Strong government doesn't mean simply military power or an efficient intelligence apparatus. Instead, it should mean effective, fair administration - in other words, 'good governance.'

-Raghuram Rajan INTRODUCTION Electronic governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of information, communication transactions, integration of various stand-alone systems and services between government-to-citizen (G2C), government-to-business (G2B), government-to-government (G2G), government-to-employees (G2E) as well as back office processes and interactions within the entire government framework. Through e-governance, government services will be made available to citizens in a convenient, efficient and transparent manner. The three main target groups that can be distinguished in governance concepts are government, citizens and businesses/interest groups. In e-governance there are no distinct boundaries. Generally four basic models are available – government-to-citizen (customer), government-to-employees, government-to-government and government-to-business. These initiatives are covered under the E-governance slogan as advised by our PM as well as the TTT(Teamwork Transparency and TECHNOLOGY)by our Hon’ble CM Shri Naveen Pattnaik. E-Governance uses Technology as a tool for reforming government.The aim of the government is to-“ Make all Government services accessible to the common man in his locality through Common Service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realise the basic needs of the common man” For better service delivery and using the latest technology a sleuth of state of the art software have been developed by R & DM department Which are : 1. brought upon a paradigm shift in the Public Service Delivery. We will now examine each of these initiatives to understand the impact it has made in revenue administration.

BHULEKH

Bhulekh is a representation of Digitization of Land Record data in comprehensive and precise manner.Anybody from anywhere can get access to Land Data for the state by selecting Dist,Tahasil and Mouza from the drop down menu available.It is available in both Odia and English Language.It is developed and maintained by NIC as well as OCAC odisha division.

Dwist is for entering data into the individual Tehsils and updating day to day activities as well as the 25 parameters into the dashboard for proper review at various quarters pf the government.With the help of DWIST a person will be able to track his own case using the case no and Date.On opening the DWIST site for public it shows all information ranging from PIO,APIO,Tahsil info atc. As shown below

Online Mutation:

Online mutation is the process of erstwhile mutation done in online manner where an application is applied frough form 3 in Sub registrar office. The Normal Process flow can be described as:

Citizen Submits application form with requisite documents to Single Window Operator. SWO enters data & issues receipt . SWO Forward applications to Tahasildar. Tahasildar write his/her observation in the Order Sheet and forward application to Record Keeper for Record Checking. ( Tahasildar either receives application from SWO or by System Generated Form -3 after registration ) Record Keeper report on the record to Tahasildar. Tahasildar forward the case to RI for necessary action, i.e., Issues Notices to Parties & Public, Conducts hearing , Makes filed verifications and Sends back report to Tahasildar. RI send status of the case to Tahasildar. If the case is approved, Tahasildar sends the case record for final order entry to the Record Keeper. RK do the entry and sends the report to OIC, Record Room for updation of record. After RoR correction in Bhulekh OIC, Record Room send the Intimation Slip to RI for updation. RI sends the conformation to OIC , Record Room. OIC Record Room sends the case for closure of the case. Tahasildar will send the case to Single Window Operator (SWO) for issuance of RoR to Citizen. SWO hand over patta to citizen. The process flow of online mutation is as follows:

Revenue Court Case Monitoring System: [Website: http://bhulekh.ori.nic.in/rccms] Revenue Court- Case Monitoring System is a generic eGov product yet unique of its kind. It can be rolled out across the Country with minimal customization or modification. SMS integration and online Stamp and Payment Gateway modules are planned for implementation shortly. The mutation cases along with Appeal cases are handled in Revenue Court Case Monitoring System. The database contains all the Revenue case details. The processing stages and the final disposal status are made available to the public. PRESENT SYSTEM OF FILING OF CASE The present system for case filing/ instruction of revision case is mostly manual. It is done either in person or through an advocate at the Oath Commissioner or Peskar in the different courts of Board of Revenue. Cases are accepted or rejected based on the scrutiny of applications and documents by the Oath Commissioner or Peskar. Registration of case is carried out at Oath Commissioner/ Peskar level and a registration number is provided to the applicant. The priority for taking up cases depends on the date of the case or in some cases, instructions from the Hon’ble High Court. Following this, the cause list is prepared and notices are sent to the petitioner/ opponent parties physically. Suo motto party, if any, may appear on the date of hearing and may file their document and written statement. After hearing from both the parties, court order may be issued by the authority for next hearing till finalization of case. At present, there are seventeen Courts under Board of Revenue Objectives: All types of Revenue Cases to be disposed through RCCMS. Daily Cause List is available in RCCMS and DWIST. The applicant know the status of the case. Final Order of the case will be available.

