support services to KEPCO E&C, a subsidiary of KEPCO. To date, ENEC has awarded more than 2,000 contracts to local companies worth $4.8 billion. Nawah Energy Company signed a long- term services agreement (LTSA) with EDF for services for the Barakah Nuclear Energy Plant in October 2018. In June 2019, Nawah signed individual maintenance support agreements with KHNP and Doosan Heavy Industries for maintenance services for the Barakah plant.

THE MAIN ACTORSCSFNIn the frame of the new impulse given to the French Industry Council (CNI) by the government late 2017, the CNI Executive Committee created the Nuclear Industry Strategic Committee (CSFN). In accordance with the CNI guidelines, the CSFN has developed an action plan related to a few number of high-level structuring projects including international matters. The steering body of the CSFN was established in the first half of 2018 under a tripartite configuration, i.e. trade unions, State authorities and industrial enterprises, in order to provide a comprehensive representation of stakes to address the industry’s strategic issues. The contract related to the long-term roadmap between CSFN and French Government was signed early 2019. A new contract was established in April 2021, to take into account post-COVID French Recovery Plan

GIFENThe GIFEN (French nuclear industry association) was created in 2018 with the ambition of uniting the entire French nuclear industry into a single trade association. It brings together companies, professional organizations and associations covering all types of industrial activities and all areas of nuclear power generation. It is therefore in charge to ensure the sustainability of the sector's activities in France, and speaks out on a national and European level. Finally, the GIFEN conducts cross-sector projects in support of the nuclear industry and ensures the cohesion of companies in terms of nuclear quality and safety.

The supply chain approach and innovation in the nuclear sector via digital technologiesDigital transformation and inter-company collaboration have become drivers of innovation and major factors of competitiveness to improve the overall efficiency of the sector, while taking into consideration relations with the ASN (Nuclear Safety Authority). Digital technologies introduce disruptive innovations and lead to deep and fast transformations (business models, opportunities, growth rates).

The French Nuclear Sector invest in long- term innovations and create high level jobs opportunities.

To date, several nuclear sector enterprises have started to incorporate new technologies into their operating processes, to offer initial proposals to their customers, or initiate a few technical solutions designed to facilitate data exchanges in digital form.

Backed by these various initiatives, the nuclear industry has decided to accelerate its work on digital integration into its operational and interacting processes, relying in

particular on the recently established GIFEN.

The GIFEN Digital Commission will propose an integrated nuclear sector roadmap, built around 6 workstreams:

Identification of “processes/methods/modes” of interaction between the sector’s players where digital tools could add significant value

Identification of one or several collaborative platforms necessary for the sector to develop new modes of interaction, using technical access conditions suitable to the various types of enterprises and players.

Identification of standardisation opportunities to simplify interoperability, e.g. around common technology choices, and implementation of long- term industrial partnerships with the suppliers of these solutions in order to incorporate genuine digital partners within the nuclear industry.

Identification of international standards around data that the sector should use as a basis (e.g. BIM), and as necessary tools to deliver new methods useful to the sector’s performance (e.g. nuclear data model).

Identification of operating rules and modes designed to secure control over intellectual property rights and establish trust between players, while fostering the development of digital twins and platforms supporting the various engineering jobs, reactor operators and the development of export projects.

Identification of technical rules and resources designed to secure data protection against cybersecurity risks.

E-FUSION, A FRENCH-EMIRATI INITIATIVE TO CREATE A LOCAL SUPPLY CHAIN

Launched by GIFEN and EDF, upon ENEC's request, the E-FUSION (Emirati-French Industrial Supply Chain Initiative for Nuclear) was launched in 2019 with the objective of developing new Franco-Emirati commercial relations in the nuclear sector.

In 2020, despite the health context preventing any travel, GIFEN, ENEC and Business France have joined forces to maintain this Franco-Emirati dynamic. 34 French and 15 Emirati companies have joined E Fusion.

Relations between the United Arab Emirates and France cover a wide spectrum of fields, from cultural and academic domains, through to renewable energies and various industrial sectors.

In recent years and in anticipation of the start-up of the Barakah Nuclear Energy Plant, the Emirates Nuclear Energy Corporation (ENEC) and its operating and maintenance subsbidiary Nawah Energy Company (Nawah)

have benefited from the experience of the French nuclear energy industry (operating 73 reactors worldwide including 58 in France thus cumulating more than 2000 years of reactor experience), and from the holistic support of the French nuclear industry.

A local nuclear programme can be considered a success, when the whole local and national industrial sector is involved from early stages of the process of commissioning and operation. This involvement includes all activities related to operation, maintenance, engineering, waste management, etc. Therefore, the knowledge and expertise of the local supply chain is paramount to set up a realistic and relevant localization plan, anticipation being among the most critical key success factors.

This E-FUSION event (Emirati-French Industrial Supply Chain Initiative for Nuclear) takes place within this framework with the aim of developing new relations and strengthening links already existing between Emirati companies and the French industrial partners, while steering them towards the nuclear energy domain.

Thanks to the set-up of the E-Fusion event in Dubai, the French Nuclear Industry Association (GIFEN) wishes to share its vision of the localization process and to explain its own organization and skills.

I am convinced it will be a joint success heralding further mutual cooperation for the benefit of the Barakah Nuclear Energy Plant project.
