What is e-Governance? eGovernance several dimension and related factors influence

the definition of egovernance. The word “electronic” in the term e-Governance implies technology driven governance.

E-Governance is the application of Information and communication Technology (ICT) for delivering government Services, exchange of information communication transactions, integration various stand-one systems and services between Government-to-citizens (G2C), Government-to-Business(G2B),Government-to-Government( G2G) as well as back office processes and interactions within the entire government frame work.

Through the e-Governance, the government services will be made available to the citizens in a convenient, efficient and transparent manner. (Wikipedia)

INES What is e-Governance?

Refers to the use by government agencies of information and communication technologies (ICT) that have the ability to transform relations with citizens, business, government employees, and other arms of government in the delivery of services. For the World Bank, it is the use of ICT to improve the efficiency, effectiveness, transparency, and accountability of government.

Is a tool by which limitations of time, distance, and cost are reduced, thereby enhancing citizens’ access to government services.

The application of information and communication technology for improving governance by enhancing government’s role in service delivery, public administration, and promotion of participatory democracy.

History of e-Governance in the Philippines

1971 The National Computer Center (NCC) was established by Executive Order 322

1978 NCC was designated the primary agency in government with the responsibility of directing IT use for national development and rationalizing computerization in the country.

1994 The National Information Technology Council (NITC) was created and designated as the central policy body on ICT matters in the country (through E.O. 190).

1998 NITC was reorganized as the highest planning and policy advisory body on IT matters.

The government lunched IT21 which outlines the country’s action agenda for the 21st century. The plan promotes e-governance and encourages the outsourcing of government ICT projects to stimulate industry growth.

Electronic Commerce Promotion Council (ECPC) was created in recognition of the country’s need for a coordinating body to enhance public-private partnerships to promote and develop e-commerce in the Philippines.

1999 NCC was tasked to provide NITC with professional and Technical support.

2000 Enactment of the e-commerce Act. This law defines the Philippine government’s policies on electronic transactions and provides the legal framework for enabling the country to engage in e-commerce.

Government Information System Plan (GISP) was approved and adopted as a framework and guide for all computerization efforts in government (EO265). The GISP aims to create a system of governance that will lead to:- Faster and better delivery of public goods and services;- Greater transparency in government operations;- Increased capacities of public sector organizations, and- Proactive participation of citizens in governance.

Internal ICT applications for e-government

Solutions for streamlining in-house processes. Processes such as data encoding, file retrieval, document processing, data transfer, and other administrative tasks all exist in a government agency. These tasks may be accomplished more efficiently through the introduction of ICT solutions.

Government to Employee (G2E)Includes services such as internal information on demand, reports via laptop or Palm, information systems for timing-in and checking of attendance, on-field-data-logging and remote data uploads and downloads. Government to Government (G2G) - Examples of G2G are inter-office teleconferencing, Wide Area Networks for geographically displaced offices, centralized clearance, licensing or accreditation from various office

Front-line ICT applications for e-government

Act as interface between the Government and Citizens or Business. Front line applications interact or transact with the Citizen via electronic media.

Government to Citizens (G2C)Are all services wherein the citizens interact with the government through ICT. These include information or transaction accessible via websites, processing of applications via kiosks, agency hotlines or call centers, online voting or council meetings, government payments with commercial banks, application status updates via landline or mobile phone, and the like.Government to Business (G2B)Philippine’s e-Procurement (http://www.procurement.net). EPS currently serves as the official system for public bidding opportunities by the Philippine government. Eventually, the system will be extended to support other aspects of the procurement process including direct purchases, bid submission, central accreditation, and payments.

5 Stages of e-Government

The 5 stages of e-government was developed by the United Nations and the American Society of Public Administration (UN-ASPA). These five categories measured a country’s e-government progress.

- Updated in the past 1.5 months- Forms are available -Search functions/site map- Message Board/Feedback Forum

3. Interactive Web Presence •A national government website frequently acts as a portal• Users can search specialized databases• Forms can be downloaded and or/submitted online• Secure sites and passwords begin to emerge

-Downloadable Forms- Specialized Databases- Online Forms Submission- Interactive elements such as chat room/Forums/Discussion Board- User log-in & password (internal use or public)

4. Transactional Web Presence Refers to a government website that will allow users to directly access services based on specific needs. Since these sites aare ultimately secure, users are able to conduct complete and secure transactions online.

- Secure- On-line Payment-Confirmation of Request (e-mail confirmation /acknowledgement receipt- Display of Security and Privacy Policy

5. Fully Integrated Web Presence Refers to a country website where all services and links can be done through a single central portal and where all transactional services offered by government is made available online through a single integrated site.

- All Department Information and services may be accessed through the Department Portal -Cohesive Interface covering all attached agencies and services- Frontline Services are fully-transactional online- User may customize his Department Portal Page- Search Engine Encompasses attached websites

E-Governance - 2007Philippines named as one of the 25 countries employing technology or e-government tools to the fullest. - UN Department of Economic and Social Affairs in 2006

Philippines tied with Australia for 17th place among 191 countries using web-measure index that assessed the quality of government websites and the level of utilization of ICT tools in government, either to provide information or establish Internet-based interactive and transactional services.

E-Government Readiness – defined by UN as a national government’s capacity and willingness to use e-government for ICT-led development. - Phil. Ranked 4rth in Asia - Same survey also said www.gov.ph was “on a par with the best of the world.

E-Governance - 2007E-Participation Index – The index assessed the relevance and usefulness of the e-participation features of government websites worldwide, and how well they were being deployed for “promoting participatory decision-making.”

The Philippines was ranked 15th among countries providing “access and opportunity to the citizen through the development of participatory initiatives via ICT.”