Features: Captures all the case details. The cases of e-Mutation will automatically flows to RCCMS. SMS is available for public regarding the case. One can see the status of the case from the website.

At the top right corner you will be having search cases box which will show a r case details by entering the case no only. case Registration link there is a sub link New Registration selecting registration form for a new case will be shown . Document Management System: The land record details, case records, maps and other documents should be scanned/ digitized, indexed and stored in computer systems. A Document Management System (DMS) is a digitally storage and retrieval system introduced for online storage and retrieval of the records, indexing of data and images etc.

E-Registration: Registration is a major public service delivered by the Revenue and DM Department, Government of Odisha. It includes registration of all types of instruments, registration of societies, partnership firms and administration of the duties related to stamp and stamp duty including court fees. The e-Registration project, a comprehensive project of automation and transformation of all 187 Registration offices across the state has been undertaken by Department. The project is designed and implemented to achieve IT enablement of complete workflow of a Sub- Registrar Office in Odisha. This web based application is designed & developed to enhance the productivity of department by reducing inherent delays in registering a deed.

e-Registration is successfully operationalized across all 177 Sub Registrar Offices in the State. The PPP project with Capital Expenditure of Rs 28 Crores and Operational Expenditure of approx Rs 35 Crores is widely perceived as the role model for implementing similar projects across the country. A team of 400 plus resources deployed across 177 locations is responsible for smooth operationalization of the project. Secure, error-free and simple registration process. Transparency and accountability in registration of deeds. Issue of Encumbrance Certificates in one visit/online. Providing the Certified copy of documents in one visit/online. Issuance of online Certified Copy of registered documents & Encumbrance Certificates. Automated Transmission of Form No- 3 from DSR/SR to concerned Tahasil office for initiation of Mutation cases.

E-District: Odisha was identified as one of the 16 pilot States Ganjam & Mayurbhanj were taken as the pilot districts Implementation of the project started in January-2010 e-District Application went live successfully on 5th September 2011 in Ganjam and on 18th December 2011 in Mayurbhanj. Manual issuance of certificates in these pilot Districts has been stopped since June-2012 Since then E-district portal has been operable in all district of Odisha issuing all kinds of certificates ranging from Income,Solvency,Caste,Residence,Legal Heir and Guardianship Certificates. E-District is directly monitored by NIC and from time to time according to the feedbacks it updates and makes it more user friendly. The Process flow is: Sample copy of

E-Despatch: The Objective of e-Despatch is to ensure instant communication of the Government letters without making any changes to the Government rules as laid down in the Records Manual. All departments of Government of Odisha is using this application and transaction in tune of more than 1 lakh every year. 400+ training and re-training programs for more than 20,000 Govt. employees have been carried out from the date of project implementation.

Automation of Manual of Tahasil Accounts: To accomplish the Revenue works correctly, many registers are being maintained in Tahasil and Revenue Inspector’s office. One of the major activities of this department is revenue collection. The Revenue Inspector collects the revenue and deposit to the concerned government account. The Manual of Tahasil Accounts is for maintenance of error free registers and reconciliation if any error occurs in the system.

Online Saltamaami: It is the process where the accounting of the DCB or demand collection and balance of different LEDGERS of RI and Tahasil offices has to be done at the end of the year.This is to be done online by the Automation of MTA or Online saltamaami

BHUNAKSHA: Bhunaksha is the online version of the Cadastral map which are corrected corresponding to the trace amp attached to the case record for various revenue cases such as mutation,OLR,Lease cases ,Encroachment etc. Which are field updated by AMins.Now with the help of bhunaksha one can be able to digitize the whole map online and no offline correction needs to be done.

16 PARAMETER (E-Registration)

Conclusion: The early life of e-governance initiatives has already seen a shift in understanding, from the view that increasing access to services by putting them on the web was all that was needed, to a more sophisticated notion of a transformed public realm. ICTs of course only enable this transformation, they do not create it and hence the social and political norms in any areas will determine the outcome of the ‘e-governance’ systems. We are now starting to see change in governmental institutions: a greater emphasis on ‘partnership working,’ both with citizens, businesses and third sector organisations; decentralisation and changes in working processes; more knowledge intensive and personalised services and in some cases, greater openness and transparency of political processes. All of these trends have a long way to go and many could be stopped in their tracks, by issues of uneven access to technology or content which alienates or patronises users.
